The Parks and Recreation Department strives to provide community programs and services where unmet interests and needs exist, and to promote cooperation with schools, athletic and civic organizations, community agencies and interested individuals in the areas of education, recreation and social and cultural pursuits.

Some programs and activities may require a minimum number of participants. You will only be notified if the class/activity is full or canceled. You will not receive a confirmation letter or call.
Refunds
Refunds are given if programs are canceled or if registration fails because the activity is full. Refunds cannot be guaranteed after deadlines or if the program has begun. Trip refunds are subject to specific policies on a per-trip basis based on advanced purchases. Participants must contact the Parks and Recreation Department to request a refund. Refunds will not be given after a program is complete.
Day Care
Providers are welcomed to enroll children in activities. Parents must sign individual registration forms.
Age Groups
Activities are designed to meet developmental guidelines. The Parks and Recreation Department does not allow children to register for activities above or below their grade/age.
Participant Code of Conduct All participants are expected to exhibit appropriate behavior at all times while participating, spectating or attending any program or activity conducted or sponsored by the City of Blaine Parks and Recreation Department. The following guidelines are designed to provide safe and enjoyable activities for all participants: • • • •
Show respect to all participants and program staff. Take direction from program staff/supervisors. Refrain from using abusive or foul language. Refrain from causing bodily harm to self, other participants or program staff/supervisors. • Refrain from damaging equipment, supplies or facilities.

Weather Policy
Every attempt will be made to inform participants of program cancellations due to inclement weather. When weather is a factor, parents or participants may call the Parks and Recreation Department at 763-785-6164 or our 24-hour hotline at 763-717-2709 for updated program information.
Photo Policy
Photographs of program or park participants are periodically taken. These photos may appear in the local newspapers and/ or Parks and Recreation Department publications. If you do not want your photo used, please tell the photographer.
Adopt-a-Park
Want to improve parks and trails? Consider adopting a park as a family, neighborhood group or community service organization. As a partner with the City of Blaine, your group can help accomplish needed park and trail improvements. Fun and challenging activities may include monthly cleanup, planting flowers or creating new landscape features or maintaining landscapes. Talk with others about taking on a project in your neighborhood. Contact 763-785-6162 for more information.
Park Shelter Permits
Shelters at Aquatore, Lakeside Commons and Town Square parks are available for rental. A facility use application must be completed and rental fees apply. Applications are available online or at the office.
Park Repairs
Please notify park maintenance at 763-785-6165 about damage, vandalism or equipment cleanliness issues.
HELP END PARK VANDALISM
The Blaine Police Department and Park Patrol need your help to prevent vandalism and apprehend those who vandalize parks and recreation facilities. Vandals destroy what tax dollars have created. Costs associated with repairing vandalized property takes money away from recreational programs and facilities. Help stop vandalism. Always call 9-1-1 to report a crime in progress, including vandalism. To report a crime that occurred in a park but does not require immediate police response, call 763-427-1212. Calls are accepted 24 hours a day and you can remain anonymous.
Park Board Meetings
Regular meetings of the Blaine Park Board are conducted on the fourth Tuesday of each month at 7 p.m. at Blaine City Hall. All residents encouraged to attend. Persons wishing to present a discussion topic should contact Parks and Recreation in advance at 763-785-6162.
Blaine Arts Council
The Blaine Arts Council is a volunteer organization open to all interested individuals. Its mission is to promote, advance and celebrate the arts in the community for the appreciation and participation of residents. The council sponsors ongoing art exhibitions at Blaine City Hall and organizes special arts events throughout the year. Council meetings are the second Tuesday of each month at 6:30 p.m. at Blaine City Hall. Interested individuals are invited to attend a meeting and participate in events. Call 763-717-2723 for more information. Council does not meet in June, July or August.

This class is designed to educate the participants in the basics of canoe safety and paddling technique. We will delve into identifying the fundamental parts of the boat and the principle maneuvering strokes while also exploring rudimentary water navigation. Paddlers should be prepared to enter water up to at least knee level. All equipment will be provided, including life preservers. Max. 8. Clinic held at Lakeside Commons Park. Register at least one week prior to class date.

