The Story of

akota and Ojibwe Indians hunted on the land that later became Blaine long before settlers appeared. In 1847, a government land survey crew led by Deputy Surveyor Andrew Hewett measured the perimeters of the township “by slogging through swamp and thicket and over dunes.” In his report, Hewett concluded, “The township is almost inaccessible for either man or beasts except when frozen up.”

In the 1850s, speculators began acquiring land by hiring squatters with the idea of turning over ownership in the form of land patents to the speculators, who by all accounts never lived there. However, one individual, Andrew More, who purchased land in 1855, most likely lived in the township. His name appears in the 1857 census, making him possibly the first settler.

The first permanent settler was most likely Phillip Leddy, whose name was misspelled in early historical sources as Laddy. Leddy purchased land in 1857 and 1859 near what was later called Laddie Lake, presumably named for him. He farmed there from about 1862 until his death in 1872. Leddy’s wife Bridget and three of their seven daughters continued to live on the farm until at least 1875. They then moved to Minneapolis. The township was officially organized in 1877. Moses Ripley was elected as the first chairman of the Board of Supervisors. According to local lore, Ripley, who had come to Minnesota from Maine, persuaded his fellow board members to name the new township in honor of James G. Blaine, a U.S. Senator and statesman, also from Maine. In 1880, Blaine Township had a population of 128. A former slave from Kentucky also helped set Blaine on its early course to permanent settlement. Greenberry “Green” Chambers served as a private in Company H of the 115th U.S. Colored Infantry and later as a supervisor cook during the Civil War. After his 1865 discharge from the Union Army, Chambers traveled by steamboat up the Mississippi River to Minnesota with his wife and three of their five children in search of a better life. Chambers purchased a farm in Anoka County that later was lost to foreclosure. The family then settled on another farm, likely in southeastern Blaine, where Chambers served on the Township Board of Supervisors from 1878-1881 as a constable and in 1882 as a road overseer. He and his son, Green Jr., are listed as voters in the 1881 Blaine Township election.

Dairy farms dominated the landscape in Blaine well into the 20th century. After World War II, with the severe housing shortage created by returning servicemen and their growing families, starter home developments began to spring up in southern and eastern Blaine. In 1950 the population reached 1,694. Dairy farms gave way to vegetable and sod farms and later were sold to housing developers. The development of Interstate Blaine Named 35W, Highway 10, and Highway to Best Places 65 created greater accessibility to Live in to the Twin Cities. The residents section offers important information such as garbage and recycling, property information, residential community standards, and online payments. The construction updates webpage gives timely information on the many projects happening around the city and allows residents to subscribe to the updates.

Photography Contest The city’s seasonal photo contest, Impressions of Blaine, has provided a unique opportunity to showcase the city through our residents with categories including city landmarks, community activities and events, people and families, pets, throwback Thursday, and wildlife and nature. Other notable photographers include Alicia Marie Photography, JJ Photo, Sarah Grace Photography, and City of Blaine employees.

Municipal Cable Channel 16 Tune into channel 799 (HD) or 16 (SD) on the Comcast (Xfinity) cable system. The channel airs a variety of short videos about city events and local news stories covering Blaine. Blaine City Council, Traffic Commission, Planning Commission, Natural Resources Conservation Board, and Park Advisory Board meetings are also broadcast live as well as played back on the channel. The channel can also be found on the North Metro TV app on Apple TV or Roku.

nspires Courage to ace ear Bravery Box Provides Courage to Little Fighters

very day, young patients at Children’s Hospitals and Clinics of Minnesota face unimaginable challenges. They confront illnesses and conditions that may require surgery, treatment, medication, or extended hospitalization. These situations would be overwhelming for most adults, yet somehow these small warriors find the courage and strength to face their fears – sometimes with a little help. And that is how Andrew’s Bravery Box came to be. This nonprofit organization provides small rewards to children to help ease anxiety and make hospital experiences a bit more bearable. The group provides toys, activities, and other fun items for families and nurses to give to patients as a prize for showing bravery. The idea was inspired by Andrew Dorsing, whose mother is a teacher at Blaine High school. Andrew was born in December 2012 with Aortic Stenosis, a congenital heart defect. At just two days old, he underwent his first heart catheterization procedure – one of five he would endure,

along with three open heart surgeries, over the next six-and-a-half years. To make his hospital visits less scary, Andrew’s family would put toys they knew he would love into a paper bag and let him choose one every time he was brave. And each time, Andrew’s spirits lifted as he gained more courage. Due to complications from his heart defect, along with a new and unexpected issue, Andrew passed away on July 9, 2019. In his short life, this little boy who loved Daniel Tiger and Paw Patrol, building Legos, and playing with his brothers exhibited bravery every step of the way. He never let his circumstances prevent him from enjoying his best life. And now his legacy carries on through the Bravery Box initiative that bears his name. You can help encourage children like Andrew to be fearless in the toughest of situations with a donation to Andrew’s Bravery Box. If you would like to donate, the best items to purchase are those that would be enjoyed by the children in your life.

