The Parks and Recreation Department strives to provide community programs and services where unmet interests and needs exist, and to promote cooperation with schools, athletic and civic organizations, community agencies and interested individuals in the areas of education, recreation and social and cultural pursuits.

Some programs and activities may require a minimum number of participants. You will only be notified if the class/activity is full or canceled. You will not receive a confirmation letter or call.
Refunds
Refunds are given if programs are canceled or if registration fails because the activity is full. Refunds cannot be guaranteed after deadlines or if the program has begun. Trip refunds are subject to specific policies on a per-trip basis based on advanced purchases. Participants must contact the Parks and Recreation Department to request a refund. Refunds will not be given after a program is complete.
Day Care
Providers are welcomed to enroll children in activities. Parents must sign individual registration forms.
Age Groups
Activities are designed to meet developmental guidelines. The Parks and Recreation Department does not allow children to register for activities above or below their grade/age.
Participant Code of Conduct All participants are expected to exhibit appropriate behavior at all times while participating, spectating or attending any program or activity conducted or sponsored by the City of Blaine Parks and Recreation Department. The following guidelines are designed to provide safe and enjoyable activities for all participants: • • • •
Show respect to all participants and program staff. Take direction from program staff/supervisors. Refrain from using abusive or foul language. Refrain from causing bodily harm to self, other participants or program staff/supervisors. • Refrain from damaging equipment, supplies or facilities.

Weather Policy
Every attempt will be made to inform participants of program cancellations due to inclement weather. When weather is a factor, parents or participants may call the Parks and Recreation Department at 763-785-6164 or our 24-hour hotline at 763-717-2709 for updated program information.
Photo Policy
Photographs of program or park participants are periodically taken. These photos may appear in the local newspapers and/ or Parks and Recreation Department publications. If you do not want your photo used, please tell the photographer.
Adopt-a-Park
Want to improve parks and trails? Consider adopting a park as a family, neighborhood group or community service organization. As a partner with the City of Blaine, your group can help accomplish needed park and trail improvements. Fun and challenging activities may include monthly cleanup, planting flowers or creating new landscape features or maintaining landscapes. Talk with others about taking on a project in your neighborhood. Contact 763-785-6162 for more information.
Park Shelter Permits
Shelters at Aquatore, Lakeside Commons and Town Square parks are available for rental. A facility use application must be completed and rental fees apply. Applications are available online or at the office.
Park Repairs
Please notify park maintenance at 763-785-6165 about damage, vandalism or equipment cleanliness issues.
HELP END PARK VANDALISM
The Blaine Police Department and Park Patrol need your help to prevent vandalism and apprehend those who vandalize parks and recreation facilities. Vandals destroy what tax dollars have created. Costs associated with repairing vandalized property takes money away from recreational programs and facilities. Help stop vandalism. Always call 9-1-1 to report a crime in progress, including vandalism. To report a crime that occurred in a park but does not require immediate police response, call 763-427-1212. Calls are accepted 24 hours a day and you can remain anonymous.
Park Board Meetings
Regular meetings of the Blaine Park Board are conducted on the fourth Tuesday of each month at 7 p.m. at Blaine City Hall. All residents encouraged to attend. Persons wishing to present a discussion topic should contact Parks and Recreation in advance at 763-785-6162.
Blaine Arts Council
The Blaine Arts Council is a volunteer organization open to all interested individuals. Its mission is to promote, advance and celebrate the arts in the community for the appreciation and participation of residents. The council sponsors ongoing art exhibitions at Blaine City Hall and organizes special arts events throughout the year. Council meetings are the second Tuesday of each month at 6:30 p.m. at Blaine City Hall. Interested individuals are invited to attend a meeting and participate in events. Call 763-785-6164 for more information. Council does not meet in June, July or August.

