W

hen you think of some of the tools a police officer uses to maintain peace and order, you might not immediately think of Tic Tacs or chewing gum. But, for Officer Jess Barnhart, a School Resource Officer at Polk Alternative Education Center (AEC), it’s part of the daily routine to deflect potential conflict. Known as Officer Jess or Miss Jess by the 62 students at Polk AEC, Officer Barnhart greets each of the students as they depart the school bus and enter the school. She knows each of their names and receives reciprocal greetings mostly in the form of high fives and hugs. “I care so much about the kids and the staff here,” says Barnhart as she continues her rounds through the halls and peeks into the classrooms to see how students and staff are doing throughout the day. Let’s face it, some days at an alternative school aren’t so great. It can be emotionally draining, but Officer Barnhart and the school staff strives to make sure that the students get the help they need. Deb Scott, Polk AEC Administrator, believes that the school resource officer partnership with a school extends beyond its doors. Scott said, “Jess helps build community, trust, and long-

Scott observed, “Jess knows the neighbors and the families.” This is particularly helpful for on-the-spot teaching moments with the students about appropriate behavior and avoiding criminal activity. Polk AEC has a goal to help each student earn a high school diploma. The administrators and faculty at the school are committed to that goal, as is Officer Barnhart. Perhaps her impact couldn’t be better articulated than at last spring’s commencement when a graduating senior chose Barnhart to accompany him on the stage when he received his diploma. Police Chief Wayne Jerman called it one of the many tributes that demonstrate Barnhart’s drive and compassion, “The Polk SRO is a special assignment and she is a special person. Everyone wins for having her there.”

DID YOU KNOW? The goals of police officers working in schools is to establish positive relationships with students, motivate them to be civic-minded citizens and help keep them safe. Police officers have been working with elementary students in local schools for more than 30 years and have expanded their presence in upper grade levels by having School Resource Officers. Jefferson, Kennedy, Prairie and Washington high schools, along with Polk Alternative School, McKinley Middle School, and Roosevelt Middle School have a School Resource Officer (SRO) on campus. These officers are responsible for the feeder middle schools as well. Through cooperative agreements between the Police Department, Cedar Rapids Community Schools, and College Community Schools,

Linda Sill, a 74-year-old resident of Cedar Rapids, recently received new combination smoke alarms that included both ionization and photoelectric technology, replacing older smoke alarms that may not respond as quickly to smoldering or fast burning fires. Sill said, “I want to be safe.” And, one of the reasons that Sill is safer is because of the efforts of Firefighter/ Paramedic Julie Popelka.

P

opelka, a firefighter since 2002, provides fire and fall prevention safety tips and installs new smoke alarms as part of in-home visits with a program that she has championed in our community called “Remembering When.” Popelka said, “I care a lot about this community and the people that live here. Older adults want to stay in their homes as long as they safely can. I want to be able to help them accomplish that.” In September, Checkers Tavern and Eatery, along with local trade unions including the Carpenters Local 308, held a fundraiser and presented $3,900 for the “Remembering When” program. Popelka was able to purchase additional smoke alarms and safety equipment to continue her mission of helping as many older adults as possible remove fire and fall hazards from their home.

At Sill’s home, Popelka inspected the kitchen and bedroom areas recommending removal of items from around the stovetop and any items blocking a fire escape route. She asked Sill what the correct method was for putting out a grease fire on the stove and Sill correctly responded that she

HOW LONG HAVE YOU WORKED FOR THE CITY OF CEDAR RAPIDS? I started working for the City of Cedar Rapids on February 2015. Approximately two years ago in an administrative assistant position. WHAT ARE YOUR BASIC JOB DUTIES? I’m all over the board when it comes to housing. I primarily act as the program administrator for Federal funds that are awarded to organizations or developers that require construction or rehabilitation. These funds range from entitlement funds that we get every year to disaster recovery funds that were allocated after flooding to help replenish housing opportunities. DESCRIBE A TYPICAL DAY: A typical day would include on-site visits of multi-family buildings, responding to questions from the community on housing options, hosting an organizational meeting regarding labor regulations, and reading through regulations and contract language so I can better assist our residents in navigating State and Federal funding streams. WHAT ARE SOME OF THE BIGGEST CHALLENGES WHEN IT COMES TO PROVIDING AFFORDABLE HOUSING? Public perception and budget feasibility are some of the biggest challenges when it comes to affordable housing. Development — including affordable housing — is a business and developers require the investment to make sense in order for affordable housing to blossom. WHY IS IT SO IMPORTANT FOR COMMUNITIES TO HAVE AFFORDABLE HOUSING OPTIONS? The vitality of a community is in direct correlation to its range of housing options. There are economic and social implications when there is an unbalanced housing market. Businesses thrive, job opportunities are created, families experience more stability, and there is less need for emergency services when quality housing is available.

