Mayor's Message

Summertime in Golden Truly is Golden

It is a rainy day in May as I write this letter for the summer edition of the Informer. Spring has sprung, and it is nice to see gardens planted, trees covered in leaves, and the mountains looking like they belong more in Vermont than Colorado. Every year without fail we look around and wonder at all the greenery that surrounds our city. By July, the mountains start turning brown and the weather heats up. The cooler, rainy days of May will seem far away by the time you read this. I am going to be a soothsayer for a moment and make some predictions for the upcoming summer months in Golden.

Summertime events, including the 4th of July, Farmers Markets, Buffalo Bill Days, National Night Out, and various Arts festivals, will bring out the crowds to enjoy Golden on a summer day.

The Clear Creek Corridor will be packed with locals and visitors alike looking for some fun in the sun on the trail or in the water to cool off from the heat.

Golden’s Arts and Culture organizations will bring together people with exhibits, shows, education opportunities, and activities for all.

Students from kindergarten through college will soak up the lazy days without classes spending time outdoors in the parks and with friends before getting ready for a new school year to start in August.

Outdoor enthusiasts of all stripes will take advantage of the long days to hit the trails early (and often).

Neighborhoods will apply for permits to host block parties to get to know new neighbors and reconnect with others. Close neighbors and strong neighborhoods are one of the best parts about living in Golden.

Construction projects, both small (a neighbor’s roof) and large (CDOT’s highway 93 reconstruction), will temporarily be an inconvenience with additional noise and congestion.

Restaurants and breweries will be busier than ever with added staff and longer hours to accommodate the increased number of patrons.

City Council will begin planning for next year with initial discussions about the budget and large capital projects for the future.

Campaign season will get started with an August deadline to get on November’s ballot. The odd year election includes school board and municipal races including three seats up for election in Golden.

I guess no crystal ball is needed as summertime is not hard to predict at all. These activities have been a part of summer in Golden for many decades. How they look, where they are located, and who participates has changed over time as each new generation decides what is important to them and how they want to spend their summer days. I hope you get out and enjoy all that Golden has to offer because summertime in Golden truly is golden.

4th of July Festival in Lions Park

The Golden Lions Club is organizing and will be hosting the annual 4th of July community celebration in Lions Park. Activities kick off at noon and include music provided by three bands starting at 11:30 a.m. and culminates in a fireworks display at approx. 9:30 p.m., weather and fire condition dependent. The celebration is designed to be a day for families, friends, and neighbors to get together at the beautiful park on 10th Street to picnic or purchase food and drink. All raffle and festival proceeds go to support the work that the Lions Club does in the community throughout the year.

Mondays with Mayor Weinberg – Join Us!

Did you know that Mayor Laura Weinberg personally addresses Golden residents on the city’s Facebook page every Monday at 12 p.m.? She shares the latest on city events and projects and is open for questions. This is a great chance to connect with the Mayor on a weekly basis! You can always submit questions via the City’s Facebook page, and watch the recording later.

Parking near the festival is extremely limited. The 8th, 9th and 10th Street neighborhood will be closed to through traffic and festival parking. Plan to park downtown in the public garages on Jackson Street, at the public lot at 311 10th Street, or ride your bike down.

Remember that all fireworks are ILLEGAL in the city limits of Golden, so leave the fireworks to the professionals. You can view the show from anywhere along the creek path, near Lions Park, and the Golden History Park.

Mail Ballot Election Scheduled for Nov. 7

Have you ever thought about running for City Council? Well now is the time! This year you have an opportunity, because Golden voters will elect a Mayor and Councilors for Districts 1 and 2.

Nomination petitions may be taken out and circulated beginning Tuesday, Aug. 8. Petitions must be picked up from the Golden City Clerk’s Office. Nomination petitions will be due back to the Golden City Clerk’s Office by 5 p.m. on Monday, Aug. 28.

November 7 is the City of Golden General Municipal Election. This will be a mail ballot election, and Jefferson County will mail out the ballots in accordance with the schedule set by statute.

The deadline to register to vote through the mail, a voter registration agency, local driver’s license examination facility or online is Monday, Oct. 30. You can register at the Jefferson County Election Department or the Golden City Clerk’s office.

