SOMETHING FOR EVERYONE

Letter from Mayor Andy Schor Welcome to Lansing Living, your resource for things to do in Lansing! This publication combines the Lansing Parks and Recreation Activities Guide, the Capital Area Recycling and Trash (CART) Greensheet and other important information. In this Winter 2021 issue, you will find a diverse list of activities throughout Lansing for people of all ages, including activities offered by the City of Lansing Parks and Recreation Department and others. This publication serves as your guide for all of the exciting things happening in Lansing from swim classes for youth, water exercise classes for adults, dance classes, exercise programs, martial arts classes, sports leagues and more. Try something new and enjoy one of the many programs offered by the City of Lansing Parks and Recreation Department or our many partners offering activities throughout the City this year.

As we navigate the COVID-19 pandemic, I appreciate your continued patience and understanding as we make changes to our programming and events. Safety is our top priority and we are taking all of the necessary precautions with guidance from the Ingham County Health Department, state of Michigan and CDC. If any changes are made to our programs and/or events, updates will be provided at lansingmi.gov/lansingliving.

It’s an honor to serve as your Mayor of Lansing and I thank you for your continued support in moving our great city forward.

Andy Schor, Mayor

During these difficult times if you are facing a hardship, it is important for you to seek assistance. There is help available if you are facing an eviction or shut-off of your utilities because of the COVID-19 pandemic. Please utilize one of the following resources or you can call the Human Relations and Community Services Department at (517) 483-4477 for guidance.

EVICTION ASSISTANCE

For help navigating rental eviction resources in Ingham County, call Holy Cross Services eviction hotline at (517) 657-8145 or evictions@hccsnet.org Current eviction moratoria do not release you from any obligation under your lease. This means you still owe your landlord any rent that becomes due during this period. While your landlord may not file an eviction now, after the emergency passes your landlord can either start or continue your eviction case.

UTILITY SHUT-OFF ASSISTANCE

Michigan Department of Health & Human Services may have temporary heat and utility assistance for eligible low-income families through the State Emergency Relief (SER) program. Apply for State Emergency Relief (SER) from the Michigan Department of Health & Human Services to request help with utility and rent payments. Call (517) 241-3740, apply online at mibridges.michigan.gov or email mdhhs-inghamedp@michigan.gov

Winter Weather Guide YO U R O N E - S TO P - S H O P F O R W I N T E R W E AT H E R I N F O R M AT I O N I N T H E C I TY O F LA N S I N G.

By: Natalie Singer, Communications Coordinator Winter weather is nothing new to Michigan, and the City of Lansing wants you to be as best prepared as possible for it this season. Here’s what you should know: Stay Informed The most effective way to stay informed on winter weather and the status of plowing and salting is by signing up for Lansing Alert. Lansing Alert, powered by Everbridge, is a communication platform that sends direct notifications to those who sign up. Recipients can choose whether they want notifications sent via text message, phone call, email, or through the app that can be downloaded on a smart device. Messages are typically sent out through Lansing Alert every 8-16 hours with a link to the most updated status of the snow plow map. Please visit lansingmi.gov/lansingalert to learn more or sign up for Lansing Alert.

The status of snow plowing and salting can also be viewed on the City’s website at lansingmi.gov/snowmap. Snow Plow Map The snow plow map shows the current status of where crews are at with salting and plowing after a winter weather event. Using the map is simple: 1. Use the legend on the left-hand side of the map to see what the different colors mean. 2. Zoom into a specific area by directly clicking on it. Additional details will then pop up. To enlarge the map itself, click on the link provided on the City’s website. These instructions can also be found at lansingmi.gov/snowmap. Residents can also obtain information by calling (517) 483-4161.

Street Plowing & Salting The City of Lansing is responsible for salting and plowing 139 miles of designated city streets, and will start to do so as soon as streets begin to get icy. City staff will then continue to salt until ice and snow accumulation has exceeded two inches. Once ice and snow accumulation has exceeded two inches, city staff will switch to plowing major streets. Local streets will start to be plowed once snow accumulation has reached four inches or more. Plowing is prioritized by focusing on primary streets first since traffic levels are greater. Once primary streets have been completed, city staff will start into local streets. If there is additional snowfall while crews are addressing local streets, they will go back to the primary streets again for another round of plowing. Truck Tips It is important to keep in mind that salt and plow trucks will almost always be driving slower than the posted speed limit; this is not only because they are trying to clear the

Please visit Lansingmi.gov/winterweather for additional information.

For questions or to report an issue such as snow that has been pushed into the street, please call the Public Service Department at (517) 483-4455.