Parks & Recreation Parks & Trails The City of Blaine has an extensive park and trail system. The city currently has 65 parks encompassing 753 acres of land. Most of the parks are located within residential neighborhoods. Larger community parks contain major athletic facilities, picnic areas, or natural environment resources characteristic of Blaine. Over 75 miles of trails and trail corridors interconnect parks, schools, and open spaces. There are over 826 acres of open-space land available to Blaine residents, including the 500-acre Blaine Wetland Sanctuary.

Community Use of Park Facilities Residents are encouraged to use the variety of park facilities available within the Blaine park system. Family or group reservations for large pavilions are available. Park shelter reservations are currently suspended due to COVID-19 but may resume by spring or summer 2021. Park shelter and field reservations can be made at BlaineParks.com/Register. Most parks are open for community use from 5AM to 10PM daily.

Adult Programs Adults have the opportunity to participate in a variety of recreational activities offered throughout the year. Program areas include health and fitness classes, recreational athletic leagues, lifetime sports, outings, and hobby and special interest classes.

Senior Programs The Mary Ann Young Center in Aquatore Park is home to senior programs and has general community space as well. The center offers a wide variety of programs and services year ’round and seniors have the opportunity to become involved in daily recreational activities, educational classes, special events, and outings. The center staff also provides access services, such as information and referral, advocacy, and outreach. A senior newsletter is published monthly

Youth Programs

Information & Referral Residents who need to locate a favorite recreational activity, check on registration for youth sports, find the location of a park, or need information on a special event may visit BlaineParks.com or call the Parks and Recreation office at 763-785-6164.

A variety of recreational activities are planned throughout the year for children from pre-school age through high school. These activities range from youth athletics, arts, field trips, enrichment camps, summer playgrounds, and more. During the winter, supervised skating rinks with warming houses are provided at various park locations. Watch our website for COVID-19 updates.

Blaine Wetland Sanctuary S ince the late 1980s, the city has had a vision for creating a wetland classroom in the area known as the Blaine Wetland Sanctuary. In 2000, residents approved a $3.5 million bond referendum to purchase property for open space. The first purchase was the 62-acre wetland and 8-acre oak forest in the Lakes of Radisson development, which added to the city’s existing 435 wetland acres east of the Lakes of Radisson development extending south to 109th Avenue. Since that time, research has been conducted in the 500-acre open-space property west of Lexington Avenue adjacent to Anoka County Ditch 53-62. This area is part of the larger Anoka Sand

Plain, which is home to unique plant communities found in very few places anywhere in the country. Several species of rare and endangered plants were discovered and the concept of restoring the wetlands to allow those species to flourish began to take shape. Combined with the big picture of being in city open space and the prospect of adding a pavilion for public education and access for the enjoyment of nature lovers, plans were put in motion. The goal of the project is to enhance, restore, and protect three wetland community types and upland islands. The upland communities will be restored to oak forest or aspen-birch forest types. The wetland communities will be restored to

Anoka Sand Plain rich and poor fen, which are unique and rare plant community types containing two confirmed threatened and endangered species. The restoration will release the dormant native seed bank and existing rare species and their habitats will thrive and expand. The boardwalk and parking lot were completed in August 2017, giving the public the opportunity to walk from East Lake Park in the Lakes of Radisson development to the regional trail along Lexington Avenue. The parking lot was constructed off of Lexington Avenue, providing a trailhead for the boardwalk and parking for educational programming. Active management of the wetland site will continue to accomplish the plan

hen it comes to sports and recreation, Blaine is ahead of the game, offering something for every professional and recreational athlete. Spectators and athletes from all over the globe gather at Blaine’s world-renowned athletic facilities for events year-round, which strengthens the growing community. For over 35 years, Blaine has been dedicated to creating recreational opportunities and facilities for residents and visitors. The TPC Twin Cities golf course recently secured a seven-year deal with the PGA TOUR; the annual tournament brings some of the world’s top golfers to Minnesota.

TPC Golf Course The 18-hole TPC Golf Course is Minnesota’s only private PGA tour-owned property, spanning 235 acres of countryside. Designed by Arnold Palmer and Tom Lehman, the course has been honored multiple times by Golf Digest magazine and is the site of the PGA TOUR 3M Open.

Blaine Wetland Sanctuary

Opened in 1982, this civic center and ice arena, known as “The Ice House,” was one of the first facilities in the Twin Cities with curling ice.

A boardwalk extends through the sanctuary with over 500 acres of wetland and upland. The City of Blaine partners with Growing Green Hearts and Wargo Nature Center to provide educational programs on summer evenings and weekends through August. National Sports Center The National Sports Center (NSC) is the world’s largest amateur sports facility, a six-hundred-acre campus featuring: • The Super Rink, with eight sheets of ice under one roof. Yearly attendance reaches nearly 2 million. • The NSC Stadium, a multipurpose outdoor athletic stadium with a grandstand that seats up to 5,500 spectators. Home of the annual 98.5 KTIS Joyful Noise concert and the opening ceremony for the annual Target USA Cup, the largest youth soccer tournament in the Western Hemisphere.