WHAT SURPRISED YOU MOST ABOUT WORKING IN THIS FIELD? I have been surprised by the amount of progress and momentum the City of Cedar Rapids has made in housing compared to other communities around Iowa. WHAT ARE THE BEST THINGS ABOUT HOUSING OPTIONS IN CEDAR RAPIDS? We have a community that is interested and invested in housing options. We have an annual analysis commissioned specifically to highlight these efforts and housing demands, and our overall affordability and livability scores continue to remain positive.

When the sun rose the next day, evidence of its popularity was apparent by excess trash and minor necessary repairs to electrical covers, boulders and benches. The City-owned, McGrath Amphitheatre, also “feels the love” of residents and visitors each season. While the special events, concerts and programs the facility offers are much desired and well attended, preparation and cleanup for crowds in the thousands each weekend is a major undertaking. The Parks and Recreation Department recognized the need for a higher level of maintenance and turf care in the dense and highly visited parks in the downtown area and

Petersen works closely with people using these City-owned spaces. Whether it is a conversation with someone using a downtown park on their lunch, or meeting with the many event planners who request to host events in these spaces, Petersen enjoys interacting with the public. “I get to meet people from all walks of life who use these parks. DID YOU KNOW? • The suggestion to build a riverfront amphitheater came from citizens during the 2009 Neighborhood Planning Process and Parks and Recreation Master Plan project. • The facility was designed to serve as flood protection and was the first piece of the flood management system built on the west side of the river. • The McGrath Amphitheatre opened in 2014 and has hosted 105 events since then. • The largest event to date is the BBQ Roundup, averaging 13,000 patrons per day. • The facility is owned by the City of Cedar Rapids and maintained by the Parks and Recreation Department.

each weekend and looked for a way to fill them. O’Neill identified a youth market that the Department had previously not tapped into and created a USSSA fall baseball program for kids ages 7-14. This seven-week session quickly grew to be the largest fall youth baseball program in the state serving close to 800 families, with 25 percent driving 30 miles or more to Cedar Rapids for each game. “This is one of my favorite programs that I have had the pleasure of being part of,” said O’Neill. “Mount Mercy University’s baseball team partners with us and the parents have been great, volunteering over 300 hours of time each weekend,” he added. It has been great for Cedar Rapids as well, generating local spending and contributing over $75,000 in revenue to the Parks and Recreation Department. “My job is to provide high-quality, affordable, recreational opportunities for families in the community. I listen to them and they tell me what they think is missing in Cedar Rapids. We do our best to provide it,” said O’Neill.

Recreation Maintenance Repair Worker II HOW LONG HAVE YOU WORKED FOR THE CITY OF CEDAR RAPIDS?

I have worked for the City providing maintenance for the Recreation Division of the Parks and Recreation Department for 20 years. WHAT ARE YOUR BASIC JOB DUTIES?

In the summers I am heavily involved with taking care of our outdoor pools for the public. I make sure that all of the equipment in the pump house is in good working order and that the chemical levels are safe for swimming. I have recently become more involved with inspecting our 51 playgrounds to make sure the equipment meets safety standards. I lead the repair process for any play equipment that needs to be fixed. DESCRIBE A TYPICAL DAY:

My days are different depending on the season. During the late fall, winter and early spring months I work on projects replacing pieces of equipment. I am also leading an inventory project, updating our record keeping system. In our peak season I am outside the majority of the day, at pools in the morning and at playgrounds in the afternoon. WHAT DO YOU ENJOY ABOUT THE WORK YOU DO?

I really enjoy the variety of work and overcoming a different set of challenges daily. I’m wired to solve problems and it is fun for me. I also love learning new things and this position has always provided new things to learn. WHAT ARE SOME OF THE BIGGEST CHALLENGES?

As the pools and playgrounds age, their maintenance needs increase. We work every day to stay ahead of those needs and keep everything open and safe for the public. WHAT ARE THE BEST THINGS ABOUT PARKS AND RECREATION IN CEDAR RAPIDS? Parks and recreation is the heart of a community. What we do affects the quality of life for everyone in Cedar Rapids and I think we, as a department, do it well.

