Last fall the Blaine City Council adopted a three year strategic plan. This strategic plan includes six priorities, a new mission statement, and a set of community values. City staff is now working on the implementation of the plan. In the coming months an online strategic plan dashboard will be developed as a way for the community to track the progress of the plan. Core Values

The Anoka Conservation District selected the City of Blaine as the 2020 Anoka County Outstanding Conservationist. Blaine has over 800 acres of dedicated open space throughout the city creating greenway corridors, opportunities to protect and restore biological diversity, and providing outdoor educational and recreational opportunities. The Blaine Wetland Sanctuary is one of the City’s open space sites serving many functions. The northern and central portions of the Blaine Wetland Sanctuary are being restored to increase diversity and are certified as wetland banks, which generates funds used to maintain and update the City’s parks, trails, and open spaces. The protected open space also serves as a refuge for the rare plants currently existing there and also has diverse micro habitats to accept salvaged rare plants. The City of Blaine promotes and facilitates environmental education at the Blaine Wetland Sanctuary and public engagement with groups working on invasive species and planting salvaged rare plants. The City undertook the difficult task of turning once ignored and undesired wetlands into a regional community resource.

Blaine’s Emergency Notification System The City of Blaine has an emergency notification system designed to get information out quickly during an emergency. You can choose to receive information by phone call, text message, or email. You can also pick to get the notifications by all three methods to be best informed. Since the launch of CivicReady in 2017 more than 35,000 points of contact have been added to the system. Blaine Housing Year in Review 2020 was a year unlike any other with the COVID-19 global pandemic upending many communities across the globe. In Blaine residential development has weathered the upheaval and continued to move forward with 265 new residential units permitted and 402 new lots platted. Blaine continued to be in the top 10 suburbs in the Twin Cities metro for housing starts, measured by permits issued. The year saw growth in the multifamily sector with the opening of a large senior apartment building, Legends of Blaine and continued construction on Cedar Green Apartments (permitted in 2019). 2020 ranked third in the past decade for platting activity in Blaine and showed the continued resurgence of townhomes.

2021 Outlook The City expects 2021 to be a strong year for residential construction with significant lot inventory available for building due to platting activity in 2020. The City’s current pace of development is on track to meet the Metropolitan Council population forecast for 2030 of 76,700 residents, a growth rate of approximately 1,000 residents per year. Public Works Seasonal Employment The City of Blaine is looking for seasonal employees who can work 40 hours per week. Positions are available in the parks, streets, water, sewer/storm, and mechanics divisions. Hours are 7AM to 3PM, Monday thru Friday. No weekends, nights, or holidays. The wage range is $12 – $17 per hour depending on qualifications. Applicants must be at least 17 years old, have a valid driver’s license, and a good driving record. Dogs Must be Leashed When Out for a Walk Please remember that all dogs must be on a leash and under control while off their owner’s property. If you wish at have your dog run and play off leash, the City has an off leash dog park at Aquatore Park. For more information on Swanson Dog Park, visit BlaineMN.gov/DogPark.

Peddlers and Solicitors Throughout the year door-to-door peddling, soliciting, and canvassing raises questions from Blaine residents. While most of these activities are regulated by the city, they cannot be prohibited entirely. A canvasser, for example, may go door-to-door without a permit from the city. A canvasser may be a person asking for signatures on a petition, requesting support for a political candidate or position, seeking donations for a religious organization, or fundraising for a high school booster club. All peddlers and solicitors are required to obtain and wear a city-issued photo identification license that is visible while going door-to-door. For your safety Blaine residents should: •

You’ll Also Need More Than a Leash to Walk Your Dog Under City ordinance pet owners are required to clean up after their dogs when taking them for a walk. Dog owners must carry a plastic bag or some other means of picking up after their dog whenever they are off their own property. This ordinance was enacted in response to multiple complaints regarding the amount of feces accumulating within the park system and along walkways. Please be a courteous pet owner and clean up after your pet. Help Prevent Water Poo-lution If you have walked around the Lakes of Radisson or the Pleasure Creek Trail lately, you may have noticed some newly installed pet waste stations. Disposing pet waste in stations like these not only protects you from bottom of the shoe surprises; it also protects our water.

City of Blaine COVID-19 Response Update City Meetings Returned to Hybrid Model on February 1 At the beginning of February the City resumed a hybrid model for City Council meetings and for board and commission meetings. The hybrid model allows for individuals to participate in city meetings in person or virtually. Public comment during city meetings is taken both in the council chambers and virtually through Zoom. Anyone attending in person must wear a face mask and use a no contact temperature scanning device before entering the council chambers. City Hall is Open Blaine City Hall continues to be open by appointment. When making an appointment you can select which department you want to meet with during your appointment. Front desk staff are also available Monday-Friday 8AM-4:30PM to help individuals who arrive without an appointment. Any visitor entering city hall will need to wear a face mask and go through a no contact temperature screening. Please make an appointment at BlaineMN.gov/ByAppointment.

