I NTRODUCTION LOGO REQUEST & DISCL AIMER The City of Lake Elsinore’s identity is a valuable organizational asset that distinguishes the City of Lake Elsinore from other cities and organizations. The new logo and slogan are the most important elements of the City of Lake Elsinore’s identity and, as such, their use shall be protected and carefully managed.
ELEMENTS OF THE CITY OF LAKE ELSINORE LOGO In addition to featuring a stylized capital "E" in its design, the City logo also pays respect to the Ortega Mountains and the Lake, the City's two most impressive geographic features. More subtle graphic elements draw from swirling thermals, a playful splash of water and other stylized details represented in the primary “E”. Symmetrical curves in the logo’s lamp-like containing shape honor the City’s important historic architectural stylings. The two colors, sapphire blue and copper, symbolize the environment and a clear vision for a bright and prosperous future.
USE OF THE EXISTING CITY SEAL The City Seal represents the heritage of Lake Elsinore and symbolizes the incorporation of Lake Elsinore as a City. The City Seal will continue to be used by the City of Lake Elsinore for official purposes including documents requiring the official seal, Mayor and Council use, on City Hall and City awards, and other uses as appropriate and approved by the City Manager. The City Seal may only be used with special permission from the Office of the City Manager.

Because the use of the logo should reflect the identity of the City of Lake Elsinore, authorization to use the logo and/or slogan on any printed, electronic or promotional material is restricted to purposes outlined in this guide. Permission to use the logo for purposes not outlined in this guide must be obtained from the City Manager’s Office of the City of Lake Elsinore. Inconsistent use of the logo will significantly lessen its distinctiveness and diminish its value. An improperly used logo may no longer be protected by law and the owner may lose certain rights to the logo. This guide explains the proper use and display of the City of Lake Elsinore logo within the City identity program. The use of these standards will assist public recognition of the City’s logo by presenting it consistently and uniformly. I NTRODUCTION RATIONALE
LOCAL PARTICIPATION
To communicate a cohesive impression of the City’s new branded assets, the logo and the Dream Extreme slogan, it is important that those responsible for implementing its use in any form become familiar with the Brand’s foundation for development.
An Advisory Panel was appointed by the City to incorporate a balance of local ideas, opinions and considerations. This comprehensive mix of qualified stakeholders, representing a range of local concerns, was engaged and regularly surveyed as part of the ongoing creative process. The Panel met several times during the creative process to review and critique the Creative Consultant’s work. Qualified individuals representing the following sectors participated:
Lake Elsinore’s new Brand consists of an entirely new logo and slogan. These branding assets reflect physical features, lifestyles and historical elements unique to Lake Elsinore.
PHYSICAL - geography and climate • Lake, mountains, thermals, views and vistas • Relation to transportation, regional cities and Southwest California
LIFESTYLE - growth and demographics • • • • •
Local, regional and world-renowned recreational activities Leisure activities and local events (include planned improvements) Active families — existing residents and visitors Extreme sports and recreation — water, air, land Bountiful opportunities — business, homes, recreation, development
LOCAL HISTORY - documented and physical aspects • Architecture — Spanish arch with Moorish influence • Lampposts — being recognized and restored as valued historic features The new logo should present a unique primary graphic, an “iconic” symbol to serve as a platform for centralized brand association in varied marketing and communication efforts. The graphic elements must be easily reproducible in common media and materials. In time, sub-components of the logo may be used in merchandise and assigned promotional efforts.

Their opinions, both on-site and with some perspective, provided helpful feedback for additional refinement.
The new slogan communicates a compelling message across a broad audience. It is easily personalized and evokes an enthusiastic and positive emotion. It is forward looking. The slogan will establish an attitude representative of Lake Elsinore. Together, the new logo and slogan are bold, fresh and timeless.

FONTS The City of Lake Elsinore logo uses two fonts in its composition: MASON (modified): “LAKE ELSINORE” TRAJAN PRO: “City of” and “Dream Extreme”
PROPORTIONS The logo is proportioned using a unit measurement system. One unit is equal to the x-height of the “I” in city (see above). These proportions must always be adhered to. Always remember to use the logo.

L OGO S PECIFICATIONS & F ILE F ORMATS COLOR SPECIFICATIONS The two color (2c) versions use the City of Lake Elsinore city colors in the spot color process called the Pantone Matching System (PMS). These colors are to be used when producing print material. The full or four color process (4c or CMYK) versions use a process where the City of Lake Elsinore's two city colors are achieved using four process colors. These files are to be used when producing print material in full color (i.e., brochures or magazine ads). The two color, solid PMS versions are to be used when screens are unachievable. For example, vinyl for vehicle graphics or embroidery. These versions may be converted to solid black for use in black and white (1 color) printed materials.