3M Open Links PGA Tour For almost 20 years, TPC Twin Cities in Blaine hosted the 3M Championship, a PGA Tour Champions senior event. But a new chapter of golf in Minnesota began in 2019 with the inaugural 3M Open. What started as the Burnet Senior Classic in 1993, played at Bunker Hills Golf Course in Coon Rapids, transformed a bit in 2001. 3M took over as the title sponsor and the tournament moved to TPC Twin Cities, where it remained the preeminent Minnesota golf event for almost two decades. The 2018 3M Championship was the final Champions Tour event and its replacement was announced that same year. An official PGA Tour stop and part of the FedExCup series, the 3M Open got the ball rolling in July 2019 at TPC Twin Cities. The private golf club first opened in 2000, when Arnold Palmer Design consulted with golf legend and Minnesota native Tom Lehman to convert a former sod farm into a premier golf course. The grounds were long considered one of the top designs on the PGA Tour Champions circuit. To challenge golfers at the PGA Tour level, the layout received some significant upgrades and reconfigurations. Now a par 71 that plays up to 7,468 yards, the course is longer and narrower, with 27 water hazards and 74 bunkers. The event marked the PGA Tour’s first regular stop in the state in half a century. The tour stopped in Minnesota 34 times between 1930-1969. Each year a field of 156 golfers compete in the 3M Open. The tournament has been headlined by such notable names as Masters champions Phil Mickelson, Patrick Reed, and Dustin Johnson, and top-ranked players Brooks Koepka, Jason Day, Tony Finau, Matthew Wolff, and Bryson DeChambeau. With an annual impact of $50 million, the tournament is a major driver of economic activity in the region and is committed to take place in Blaine for at least the next five years.

A Unique Resource for Residents The largest amateur sports campus in the world right in the City of Blaine, the National Sports Center (NSC) offers over 600 acres for year-round sports programs and events in sports as diverse as soccer, hockey, golf, figure skating, yoga, and ultimate disc. The NSC opened in 1990. Built by the State of Minnesota but operated by the nonprofit corporation National Sports Center Foundation (NSCF), the NSC is operates on a self-supporting basis. Although state funds were used to build the facility, no operating subsidy is provided. Super Rink Opened in October of 1998, the Super Rink expanded from the original four sheets of ice to eight sheets in the fall of 2006. Programs include hockey, figure skating, broomball, short-track speedskating, and public skating.

The Super Rink features two unique facilities. The Herb Brooks Training Center is a 12,500 square-foot dry-land training facility to teach young players the latest training techniques. For the figure skating community, the 6,200 square foot training center provides a conditioning and dance studio, changing area, parents’ viewing area, and offices for coaches. The Super Rink is one of the training homes for the U.S. Women’s National Hockey Team, and the team visits Blaine for training camps several times each year. The rink is the home ice for the Bethel University men’s and women’s hockey teams, as well as Irondale, Mounds View, and Legacy Christian high school hockey teams.

Victory Links Golf Course Established in 2003, Victory Links is the only PGA Tour-designed public golf course in Minnesota. Boasting 18 holes of links-style golf, Victory Links is designed to be inviting as a family-friendly course suitable for youth golf and challenging enough to host a PGA Tour event. evelopers are gearing up for projects during what is another big year of development in Blaine. All sectors, including residential, commercial, industrial, and public, are going to be busy. Through the COVID-19 pandemic, housing activity has continued to remain strong in Blaine. Over the last 20 years, Blaine has continually ranked in the top 10 in the Twin Cities metropolitan area for new housing construction. City Departments Administration

Finance Department

The administration department is made up of the city manager’s office as well as the city clerk, communications, and human resources divisions. The City Manager is selected by the Blaine City Council to manage the day-to-day operation of all functions of city government. Finance oversees all financial activity of the city and manages four subdivisions: accounting, which oversees the payroll and accounts payable functions and is responsible for the city’s financial reporting; budgeting, which manages the city’s financial and capital planning functions; treasury and debt management, which manages the city’s banking, investment, and debt issuance functions; and utility billing, which is responsible for the billing, receipting, and account maintenance of Blaine water, sewer, refuse, and recycling accounts. Information Technology is responsible for managing the city’s computerized system of hardware and software and its supporting infrastructure that allows the exchange of information, both internally and externally, through the use of voice, data, and video. Community Development The community development department consists of three divisions: planning, economic development, and building inspections. Planning functions revolve around reviewing and processing the development proposals for the Blaine Planning Commission and Blaine City Council as well as interpreting and enforcing zoning and subdivision codes. This division prepares and implements the comprehensive municipal plan, which guides land use,

zoning, sewer extension, transportation, and community facility improvements or anticipated changes. They also prepare special reports and studies of redevelopment and long-range plans. Planning also oversees all land development within the City of Blaine. Staff is available to answer questions on past, current, and future development, zoning, building code changes, home occupations, business signage, and variances to the codes. In some cases, financial assistance is available through the Blaine EDA for projects which address city goals. Blaine has a strong and growing industrial and commercial business sector. Community Standards The community standards department consists of three divisions: neighborhood services, fire inspections, and housing services. Neighborhood Services enforces city ordinances relating to the public health, safety, and general condition and upkeep of the community. This department responds to inquiries about code issues. Neighborhood services strives to work cooperatively with residents and business owners to gain voluntary compliance of community standards. Fire Inspections is responsible for new construction plan review and inspection. Fire inspections also conducts routine fire inspections of commercial and industrial buildings. Housing Services is responsible for the rental license program for all single and multiple family rental property within the City of Blaine. All rental properties are required to obtain an annual license and scheduled inspections. Housing services is also responsible for conducting the fire inspections of all apartments and residential board and care facilities as well as responding to property complaints. Public Services The public services department consists of three divisions: parks and recreation, geographic information systems (GIS), and public facilities.