You may register anytime by appearing in person at the Jefferson County Clerk and Recorder’s office at any time during which registration is permitted at the office, including on Election Day. Jefferson County’s website: jeffco.us/ elections has registration forms and more information. You may also register online through Monday, Oct. 30 at the State of Colorado Online registration site at www.govotecolorado.com

Leadership Golden Now Accepting Applications

Leadership Golden is accepting applications for the 2023-2024 Program. These seminars facilitate opportunities for participants to increase their knowledge of the relationships between Golden’s government, education, arts, business, and the community of Golden. The program educates emerging leaders and volunteers to the realities, opportunities and challenges in Golden. To learn more and for application details, visit www.leadershipgolden.org. Slow Down Golden - 20 is Plenty

In September of 2022, Golden City Council approved a measure that will reduce neighborhood speed limits from 25 mph to 20 mph. The campaign known as “20 is Plenty” is designed to make neighborhood streets, school zones and construction zones safer for everyone. The City Traffic Engineer, Police Department and the Mobility and Transportation Advisory Board (MTAB) have provided support for this City Council-directed initiative. It is anticipated that City Council will approve an amendment to the ordinance approving the reduction in the speed limit in July of this year.

The City of Golden will join Denver and Boulder in implementing this traffic safety strategy. The primary reason to support this initiative is reducing accidents and injuries caused by accidents. Accidents occurring at 20 mph have a 13% likelihood of ending in death or severe injury. At 30 mph that number increases to 40% and jumps to 73% at 40 mph. It is simple; drive slower and reduce accidents, injuries, and potential deaths.

Golden implemented pilot programs and reduced speed limit to 20 mph on Lookout Mountain Road, Peery Parkway, and most recently on S. Ford Street. In August, residential streets will see the change in the speed limit. New signs will be posted, and some neighborhoods will get additional speed limit signs. Enforcement efforts will begin immediately.

Introducing the "Ore Cart": A FREE Downtown Circulator Shuttle

Exciting news for residents and visitors of Golden! In collaboration with the Colorado School of Mines and the West Line Corridor Collaborative, the City of Golden is thrilled to announce the upcoming launch of the "Ore Cart" free transit service in the summer of 2023. This service aims to enhance transportation options and improve accessibility by working in harmony with existing transit alternatives, such as the RTD 16 bus and W and G regional train lines.

Our inaugural route, the Gold Route, will serve as a Downtown Golden circulator, connecting various key locations. This initial summer route will serve as a pilot project to test the route, take feedback from the community on its performance, and to collect data. The service will be operated by Via Mobility, a Colorado non-profit organization that provides accessible transportation and mobility options. Passengers can enjoy hassle-free access between the Clear Creek and Marv Kay Stadium remote parking lots, downtown parking garages, Washington Avenue, and the Colorado School of Mines campus. Service began in June and continues with the potential expansion of the schedule in the future.

To accommodate your travel needs, the shuttle bus operates on Fridays from 12 to 7 p.m., Saturdays from 10 a.m. to 7 p.m., and Sundays from 10 a.m. to 5 p.m. We understand the importance of flexibility and convenience, and we are committed to providing you with a reliable transportation option. The shuttle bus arrives at stops every 15 minutes during operating hours, with once an hour service to the Golden Community Center, indicated by the dashed line on the route map.

The Gold Route is part of the City’s overall strategy to improve accessibility into and around Downtown Golden and improve use of new and existing parking facilities. Opsis Health (www.opsishealth. com) is an artificial intelligence and machine learning healthcare technology company focused on nutrition. In four seconds, Opsis detects the critical elements of the food that is consumed and tracks nutritional health over time for optimal nutrition, summarizing future health into a single trackable number. Opsis also provides information on the eco sustainability of the food purchased and consumed, taking into consideration carbon dioxide, water use, and land degradation. The Opsis roadmap for improving the health of people and the environment has a multi-year technology path based in Golden.

WHY GOLDEN?

Kevin Grundy founded Opsis and soon recruited Jim Behrens, a long time Golden resident. To accommodate the necessary AI/ML model development and training efforts with real food they collectively decided that Golden, not far from Boulder’s

technology hub and the Denver metro area, made it ideal for recruiting and attractive for family living, outdoor activities, and quality of life. Opsis uses dozens of interns from local high schools and universities to train its AI food models in Golden and had over 150 students working there last summer in its training initiative.

WHAT’S NEXT FOR YOUR BUSINESS?

Opsis has a nutrition assessment tool called Plateful, available now in the App stores. The next version is in the testing phase and the release of the full health tracking app, expected in Q4, will be completely free to users worldwide.

