The Parks and Recreation Department strives to provide community programs and services where unmet interests and needs exist, and to promote cooperation with schools, athletic and civic organizations, community agencies and interested individuals in the areas of education, recreation and social and cultural pursuits.

Cash, check and credit card payments are accepted. Specific modes of registration may require a certain type of payment.

Some programs and activities may require a minimum number of participants. You will only be notified if the class/activity is full or canceled. You will not receive a confirmation letter or call.
Refunds
Refunds are given if programs are canceled or if registration fails because the activity is full. Refunds cannot be guaranteed after deadlines or if the program has begun. Trip refunds are subject to specific policies on a per-trip basis based on advanced purchases. Participants must contact the Parks and Recreation Department to request a refund. Refunds will not be given after a program is complete.
Day Care
Providers are welcomed to enroll children in activities. Parents must sign individual registration forms.
Age Groups
Activities are designed to meet developmental guidelines. The Parks and Recreation Department does not allow children to register for activities above or below their grade/age.
Participant Code of Conduct All participants are expected to exhibit appropriate behavior at all times while participating, spectating or attending any program or activity conducted or sponsored by the City of Blaine Parks and Recreation Department. The following guidelines are designed to provide safe and enjoyable activities for all participants: • • • •
Show respect to all participants and program staff. Take direction from program staff/supervisors. Refrain from using abusive or foul language. Refrain from causing bodily harm to self, other participants or program staff/supervisors. • Refrain from damaging equipment, supplies or facilities.

Failure to follow these rules may result in a suspension of participation. The City of Blaine Parks and Recreation Department strives to make your participation fun-filled, rewarding, educational and safe. We thank you in advance for your cooperation.
Weather Policy
Every attempt will be made to inform participants of program cancellations due to inclement weather. When weather is a factor, parents or participants may call the Parks and Recreation Department at 763-785-6164 or our 24-hour hotline at 763-717-2709 for updated program information.
Photo Policy
Photographs of program or park participants are periodically taken. These photos may appear in the local newspapers and/ or Parks and Recreation Department publications. If you do not want your photo used, please tell the photographer.
Adopt-a-Park
Want to improve parks and trails? Consider adopting a park as a family, neighborhood group or community service organization. As a partner with the City of Blaine, your group can help accomplish needed park and trail improvements. Fun and challenging activities may include monthly cleanup, planting flowers or creating new landscape features or maintaining landscapes. Talk with others about taking on a project in your neighborhood. Contact 763-785-6162 for more information.
Park Shelter Permits
Shelters at Aquatore, Lakeside Commons and Town Square parks are available for rental. A facility use application must be completed and rental fees apply. Applications are available online or at the office.
Park Repairs
Please notify park maintenance at 763-785-6165 about damage, vandalism or equipment cleanliness issues.
HELP END PARK VANDALISM
The Blaine Police Department and Park Patrol need your help to prevent vandalism and apprehend those who vandalize parks and recreation facilities. Vandals destroy what tax dollars have created. Costs associated with repairing vandalized property takes money away from recreational programs and facilities. Help stop vandalism. Always call 9-1-1 to report a crime in progress, including vandalism. To report a crime that occurred in a park but does not require immediate police response, call 763-427-1212. Calls are accepted 24 hours a day and you can remain anonymous.
Park Board Meetings
Regular meetings of the Blaine Park Board are conducted on the fourth Tuesday of each month at 7 p.m. at Blaine City Hall. All residents encouraged to attend. Persons wishing to present a discussion topic should contact Parks and Recreation in advance at 763-785-6162.
Blaine Arts Council
The Blaine Arts Council is a volunteer organization open to all interested individuals. Its mission is to promote, advance and celebrate the arts in the community for the appreciation and participation of residents. The council sponsors ongoing art exhibitions at Blaine City Hall and organizes special arts events throughout the year. Council meetings are the second Tuesday of each month at 6:30 p.m. at Blaine City Hall. Interested individuals are invited to attend a meeting and participate in events. Call 763-717-2723 for more information. Council does not meet in June, July or August.

