A Look into Blaine Snapshot
The Snapshot begins by looking at census and American Community Survey data from 1990 to 2015 to analyze demographics, economics, housing and employment trends and changes in Blaine and the Twin Cities Metropolitan Area.

The Snapshot uses the 25 years between to show how the community has changed and how growth has impacted Blaine. The Snapshot was prepared as a resource for the Blaine community and to allow prospective residents and businesses a look into Blaine. It also gives a historical perspective to current and future elected officials when making decisions about the future of Blaine.
One of the most notable changes to the Blaine Community over the past 25 years has been the 62% population increase. Blaine has consistently been one of the fastest growing suburbs and has increased housing units by 80% since 1990. Blaine continues to attract new businesses due to their close proximity to major highways, many housing options, and strong, diverse tax base. Blaine’s retail, commercial and industrial sectors continue to thrive and employment has increased by 101% since 1990. By looking at the past 25 years, we are better able to envision Blaine’s future as it continues to grow and change. .

Blaine’s Story Up until 1877, Blaine was considered part of the City of Anoka. In 1877, Blaine was detached from Anoka and organized as a separate township. By the late 1880s, Blaine had 350 acres under cultivation and was producing thousands of bushels of farm produce. By 1880, the population had grown to 128 people and the future looked bright. The incorporation of Blaine into a village did not follow as a matter of course. Most of the new residents of Blaine lived in the southwestern portion of the village bordering Spring Lake Park. In fact, many of Blaine Township’s residents identified much more closely with Spring Lake Park than Blaine. Consequently, two means of incorporation occurred simultaneously. Blaine first moved for an election to decide whether or not to become a village. Spring Lake Park then scheduled an election one day previous to Blaine’s scheduled election in which it sought with considerable Blaine support, to annex the southern portion of Blaine. The two elections, held just a day apart, both passed and the Supreme Court of Minnesota was left to determine whether Blaine Township had become Blaine Village of Spring Lake Park. The Court ruled in favor of Blaine Township which became Blaine Village on January 29, 1954. In 1964, Blaine was incorporated as a City with the adoption of a home rule charter with a growing population of 15,516. In 1967, the City obtained an EPA grant to construct a sanitary sewer trunk main serving the area of the community located generally west of Trunk Highway 65. The trunk sewer served as the impetus
to begin the typical suburban urbanization of the community.
Between 1970 and 1990, over 5,000 housing units were constructed resulting in a population in 1990 of 38,975. Much of Blaine’s developed area was still west of Highway 65 and south of 95th Avenue. In 1991, the National Sports Center
was constructed east of Highway 65 along 105th Avenue. In the late 1990s, utilities were extended to allow for the development of the TPC golf course and Club West, marking the first significant residential development east of Highway 65. In addition to the housing, commercial development started to occur in the early 2000s along the east side of Highway 65 to serve the new residential development and visitors to the National Sports Center. In the early 2000s, The Lakes of Radisson residential community began, transforming acres of former sod fields into a master planned community. Blaine saw over 5,000 housing units built in the first decade of the 2000s increasing the population to over 57,000. In the 2010s, residential development continued in the Lakes of Radisson and also extended north of 125th Avenue and east of Lexington Avenue. In 2015, Blaine’s population reached over 63,000, making it the largest city in Anoka County. Industrial and commercial development also continued along key commerce corridors of Highway 65, I-35W and Lexington Avenue. As Blaine continues to develop, projections show the population increasing to over 87,000 residents by 2040.