Parks and Recreation in Blaine provides a comprehensive, year-round recreational activity program for residents of all ages and includes the senior center facility and senior programs. Parks and recreation also works in cooperation with community organizations, agencies, and associations in an effort to facilitate a broad variety of recreational opportunities within the city. Public Works The public works department is divided into several divisions providing services for the maintenance of, and some construction of, public facilities such as streets and parks and the provision of utility services. Engineering: The engineering division ensures that municipal sewer, water main, storm drainage, and street improvements are constructed in accordance with city specifications. Engineering coordinates engineering services during the planning and construction stages of residential and industrial development as well as maintaining compliance with all applicable wetland requirements. Maintenance: The maintenance division provides a program of preventive maintenance and repair work for city vehicles and equipment. Council, Boards & Commissions Blaine City Council

Blaine Economic Development Authority

As the elected representatives of the people, city councilmembers comprise the policy-making body of the city. The council is composed of six councilmembers and the mayor. Though voting equally with the other six members of the council, the mayor is the presiding officer at council meetings and is the official representative of the city. Two councilmembers are elected from each council ward on staggered four-year terms. The mayor’s position, a four-year term, is elected at large. The city is comprised of three council wards. Elections are held each August and November in even-numbered years. The councilmembers, as a body, implement all policies exclusively through the city manager and, as individuals, neither perform nor interfere with any of the administrative work themselves. Regular meetings are the first and third Monday of every month at 7:30PM in the Blaine City Council Chambers at Blaine City Hall. Meetings are televised live on cable channels 799 and 16. In May 1985, the Blaine Housing and Redevelopment Authority (HRA) was established to promote economic development. State law empowered HRAs with broad authority to engage in redevelopment and economic development activities. Although the HRA was an autonomous organization, the HRA was governed by a board whose members are the Blaine City Council. In December 1988, the Economic Development Authority (EDA) was established to replace the HRA as the vehicle for subsequent economic development activities. Previous city and HRA projects were consolidated under the EDA’s authority. In part this was done because state statute provided the EDA with greater flexibility. The EDA is governed by the Blaine City Council, which serves as the EDA’s board of directors and president. The city manager is the executive director of the Blaine EDA. The EDA meets as needed. Longtime Mayor Tom Ryan Retires In 2016, Tom Ryan procured his sixth four-year term as the Mayor of Blaine. Once that term expires on December 31, Ryan will relinquish his mayoral responsibilities and officially retire. Ryan has served as Mayor since 1997. He was elected to the Blaine City Council in 1987 and initially planned to serve only a couple of years on the board. That was more than three decades ago. In October, the Blaine City Council took action to recognize Mayor Ryan’s years of service to the community by renaming Town Square Park as Tom Ryan Park. Tom Ryan Park is located next to Blaine City Hall and is home to the summer concert series, Blaine World Fest, and many other community events throughout the year. The park is also home to the Veterans Memorial that Mayor Ryan has worked diligently with others to bring to the community.

The following boards report to the council: Charter Commission The Blaine Charter Commission reviews the city charter and recommends charter amendments in keeping with the state law. Commissioners are volunteers recommended for appointment by the Blaine City Council to the Tenth Judicial District Chief Judge. Special Board of Review The Blaine Special Board of Review is a process established by the Minnesota Legislature to provide a fair and objective forum for property owners to appeal their property valuation or classification. The Blaine Board of Review is comprised of a group of qualified realtors and appraisers appointed by the Blaine City Council annually and in many cases serves as a first step in the appeals process for taxpayers. The Board of Review, while required to meet in April each year, was not active in 2020 and will not convene until 2022 as the city works to meet training requirements outlined in state statute. Traffic Commission The Blaine Traffic Commission reviews neighborhood traffic concerns on local streets, defines issues, reviews alternatives and costs, holds public hearings, and makes recommendations to the Blaine City Council. Fire Board The Spring Lake Park - Blaine - Mounds View (SBM) Fire Department is a nonprofit corporation managed by a Fire Board consisting of firefighters and community representatives. Blaine representatives must either live or work full time in Blaine and work closely with the Fire Chief, offering final approving authority for most administrative and financial items for the corporation.

Ad Hoc Boards/Councils: Senior Advisory Council The Blaine Senior Advisory Council has been established by the Blaine City Council to recommend programs and services for the senior residents of Blaine. It is the intent of the advisory council to make every effort to provide equal program opportunities for all Blaine area senior citizens. The Blaine Senior Advisory Council also recommends guidelines for use of the Mary Ann Young Center. The Blaine City Council appoints a councilmember to sit on the board, and the mayor also presides. Arts Council The Blaine Arts Council is a volunteer committee. The mission of the council is to promote, advance, and celebrate the arts in our community for the appreciation and participation of our residents. Blaine Historical Society The primary goal of the Blaine Historical Society is to collect, preserve, research, disseminate, and display historical knowledge and artifacts relating to Blaine, Minnesota. laine Safety Services are comprised of the Blaine Police Department, the Spring Lake Park, Blaine, Mounds View (SBM) Fire Department, and community standards.

