Megan is a lifelong Memphis resident who recently moved to Germantown. Her sentiments paint an accurate picture of the way residents here feel.

• Owner-occupied homes: 87.5% Bordering Memphis on the east, Germantown is a close-knit community with strong family ties. In fact, it’s not unusual to find multiple generations of families who live within a few blocks of one another.

It’s also common to meet residents who have moved to the City from out of town — or even out of state — with no previous ties to the community. No matter where people come from, the impression of Germantown is the same. It feels like home.

Germantown is one of only four municipalities nationwide to have received the Malcolm Baldrige National Quality Award. Natalie Ruffin is the City’s Parks and Recreation Director. She and her team put on more than 20 free public events a year. “There’s a special atmosphere at these events,” she says. “You’ll probably run into a neighbor or someone from your child’s school, and it gives you a special feeling of community connection.” It’s almost like Germantown itself is a silent member of every family, encouraging people to connect. The City has a special way of drawing people closer to one another, and closer to itself. Citizens volunteer on its boards and support its arts. They exercise on its greenway and play in its parks. Neighborhood cookouts are common. “Our residents live here for a lot of different reasons, and one of those is quality of life. It’s why they move here, and it’s why they stay,” says Natalie.

No wonder Germantown consistently appears on “best places to live” lists nationwide. Megan Cathey affirms each resident’s unusual sense of ownership in their fair city. “There’s so much pride in it being one of the best places to live. Everybody has a stake in it, and everybody feels responsible for keeping it that way.”

Germantown Performing Arts Center (GPAC) is the cultural heart of the City. From a spectrum of live indoor and outdoor shows to vast educational and volunteer opportunities, there’s something for everyone to enjoy. • Peanut Butter & Jam gives young children a first-hand experience with the performing arts. They can meet artists, ask questions and grow their love of the arts from an early age. PB&J On Tour takes the fun to local schools so even more kids can get in on the excitement. • The Youth Symphony Program gives young musicians the opportunity to practice and perform musical masterworks in four different ensembles. • GPAC connects the community to worldrenowned artists through master classes, lectures, demonstrations and workshops.

• During summer, kids can attend half-day camps to experiment with the arts while forming lasting friendships. • Every performance space at GPAC was crafted with the goal of letting the audience get close to the arts. Whether you’re in the Duncan Williams Performance Hall, the Watkins Studio Theater or the Grove at GPAC, you’re able to engage and connect with what’s going on onstage. • Opened in 2020, the Grove is a state-of-theart outdoor performance venue. The design intentionally preserves the area’s trees and grass, giving it a park-like ambiance. The stage is appropriate for any performance genre. Its 18’ by 31.2’ ultra-high-definition video screen is mounted on a trolley, so it can move upstage to be the main act, or downstage to enhance a performance.

“Our parks are the gift that keeps on giving.” Passionate words spoken by Natalie Ruffin, Germantown’s Parks and Recreation Director. Enabling people to enjoy the outdoors is one of Natalie’s favorite parts of her job. “It’s gratifying to see the happiness and satisfaction on people’s faces, whether they’re on a bike, walking the trails, casting a line or playing baseball. It gives you a clear picture of what we mean when we talk about Germantown’s quality of life.”

The 10-acre Bobby Lanier Farm Park is a hidden gem in the heart of the City. Its educational programs emphasize agricultural sustainability and stewardship.

In the Beasley Community Garden, members work together to plant and maintain. And everyone gets a share of the harvest.

At the weekly summertime farmer’s market, residents can buy fresh, local produce and artisan goods, directly from growers and makers.

The Harvest Moon Pavilion is a beautiful, rustic event space featuring a reclaimed wood interior, dimmable lighting, a full catering kitchen and banquet furnishings.

Natalie has been with the department since 2005 and was promoted to director in 2022. “Being a public servant is rewarding. We exist — not just our department but all the employees of Germantown — to protect and enhance the quality of life of those we serve. Day in and day out.”

Throughout the year, the Parks and Recreation department holds fun, safe activities for residents with special needs, including bingo, dances, art projects and holiday parties.

When it comes to Germantown’s parks, that dedication to excellence reveals itself in a lot of different ways, from their official recognition as an Arbor Day Foundation Tree City USA to residents’ five-star reviews of the City’s parks. The public facilities themselves are just one thing that differentiates this department. There seems to be something for just about everyone. And with more than 100 activities a year to pick from, it’s no surprise. From greenway hikes to gardening classes, astronomy to arts and crafts, line dancing to pickle-making, variety is a priority. But excellence comes first.

5. Everybody’s Tree House at Riverdale Park — Kids of all ages and abilities can experience nature through play, with an easy-to-access tree house, swings, slides and gliders.