WHAT ARE SOME OF YOUR BASIC JOB RESPONSIBILITIES? I am responsible for maintaining the water distribution system geodatabase and ensuring that the information is accessible to our engineering, maintenance, and meter shop staff. My main responsibilities include mapping newly constructed water main, updating the GIS with critical information such as pipe size, material, installation date, owner, and making maps of this information for internal and external staff. DESCRIBE YOUR TYPICAL DAY: My typical day consists of responding to utility map requests, drawing in proposed and as-built projects into the GIS, and maintaining the field equipment, iPads and laptops that are used to view maps. Once the weather gets warmer, I hope to get out into the field and do some GPS data collection as well. WHAT DO YOU ENJOY ABOUT THE WORK YOU DO? It’s great being a part of a work community that has vested interest in integrating GIS into its day-to-day operations and has developed such an extensive database around the growing need. I have worked for a few other small government offices

that are in the early stages of building a GIS and it is neat to see how widely used this technology can grow to be once the groundlevel information is established. WHAT ARE SOME OF THE BIGGEST CHALLENGES YOU FACE AS A GEOSPATIAL DATA SPECIALIST? Time! There is a lot of new construction going on in the City and it can be difficult to keep up sometimes. But I do enjoy the challenge and keeping busy. IN WHAT WAYS DOES YOUR WORK BENEFIT THE COMMUNITY OF CEDAR RAPIDS? Keeping a spatial database of underground utilities is helpful for maintenance staff in knowing where certain components of the system are when responding to emergency water main breaks and also while performing daily preventative maintenance. This promotes greater efficiency in the field and decreases the amount of time community members are without water access. The maps derived from GIS can be very useful in short-term project planning and design, also to support long-term planning projects like Paving for Progress.

WHAT HAS SURPRISED YOU MOST ABOUT WORKING IN YOUR FIELD? I have been surprised by how much I still have to learn! GIS technology is constantly changing, and it’s interesting to think about how new developments in my field can be incorporated into my work. WHAT DO YOU APPRECIATE ABOUT WORKING FOR THE CITY OF CEDAR RAPIDS? I appreciate the sense of teamwork I have felt since I’ve started working for the City. We are all very busy, but I appreciate how well everyone communicates with one another and pitches in to get the job done. Teamwork is key.

Sunday This new center is the first municipal 12:00 - 6:00 p.m. building specifically built for recreational programming in Cedar Rapids. It replaces the Time Check Recreation Center that served as a neighborhood center for the northwest area and provided Cedar Rapids Parks & Recreation programs for the entire city. he new building is 16,000 square feet and includes a full-size gymnasium, activity room, game room and community room with dividers. The gym can be divided and used as three separate volleyball courts or two small basketball half courts.

The activity room is a great space for small gatherings. Our game room provides hours of entertainment with billiards, foosball and table tennis. Come relax and read a book in our lounge area. Our community room can be divided into two separate rooms or used as one large meeting room. Table and chairs are provided and a small catering kitchen is available for use. A projector and screen can be rented for a minimal fee.

RECREATION CENTER ADMISSION Enjoy hours of entertainment that includes access to the game room (billiards, foosball, table tennis) and the gym (basketball, volleyball, etc.) when available. Admission Pass: Patrons fill out a form that provides emergency information and has a parent’s consent signature for those under age 18. Complete the form at CRREC.org. Replacement cards are $2. Admission Fee: $1 Youth, $2 Adult, $1 Senior (60+), or Punch Pass (See page 37.) City of Cedar Rapids Summer Swim Passes Passes provide admission to Open, Family, Adult, Lap Swims and Water Exercise as age appropriate. Schedules for pools, programs/water features may vary. (See page 54-55.) (Sorry, no basketball shorts.) • Deep End Test: To use diving boards or swim in water over 5 feet, you must take the test at any pool where you swim each year. • Concessions are available. No outside food, beverages, alcohol or coolers. OPEN AND FAMILY SWIMS • Children ages 5 & under must be supervised by an adult within arm’s length. • Youths ages 6-10 must be supervised by an adult or responsible person at least age 14. • Water and float toys allowed only at Family, Evening and Weekend Swims. •

Water wings/floaties, large inner tubes, swimsuits with removable floats and life jackets are not allowed. Snorkels, masks that cover the nose and diving sticks are not allowed at Open or Family Swims.

