As this year’s rare, snowy Lake Elsinore winter thaws into spring we can look back on our successes and look forward to all that is yet to come. Our City has been working aggressively to find ways to bring our community together and put our residents first. Whether it’s creating new recreational opportunities, reducing property taxes, or completing long-awaited community projects, one thing is certain – our citizens are top of mind. In February 2015, the City Council approved a bond re-issuance that took advantage of favorable economic conditions to secure much needed funding for key projects while also reducing annual property tax levies for many of our residents. This creative move demonstrates our “out-of-the box” thinking to get things done. Through this process, the existing length of repayment terms for homeowners did not change and the City was able find a solution for several unfulfilled promises, putting our residents first. We will continue looking for innovative ways to add value to our neighborhoods while putting more money back in the pockets of our residents – money that will surely flow into our local economy. Lake Elsinore is Southern California’s largest natural freshwater lake. We have a 3,000 acre playground right in the middle of our City where residents and tourists can come for hours of fun in the sun. This year’s boating season officially kicks off with free boating on Saturday, April 4th. In addition, for fishing aficionados, the Lake Elsinore Casino and Resort is once again sponsoring the annual Dream Extreme Fishing Tournament for all ages on May 2nd and 3rd. Other activities families can enjoy include the extreme sport Aquaflyboarding, water skiing and wakeboarding, bow fishing, or just a day on one of our many public beaches enjoying the water and the sun. And, this is just the beginning. At the City, we recognize that our lake is underutilized and undervalued. Our vision is to become the ULTIMATE lake destination and this year we are looking ways to bring more people to our lake. This includes stocking sport fish for our fishing aficionados, amending outdated ordinances that prohibit rather than invite visitors to our lake, and considering new amenities and events that take advantage of our greatest asset. Of course, we can’t forget about baseball. On April 9th, the City’s 127th anniversary, our amazing partners, Storm Baseball will host their Opening Day for the 2015 Minor League Baseball Season. Playing in our beautiful Diamond Stadium, Storm Baseball has been providing our region with family fun at an incredible value for over two decades. There is no better way to enjoy a nice spring day then to come out and root for our home team. As we celebrate our birthday, it seems natural that a city more than 127 years old could benefits from an annual spring cleaning. On April 25th, we will host our annual Award-winning community engagement event: Clean Extreme. Last year, this event saw its greatest turnout ever – with more than 650 people helping to revitalize Main Street. This year, we will focus our attention on the Grand Avenue/Highway 74 corridor including the Old Military Academy. Participants will enjoy a free barbecue and Storm Baseball tickets as our way of saying, “Thanks!” These are just some of the things taking place in our City in the months to come. I invite you to join us as we continue to make Lake Elsinore a world class destination. We are incredibly fortunate to have so many residents and members of the business community that care so much for this City – you are all second to none. WELCOME to the City of Lake Elsinore’s Recreation Departments NEW recreation registration program! The City of Lake Elsinore strives to offer its residents quality and affordable programming for the young, the young at heart, and for our four legged family members. We are confident we’ll have an activity or event to create a lifelong memory for you and your family! The new partnership with REC1 and the City of Lake Elsinore will make online registration quicker, easier and FREE! Registrations and reservations can now be conveniently completed online with the implementation of REC1; the Community Services Department will also now be able to accept credit card payments for recreation classes and reservations at the Lake Community Center. REC1’s registration and reservation program will be coming soon to the Senior Center, City Hall and the Skate Park at McVicker Park, making a uniformed recreation registration and payment system available at all sites. *For online registration, you will be required to set up an account. Not all classes are available for online registration and any restrictions will be noted in the activity guide and in the class description online. How do I get to the registration page? Visit https://secure.rec1.com/CA/lake-elsinore/catalog or find the recreation page at www.lake-elsinore.org. How do I create an account? Residents can easily create an account on the site by following the above directions and then clicking “create account”. Fill out all required field and add additional family members by clicking “Account Members” and then, “Add Account Member”. Fill out the information required and click “Create My Account”. How do I use the program? REC1 will make searching for programs and classes much easier through the use of color coded categories at the top of the catalogue page and detailed filters on the left of the catalogue page. EXAMPLE: You’re searching for a gymnastic program and class for your 7 year old daughter. Option 1: You can search for Gymnastics section in “All Activities” tab or click “Gymnastics” tab and only the Gymnastics classes will appear. Find the class that meets your needs, on that class screen check the account member(s) you wish to register, and then hit the green “Add to Cart” button. You may then checkout or continue shopping. How do I checkout? At any time, when you have items in your cart, you may click on your “shopping cart” (top right of registration page) and then click the blue “checkout” button. Follow the guides to the payment screen (review any necessary forms, approve liability waivers, and answer any prompts. Enter the credit card and billing information and click the green “Review Transaction” button. This next page will be your chance review and confirm the program/class and the payment information before clicking the green “Complete Transaction” button. Once completed, you will be able to review your receipt. Your receipt will also remain available in your Transaction History under your account settings.