L OGO S PECIFICATIONS & F ILE F ORMATS FILE FORMATS ADOBE ILLUSTRATOR (EPS) Adobe Illustrator is a vector based program that is compatible with both PC and Macintosh. EPS files can be scaled to any size without losing quality. Use this version if you are sending the image to a printer or service bureau that uses this program. ADOBE ACROBAT (PDF) Adobe Portable Document Format (PDF) lets you capture and view robust information — from any application, on any computer system — and share it with anyone around the world. This format is best used for e-mail. JPEG, TIFF, GIF JPEG, TIFF and GIF are pixel or bitmap based files. They are composed of individual pixels rather than vector graphics; therefore, they are more difficult to scale. Each of these file types can be e-mailed and viewed on any platform and can be compressed to keep file size down.
DIGITAL MEDIA In conjunction with this City Identity Standards Guide, you will find a CD-ROM containing the City of Lake Elsinore logo in various digital formats. These formats will be compatible for use in print and Web, for application on vehicles and signage, and for use on merchandise (embroidered and printed). The formats on the disk include: Adobe Illustrator (EPS), Adobe Acrobat (PDF), Windows Metafile (WMF), high resolution (300 dpi) JPEG and TIFF, web quality (72 dpi) JPEG and GIF.
WINDOWS METAFILE (WMF) The Windows Metafile versions should be used for any internal applications such as faxes, memos, PowerPoint presentations and internally produced promotional material, though JPEG may be used for these purposes also. RETRIEVING THE CITY OF LAKE ELSINORE LOGO FOR APPROVED USE ON COMMUNICATIONS MATERIAL In a Microsoft Word, Publisher, Excel or PowerPoint Document: 1. Select Insert...Picture...Click on From File (will open selections) 2. Click on folder required...Click on required picture...click on insert 3. Once the City of Lake Elsinore is in the document...place cursor inside picture...Right click and select Format Picture. Select Size tab...(be sure lock aspect ratio and relative to original picture size are checked to ensure no distortion to trademark)...then increase or decrease picture from 100% to percentage needed for document.

Departments will only have their own logo if its usage meets one of the following criteria: • Where significant brand equity has been built up. • For marketing purposes where substantial cost recovery is expected. • For Emergency Operations to identify emergency personnel and equipment. • For major partnerships where a joint decision has been made to develop a logo with regard to that particular partnership.

PROCESS FOR DEVELOPING A NEW DEPARTMENT LOGO If a City department or operation wishes to develop a new logo they 5. may develop a case based on the above criteria. The City Manager’s Office will make a recommendation regarding the use of a logo. There will be no new department logos except with permission from the City Manager.

BY CITY DEPARTMENTS The City of Lake Elsinore logo will appear on any printed or electronic material produced by a City of Lake Elsinore department or division including: print and electronic advertising, forms, newsletters, vehicles, displays, brochures, flyers, maps, ID cards and signage. Use of the City of Lake Elsinore logo on printed materials and electronic media will comply with the examples contained in this City Identity Standards Guide. A department with permission to use its own logo will, as may be applicable, also use the City of Lake Elsinore logo on all logo’d materials. The City of Lake Elsinore logo will receive prominent placement compared to any separate department logo and will appear on the first page of any City publication.
BY CONTRACTED AGENCIES Agencies contracted to perform work on behalf of the City of Lake Elsinore will use the logo when identifying projects or work directly related to the City of Lake Elsinore. When using the City of Lake Elsinore logo, contracted agencies will use the phrase:

Use this template for all City of Lake Elsinore brochures and publications that are designed in house. TRI-FOLD (letter size) All brochures will follow the template to the left. The full City or department logo must be prominent at the top center. The title should appear in the branded blue and centered below the logo. The font size should not exceed the letter height of Lake Elsinore in the logo. Any sub-head or Department title should appear in the branded copper, positioned below the title at approximately half the point size of the title. Use the font Trajan Pro (Bold) for both. The City Website and phone number should typically be seen on the front cover as shown.

They clearly feature the City of Lake Elsinore’s identity, year and a serial ID number. The Annual Lake Pass decal (below) is 2” x 3” and should be made of a durable waterproof adhesive-backed material and printed in the City’s new PMS blue.
The Daily Lake Use Pass (left) will be 3-2/3” x 8-1/2” and may be printed 4/1 using the approved CMYK versions for the logo, on standard bulk card stock. It will display a serial ID number and provide space for a date stamp.

STREET & TRAFFIC SIGNS This signage has been designed specifically to reflect the City of Lake Elsinore’s identity. Street and traffic signs must be approved by the City Engineering Department. In the case of street and traffic signs, the logo will be presented as a solid version on a reflective background. Street and traffic signs will use a version of the ‘Crest’ logo. Traffic signs include ‘City of Lake Elsinore’ beneath the street name. Existing signs may be updated by use of a reflective sticker placed over any existing logos (as seen above). The grey dotted background (right) represents reflective decal material. Blue logo is die-cut out of this material.

PANEL SITE IDENTIFICATION AND DIRECTIONAL SIGNAGE Directional signage will always use a solid color logo on a light color, reflective background. The logo must be used with the City slogan “Dream Extreme”. The sign information must use the font Trajan Pro Bold. The width of the information on the sign should never exceed the width of the City logo. Example: Post mounted sign on aluminum or suitable material.

S IGNAGE TEMPORARY CONSTRUCTION SITE SIGNS A standardized design has been established for all City project site identification signs. This design, including colors and fonts, proportions and textual content, is to be used for all City projects. Construction sign artwork files may be requested from the City Manager’s Office or found inside the network LOGO folder.

U NIFORMS POLO SHIRTS All proposed uniform apparel requires approval from both the Department Head and the City Manager’s Office prior to ordering. Embroidered logo and lettering is recommended on uniform shirts and department polos. Logo, text placement and font type are to be positioned and proportioned as shown at left. Depending on apparel color, logo may be in full color, or one color (white recommended). Consult the City Manager’s Office in cases where font or color substitutions may be required.