Home in Golden

Golden First United Methodist Church has a ministry called "Home in Golden" which began during COVID and was based on past ministries of the congregation. The "Home in Golden" team provides many services including a community meal program, resources for people living unsheltered, Safe Parking Colorado, coordination with the City of Golden for individuals living unsheltered and a safe space for community conversations to improve relationships between people living sheltered and people living unsheltered.

The Community Meal and resource ministry operates four times per week; Tuesdays and Thursdays: 11:30 a.m. - 1:30 p.m., Saturdays: 11:30 a.m. - 12:30 p.m. and Sundays: 5 - 7 p.m. During these times, the church community room is open and there is a meal (usually a hot meal) and often clothing and personal care items are also available. On Tuesday, there is also a laundry shower truck that is on the premises and the Jeffco Mental Health Addiction Services van. At different times, the Golden housing navigator is on-site to meet with people and DMV-to-go is on-site every other month to help with state ID cards and drivers licenses. Thursday there is a counselor from Jeffco Mental Health on-site along with a variety of other resources.

Safe Parking is coordinated through "Home in Golden" and the team works with the statewide organization to screen applications for people who have been evicted and are living in their cars. The Golden Safe Parking program has 12 spots. Anyone participating in Safe Parking has applied, had a background check and interviewed for compatibility with the program. There is not a set amount of time people can be served by Safe Parking. In many cases, it takes over a year to help people find affordable housing. The hours of the lot are 5 p.m. - 7 a.m., 7 days per week. Guests are expected to be off the lot during the day. Fire Safety Tips

As members of the fire service, we know well the dangers of unattended or improperly discarded smoking materials. For many years, smoking has been a leading cause of home fire loss, injury and deaths, including right here in Golden. The 2021 national estimates for residential building smoking fires and losses show that there were 7,800 fires, 275 deaths, 750 injuries and $361,500,000 in financial loss. The term “smoking” is not limited to cigarettes for the purposes of this article; smoking can include the occasional cigar, e-cigarettes and vape pens, as well as recreational use of cannabis. Most fires caused by smoking materials start on beds, furniture, or in a trash can or other places where the smoking material is discarded, such as a planter on the patio or deck. If you are going to smoke materials that burn into ash, use ashtrays with a wide, stable base

that are hard to tip over. If it wobbles, it won’t work. Ashtrays should be set on something sturdy and hard to ignite, like a table. If you smoke outside, put your cigarettes out in a can filled with sand. The cigarette needs to be completely stubbed out in the ashtray. Soak cigarette butts and ashes in water before throwing them away and never toss hot cigarette butts or ashes in the trash. Never smoke while using oxygen or are anywhere near an oxygen source, even if it is turned off. Oxygen can be explosive and makes fire burn hotter and faster. Portable oxygen tanks can turn into projectiles in a fire which can spread the fire, and become a very dangerous hazard to residents and responders.

Of the fatal victims who were not the smokers during a fire in 2021, thirty-four percent were children of the smokers. Twenty-five percent were neighbors or friends of the smokers, and one in four

people killed in home fires were not the smoker whose cigarettes caused the fire.

You may have heard that e-cigarettes, or vapes, can catch on fire or explode and seriously hurt people. Although these incidents are relatively uncommon, vape fires and explosions are dangerous to the person using the vaping product and others around them. The main cause of e-cigarette fires and explosions is failure of the lithiumion batteries. There may be added dangers, for example, if a vape battery catches fire or explodes near flammable liquids or combustible materials. Some recommendations are as follows to stay fire safe: Don't charge your e-cigarette with a phone or tablet charger, don't charge your e-cigarette overnight, protect your e-cigarette from extreme temperatures, and store loose batteries for your e-cigarette in a case.

Turn Your Fire Mitigation Materials Into Compost

Wildfire mitigation to reduce fire hazards is a marathon, not a sprint, so removing a little each week can be an achievable strategy. Create a defensible space at your home by removing flammable yard wastes that are accepted in the City’s Pay-As-YouThrow program. Golden’s curbside organics collection service is available to most homes and offers year-round, every-other-week curbside collection and provides unlimited carts with no change in the monthly price. All landscaping materials are accepted in the curbside organics collection, including:

• Branches that overhang roofs

• Pine needles on decks or in gutters

• Dead or diseased trees

• Juniper or Pfitzer bushes, aka “fuel on a stick”

• Ladder fuels, which are dead vegetation that allows fire to climb up from the landscape into the tree canopy. The plan recommends that limbs should be pruned up from tree trunks to a height of 6-10 feet.