ARTICLES roads as best as possible, but even more so for the sake of safety, as they can potentially kick up rocks and other pieces of debris that are on the street. In response to this, the City encourages drivers to give salt and plow trucks extra space when near them on the road. If possible, try to avoid following behind them closely and passing them at a high speed. Again, these tips are meant to not only protect city staff, but all drivers and passengers that are on the road.

snowmap. Keep in mind that it can take time for the map to update. Mailbox or Lawn Damage If there is damage done to your mailbox or lawn due to the City’s snow removal program, please call and report it at (527) 483-4161. Snow issues can also be reported by using Lansing Connect, which can either be downloaded on your phone or accessed on the City’s website at lansingmi.gov/lansingconnect.

Parked Cars The City encourages residents to try and avoid leaving vehicles parked on the street before, during, or after a winter weather event such as a snow or ice storm if possible. Vehicles that are parked on the street make it more difficult for city staff to salt and/or plow streets. Also, the less congested a street is after a winter weather event, the quicker crews can address the condition of the street and move on to others. Shoveling Sidewalks In accordance with the Snow Ordinance 1020.06, issued and enforced by the City of Lansing, all property owners are responsible for the following after a winter weather event: • •

• •

Snow and ice has to be removed from sidewalks within 24 hours after a snowfall has ended A violation notice may be left at a property if the sidewalk is not clear. The notice is a reminder that allows for an additional 24 hours to clear snow and ice. After a violation, if snow and ice has not been cleared, it may result in the City clearing it at the owner’s expense of a $149 minimum fine. Salt, ashes, saw-dust, or sand must be spread on the sidewalk within 24 hours after ice has formed on it. Snow and ice cannot be piled or pushed into the street or the shoulder of the road; this includes private driveways and parking lots. Snow and ice cannot be piled or pushed into the public “rightof-way.” It cannot impair vehicle or pedestrian traffic and/or obstruct the view of a driver.

Report a Snow Issue Sidewalk Complaints Again, according to City Ordinance, residents have 24 hours to clear their sidewalks of snow and ice. If it has stopped snowing and you have a complaint, please call (517) 483-4455. Street Complaints Depending on how extreme a winter weather event is, it can sometimes take crews a day or so to completely clear snow. If you have any concerns or emergency needs for snow removal, please call (517) 483-4455 or email OMAdmin@lansingmi.gov. The status of snow plowing can also be viewed at lansingmi.gov/ lansingmi.gov | WINTER 2021 | 12

Bike Lockers

By: Natalie Singer, Communications Coordinator In an effort to encourage non-motorized transportation and bicycle safety, the City of Lansing has partnered with CycleSafe—a company that has been specializing in bike parking products since 1980—to purchase and install durable, weather-resistant bike lockers in downtown Lansing. “The grant-funded bike lockers installed around downtown Lansing are a great option for those who want to bike to work or shop and eat local,” said Mayor Andy Schor. “These lockers are placed near the River Trail and bike lanes to provide easy access for those biking the City.” There are 24 bike lockers throughout downtown Lansing. Of those 24 lockers, 16 are open for the general public to use with the remainder being exclusively available to private entities. The lockers are powered by Bluetooth and managed by an app called Movatic. The app can be downloaded on smart phones.

The lockers are located at the following locations: • Ionia Street and Washington Avenue • Lansing City Hall • Davenport University (Washtenaw Street and Grand Avenue) • S. Capitol Parking Ramp (Kalamazoo Street and S. Capitol Avenue) A detailed map that shows all of the locker locations can be accessed in the Movatic app. Instructions on how to use the lockers can be found on the front of each locker door and on the City’s website. The locker rates can be located in the Movatic app. The lockers are available for use MondaySunday and are currently operating from 7:00 a.m. to 10:00 p.m., however, this is subject to change. Currently, with the exception of the weekend days, the lockers are open for use at times when the City’s maintenance staff is available to assist users when needed.

Additional information, pictures of the lockers and answers to the most frequently asked questions can be found on the City’s website at lansingmi.gov/bikelockers. lansingmi.gov | WINTER 2021 | 13

CHRISTMAS TREE/HOLIDAY WASTE DISPOSAL CHRISTMAS TREES Christmas trees will be collected starting the week of December 28, 2020, through the week of January 8, 2020. • Trees should be placed at the curbside like normal • All bags, decorations and other materials MUST be removed from the tree for it to be collected • rees that are taller than 6 feet MUST be cut in half to be collected HOLIDAY WASTE There is typically a significant increase in the amount of waste generated during the holiday season. CART encourages residents to use the following tips to help reduce waste and properly recycle and dispose of these items! • There is a huge amount of cardboard generated due to online shopping, so make sure to break it down and place it inside or next to your green recycling cart. • Please do NOT recycle wrapping paper. Instead, consider gift wrap alternatives such as newspaper, artwork, reusable bags, etc. • Use real dishes, glasses and cloth napkins instead of paper cups, plates and disposable products. • Consider giving gifts that don’t result in unwanted waste such as gift cards, organizational donations, etc. • Make sure that Christmas trees are properly placed at the curbside as instructed so that they can be processed into mulch at the local compost facility.
