city is only as good as the rules that make it. In Cedar Rap-
ids, like most places, there is a robust collection of ordinances, codes, and policies that determine how the city grows. Some of these pertain directly to the planting of trees, others to their removal. An important part of this plan is to review these comprehensively and look for ways that they can be improved to bring the city up to date with best practices.
