Dear Lancaster Happy 2012! As we embark on a New Year, we reflect on the changes our community has experienced. At a time when cities across the country are facing economic difficulties, we have been managing the challenges and are seeing positive growth in our community. During the past year Council adopted a balanced budget that resulted in no tax increase to our citizens. There were moderate increases in our water and sewer rates. This additional revenue will be utilized for a new elevated water storage tank and line infrastructure improvements throughout the community to address mandates required by state law. Evidence of the strength of our local economy includes; Standard & Poors and Moody’s upgrading our credit rating to A2 and Aa3 respectively. In the last year, three major commercial corporations have located in our community adding over 200 new jobs and occupying nearly 1,000,000 sq. ft. of warehouse space. Three national restaurant chains will now call Lancaster home. Logan’s Roadhouse opened in Fall 2011. In N Out Burger and Chicken Express are scheduled to open during the first quarter of this year. In addition to the water infrastructure improvements, Houston School Road has been reconstructed or overlayed from our northern city limits at Wheatland Road to our southern city limits at Bear Creek Road. We completed approximately $829,776 in street improvements during 2011. Additional streets pavement and reconstruction will continue as weather permits.

2012 Municipal Election Municipal Election May 12, 2012 A municipal election for the City of Lancaster will be held on May 12, 2012 for the election of: Mayor. The first business day you may file for a place on the ballot is Monday, February 6, 2012. The deadline for filing for a place on the ballot is Monday, March 5, 2012 at 5:00 p.m. at the City Secretary’s office located at 211 N. Henry Street.
To qualify for the office of Mayor, a candidate must:
• be a United States citizen; • be 18 years of age or older on the first day of the term to be filled at the election; • have not been determined by a final judgment of a court exercising probate jurisdiction to be (A) totally mentally incapacitated; or (B) partially mentally incapacitated without the right to vote; • have not been finally convicted of a felony from which the person has not been pardoned or otherwise released from the resulting disabilities; • be a qualified voter of the City including the newly annexed Sunrise District; and • have resided in the City of Lancaster, Texas, including the newly annexed Sunrise District, for a period of one year prior to the date of the municipal election. In addition to the application for a place on the ballot and the Declaration of Residency forms, the City’s Home Rule Charter requires the candidate to obtain, on a petition form, 25 valid signatures of qualified voters in the City (including the newly annexed Sunrise District) where you are seeking office. The term of office for mayor or a councilmember is three years. A candidate’s packet is available to help acquaint you with applicable requirements to run for office in the City’s municipal election. The candidate’s packet provides guidelines and forms to file for a place on the ballot, as well as a Campaign Finance Guide and other helpful information regarding the May 12, 2012 municipal election.

Mayors State of the City Address Planning, Patience & Perseverance On Thursday, January 12, 2012, Mayor Marcus E. Knight gave his State of the City Address at the Lancaster Area Chamber of Commerce Luncheon. The speech was a comprehensive review of the last three years of accomplishments in the areas of fiscal management, civic engagement, economic development, infrastructure improvements and more. The State of the City address focused on highlighting City of Lancaster achievements such as the implementation of technology that allows for online viewing of Lancaster City Council Meetings and Mayor Marcus E. Knight expanded Parks and Recreation programs and activities for the citizens of Lancaster. In addition, the Mayor outlined the benefits of marrying the visions of the Lancaster Independent School District and the City of Lancaster through communication and partnership. “Our growth in development shows that people in business are realizing the strategic advantages of bringing their businesses to Lancaster”, said Mayor Knight during his overview of financial and economic development successes. “The City of Lancaster currently has its lowest interest rates ever, realizing the goals of the hard decisions that were made and positioning the City to invest more into the community.” “We have accomplished much and there is still more to be done. It is my goal to continue the leadership and sound governance necessary to accomplish our goals.”

The new homepage is easy to navigate and breaks down information for residents, businesses and visitors. Reporting a concern or requesting information from the City of Lancaster is easier than ever. Website visitors simply click the Report a Concern tab at the top of every page to access an online submissions form.

Here in the City of Lancaster, snow, sleet and ice can be a rare occasion to come by, but we all know it does happen a few days of the year. Driving in these conditions can lead to slower
traffic, hazardous road conditions, hot tempers and unforeseen dangers. To help you make it safely through these conditions, here are some suggestions from the National Safety Council to make sure that you and your vehicle are prepared.
Weather
At any temperature weather affects roads and driving conditions and can pose serious problems. It is important to monitor forecasts on the web, radio, TV, cable weather channel or in the daily papers.
Your Car
Prepare your car for winter. Start with a checkup that includes: • Checking the ignition, brakes, wiring, hoses and fan belts • Changing and adjusting the spark plugs • Checking the air, fuel and emission filters, and the PCV valve • Inspecting the distributor • Checking the battery • Checking the tires for air, sidewall wear and tread depth • Checking antifreeze levels and the freeze line Your car should have a tune-up (check the owner’s manual for the recommended interval) to ensure better gas mileage, quicker starts and faster response on pick-up and passing power.
Necessary Equipment
An emergency situation on the road can arise at any time and you must be prepared. In addition to making sure you have the tune-up, a full tank of gas, and fresh anti-freeze, you should carry the following items in your trunk: • Properly inflated spare tire, wheel wrench and tripod-type jack • Shovel • Jumper cables • Tow and tire chains • Bag of salt or cat litter • Tool kit
Essential Supplies
Be prepared with a “survival kit” that should always remain in the car. Replenish after use. Essential supplies include: • Working flashlight and extra batteries • Reflective triangles and brightly-colored cloth • First aid kit • Exterior windshield cleaner • Ice scraper and snow brush • Wooden stick matches in a waterproof container • Scissors and string/cord • Non-perishable, high-energy foods like unsalted canned nuts, dried fruits, and hard candy. In addition, if you are driving long distances under cold, snowy, and icy conditions, you should also carry supplies to keep you warm such as heavy woolen mittens, socks, a cap and blankets. Your recycling day is the same as your trash day every other week. Place your recycling cart out with your trash no later than 7:00 a.m. on your recycle week (A or B). Do not use your recycle cart for regular trash as it will not be picked up or weighed for points.