Barnyard Boogie ages 8 and under w/parent/adult
Interact with a donkey, pony, goats, sheep, rabbits, chicks and ducks. Wear overalls and dance to your favorite songs played by our family-friendly deejay. Flashlight Pumpkin Hunt & Family Dance families w/children ages 10 & under
Pumpkins are hiding and waiting to be found at Aquatore Park. Children, along with their parents, can search the grounds for one pumpkin of their choice, celebrate by dancing under the stars with our family-friendly deejay and play flashlight BINGO. Kris Holtmeyer owns and operates Artistic Moments, a Minneapolis-based on-site fine arts instructional business. She personally teaches all classes and has a successful approach working with accelerated, regular and special education students. Kris’ encouraging methods enable artists to feel confident and successful with self-expression in a non-competitive environment. Her enthusiastic delivery and patient instructional support allows artists of all ages to have fun while demonstrating their own unique creativity in the visual arts.
Explore Drawing and Painting
Creative Clay Sculpture
Join us for this fun-filled multimedia art studio. You will use a kneaded eraser, drawing pencil and paper to learn how to use basic perspective and create 3D objects. Use a fun and easy drawing method to make realistic drawings. You will also have an opportunity to learn how to mix and apply vibrant acrylic paints to a canvas board to create your own masterpiece. Students are encouraged to bring their favorite 8” x 10” color photocopies to class. All artistic abilities welcome. Bring an art shirt – we may get messy! Max. 20. Come along on an adventure into the world of clay sculpture. You will be given a generous amount of potter’s clay to work with. Learn how to wedge your slab of clay and have fun using a variety of tools to shape it into a three-dimensional work of art. Once you have created your own unique clay sculpture and it has had time to cure (dry), it’s time to add some color. Learn to mix vibrant acrylic paints and create your own palette. Blend primary and secondary colors together and see what colors you create. Once you have painted your clay sculpture, you will use a non-toxic liquid varnish to protect your work of art. Duct Tape Art Extravaganza ages 5 to 11
Did you know that duct tape isn’t just for fixing things? Join us for this fun and creative class as you explore the world of duct tape art. First, you will brainstorm ideas for your special sculpture. Find inspiration in pictures from magazines or photographs and bring them to class. Then, using strong but flexible wire, you will create the skeleton for your project by bending and twisting the wire together to form a solid structure. Choose your favorite duct tape colors and learn how to apply strips of tape to your wire sculpture to make it come to life. Come prepared to have a great time. All artistic abilities are welcome. Winter Wonderland Ceramics
ages 3 to 11 & parent/adult Explore the world of ceramics in this fun-filled holiday class. Choose your favorite wintertime figurine and learn how to brush-on colorful acrylic paints to turn your project into a festive work of art, just in time for the holiday season. You will seal your completed project with a liquid non-toxic varnish. Your figurine will go home with you the same day; no need to wait for it to be fired in a kiln. All ceramic pieces are fired in a kiln and cleaned prior to the class. Remember to bring an old paint shirt – we may get messy. All artistic abilities welcome. Max. 20. Life as an American Girl with Abrakadoodle grades K to 4
Bring your favorite doll and join us as we learn about American girls throughout the ages. We’ll weave real reed baskets, make pop art from the 70s, sculpt horses, create patriotic art and more. Bring your dolls so they can participate in the fun activities. Learn to Draw with Abrakadoodle grades K to 4
Anyone can learn to be a confident artist in Abrakadoodle’s innovative drawing program, where students learn line drawing, patterning, perspective, creating unusual environments and other drawing techniques. Using a step-by-step method, students learn to draw animals, people, planes and still life drawings using easily recognizable shapes. After the initial instruction, students will make their art their own through additional drawing techniques or by adding tempera paint, oil pastels, markers or watercolors. Watch how quickly your child’s confidence grows in this camp. Along the way we’ll play games designed to boost creativity and imagination and even head outside for recess. The Princess and the Frog Musical Theater Class

Let’s go down to New Orleans. In this preschool musical theater class we will learn songs, dances and lines from The Princess and the Frog and put them together in a show. We will also play fun creative games with scarves, animals and parachutes. Wear comfortable shoes and clothes that are easy to move in. Music Together ages birth to kindergarten
Music Together is an internationally recognized early childhood music and movement program for children from birth to kindergarten and the grown ups who love them. In class, you’ll move, sing, play rhythm instruments and share 45 minutes of pure fun with your child each week for 10 weeks. Families receive CDs and songbooks of the session’s song collection so the fun and learning continues at home and there is a brand new song collection each session. The cost of these take-home materials is included in tuition. All classes are mixed-age so siblings can participate together. Infants under eight months on the first day of the session are free with a paying sibling. The cut off birth date for infant siblings to be free of charge is Jan. 21, 2010.