In 2019, Community Sustainability Advisory Board (CSAB) members and City Council adopted water savings goals for Golden, including 15% gallons per capita per day (gpcpd) reductions in water by 2030. A Waste of Water Ordinance is one of many tools that will help the City meet this goal. Golden High School 150th Anniversary Exhibit

Did you know that Golden High School (GHS) is the oldest continuously operating high school in Colorado? Since 1873, GHS has seen thousands of students pass through its halls and has been in at least four different buildings in Golden. To commemorate the 150th anniversary of this historic institution, Golden History Museum & Park (GHM&P) will be installing a new exhibit containing artifacts from the school’s earliest days as well as loans and donations from students, staff, and alumni. We will display items such as letter jackets, sports jerseys, theater costumes, prom dresses, class rings, and photos galore of students and staff, past and present. Come learn interesting stories about the origins of the infamous demon mascot, how the school has changed through time, and perhaps reminisce about your own high school experience. We are excited to offer this exhibit in both English and Spanish.

In addition to the exhibit, GHM&P is proud to announce the digitization of 90 years’ worth of GHS yearbooks. You can view these wonderful time capsules page-by-page at www.GoldenHistory.org/yearbook. Keep visiting the site, as more books will be made available in the coming months.

Community Center Temporary Closure Aug. 19-27

The Golden Community Center (GCC) will be closed for its Annual Maintenance Week from Aug. 19-27.

During this closure, the GCC will accomplish many projects that can’t be completed while the facility is open, such as:

• Deep cleaning and dusting high areas in the building

• Repair and refinishing hardwood floors

• Painting throughout the building

• Carpet cleaning and replacement

• Installation of new flooring in the weight room

• Removing climbing wall to add space for future equipment installation

• Equipment repair and/or replacements

• Changing bulbs and light fixture repairs in hard to reach places

The GCC will reopen at 5:30 a.m. on Monday, Aug. 28. We thank you for your patience as we work hard to make the GCC safe and clean for all residents.

Get to Know Visit Golden

Visit Golden is known as Golden’s tourism marketing entity, but it actively works to attract both locals and tourists alike to Golden’s local businesses. The mission of this small but mighty staff of one full-time and two part-time employees, plus seasonal greeters, is to promote Golden as a tourism and small convention/meeting destination, primarily in the non-summer months, in order to sustain Golden’s business community throughout the year. Visit Golden’s marketing campaigns are funded by money raised by the Golden merchants themselves through what is called a “vendor’s fee” which business owners pay throughout the year. The financial contribution from the City consists of the salaries of the staff members.

Visit Golden’s marketing efforts are geared toward the slower fall, winter and spring seasons. No paid ads are run during summer when visitation is already high. Visit Golden primarily targets Front Range residents and promotes Golden as a perfect day trip, easy overnight getaway or afternoon/ evening adventure. Visit Golden also works to promote the city’s arts, culture and museums to make potential visitors aware of all Golden has to offer. Out-of-region visitors are not targeted, although Visit Golden cooperates with the Colorado Tourism Office and Visit Denver to support their outreach to outof-state markets.

Tourism is a valuable source of revenue that Golden businesses rely on to operate year-round. While businesses may flourish in the busy summer season, Golden merchants, restaurants and breweries can often struggle during slower periods. According to Aimee Valdez, who along with her husband Dean, owns Miners Saloon, Old Capitol Grill & Smokehouse, and Bella Colibri, “Visit Golden’s efforts are a very important element in keeping local businesses like ours afloat in the off-season. And visitation by our fellow Golden residents, especially in slower times, is critical to keep Golden thriving.”

By promoting Golden's businesses, Visit Golden also helps to grow the taxes generated from them, which help fund trails, parks and other amenities. Without visitors, Golden residents alone would not be able to support the variety and large number of retail and restaurant options in a town our size. Tourism also helps provide employment in the community, as well as entry level and summer jobs for students. It uses very few public dollars, yet brings back enormous financial benefits to the town.

In conjunction with City of Golden Communications staff, Visit Golden also encourages responsible tourism and trail etiquette, shares safety messages like creek closures, and encourages parking in downtown garages and parking lots to reduce impacts on neighborhoods.