LAP SWIMS • For ages 15 or older. Children may not attend with swimmers. Youths, ages 11-14, may attend lap swim at Jones or evening lap swim at Ellis. Only lap lanes are open at this time. • A walking lane is available at some sites. A lap lane is available at Ellis Pool during Open Swims. • Lap swimmers are allowed entry into the locker room 10 minutes prior to the starting time and into the pool at exact starting time. • Always circle swim. Stay to the right of the black line in your lane, swimming counter-clockwise. • Noodles are not permitted.

ADULT SWIMS A swim for ages 18 or older with no slides available. Additional pool rules are online at CRREC.org and are posted at each pool.

PUBLIC SWIM FACILITY CLOSING POLICY Pools and aquatic centers may open late or close early for the following reasons: • Air temperature below 70 degrees (Lap Swim: air temperature below 60 degrees) • 20 people or less in the facility for a period of one hour (50 people or less at Noelridge and Cherry Hill)

HEALTHY SWIMMING Shower before entering the pool. Do not swim for two weeks after you or your child has had diarrhea. Non toilet-trained children must wear swim diapers. Swim diapers may be purchased at the pool. Changing stations are available in all restrooms.

Weekly meets, Tuesdays at 7:00 a.m. or 5:00 p.m., and the All City Meet Saturday, July 15 at Cherry Hill highlight the season. End of season event will be held on Sunday, July 16. PUDDLEJUMPERS

(Parent & Child 6 mos.-3 yrs.) The purpose of this class is to expose the child to water adjustment skills. Front kicking, underwater exploration, and entering and exiting the water will be covered. One parent per child.

School Age Levels Read each level carefully and compare the skills listed to those your child is currently able to perform. If you are certain that your child can complete the “TO PASS” skills, then register them for the next higher level if he/she is the appropriate age. Note: In most cases, it will take a child more than one session of lessons to pass the level. LEVEL 1 - INTRODUCTION TO WATER SKILLS (3-5 yrs.) Must be age 3 by the first day of class. Four year-olds who have passed a Level 1 class may go to Level 2 SKILLS INCLUDE: • • • •

Putting face/head under water Floating Blowing bubbles Gliding on front/back

Noelridge Greenhouse *NEW* TOURS The Friends of Noelridge offer regular FREE guided tours of the greenhouse, landscaped beds, and butterfly tent for individuals or groups. Tours for specific age groups, adults or children, will be held Tuesdays at 1:30 p.m. and Wednesdays at 9:30 a.m. beginning on May 2, weekly through September 27, and will generally last 1 hour. aOff-Leash Dog Parks The City operates two off-leash parks. Cheyenne Off-Leash Dog Park is located on Cedar Bend Lane SW, off Old River Road and K9 Acres is located in Squaw Creek Park at 5200 Golf Course Road, Marion. Permits are $32/year with up to $10 in discounts. Permits are required to use these facilities. Purchase them online at CRREC.org, by phone (319-2865566) or in person at: Parks & Recreation Dept. City Services Center (CSC) 500 15th Avenue SW Weekdays, 7:30 a.m. - 4:30 p.m. - or Northwest Recreation Center 1340 11th Street NW Weekdays, 8:00 a.m. - 5:00 p.m. A rabies tag number is required when purchasing a permit. a Splash Pads Splash pads are ready to keep kids cool May 21 through September 3, 2017. They are located at Cedar Valley, Cleveland, Daniels, Hayes, Hidder, Jacolyn, Noelridge, Redmond, Time Check and Twin Pines Parks.

a Trails Cedar Rapids Parks & Recreation maintains a variety of hard surface and crushed limestone recreational trails. If you make a complete tour of all the park trails, you will travel over 24 miles. Visit LinnCountyTrails.org for trail maps.

Park Pavilion Rental Rent one of 24 pavilions in the City parks up to one year in advance of the intended use date. The last date for pavilion rental in the fall is October 15, 2017. They are rented for two use periods: 9:00 a.m. - 3:00 p.m. and 4:00 - 10:00 p.m. Sizes range from 7-30 tables. Rates vary based on size. Call 319-286-5566, Monday through Friday, between 7:30 a.m. - 5:00 p.m. for more information. See pavilions and their features at CRREC.org.


POOL RENTALS Bever, Ellis and Jones Pools may be rented starting at $325. Cherry Hill Aquatic Center is available for rental to large groups for two hour time blocks by special arrangement only.