Blaine Police Department The Blaine Police Department has an authorized strength of 70 sworn officers, 11 full-time support personnel, and eight part-time non-sworn community service officers. The department responds to over 43,000 calls for service annually. The police department has two K-9 teams as well as other specialty units such as a traffic unit, retail crime unit, and directed operations group. There are five divisions in the police department: the patrol division, special operations, administrative services, emergency management, and support services. In addition, the police department also has a reserve unit and a law enforcement explorer post. The Blaine Police Department strives to have the most upto-date policies that reflect changes in federal and state court rulings and law changes, as well as keep them contemporary with the ever-changing world around us. In 2019, the department contracted with Lexipol, a renowned US company. Lexipol is a national law enforcement policy company that not only ensures policies are legal and defensible, but best practices are followed as well. This process will take us into 2021 and beyond by continually going through our entire policy manual and updating it on a real time basis. The Blaine Police Department believes in building strong relationships with its community members through engaging interactions and events. We strive to create trust and confidence in the neighborhoods, schools, and businesses we serve. In addition to being a wonderful city in which to live and work,

Blaine is also a destination community. Many large-scale sporting events, concerts, festivals, and other activities present unique public safety challenges. K-9 Team Proves to Be Top Dog A Blaine police officer and his K-9 partner were recently honored with the 2019 National Case of the Year award from the United States Police Canine Association (USPCA).

Their swift action and bravery earned this K-9 team the association’s Regional Patrol Case of the Year award earlier in the year. Regional winners are then eligible for the national honor. Larson began training with Rex, a Belgian Malinois, in February 2012, when the pup was about a year old. The pair is one of two K-9 teams on the Blaine Police Department. Funding for the K-9 unit is provided through the Blaine Public Safety Association, a nonprofit organization designed to enhance public safety by improving crime control through training, education, research, and policy development initiatives. The USPCA’s National Case of the Year award is the highest national honor a K-9 team can receive, and this is the first time it has been bestowed on an officer from the Blaine Police Department.

SBM Fire Department Residents incorporated the Spring Lake Fire Department on January 17, 1944 as a nonprofit corporation, starting with two pieces of apparatus and 20 volunteer firefighters. The fire district was quite large at the time and consisted of the current communities of Blaine, Spring Lake Park, Mounds View, Fridley, Arden Hills, Shoreview, and Coon Rapids. Today, the SBMFD is a dynamic, high-performing organization, which provides extraordinary all-hazard emergency response, innovative fire prevention services, and public fire education to the communities of Spring Lake Park, Blaine, and Mounds View. SBMFD currently serves a permanent population of over 87,000 residents who are dispersed throughout approximately 40 square miles. The coverage area includes the Anoka County Airport, critical state infrastructure, major regional employers, and numerous schools. The operations division provides services through a unique combination-staffing model, staffing with full-time personnel and volunteers, delivering an effective service at one of the lowest per capita costs in Minnesota. The SBMFD operates out of five fire stations, four of which are located in the City of Blaine and have an apparatus complement of six engines, two ladders, four RIV/Utility and additional support vehicles. Weekday response combines 13 full-time SBMFD personnel with 11 full-time City of Blaine employees who are also firefighters. During the evening, weekends, and holidays, service is provided by approximately 55 volunteer personnel who respond to their assigned fire stations from their homes. In 2018, the SBMFD responded to over 1,500 calls for service within Spring Lake Park, Blaine, and Mounds View and in surrounding communities as a mutual aid partner. The community risk reduction division delivers innovative fire prevention and safety programs to the community in

several focus areas. Some of these innovative and crucial programs are: after the fire care, bike helmet fittings, car seat clinics, citizens academy, first aid and CPR, home safety surveys, safety camp, senior safety fair, school education, and youth fire setter intervention.

Community Standards Division The community standards division consists of 11 full-time staff who conduct city code compliance inspections and enforcement activities related to the fire marshal, fire inspections, rental licensing, and code enforcement. Most of the community standards staff also supports the SBM Fire Department as daytime responders to fire, serious medical calls, and vehicle crashes. CommunityConnect CommunityConnect is made up of six initiatives: crime mapping, camera registration, community relations, Night to Unite, safety education, and security surveys. CommunityConnect is a modernized version of the old neighborhood watch and connects the entire community instead of just pockets of neighborhoods. Partnering for a Safer Blaine Blaine Safety Services actively engages in resident safety and resident awareness. The Blaine Police Department and other safety services members, along with the City of Blaine Parks & Recreation department, annually host a summer safety camp event for two days for children entering fourth grade in the fall. This two-day event teaches the children a variety of safety precautions in a fun environment. Blaine Safety Services also holds a two-day bike helmet safety event. This is hosted annually in the spring and is an event to learn how to fit bike helmets for adults as well as children. You can bring in your own helmet for a fitting or buy one at cost at the event. Every fall, adults have an opportunity to experience what it is like to be a police officer or fire fighter at Blaine’s Citizens Academy. This eight-week program helps people understand the operations of the police and fire department and offers the chance to use some of the actual equipment that Safety Services members use daily. These are just a few examples of how the City of Blaine works cooperatively to make Blaine a safe and enjoyable place to be.