Jim Peterson Athletic Complex Dedication The City of Blaine is proud to announce that the recently constructed Lakes Athletic Complex will be renamed and dedicated in honor of former Parks and Recreation Director Jim Peterson. On June 4, the public is invited to attend as the park is officially dedicated as Jim Peterson Athletic Complex. Jim Peterson was employed by the city for 34 years, serving as Parks and Recreation director from 1984 until his retirement in 2007.

During his 23-year tenure as director, his department saw park numbers jump from 26 to 60. City trails went from virtually non-existent outside city parks to 40 miles and Open Space totaled more than 600 acres. Jim’s accomplishments were many, but most notable was the relocating of Airport Park, a large design project that resulted in the addition of four lighted softball fields and four soccer fields to provide a major sports venue for youth and adult athletic programs. In addition, Town Square
Park’s creation was due to Jim’s leadership coordinating community input and planning. That park is used extensively in community events like the Performance in the Parks concert series and Blaine World Fest. Said a Park Board member of Jim: “Because of his dedication, vision, leadership and drive, we enjoy one of the best park systems in the state of Minnesota. Renaming the Lakes Athletic Complex would be a fitting memorial to a man who gave so much to the city and community.”

Disc golf is a fun activity for participants of nearly all ages and abilities. Simply throw a disc toward a designated basket and, like golf, count one point for each throw. Lowest score wins. Lochness Park’s disc golf course has three different tee boxes suitable for beginner, intermediate and advance players. Disc rental is available through the Parks and Recreation office. Call 763-785-6161 for more information. Play is on a first come, first serve basis.

Geocaching in Blaine Parks Geocaching is initiated by an individual hiding a cache, normally a waterproof container with small items inside, then recording the location with a Global Positioning System (GPS). The cache may be in a hollow log or under an object. The individual then posts the GPS coordinates, along with a description of the cache on the geocaching website (www.geocaching.com). Other individuals then try to find the cache. When it is located, they sign a log book, then take or leave a small item. They also post their find on the online log book. Blaine Park and Recreation has three geocaches at Pioneer Park, and we offer one-day or weekend rental of a GPS unit rental with the coordinates already programmed. See rental form at www.blaineparks.com or visit the Parks and Recreation Department at City Hall for details and rules. Copy of driver’s license is required for rental.
Geocaching Guidelines in Blaine Parks
•All caches placed in Blaine Parks must be registered; unregistered caches will be removed. •Caches must not be buried and be accessible from a standing position. •Caches must not contain items that are offensive, dangerous or illegal. •The Blaine Parks and Recreation Department retains the right to remove, or have removed, a cache it feels is in an inappropriate location or is causing undue impact on the natural habitat. •Caches must be at least 1/2 mile apart and 1/10 of a mile from an existing trail. •Caches need to be public – no member-only or subscription caches. •Individuals will be limited to two caches per park and/or a total of five caches throughout the park system. •Caches are not allowed in picnic areas, play areas or the beach. •Geocaching may only occur during normal park hours (5 a.m. to 10 p.m.) Recommended geocaching locations: Pioneer, Lochness, Laddie Lake, Trees Edge, Kane Meadows, Hidden Ponds, West Lake parks and the city’s Open Space on South Lake Boulevard and Naples Circle.
Amateur Disc Golf Tournament ages 14 & up
Blaine Parks and Recreation will host its second amateur disc golf tournament on its course at Lochness Park in July. In this 9-hole tournament, beginner disc golfers will throw from the green and intermediate golfers will throw from the blue tees. Prizes will be awarded to the top finishers. Register by Friday, July 8. Min. 8/Max. 72.

Blaine’s “Get Active” Geocaching Treasure Hunt

Disc Golf at Lochness Park
ages 8 & up
Join us for a free geocaching treasure hunt. Participants will learn how a GPS unit works and how to use it to find treasure boxes hidden at Pioneer Park. Finding the treasure box is considered a “geocache.” Once your group finds the treasure, you take one of the trinkets from the box and replace it with a trinket of your own and sign the log book. All participants will receive a map of city parks/trails. Participants need to bring three trinkets (example: small toy or miniflashlight) from home to replace the three trinkets they will receive from the treasure boxes. Must preregister for this program. Registration may be done only by mail, fax, in-person or in the night drop box at City Hall. Max. 24.