Lighting the way for drivers and pedestrians, streetlights are vital to our everyday lives. The sooner we know they are out, the sooner we can get them fixed! Don’t forget safety! We appreciate your help, but it is important that you do not put yourself in harm’s way when noting street light outages. Pull over safely when recording the location of a streetlight outage.

Q: Do I need an garage sale permit? A: A permit is required for garage sales and they can be obtained at the Development Services office located at 700 E. Main St. A driver’s license or other proof of Lancaster address where the garage sale will take place is required. Q: Do I need an alarm permit? A: Yes, you are required to obtain an alarm permit from the City of Lancaster Police Department. An application may be found on our website or you may call (972) 218-2700. Q: When are City Council Meetings? A: City Council Meetings are held every 2nd and 4th Monday of each month at 7:00 p.m. in the Council Chambers at City Hall. Code Compliance INOPERABLE VEHICLES
Vehicles within Lancaster City Limits must have current vehicle registration and current inspection tags to be on your property in public view or in the street. Vehicles that have flat tires, are wrecked or inoperable need to be repaired or removed from public view by being parked inside your garage. Vehicles without current registration and inspection are subject to removal and/or a citation being issued by Code Compliance. For registration information visit www.texasonline.state.tx.us or your local Texas Department of Transportation Department.
BULK TRASH
OVERHANGING LIMBS Time to get those trees into shape. Trees, shrubs and other vegetation should not block a public sidewalk or hang any lower than 7 feet over the sidewalk. Limbs should not hang lower than 14 feet over a street or alley. Keeping your limbs to a minimum of 14’ over the street will help keep our City fire trucks and trash service vehicles from being damaged when passing by. Most fire trucks are between 11-14 feet in height. Damage to the top and/or sides of these vehicles can be quite expensive. Take advantage of your FREE bulk pickup service by trimming the weekend prior to your week of bulk pickup.
Please remember to check your bulk trash schedules before placing your bulk out for pickup. Items placed out at the wrong time are subject to a three day notice to remove and fees related to removal if still there after three day notice. Adopt-A-Spot Program The City of Lancaster’s Adopt-A-Spot Program is a joint effort between our residents and city government to keep our rights-ofway and neighborhoods clean and beautiful. This program allows our residents, businesses, clubs and organizations to express their pride and commitment to the community, while providing them with signage recognition for their time and efforts spent beautifying the City of Lancaster. Adopters agree to adopt a section of the city for a minimum of one year. They pick up litter in their section at least once per month using trash bags supplied by the City, which then picks up and disposes of the filled bags after each clean up. The City will provide each adopter with a sign in recognition of the adopted section, with the name of the individual or group displayed. This is an excellent project for school and youth groups, teams, businesses and neighborhood organizations. Teen programs Teen Games Night for ages 11-18 is held the first and third Thursday of each month from 5:00 p.m. until 8:00 p.m. Walk-in Computer Classes Every Tuesday at 2:00 p.m. free instruction in the use of the Internet and a job search website is available from members of the library staff. No preregistration is required. Genealogy Programs The Lancaster Veterans Memorial Library presents genealogy programs, which are co-sponsored by the Lancaster Genealogical Society (LGS), on the second Tuesday of each month at 7:00 p.m. In commemoration of the 150th anniversary of the Civil War, 1861-1865, the program on January 10 will feature LGS members talking about their ancestors’ lives during that period. The February 14 program will be presented by Leslie Deen of Waxahachie. Her topic is “I Have a Story to Tell: The Glue that Binds Generations.” Friends of the Lancaster Library The Friends of the Lancaster Library annual membership drive is underway until February 4th. Membership rates are $10.00/year for an individual, $15.00/year for a couple, and $20/year for a family (up to four members).

It features a banquet hall with full catering kitchen and stage, classroom space, craft room, reading lounge, wellstocked game room, and a community garden. A new fitness room is opening in mid-January! All members receive a t-shirt and the ability to participate in classes, special events and build new friendships. Transportation to and from the center is available for Lancaster residents.
Eligible participants must complete an intake form and nutrition assessment prior to participating in the program, which is sponsored in part by the Dallas Area Agency on Aging. Members ages 50-59 can purchase a lunch for an additional fee.