Walk in registration is taken at the Lake Community Center during our regular hours of operation. We accept cash, checks , and beginning in April credit/debit cards will be accepted. All classes and events are subject to cancel. To mail in registration and payment, you can download the registration form by visiting our website www.lake-elsinore.org. On our home page, click the top menu item “Documents” and click on “Recreation Center”. The class registration form can be printed and sent in with a check or money order, made payable to “City of Lake Elsinore”.

This summer science program is designed for student’s grades 1st - 6th. How do I Register... Swim lesson registrations are taken on a first come, first serve basis via online registration and walk-in. Resident online registration opens at 9 am on the session registration dates listed. Resident walk-in registration is available from 9 am - 6 pm at the Lake Community Center on the session registration date (NOW on THURSDAY). Online nonresident registration will begin 9 am on the Saturday following resident registration. Walk-in registrations will be accepted at the Lake Community Center during business hours according to residency status. Online registration is strongly recommended. Classes that are canceled for reasons outside of the City’s control (weather, contaminations, etc.) will not be refunded. All classes must have a minimum of three registrants. COURSE DESCRIPTIONS Infant and Pre-school Aquatics Program (IPAP) Ages 6 months to 3 years Parent/adult accompaniment in the water is required. This program is designed to give parents information and techniques to help orient their child to the water and to supervise water activities in a save manner. Skills taught will include water adjustment, bubble blowing, underwater exploration, front and back floats and kicking. No diapers allowed, swim pants preferred. Level I (Water Exploration). Water Exploration will help children feel more comfortable and safe in the water. Course introduces swimming and water safety skills. Students must be able to listen and follow directions. Skills taught include water adjustment, bubble blowing, underwater exploration, front and back floats, glides with support, kicking and alternate arm strokes and age-appropriate safety topics. Students must be three (3) years old at start of class. Students six (6) years or older recommended to start in Level II. Level II (Primary Skills) Primary Aquatic Skills marks the start of basic swimming skills. Designed for the child who has no fear of the water, but cannot yet swim independently. Child must be four (4) years old by the first day of class to enroll. This course teaches participants elementary skills that enable the swimmer to move comfortably through the water and improve upon skills learned in Level I. The front crawl will be taught and the back crawl will be introduced. Students will also learn basic water safety rules and become familiar with ways to get help in a water emergency. Level III (Stroke Development) Stroke Development marks the start of coordinating arms and legs in strokes, and of swimming distances of up to 15 yards, along with preliminary diving skills. Child must be four (4) years old, comfortable in deep water, and be able to swim five yards unassisted by the first day of class to enroll. This program is designed to give students success with the fundamental skills that they learned in the Level II course and to introduce new skills such as rhythmic breathing, elementary backstroke, and treading water. Level IV (Stroke Improvement) Stroke Improvement develops child’s confidence in their skills. More strokes are introduced with distance of swims increased up to 25 yards. Child must be five (5) years old and able to swim 15 yards unassisted by the first day of class to enroll. This program reinforces the skills learned in Level III.

Sessions separate park users, and anyone entering the park must wear a helmet. We do not allow spectators inside the park gates. Cross use is not allowed unless indicated on the posted schedule. Participants must have a Skate Park Member ID Card to enter the park. ID Cards are issued free and require participants to sign a waiver and copy of park rules; if the participant is a minor, parent permission is required. Replacement of lost cards is $5. Participants must wear all safety equipment and follow all rules. Residents are free to play everyday and non Lake Elsinore residents pay $5 per day. The minimum age for riders is 6 years and a parent must accompany kids to park under 10 years of age.