Off-Leash Dog Park at Happy Acres
Inaugural Blaine Public Safety Association Pet Walk
Resident dog owners are invited to bring their dogs to Happy Acres Park and enjoy the city's offleash Dog Park inside the two seasonal hockey rinks. The park is open beginning May 14 (contingent on ground conditions) as a free off-leash area for canines. Signs will be posted marking which rink is designated for which size dogs. Mutt Mitts will be provided.
Join the Blaine Public Safety Association for its inaugural Pet Walk. The event is sponsored by the Blaine Public Safety Association, a non-profit organization that supports the Blaine Police Department and SBM Fire Department with projects that benefit Blaine residents, to raise funds to purchase a second K-9 for the Blaine Police Department. Family Fun Night & Medallion Hunt Join the Blaine Parks and Recreation for Family Fun Night, an evening dedicated entirely to families. Children can enjoy free kiddie carnival games and music, then explore a police car, fire truck, ambulance or Public Works trucks at our vehicle fair. Families are welcome to bring a picnic dinner or purchase food from our concession stand. Multiple inflatables will also be set up for kids to enjoy. Don’t forget to bring a camera! The annual Family Fun Night is held at Aquatore Park.
New this year, Pioneer Cycle of Blaine is sponsoring a medallion hunt. Three clues will be announced at the registration table beginning at 6 p.m. The winner will receive a new Boulder Mountain Bike from Pioneer Cycle.

Night to Unite brings neighbors together in the name of crime prevention and community. Last year Blaine celebrated Night to Unite in style, with 108 block parties gathering to improve crime prevention awareness and build neighborhood pride and unity. Registration will be available on the city website beginning in April, or registration packets can also be picked up at the Blaine Police Department at City Hall. Registration is free. Early registration is encouraged to ensure a visit from a public safety official, McGruff the Crime Dog or Sparky the Fire Dog. Tired of playing in garages? Your band or musical group is invited to jam on the big stage as part of the Performance in the Park concert series at Aquatore Park. At least one member of the band needs to be recently enrolled in a local high school; preference will be given to groups where all members are high school students. Groups need to fill out an application form and submit a CD, tape, DVD or VHS tape by May 17. Download the application form from www.blaineparks.com or call 763-717-2723 for an application. Space is limited to three bands. Bands will be given approximately 30 minutes for their set. All teen groups are welcome.

The City of Blaine will host the 4th Annual Blaine World Fest this fall at Town Square Park. This event is a great opportunity for the city to recognize and share its growing cultural and ethnic diversity. The event has continued to grow in popularity since its inception. Last year more than 900 people enjoyed the wide variety of ethnic dance, music, food and cultural arts. This year’s event once again promises to be bigger and better with an array of entertainment and festivities for the whole family to enjoy. Medallion Hunt
All clues will be posted at www.blaineparks.com. As part of Blaine's Blazin' Festival, Blaine Parks and Recreation and sponsor Best Buy of Northtown will conduct a medallion hunt in city parks. A small medallion will be hidden in one of Blaine's 62 parks, with a $500 gift card to Best Buy of Northtown going to the person who follows the clues to the medallion. The first clue will be posted at noon on Friday, June 24. The second clue will be posted at 4:30 p.m. the same day. Subsequent clues will be posted daily at 10 a.m. until the medallion is found. •The medallion is hidden above ground; do not dig. •The medallion is not hidden higher than 5 feet; do not climb park trees. •Use caution to prevent damage to shrubs and other vegetation. •The medallion is hidden in a Blaine city Park; do not search on private property. •Parks are closed from 10 p.m. – 5 a.m.; search only during daylight hours. •Park vehicles in parking lots or on streets; do not drive any further into parks.