YOUTH ENRICHMENT LEAGUE Extreme LEGOS grades 1 to 4
Challenge every aspect of your creativity and intellect while learning the basics of engineering and physics. In each class students are given a different project to build, test and modify. Then they use their project to investigate basic aspects of engineering. Emphasis is placed on hands-on experimental activities and kid friendly lesson plans. Max. 16. 3D Video Game Design grades 4 to 9
Design your own 3D video game and challenge your creativity and imagination. At the end of class, we burn each video game created onto CD so students can share with family and friends. Students work in pairs through four tutorials and activities, ultimately creating their own video game in the last session. The abundant choices for environments, terrains, tracks, obstacles, vehicles, characters, upgrades and even cheats give users infinite possibilities in customizing their 3D game. Game creation software (only available on Windows) will be available for purchase at the end of class. Clay and Digital Animation. Working in teams, students do it all – from story creation to making characters and sets. Students create their own clay characters and props. Group Guitar Lessons ages 7 and up
Dust off that guitar and come learn how to play it. Our lessons focus on having fun, learning and building skills. Teen OUTINGS Tour Target Field & Xcel Energy Center ages 11 to 15
Experience the magnificence of Target Field on a unique behind-the-scenes look at baseball’s newest ballpark. We will walk through exciting spaces, including: dugouts, the actual playing field, Metropolitan Club, event suites and Hrbek’s. We also will visit the Champions Club where the Twins World Series trophies reside and walk through and stand in the press box to take in a breathtaking view of the Minneapolis skyline from inside the stadium. Bring a bag lunch to eat outside on the stadium plaza. After Target Field, it’s off to Xcel Energy Center, the beautiful home arena of the Minnesota Wild. Start with a 15-minute informative lecture of the arena’s amenities, followed by a behind-thescenes look at the home of the Wild. We will visit the press boxes, arena suites, ice level views and a complete tour of all four levels of the arena. Vista Fleet Cruises After that famous coffee and roll stop at Tobie’s in Hinckley, we will continue on to Duluth for a city tour before boarding the Vista Fleet for a harbor cruise. A box lunch is included (sandwich, salad, bar and beverage). After the cruise, we will have some time in Canal Park. We will make a stop at McDonalds on the way home – order on your own. Geritol Frolics/Brainerd, Minn. After a snack stop in St. Cloud, we will continue to Baxter for lunch at Famous Dave’s. Then in Brainerd we will take our reserved seats for the Geritol Frolics, a group of seniors that really know how to sing and kick up their heels. You will be amazed at their performance. Ozark Jubilee at the Prom Center Hundreds of you enjoyed the Ozark Jubilee at St. Croix Casino. Now they are coming to the Prom Center in Woodbury. Defensive Driving Refresher Classes
These classes fill 6-8 weeks in advance, so plan accordingly if you need the four-hour refresher. Cost is $12 for AARP members and $14 for non-members. Upcoming class dates are: Sept. 9, Oct. 7, Nov. 4 and Dec. 16. Advanced registration and payment are required.

We will serve a delicious family-style beef pot roast dinner with all the trimmings at 5:30 p.m. During and following dinner, enjoy entertainment by the lively Four Plus One Band. Pre-registration and payment is required. Cost is $7/person. Tickets go on sale Wednesday, Aug. 4 at 8:30 a.m and will likely sell out that morning.
October Oktoberfest Week of Fun
Monday, Oct. 11 – Prize and Penny Bingo – 1 p.m. Tuesday, Oct. 12 – Music, Meal and Cards – Octoberfest entertainment at 11 a.m., specialty meal at noon and 500 card tournament at 1:15 p.m. (sign up in advance). Tournament cost is $1.50/person, includes payback prizes. Thursday, Oct. 14 – Cribbage Tournament – Begins at 1:15 p.m. Cost is $2/person; must sign up one week in advance with partner. Great refreshments available and cash prizes will be awarded.

Volunteers of America Thanksgiving Dinner Tuesday, Nov. 16
This wonderful annual event will begin at 11 a.m. with light refreshments and special entertainment by local artist David Allen. Register in advance for the noon meal and plan on a great time. Our weekly 500 card group will begin at 1:30 p.m. instead of 1:15 p.m. to allow for adequate clean up time following this popular dinner.

Ring in the New Year with us at noon. There will be fun refreshments and music at 11 a.m. and a toast to the New Year at noon, so sign up in advance and be sure to come early to fully enjoy this event.
Jewelry Sale – Tuesday, Oct. 19
Jewelry of all types, shapes, colors and designs will be sold at very reasonable prices from 9 a.m. to 5 p.m. Proceeds go to the Senior Center for entertainment and activity expenses. Jewelry donations are being accepted now until one week prior to the sale. This is open to the public and all ages are encouraged to check out the great deals.
Flu Shots – Monday, Oct. 25
Open to the community, this flu shot clinic will be administered by the Minnesota Visiting Nurse Agency from 9:30 a.m. – 11 a.m. Advanced sign up is required. Bring your Medicare Part B and any other form of insurance you have; otherwise, the cost is $24.99.

Winter Holiday Celebration all families & ages
Join us for the 9th annual Winter Holiday Celebration at Blaine City Hall. There will be a variety of great activities for the whole family. Enjoy holiday entertainment, stories, crafts, a coloring contest, live holiday music, refreshments and much more. All activities are free and run continuously throughout the evening. Blaine World Fest
Join the City of Blaine at Town Square Park for the 3rd Annual Blaine World Fest celebration. This event is a great opportunity for the city to recognize and share its growing cultural and ethnic diversity. Bring the entire family and learn about different cultures through entertainment and festivities while experiencing a mixture of music, dance, cultural arts and ethnic foods. World Fest has grown by leaps and bounds, with more than 1,200 people enjoying the exciting and festive cultural celebration last year. This year’s event promises to be even bigger and better. Be sure to bring a lawn chair. This activity is made possible, in part, by funds provided by the Metropolitan Regional Arts Council through a grant from the McKnight Foundation and an appropriation by the Minnesota Legislature.
