Current State – Information Flow
• Twice daily shift change briefings – agency-wide conference call to inform oncoming commanders and squads of in-progress situations • Daily BOLOs – Be On The Lookout bulletins are distributed by Public Information Office via email
• Weekly Crime Abatement meeting attended by Commanders, Crime Analysis and Intelligence units for the purpose of providing criminal statistics and to share intelligence information; Minutes are distributed to officers via email • Bi-monthly Gang Reduction Strategy meeting attended by DPD, City & County Managers, Sheriff, Public Schools, Colleges and other agencies & partners for the purpose of sharing gang related intelligence information through presentations
• RFIs (Request for Information) to Crime Analysis Unit – RFIs including requests for maps are received via drop-in, phone or email. Package is prepared and delivered to requestor. May take days and sometimes weeks to get the information.
Current Pain Points
• Information shared in intel meetings is sometimes a week old and crucial days are lost for investigators
• Patrol officers wade through emails to locate intel information, an ineffective way to share information
• Data shared via email is not organized in a meaningful way, i.e., a suspect in one BOLO could be linked to a Request for Information described in another BOLO; no ability to search on content including names, car descriptions, addresses, etc.
• Officers arrive on scene without critical situational awareness information related to location or suspects such as previous incidents, crimes committed with guns, drug history, mental health status, etc.
Future State
• NC 4 will allow the agency to access real-time data and provide situational awareness about criminal activity directly to officers in the field, rather than verbally through commanders, emails or meeting notes