Safety Camp completed 3rd grade Blaine Safety Services and the Blaine Parks and Recreation Department are co-sponsoring the 15th annual Blaine Safety Camp, an exciting program to teach kids, through a variety of fun activities, how to be safe in their daily lives. Topics may include: fire safety, head injury prevention, water safety, internet safety, first aid, safety on wheels and animal safety. There may also be a visit from a helicopter and a demonstration from the Blaine Police Department’s K-9 unit. Max. 150. Safety Camp is held at SBM Fire Station 3. Safety Camp is for kids who will be entering 4th grade in the fall only. Fee includes lunches, snacks, T-shirt, adult leadership, fitted bike helmet, awards and all activities. Fee assistance is available for Blaine residents who qualify. Registration begins April 4 for Blaine residents only. Remaining spots are open to anyone beginning April 11. No online, fax or phone registrations will be accepted for Safety Camp. Registration is open by mail, deposit in the night drop box outside City Hall or in-person at the Parks and Recreation Department. Registrants must provide a report card from the current year to prove grade level. Does Your Child Need a Booster Seat?
Bike Helmet Fitting & Sales Events The City of Blaine Safety Services Division will host two bike helmet fitting and sales events at City Hall this spring as part of an ongoing effort to ensure the safety of bicyclists in the community. Bike helmets will sell for $12 each and will be available in a variety of colors and sizes ranging from toddler to adult. All helmets are Bell® brand helmets and comply with U.S. CPSC Safety Standards. Safety Services professionals will also ensure all helmets fit properly. Residents may also bring any helmets they already own for proper fitting. Parents are encouraged to get a helmet or have an existing one fitted to exemplify safety for their kids. No appointments are necessary and helmets are available only while supplies last. For more information, contact Andrea Hunt of the Blaine Police Department at 763-785-6113.

Effective July 1, 2009, a child who is both younger than age eight and shorter than 4 feet 9 inches is required to be fastened in a child safety seat or booster seat that meets federal safety standards. Booster seats are designed to keep the lap portion of the seat belt positioned properly around a child’s hips and the shoulder belt in the correct position. Under this law, a child cannot use a seat belt alone until they are age eight or 4 feet 9 inches tall, whichever comes first. Blaine Safety Services has a limited number of free booster seats available for families experiencing financial hardship. In order to receive a free booster seat, families must schedule an appointment by calling Andrea Hunt of Blaine Police Department at 763-785-6113. To receive the booster seat, the child for whom the booster seat is intended must be present at the appointment. The booster seats are available on a firstcome, first-served basis, while supplies last.
Play-Net Blaine
completed grades K to 5 Blast off on an out-of-this-world adventure to Play-Net Blaine. Our playground program is coming to a neighborhood park near you. The Cosmic FUN Van will be landing with our highly trained recreation crew, taking kids on a quest for the best summer on Earth. We have new themes each week. If your child has not attended kindergarten, sign up instead for Play-Net Blaine Junior (below). No make-up dates for cancellation due to weather. Rainy day site for all parks is the Happy Acres Park building. This supervised and structured program focuses on fun, physical fitness, socialization and exploring creativity in the following manners: offering active games and sports-related activities, encouraging kids to meet other kids in the neighborhood and providing planned arts and crafts projects and drama activities. Max. 50 per park. Register by June 1.