Work On Highway 65 Improvements Moves Forward The City of Blaine, Anoka County Highway Department, and MnDOT recently issued a Request for Proposals (RFP) for an engineering consultant to complete the environmental review of proposed intersection improvements on Highway 65 from 99th Avenue to 117th Avenue. This is a federally required process of outreach and evaluation of options to reach a single preferred corridor alternative. Completion of this process must be done before federal or state grants can be accepted for further design or construction costs. The selected consultant will create preliminary designs of each intersection based on the final selected alternative. The environmental review and preliminary design work will begin in May and take 12-18 months to complete. The City will work with the consultant on a final design for the intersection at 99th Avenue including a frontage road for the west side of 65 from 99th Avenue to the north. The County will work to develop a final design for the intersection of 109th Avenue. The City and County have secured a number of grants for the early stage of the projects. Construction of the west frontage road could begin as early as the fall of 2022. Additional funding is being sought at the state legislature during this session and will be needed before construction of either intersection can move forward. Intersection construction could begin as soon as 2024 or 2025 depending on state and federal funding availability. For more information, visit BlaineMN.gov/TH65.

Annual Stormwater Meeting Monday, March 15, 7:30pm The annual public informational meeting for Blaine’s Storm Water Pollution Prevention Program will be held on Monday, March 15, at 7:30PM during the City Council meeting at Blaine City Hall. The purpose of the meeting is to inform residents on stormwater related activities conducted by the City and allow for input on the stormwater program. Community Adopt-a-Drain Challenge is Here Looking to get outside, help your community and environment, and win prizes? Join the 2021 Community Adopt-a-Drain Challenge. In the Community Adopt-a-Drain Challenge Blaine residents will adopt storm drains and report their storm drain cleanings through Adopt-a-Drain.org from March to October. Blaine will compete against Andover, Columbia Heights, and Fridley to see who has the most storm drain adoptions and reported cleanings. Cities with the most adoptions and cleanings not only win fame, they will also have cleaner water as anything that gets into a street storm drain can flow into our local waterbodies. There are also individual prizes each month based on different aspects of Adopt-a-Drain. For example, the individual competition categories for March, April, and May, are best storm drain name, most reported inspections, and best storm drain picture. Join the challenge now by adopting and naming your drain through Adopt-a-Drain.org. After the snow melts, clean your drain and report what you have cleaned. Septic Tank Pumping and Maintenance Just a reminder to have a licensed MPCA service provider submit the required MPCA Septic Tank Maintenance Reporting Form to the City of Blaine Building Inspections Department. The Blaine Parks and Recreation Department is preparing to offer a full slate of summer programming in 2021. Earth Day April 10 thru May 16 Celebrate Earth Day by gathering with your neighbors and cleaning up your neighborhood park. The Parks and Recreation Department is looking for residents to organize an Earth Day clean-up event at any of Blaine’s 65 parks. Recycling in Our Parks With spring around the corner, the City would like to remind everyone to please use the recycling program in our parks. The City has blue recycling carts located with trash containers to make it easy for you to recycle in Blaine’s parks. You can recycle the same materials as you do at home in our parks recycling program. Thank you for keeping parks, trails, and open spaces clean. Anoka County Compost Sites Open Extended Hours Begin April 1 Anoka County’s two compost sites will be open for extended hours from April 1 through November 30, 2021, weather permitting. The sites are located in Bunker Hills Regional Park in Coon Rapids and Rice Creek Chain of Lakes Regional Park in Lino Lakes. Leaves, Grass and Non-Woody Yard Waste Yard waste includes debagged grass clippings, leaves, garden waste, weeds, soft-bodied green plant materials, straw, acorns, pine cones, and needles. There is no charge to drop off up to four cubic yards. Approximately eight lawn bags equal one yard. A $5 fee will be assessed for each additional four cubic yards. Tree Waste Tree waste includes brush, evergreen boughs, logs shrub trimmings, and stumps. Tree waste may be loose or bundled. Fees vary based on the amount and the diameter of the materials. The more compact the load the lower the fee. Organics Organics include all food scraps, most non-recyclable and uncoated food-soiled paper, and BPI (Biodegradable Products Institute) certified compostable products. The Blaine Police Department recently conducted an online survey to allow the community to help reinvent what police community relations looks like in Blaine. The effort was designed to assess the best ways the police department can connect with the community. A sample of the results from the survey are displayed below.