HEALTHIER LIVING PROGRAM (HELP) This is a free “Living a Healthy Life� program provided by the County of Riverside Department of Public Health. This seven-week interactive workshop meets every Thursday, April 9 through May 21 from 12:00 - 2:00 p.m. You will learn how to take control of your health, improve communication with your doctor, eat well, manage medications, and meet your goals while experiencing better health, more active lifestyle with more energy and less fatigue. HELP is also designed for chronic illness management for those caring for someone with an illness. LAKE ELSINORE The Lake is open seven days a week from sunrise to sunset, and is open for boats, personal watercraft and non-motorized vessels. All vessels must have current registration and be safe for operation. 32040 Riverside Drive The La Laguna Resort & Boat Launch overlooks the beautiful waters of Lake Elsinore and the picturesque Ortega Mountains. A six-lane launch, 270 parking spaces, and two 400-foot long floating docks have been constructed at the site, located at 32040 Riverside Drive. This boat ramp will enable boats to be launched at a wide range of lake elevations, from 1,235’ to 1,255’ above mean sea level, and will remain usable year round. In addition, the launch includes an adjacent picnic area, fish-cleaning station, and restrooms.

A specially trained team of officers from the Riverside County Sheriff’s Department functions as Lake Patrol on Lake Elsinore. Duties include the enforcement of California Boating Laws, City Ordinances, Sport Fishing Regulations and Health & Safety concerns. The Sergeant supervises the Lake Patrol, and coordinates efforts with the Lake Elsinore Marine Search & Rescue (LEMSAR); a group of dedicated volunteers who assist in maintaining safety on the Lake. The Sheriff’s Lake Patrol may call on LEMSAR members to help disabled boaters, aid in emergencies and help patrol the waters during busy peak periods.

Headfirst entries into shallow water cause about 850 catastrophic neck/head/spinal injuries each year in the U.S. Most occur from diving into shallow open water areas. WARNING! No swimming permitted from public property! Wading waist deep is permitted at designated beaches. WARNING! Watch your children! All children should be accompanied by an adult at all times near the water. Keep small children within arms reach. CAUTION! Water & Alcohol Do Not Mix! Alcohol consumption is often linked to drowning, diving injuries, boating accidents and lack of supervision over children. Think before you drink!

Lake Use Passes CAUTION - High WIND speeds can sink a boat. Afternoon winds on Lake Elsinore can be hazardous. The pilot of a boat is responsible for comparing weather conditions against the seaworthiness of their boat prior to launching.
All boaters are required to have a Lake Use Pass when on the Lake. Daily Lake Use passes are $10 and can be purchased at all boat launch facilities. A separate fee may be charged for boat launching and day use which varies by facility. 2014 2015

Each month the City of Lake Elsinore partners with the County of Riverside to offer hazardous waste and e-waste disposal at no cost to Lake Elsinore residents. Collections are held on the first Saturday of each month from 9:00 a.m. to 2:00 p.m. at the Public Works yard located at 521 N. Langstaff. Restrictions apply to the chemical load of 15 gallons or 125 pounds per transport. NO business waste allowed. All paints, bleaches, cleaners, pesticides etc. are accepted. Liquid waste must be in sealed, marked containers. Computer towers, computer monitors, microwaves, TV’s, radios, fluorescent lighting, light bulbs and batteries are all accepted e-waste products. It is hard to imagine flooding during a drought, but all it takes is a week or more of heavy rain to cause flooding.
What can you do? Throughout the dry part of the year, pollutants such as motor oil, antifreeze, trash, pet waste, and grease accumulate on streets and parking lots. When rain finally does fall, the rain water carries these pollutants into the storm drain. Even common activities such as over watering lawns and landscaped areas, car washing and hosing down driveways or pet waste droppings cause pollutants to make their way into the storm drain. Before you throw something away or clean outside areas, ask yourself, will the waste end up in the storm drain? If the answer is yes, we recommend you;

These regulations include enforcement of FEMA’s requirements for construction in SFHA’s, City Ordinances to safeguard the flood storage capacity of the lake area, requiring minimum ground floor elevation of 1267 feet for structures in the area around the lake and ground floor elevation of 2 feet above the flood elevation for all other properties in FEMA mapped SFHA's.