Introduce your child to a unique summer playground experience through Play-Net Blaine. Our specially trained Play-Net Blaine Staff will lead your preschooler in fun games, crafts and other age-appropriate activities. This program is designed for preschool aged children. Arts & Crafts in the Park ages 3 to 8
Join our recreation staff at a local park for arts and crafts time. Children will complete weekly projects using a variety of arts and crafts materials. Do you like three-dimensional art? Join us for a fun and creative adventure into the world of ceramics. You will learn how ceramics are made and then have an opportunity to paint several fun pieces. Select from a wide variety of ceramics, including cool coin banks, fun containers with covers and an assortment of fantastical figurines. Learn to brush-on colorful acrylic paints to turn your projects into colorful pieces of 3D art. After you are done painting your ceramic pieces, you will seal them with a liquid non-toxic varnish. Blaine Parks and Recreation has teamed up with QC Dance, Inc. to offer a variety of dance and fitness classes for all ages and abilities. Students will become cinematographers as they create their own unique productions. Architectural Design & Civil Engineering
Design your own 3D video game. This class challenges the creativity and imagination of your student. At the end of class we will burn each video game created onto CD (Windows only), so students can share with family and friends. Students working in pairs will go through four video tutorials and hands-on activities, leading them to create their own game in the last session. The abundant choices for environments, terrains, tracks, obstacles, vehicles, characters, upgrades and even cheats give users infinite possibilities in creating levels and customizing their own 3D game. Students will either be creating a first-person action game or an adventure game. They will pick from among the following features: tanks, helicopters, super cars, paintball, rocket packs, animals and aliens. Students design, build and destructively test model bridges and towers. Possible materials used in class: balsa wood, paper, popcicle sticks, Legos and toothpicks. In this course, students learn the principles important to building strong and stable structures. Students will work and discuss foundational elements such as material strength, the strength of different joints and shapes, load, compression and tension. They experiment to see how the structures stand up to strength, mass distribution and wave frequency testing. Along the way, they will be introduced to concepts of efficiency, load, wave forms and more. Towers will be tested with our electronic tremor simulator that mimics an earthquake. Adult Tennis League This is an informal approach to organized competition using a pyramid/challenge type tournament. The league will place players of similar skills together and also allow them to play opponents of better skills. Matches will be scheduled by the players at an agreed upon location and time. A weekly pyramid chart will be sent to all entrants to keep everyone informed of player positions. Leagues for men, women and mixed doubles will be offered. Adult Golf Lessons Group golf lessons are a great way to learn the game of golf or improve skills in a fun and relaxed atmosphere. Level 1 (beginner) topics covered will include putting, chipping, pitching, irons and woods. Level 2 (intermediate) topics include course strategy, rules/etiquette and advanced swing instruction. Each participant will receive a certificate good for one 9-hole green fees on Victory Links Golf Course (total value $23). Level 1 students should bring a putter only to the first class. Kettlebell Basics The kettlebell varies in weight and looks like a cannonball with a handle. Moms On The Run Hundreds of women in the Twin Cities have used this program to go from walking to running their first ever 5k race. You can, too. Beginners will use walk/run intervals to build to the 5K distance, while intermediates will improve their speed and endurance. Getting fit has never been this fun. Participants will receive a structured 18-week exercise program, running instruction, group accountability, motivation for lifestyle change and a performance running shirt. Traditional Hatha Yoga Join us for traditional hatha yoga with an experienced and qualified instructor. Class takes place in a great studio with a perfect atmosphere for yoga. Kayaking Basics This class is a great opportunity to learn the basics behind the fun recreational activity of kayaking. Outdoor Mindful Practices: Meditation & Yoga Join us in a beautiful outdoor setting at Town Square Park. Learn to become present in your life through the mindful arts of meditation and yoga. Interested in capturing the great outdoors on paper or canvas but don't know where to begin? The Blaine Art Council invites the public to free Tuesday evenings at East Lake Park. Beginning at 5 p.m. every Tuesday evening June through July, there will be a presentation about the Open Spaces in Blaine. Topics touch on where to find Blaine’s Open Spaces and what can be found in and around these valuable parcels of land. The second part of the evening will be devoted to making art. Members of the Art Council will be on hand to assist anyone willing to try their hand at creating art. Experienced artists in all mediums are also asked to join, for there is so much art-making inspiration to be found in our Open Spaces.

During August, there will be an opportunity to exhibit at Blaine City Hall work created at East Lake Park and adjoining trails, promoting what everyone learned about the importance of our Open Spaces. Blaine Art Council is proud to sponsor an exhibit of art created during Open Space Tuesdays at East Lake Park. All art for this exhibit must be framed and ready to hang with wire. 3D pieces and small works can be displayed in cases. To celebrate the artists, the inspiration they found, and promote awareness of the importance of our Open Spaces, there will be an opening reception for this exhibit with live music and an awards ceremony. The public is invited to vote for the Viewers Choice Award between Aug. 4 and Aug. 15. Art in the Open Spaces exhibit will be on display throughout August in the atrium at Blaine City Hall.