In addition to response for calls for service, the Police Department provides a number of specialized services: • In the Patrol Division, there are two dedicated K-9 officers as well as three officers dedicated to traffic enforcement and education. • The traffic officers work in conjunction with the Blaine Traffic Commission to address and improve traffic safety in our community. • Community service officers provide non-emergency assistance with ordinance issues and traffic safety/flow. • Police Reserves and Explorers provide volunteer services to the police department on patrol and at special events throughout the city. • The Investigations Division includes nine detectives and two sergeants and provides 24-hour investigative coverage to our community. • One of the detectives and one of the sergeants are assigned to the Anoka Hennepin Narcotics and Violent Crimes Task Force. • There are additionally four school resource officers assigned to Blaine High School, Roosevelt Middle School, Centennial High School, and Westwood Middle School. • The Patrol Division has two retail officers dedicated to the Northtown Mall area in the southeast corner of the city. They work in conjunction with the businesses in the area to provide a safe, secure retail area. • Special Operations also has two officers in the Directed Operations Group. The Directed Operations Group provides specialized targeted enforcement in problem areas of the City of Blaine. • There are seven staff members who provide support services which include records management and administration. • Emergency Management in Blaine is overseen by the police department.

Utility Billing The finance department is responsible for the billing of water, sewer, and garbage service to over 20,000 homes and commercial properties in the City of Blaine. Bills are sent quarterly to residential customers and monthly to commercial customers. All bills are due on the last day of the month. Any payments not received by the due date will result in a 10 percent late payment penalty. Any accounts that become delinquent are certified to the county for collection with the property taxes.

Recycling & Garbage Blaine has organized recycling and refuse service and contracts with Walters Recycling and Refuse for all single-family homes in the city. Three service levels are available to meet a variety of disposal needs. • Premium Service (includes six bulk items per year) • 68 Gallon Service • 38 Gallon Service Unlimited single-sort recycling is included with each garbage service. All recyclable materials can be placed together loosely in the recycling containers provided. Recycling is collected every other week on residents’ designated garbage day. Walters offers seasonal yard waste pickup from April – November. Yard waste containers can be ordered directly from Walters by calling 763-780-8464.

Monthly Recycling Drop-Off Day

The best way to save money on your garbage bill, especially households at the unlimited level, is to recycle as much material as possible. These days most household waste is actually recyclable. In Blaine’s curbside recycling program, you can recycle the following items:

The City of Blaine sponsors a recycling drop-off day the third Saturday of each month at Green Lights Recycling. The collection event runs from 8AM - Noon and is open to anyone. You do not need to be a Blaine resident to bring items to the drop-off day. Green Lights Recycling collects mattresses, box springs, carpet, appliances, fluorescent lamps, electronics, rechargeable batteries, and tires. Please note that there is a fee for most items. You can also drop off tires and rechargeable batteries for a small fee. For more information on fees, call 763-785-0456. See the complete list of fees on the Blaine website under garbage and recycling information. Free items include scrap metal and vehicle batteries. Randy's Environmental Services offers free paper shredding on the drop-off day. Wait time for shredding can be long. Please note: No garbage will be accepted at the drop-off day. Bikes 4 Kids (April - October) Drop off any size bicycle that you no longer want at Blaine’s monthly recycling drop-off day. The bikes will be accepted by Bikes 4 Kids to be refurbished or have their parts used in refurbishing other bikes. Bikes 4 Kids then donates the bikes to people in need. Community Ordinances Animals Number and Types A resident may own up to three domestic pets of any one type over six months of age. A domestic pet is defined as a dog, cat, bird, or other common house pet. Non-domesticated, wild animals are not permitted. Domestic farm animals, including cattle, horses, snakes, sheep, goats, and domesticated birds are only permitted in agricultural (AG) and farm residential (FR) zoning districts. Hogs (potbellied pigs) are not permitted within any zoning district. Private or Commercial Kennel If a resident owns or boards more than three adult domestic pets, a kennel license is required. Kennels are not permitted in single family (R-1, R-2, and R-3) zoning. Cats Cat licensing is not required. There is no ordinance on stray cats in the City of Blaine. Leash Law Dogs in the City of Blaine must be on a leash and under control while off the owner’s property. Dog License All dogs six months or older are required to be licensed. A license can be obtained at Blaine City Hall for $10. The owner must provide evidence that the dog has been vaccinated for rabies. Dog licenses must be renewed by April 30 and are good for two years.

Clean Up After Your Pets Under city ordinance, pet owners are required to clean up after their dogs. Pet owners must carry a plastic bag or some other means of picking up after their pet whenever they are off their own property.

Barking Dog It shall be unlawful for any person to own, keep, or harbor any dog considered a barking dog. By definition a barking dog is any dog that barks, bays, cries, howls, or makes any other noise continuously and/or incessantly for a period of 10 minutes or barks intermittently for 30 minutes or more at any time either day or night. Contact the Blaine Police Department or Community Standards for more information. Dog Enclosures (Kennel) Dog enclosures are only permitted in rear yards. Dog enclosures must be located at least 30 feet from the side property line and 10 feet from the rear lot line. All enclosures must be screened from adjacent property. Dog enclosures must also be kept in a clean and sanitary condition. Contact community standards or the Blaine Police Department for more information.