Snow Day all ages welcome The Anoka County Parks & Recreation Department, in collaboration with Lino Lakes and Blaine Park & Recreation departments, are thrilled to be offering the 11th annual Snow Day event. Participants of all ages will have a chance to partake in a variety of winter activities, including: snow shoeing, ice fishing, kick-sledding, cross-country skiing, winter crafts, temporary tattoos and live animal presentation. Sweetheart Party ages 7 and under with parent/adult
Spend a special night with your child at our Valentine’s Sweetheart Party. Dance to deejay music, make a valentine craft, get a sweet temporary tattoo, play in the gym, enjoy refreshments and have your pictures taken in front of our sweetheart backdrop (bring your own camera). Join us for our first ever Super Hero Boot Camp. Your child can dress up like their favorite super hero and fly around, trying activities like: carnival games, BINGO, face painting, tattoos, coloring sheets, relay races – all with our super hero theme. Princesses and cartoon characters are also welcome. We will also have a few super heroes present for pictures and a photo backdrop for additional photos. Don’t forget your camera. Super Hero Boot Camp
Ice Skating Party all ages
Spend a Sunday afternoon with your family at the skating rink at Happy Acres Park for a day of skating and socializing. We provide hot chocolate and snacks in the warming house for all skaters. Children’s Art Workshop grades K to 5
The Blaine Arts Council is celebrating Children’s Art Month by inviting area youth to Blaine City Hall to create a masterpiece under the guidance of professional artists. Children will create an original work of art using provided supplies. Artwork will be displayed at City Hall in March for public viewing. There is no fee, but registration is required in advance. Limited to 40 participants. Projects will take approximately 45 minutes to complete. Parents must stay with their children.

Learn to paint cool designs on a miniature wooden sled. Design a unique and individual pattern with acrylic paints and detail paintbrushes to create a colorful work of art on your own sled. Artistic Moments Kris Holtmeyer owns and operates Artistic Moments, a Minneapolis-based on-site business that provides artistic instruction to students of all ages. Kris teaches courses for the District 287 gifted and talented program, as well as the Minnesota Council for the Gifted and Talented. Princess & Company
Appalachian clog dancing, clogging or clog dancing is a vigorous and energetic cardio dance style that traces its origin from Irish jig. Its roots are from English country dances, African steps, Scottish dances and rhythms along with American mountain style folk. These techniques and steps got mingled/clogged together. Max. 15.