The Germantown Greenway — Walk, run or cycle through town as the parks system advances its vision for a more than 22-mile planned loop trail around the City. Major sections are already in place along the Wolf River and on the east side of the City. 1. Cameron Brown Park/Bob Hailey Athletic Complex — These adjoining parks make up 99 acres of sports fields, hiking trails, picnic sites, playgrounds and a 3-acre lake. Serve up some serious fun Pickleball is America’s fastestgrowing sport. And it appears to be Germantown’s, too. But what makes this tennis/badminton mashup so popular? “It’s very social, and I think that’s a big reason people love it so much,” says Natalie Ruffin. Everything is smaller in pickleball when compared to tennis: the court, the paddles and even the weight and bounce height of the ball. “It can get pretty competitive. But because the court is smaller, it isn’t quite as strenuous as tennis.” Want to get involved? There are plenty of opportunities at Cameron Brown and Riverdale. And the Parks and Recreation department offers clinics to help people learn for the first time or brush up on their skills. Already a pro? SPORTS & RECREATION The Germantown Athletic Club started as a community center in 1990. Since then, it has evolved into a state-of-the-art fitness center, but it maintains its roots with an atmosphere of camaraderie and inclusion. Nabiha Huda and her husband, Furqan, moved to Germantown with their two children from Memphis in 2010. The main motivator for their move? The schools. They had heard and read great things and wanted to support public education. Plus, they were encouraged by the recent formation of the Germantown Municipal School District. So, they moved and enrolled their oldest child in Dogwood Elementary, and as Nabiha puts it, they’ve never looked back. But they did initially have some anxiety about the change. “We’re the minority. I didn’t want my kids to feel out of place.” Nabiha and Furqan are both originally from Pakistan, though they’ve each moved around the U.S. since arriving here as children. “Everyone was so welcoming and focused on inclusivity. That has meant a lot to me.” At a recent Taste of Diversity event at Houston Middle School, she was impressed that so many countries were represented: “That wouldn’t happen in a small town.”

From the ‘21–’22 school year to ‘22–’23, students improved elementary and middle school math scores by 9% on the state assessment. In 2022, 73.2% of students scored a 21 or higher on the ACT. The district average was 24.5.

Since they moved to Germantown, the Hudas have had two more children, and Nabiha now serves as the Dogwood PTO president. She says it’s never hard to get parents to donate their time, talent or money when there’s a need. And the partnership between the schools and the PTO has been exceptional. “It’s such a supportive relationship. The parents are willing to do anything for the teachers, and the teachers feel it. Because of that, they’re able to do their very best work. We see evidence of it every day.” GMSD actively listens to the parents, sending surveys, implementing new ideas and acting on feedback. Nabiha has seen the results. “We have kids in three different schools, and we see continuous improvement every year, from the facilities to the teachers’ programs to the curriculum and more. School leadership is constantly learning and building from year to year, asking, ‘What do the parents want?’” The schools have been a staying factor for the Hudas. “This community continues to support our kids, the parents are so involved and our children are getting a world-class education. It’s been a wonderful experience. We’re very blessed.”

Residents considered what they wanted for the City’s future and planned proactive steps to get there. The planning process put participants’ collective wisdom and expertise to use, shaping innovative solutions to address sustainability.

Germantown is a vibrant, welcoming community, the community of choice, offering outstanding quality of life for all generations. The government is resilient and fiscally sound, providing top-quality public safety and services responsive to community requirements. Engaged residents honor the past, treasure the present and responsibly shape Germantown’s future.

In addition to those involved in recent strategic planning sessions, nearly 200 residents serve on Germantown’s commissions. They’re involved in every aspect of the community, from beautification to budget approval to historic preservation. There’s a commission for every interest. And the city values feedback from residents. Each year, residents receive an extensive survey asking everything from how safe residents feel to how satisfied they are with the taste, smell and pressure of the water. The response is overwhelmingly positive. The resident satisfaction level is superior to brands like Apple and Ritz Carlton. This focused, intentional way of doing things helps keep residents happy. “In Germantown, we do things thoughtfully,” the Mayor says. “Like cooking good Southern barbecue — it’s low and slow.” 26

In 2010, in the aftermath of the recent recession, the City of Germantown intentionally shifted from a traditional government operational model to focus on performance improvement. Since then, the City and its residents have reaped the rewards. After several years of focusing on driving improvement, the U.S. Department of Commerce announced that the City of Germantown earned a 2019 Malcolm Baldrige National Quality Award. Any given year, Germantown is either the first or second safest city in Tennessee. It’s obvious the City is doing things right, especially when it comes to the police and fire departments. For these men and women, this work is more than a job. It’s a calling.

“Germantown Fire Department employees treat every call like it’s the most important call that day. The city’s motto is ‘Excellence Every Day,’ but for us, it’s ‘Excellence Every Call.’” — MATT HIX, GERMANTOWN FIRE DEPARTMENT BATTALION CHIEF

“For me, it’s personal,” says Josh Schultz, Germantown Police Department Captain. “I grew up in Germantown. I spent my formative years here. My family still lives here, and I raised children here. So for me, it’s very, very important that we have that strong bond with the community.” Both departments turn that personal commitment into action, through intensive training. Intentional hiring. And investment in cutting-edge resources. That creates meaningful results for residents. Police attend homeowners association meetings, perform traffic duty at schools and even do vacation checks when residents are out of town. In a recent survey, citizens were asked to complete the sentence, “I know I’m in Germantown when…” Many of the responses were related to seeing a police presence and feeling safe.

The fire department is also actively engaged with the community. They conduct fire safety training in every elementary school in the district, offer CPR classes and conduct Community Emergency Response Team (CERT) training. And the community connection goes beyond proactive engagement to superior hands-on service in emergencies. Post-call surveys for the fire department show that more than 99% of residents rate the services as outstanding or above average. This availability and visibility creates a strong connection with residents. It helps them feel comfortable communicating with first responders. And it creates confidence that they’ll get results.

In early 2020, GFD became one of only a handful of programs across the nation to adopt a Neuroprotective CPR bundle of care. This has shown the potential to improve survival among cardiac arrest patients.

Germantown has the only fire department in the nation with an accreditation from American College of Cardiology. The accreditation is a collaborative effort between the fire department and Methodist Le Bonheur Germantown Hospital.

The Germantown Police Department maintains accreditation through the Tennessee Law Enforcement Accreditation (TLEA) program. As part of the program, the department undergoes voluntary evaluation of policies, procedures and protocols to ensure the use of best practices.