Block Parties Block parties are permitted without special permit. However, residents should be aware of several important issues. Selling or dispensing of beer requires a temporary beer license, which must be approved by the city. Residents may not barricade or block off streets and must be conscientious of loud music and impact to surrounding neighbors. The city’s noise ordinance restricts noisy parties and gatherings. Boulevard Maintenance

Firearms/Hunting

Residents with property fronting a street right-of-way are responsible for the general maintenance and upkeep of the boulevard. This includes mowing tall grass/weeds, raking leaves, tree trimming/removal, and sidewalk snow removal.

A permit is not required for new driveway construction or improvement. Depending on zoning districts, driveways cannot be constructed closer than three feet from the adjacent property line. All driveways and approaches must be hard surface using concrete or blacktop. Contact the planning division for more information at 763-784-6180.

The discharge of deadly weapons is prohibited within the city limits. Deadly weapons include all firearms, bow and arrows when arrows are point-tipped, BB guns, air rifles, and slingshots. The Blaine Police Department may issue temporary bow and arrow deer hunting authorization for certain designated properties within the city. Persons owning property within designated hunting areas must obtain a permit for each person who will be hunting on said property and the permit must be in the hunter’s possession. The fencing material, such as lumber, pickets, etc., shall be placed on the side of the fence facing the street or adjacent property. • All fences must be constructed in a workmanlike manner and be maintained in a state of reasonable repair. • Maximum heights: Front yard = 4 feet. Radio Towers Towers less than 50 feet in height are permitted in residential areas. Any towers over 50 feet require a conditional use permit and must meet several standards.

Rental Dwellings Require License All rental housing in Blaine must secure a license prior to tenants moving into the unit. Contact housing services at 763-785-6146 to request a license application and schedule the necessary pre-inspection. Licensing is required on an annual basis; the licensing period runs from (Jan. 1 through Dec. 31). The rental dwelling ordinance governs all rental units within the city. It pertains to single-family detached and attached townhomes and condos and all multi-family rentals comprised of two or more units.

Residential Exterior Storage Personal unused property should be stored inside. Miscellaneous storage, including yard maintenance equipment, toys, and non-permanent recreational equipment, may not be stored outside for periods longer than 72 consecutive hours. Vehicles and ornamental yard enhancements are excluded from this standard. Contact Community Standards for more information.

Satellite Dishes Dishes exceeding 24 inches in diameter must be located in the rear yard at a distance of five feet from adjacent property lines. Contact Community Standards for more information.

Septic Systems Septic tanks must be pumped and inspected every three years by a certified pumper. Contact Building Inspections for more info.

Sheds City zoning requirements limit the number of sheds to one rear-yard shed in residential zoning districts. A shed may be permitted in side yard if zoning requirements are met. Maximum floor area must not exceed 200 square feet. If floor area exceeds 120 square feet, a building permit and inspection are required. Contact Building Inspections for more info.

Snow Removal Residents with property fronting a sidewalk are responsible for the removal of snow within 48 hours after the snowfall has ceased. Residents are prohibited from pushing snow, slush, or ice into the street or onto private property without permission.

Inoperable Vehicles

The City of Blaine does not allow the parking or storage of stock cars, race cars, or junk vehicles. All vehicles must be in an operable condition, currently licensed, and licensed to the occupants of the property or their guests. Contact Community Standards for more info at 763-784-6700.

Vehicle Repair

Residents are not allowed to repair or perform maintenance work on vehicles on public streets or on private land unless the vehicle is enclosed in a garage or storage building.

Noise

The City of Blaine noise ordinance is in effect between 10PM and 7AM. During this period, the following activities are restricted: • Operation of tools and domestic maintenance equipment • Repair or servicing of vehicles if noise is audible beyond property line • Exterior construction or remodeling • Use of electronic or audio sound if plainly audible at a distance of 50 feet or more • Noisy parties or gatherings audible at a distance of 50 feet or more Contact Community Standards for information at 763-785-6187.

Parking

No vehicle shall be parked on any highway, street, or alley in the city for more than 48 consecutive hours at any time. • From November 1 to April 1, no vehicle shall be parked on any highway, street, or alley between the hours of 2AM and 7AM. • Parking permits may be issued by the Blaine Police Department for emergency or other situations. • No vehicle may be parked on any highway, street, or alley in the city in violation of any temporary or permanent regulatory sign posted by the city.

Traffic Visibility

On all corner lots, no fence, object, or planting in excess of 30 inches in height is allowed in the sight distance triangle. Contact Community Standards for more information at 763-785-6187.

Swimming Pools Swimming pools are permitted in certain residential zoning districts in rear yards and 10 feet from all property lines. Pools cannot be located closer than six feet to the primary residence and all associated decks or patios must be located a minimum distance of 10 feet from adjacent lot lines. All outdoor pools need to be completely enclosed by a non-climbing type fence or wall. Fence and gates shall be at least four feet tall. Building permits are required for construction of all above- and below-ground pools exceeding 200 square feet in area. Call 763-784-6700 for more information.