Music Together ages birth to kindergarten
These engaging classes are filled with infants, toddlers, preschoolers and the grown ups who love them. You’ll move, sing, play rhythm instruments and share 45 minutes of fun with your child each week. Families get CDs and songbooks of the session’s song collection so the fun and learning can continue at home. Materials cost is included in tuition. Music Together is an internationally acclaimed early childhood music and movement program for children from birth to kindergarten and accompanying adults. All classes are mixedage, so siblings can participate together. Infants born on or after May 5, 2010, for winter session and on or after July 29, 2010, for spring session, are free with a paying sibling. Aerodynamic Engineering: Cars & the Science of Speed grades 3 to 6
This engaging class is centered on design, construction and racing of fold and go cars and Lego dragsters, powered by gravity, balloons and rubber bands. Students will explore the finer points of aerodynamic design, car construction and data analysis that occur prior to the final challenges. Students will be building their own models made of paper, plastic and wood to take home. We will conduct speed, distance and durability challenges to test our models. The Science of Speed is a physical science investigation that weaves together fun and exciting activities in math, science and technology. Max. 20. Class held at the Victory Links clubhouse. Robotics: RC Spybots grades 3 to 6
Build, program and work with some very unique robots. Learn more about science, engineering and technology while having fun through the use of hands-on projects provided by Lego® Educational Division and Computer Explorers. In this robotics class, innovative Lego© Mindstorm Spybotics will be used to build and program robots. Students working in pairs learn how to use the computer to program the robots, and work with advanced heat and light sensors along with the RC controls. The students will race against time to complete their daring missions. Daily challenges may include simulated laser mazes, robotic tag, obstacle avoidance and mine-field navigation, disarming a hacker-bot and dueling with fellow classmates’ spybots. Max. 20. Claymation Jr. grades K to 3
Working in teams, students do it all, from story creation to making the characters and sets. Students will create their own clay characters and props. As they learn the production process, they will animate, record, download, assemble and edit their own movie. Students will become cinematographers as they create their own unique productions. Using the same tools used by today’s best known animators, this course will spark their imaginations and then give them the tools to bring their ideas to life. Student groups’ final movies will be available online for all to see, or students may bring a USB jump drive the last day to take home films immediately. Be an architect as you learn the principles of construction. The main goal of the course is to introduce the concept of 3D and its role in designing. Working in teams, students will construct a building structure. Students learn principles of construction and use math skills as they experiment with scale and size, symmetry and reflections, making stronger structures, staggering versus stacking. In a handson class using LEGO® materials, we’ll build houses with removable roofs, castles with turrets and towers of strength. This amazing class journeys into the world of Aerospace engineering and allows students’ minds to travel by air. Little Kritters Soccer ages 2 to 6
Little Kritters Soccer is an educational fitness program providing physical exercise through healthy, fun activity. Each session builds positive self-esteem while increasing communication and motor skills. The children will “play pretend” by relating the game of soccer to different “kritters.” Each child gets their own soccer ball to play with, which becomes their puppy named “Charlie the Puppy.” Each week a new animal friend is introduced to allow children to learn and practice a different soccer skill. Tour of the Mill City Museum in downtown Minneapolis. Mill City Museum is a modern glass and steel building constructed in the ruins of what was once the largest mill in the state. The visit consists of a self-guided tour with an age-appropriate scavenger hunt, a tour of the award-winning Flour Tower multimedia show, a ride on the seated elevators that display all eight floors of the museum and a short film on Minneapolis history.
The Blaine Arts Council will judge submissions; ribbons and prizes will be awarded on Tuesday, March 22, at 6:15 at Blaine City Hall. The kettlebell varies in weight and looks like a cannonball with a handle. Join us for the 9th annual Winter Holiday Celebration at Blaine City Hall. There will be a variety of great activities for the whole family. Leader in Training Program completed grades 6 to age 16
The Blaine Parks and Recreation Department needs outgoing, responsible teens who enjoy working with children to become Leaders in Training this summer. Get valuable volunteer experience, feel valued in the community, gain leadership skills and turn it into a Recreation Leader job in the future. Leaders in training are supervised by Blaine Parks & Recreation staff. Space is limited. Application deadline is April 22; interviews will take place in early May. Training will be in early June. Volunteer times will vary, with approximately two and a half hours twice a week Monday through Thursday. Program locations vary, but we will attempt to place you at a park closest to your home. Community Garden Plots

Winter Holiday Celebration
For the third year, community garden plots will be available to residents interested in growing flowers and vegetables. Plots are located adjacent to Blaine City Hall’s south parking lot. The city will prepare the soil for planting, stake each plot and make water accessible. Plots are 15-by20-feet and will be ready on May 14. Rental fees for gardeners are $42.85 per plot for Blaine residents, $32.14 for Blaine senior residents ages 55 and older and $64.27 for non-residents (all rental fees include tax). Only one plot will be assigned per household. The registration priority for renting a garden plot is as follows: 1. Returning Blaine resident gardeners from last year may register for their same 2010 garden plot from Feb. 28 through March 18. 2. New Blaine resident gardeners and returning Blaine resident gardeners who desire a different garden plot can register March 21 through March 25. 3. Returning non-resident gardeners can register for a plot from March 28 through April 1. 4. New non-resident gardeners can register for a plot beginning April 4. Spring Egg Hunt families w/children ages 10 & under
Join us for our super spectacular spring egg hunt, which is followed by a prize raffle. Candy-filled plastic eggs are hidden on three different softball fields, split by age. Children will have the opportunity to gather at least eight eggs. Bags are provided. Arrive early; egg hunt begins promptly at 10 a.m. Event held at Airport Park.
