DEVELOPMENT ACTIVITY
After a 14-year high in 2021, the number of annexations has dropped over the past two years, with 2023 having the second-lowest amount of land annexed since 2015
Last year’s total acreage rezoned was less than 2022’s 18-year high This is mostly due to a drop in non-residential acreage after a few large projects in 2022, including one that accounted for nearly half of that year’s total acreage. Nonetheless, residential acreage rezoned in 2023 kept pace with a more typical year while institutional and mixed-use acreages went up.

LAND DEVELOPMENT
Of the 30 major projects approved in 2023, there was a relatively even distribution within each use category.
USE CATEGORY # OF PROJECTS
Over 700 new residential lots/units were approved in 2023, including two planned apartment complexes of 200+ units each. This slightly dropped after the previous two years had the most approvals since the Great Recession.
BUILDING PERMITS
Although no new office space was approved in 2023 and little institutional square footage was added, the amount of nonresidential development returned to a more typical level after a spike in 2022, when High Point reached a 15-year high due to several large industrial projects.

High Point received a $2 million federal grant to establish a commercial shared-use kitchen to support local food entrepreneurs. With an area selected and architectural planning underway, the City committed an additional $2 million to the project.

High Point received a $4 million federal grant to establish a small-scale manufacturing headquarters at 300 Oak St. The facility will provide equitable economic opportunities for residents through entrepreneurship and workforce training To support the project, the City purchased adjacent properties and has committed an additional $3 million.

2045 Comprehensive Plan - With support from the community, the City created the High Point 2045 Comprehensive Plan, its first-ever comprehensive plan that will serve as a guide to the current and future physical, social and economic development of the city over the next 20 years.
