CURRENT GOALS
LESS THAN 2 YEARS
1. Continued support of Capital Improvement Projects (CIP) Advisory Board regarding the use of ž cent (2000) and ½ cent (2017) sales tax funds for: a. Construction of the Stephenson Park Redesign b. Construction of the three-phased plan for up- grades to A.C. Caplinger Ball Fields at Hafer Park c. Design and construction of existing Kickingbird facilities to include clubhouse, upgrades to the greens, tee boxes, practice area, irrigation system, and continued implementation of pickleball facilities d. Design and construction of the Route 66 Trail Connector
e. Land acquisition, design, and construction of a Second Library
2. Continue actions that make downtown Edmond a destination for all to experience safely for living, shopping, entertainment or work a. Encourage and participate in development by utilizing the Tax Increment Financing District b. Design and construct infrastructure improvements along Broadway from 2nd St. to Ayers that increase pedestrian safety and economic activity to potentially include roadways, alleys, sidewalks, parking, lighting, traffic signals (ITS), and ADA improvements 3. Monitor and improve mobility via: a. Continued implementation of Phase III of the Intelligent Traffic System b. Prioritization of efforts to improve traffic flow: - 2nd and Bryant - I-35 & Covell traffic signals and turn lane additions - Covell and Coltrane - 2nd and Boulevard - Danforth and Kelly
c. Continued work to fill gaps in sidewalk con nectivity along key transportation corridors 4. Improved/enhanced coordination of brand identification, place marking, and tourism wayfinding 5. Work with Urban Forestry Commission and other key stakeholders to focus on forming relationships with residential developers regarding tree and open space preservation 6. Support the design, fundraising, and construction of a new, comprehensive Edmond Veterans Memorial 7. Complete development of Water Resources Recovery Facility to increase capacity and meet new regulatory standards 8. Support development of the revised Water Treatment Plant expansion plan 9. Complete the East Edmond 2050 Plan process and establish a framework for implementation of the recommendations 10. Implement steps identified in the Arcadia Lake visioning process and prioritize infrastructure improvements 11. Expand tourism efforts by modernizing the lodging tax to include short-term rentals and through a potential rate increase 12. Implement measures to collect trash from Arcadia Lake 13. Develop beautification project for I-35 right-of-way to possibly include signage, trees & landscaping 14. Continue partnership with the Edmond Chamber of Commerce on diversity and inclusion initiatives 15. Continued support of staff needs for Water & Electric Smart Meter implementation 16. Assist in the process of identifying proper leadership to reinstate the Edmond Land Conservancy
FUTURE GOALS GREATER THAN 2 YEARS 1. Continue development efforts to become a preferred destination to experience art, entertainment, amateur sporting events and outdoor recreation, including the pursuit of a performing arts center 2. Continued planning for economic development of I-35 corridor including one-way access roads and Texas turnarounds 3. Promote Edmond as a livable community with access to recreation and transportation via: a. Participate in the Regional Transportation Authority’s commuter rail project b. Expansion of bike and multi-use trails c. Invest in new and existing recreational sports facilities d. Acquire public open space(s) for parks 4. Completion of Covell Parkway development 5. Issue an RFP to select a private development partner that will establish a comprehensive plan for redeveloping City-owned properties along Littler Avenue to include a new City Administration building 6. Pursue adding flexibility into code to allow innovative methods that encourage Low Impact Development
PERFORMANCE BENCHMARKS
GENERAL COUNCIL POLICIES 1. Encourage and support cultural and historical activities in the community that are diverse and easily accessible for all citizens 2. Maintain an efficient development process and utilization of technology to implement current development customs 3. Utilize input from boards and commissions and communicate their activities; initiate and encourage citizen and organizational development 4. Work with Edmond Economic Development Authority to engage in aggressive economic development to create more local jobs and expand innovative public/ private initiatives and strategic partnerships. Promote the com prehensive development policy that identifies proper tools and when to use them to encourage development that reflects our established goals and benchmarks 5. Continue to develop and strengthen equitable and informative partnerships with local educational institutions in relationship to growth and future infrastructure needs 6. Maintain and promote the City of Edmond’s green infrastructure through preservation of natural areas and watersheds, beautification of parkways, medians and public spaces 7. Pursue municipal interests in national, regional and local legislative goals and partnerships to achieve the highest level of service for constituents 8. Provide the highest level of public safety and provide communication and education regarding emergency planning
1. Operate City of Edmond General Fund Budget with a 10% minimum general fund balance
9. Promote a variety of affordable housing options in Edmond, including more dense, multi-family options, in order to meet the needs of a diverse community and workforce
2. Pursue engineering on long-range transportation improvements to maximize our efforts to secure grant funds
10. Continue Edmond’s Internal Sustainability Plan and support efforts to preserve and protect the environ ment for future generations by being good stewards of our resources
3. Continue water conservation efforts and development of additional water supply resources 4. Extend, maintain, and communicate City Council Strategic Plan for Edmond through semiannual reviews in May / June and updates and modifications in October /November for the next calendar year 5. Conduct citizen survey (and subsequent followup) every two years to insure compatibility between the City Council Strategic Plan and the Staff Internal Strategic Plan 6. Implement and continue policies and programs that strive to increase tree canopy levels to the optimal range, while preventing levels from falling into an unacceptable range. Reassess tree canopy coverage every 2–3 years in order to gauge progress
11. Promote neighborhoods, recreational resources, and community development policies and procedures that provide for a healthy and diverse community 12. Continue proactive growth in Edmond Electric load factor to improve return on investment 13. Engage the local community using traditional and digital media tools 14. Carefully and thoughtfully manage future capital project needs 15. Promote appropriate tourism and conference opportunities to enhance visitor experience and economic impact 16. Support the growing market for electric vehicles by providing appropriate infrastructure

The 2021 Edmond City Council Strategic Plan was drafted by the sitting city council in October 2020. A mid-year review will take place by the sitting city council in June 2021.