Tree Preservation Residents are allowed to remove two significant trees per year from privately owned property. Trees removed because they pose a hazard are exempt. An approved forest management plan is required if more than two significant trees per year are removed from non-developing lots or parcels. On developing lots, a tree preservation plan must be submitted for city approval prior to site grading or excavation. Prior to site disturbance, the site shall be staked and fenced for tree preservation plan. All significant trees removed or fatally damaged must be replaced on-site or in the form of a payment of a fee to the city restoration fund. Contact Public Works for more information.

Wood Storage Firewood may be stored in the side or rear yard no closer than five feet from the property line unless screened by a solid fence or wall.

uilding Inspections reviews and inspects all new construction and remodeling within the city. All building permits and licenses, as well as Certificates of Occupancy, are issued from Building Inspections. A building permit is needed for any new construction, remodeling, sprinkler system, plumbing, heating, fence, deck, shed, in-ground pool, or mobile home setup. All Blaine building permits are obtained online. Start the process today at BlaineMN.gov/BuildingInspections.

The Simple & Easy Building Permit Process 1. T alk to Your Local Code Official. Code officials want your project to be a success and will help you avoid potential problems that could cost time and money. Residents will be asked some basic questions (What are you planning to do? Where?), advised of any requirements, and, if necessary, referred to other departments for their approval. The code official will provide you with the resources and information needed for compliance with the applicable building codes. You will then receive an application for a building permit. 2. S ubmit Application. At this stage, the applicant will document the who, what, when, where, and how of the job, along with any sketches or plans of the proposed work. Learn more at BlaineMN.gov/BuildingInspections. 3. Building Inspections. The code official will review your plans and determine if your project is in compliance with local requirements. If your plans meet these requirements, a permit is issued. If for some reason they do not, the code official will work with you to help correct the problem.

4. R eceive Permit. Now that you have been approved for a permit, you have legal permission to start construction. A fee, based on the size of the job, is collected to cover the cost of the application, the review, and the inspection process. An experienced code official is available should you have any questions concerning your project. You should consider your code official as an ally who will help you make your project a success. Typically, separate permits are required for electrical, plumbing, and heating or air conditioning work. 5. Job-Site Visits. On-site inspections are required to make certain the work conforms to the permit, local codes, and plans. Again, you will have access to the expertise of the code official to help you with questions or concerns regarding the project and to ward off potentially costly mistakes. The code official will let you know approximately how many inspections may be needed for your project. Typically, several days are needed when requesting visits. 6. F inal Approval. The code official will provide documentation when construction is completed and code compliance is determined. You will then have the personal satisfaction of a job done safely and correctly. You can enjoy your improvements with the knowledge that they meet the safety standards in your community. It takes everyone in a community to keep homes, schools, offices, stores, and other buildings safe for personal and public use. Safe construction practices help protect you, your family, your friends, and your investment. Be sure to get your local code official involved with your project, because the Building Department is on your side.

Important Information Deck, Porch, and Addition Footing Design

ost homes in Blaine are constructed on corrected soil pads. This is because soil conditions prior to development were too low and often unsuitable. These corrected building pads are not much larger than the home structure. Soils outside of these corrected pads may not be suitable for the construction of decks, porches, or home/garage additions. Any proposed construction of a deck, porch, or addition may require soils corrections, or an engineer’s soils report may be required to verify minimum bearing capacity of 1,500 pounds per square foot.

How to Design Footing for a Deck or Porch Areas of known poor soils require soils corrections and/or deck footings must be designed by a licensed professional engineer prior to the issuance of the permit. Please call the Building Department for soil information in your development at 763-785-6170 as your first step in planning for your deck or porch. 1. Concrete Footings – The permit holder is responsible for the design size, but the footings cannot be a smaller diameter than listed in the City of Blaine deck or porch handout footing guide. In lieu of using the guide in the handout, another option is to provide an engineer’s soils report to verify minimum bearing capacity and design them accordingly. Footings must still be set on sandy/suitable soils (no black organic type soils) or the footing inspection will fail. In some developments, the depth to suitable soil may be much deeper

than the 42 inch frost depth. The footing inspection will fail if suitable soils cannot be verified, and soils corrections and/or deck footings must be designed by a licensed professional engineer. 2. N on-concrete manufactured pin style footings – The permit holder is responsible for the design size, and the base area comparison must be equal to or greater than concrete footing diameter listed in the City of Blaine deck handout footing guide. These pin style footings are only permitted for decks and may not be permitted for porch footings; verify with the product manufacturer. 3. H elical piles (screw-pile) – These are permitted in accordance with manufacturer's instructions. These are long screwlike piles that can reach suitable soils without the need for soils corrections. Screw-piles must be installed by a certified contractor.

Frost Footings for Home and Garage Additions The following applies to all areas in the City of Blaine that have corrected soil pads or other areas with black organic type soils at the depth of the footings. Soils corrections must be designed by a licensed professional engineer, or an engineer's soils report must be provided to verify minimum bearing capacity of 1,500 per square foot prior to issuance of the building permit.

Centennial School District 12 Centennial School District 12 is the connecting hub for the communities of Blaine, Centerville, Circle Pines, Lexington, and Lino Lakes, located 20 minutes north of Minneapolis and St. Paul.
