Letter from the Interim ADMINISTRATOR Thank you for taking the time to check out this edition of Lee’s Summit Illustrated. If you and your family haven’t visited Sylvia Bailey Park’s fall fun days, I would encourage you to do so starting in September. You can get lost in our corn maze, climb the “hay mountain,” play farm games, or enjoy yourself in our corn box like the kiddos on the front cover. Speaking from personal experience, I would recommend you check all pockets before you leave the park to avoid kernels of corn in your dryer! For the more adventurous, we also have “Flashlight Fridays.” Same farm experience, but with an added twist... You play at night with flashlights! Turn to page 4 for a complete list of activities and events at Sylvia Bailey Park.

Our staff takes to heart the motto “Every Age, Every Season” and I’m confident you will be impressed with the quantity and diversity of programming provided to our community. Of course, many of our programs and activities would not be successful without the continued support and dedication of our volunteers. Did you know, in 2016 over 3,300 volunteers contributed over 98,000 hours to support LSPR and the youth sports associations, providing a value of over $2.4 million to our community? Perhaps you’re interested in volunteering with LSPR? If so, we’ve made it easy for you to identify volunteer opportunities. Look for the “Volunteer In Parks” (VIP) logo next to the program and/or event. When you find something of interest, simply contact LSPR and we will help you get started. LSPR continues to offer a wide range of special events and in this issue we have provided a “Calendar of Events” on page 3. To make it even more useful, we’ve perforated the page so you can tear it out and keep it in a convenient location for quick reference. The listed events will take place at numerous locations including Legacy Park Amphitheater, Summit Waves, Gamber Community Center, and Sylvia Bailey Park. Finally, for those who are interested in upcoming improvements to your park system, I encourage you to check out pages 5, 16, and 17 to read about Hartman Park, Howard Park, Summit Park, Lea McKeighan Park, and the Rock Island Connector. LSPR has a long and successful history of engaging our community and we continue to seek your input and involvement as we work on current and future projects. WHAT’S HAPPENING with LSPR?

HARTMAN PARK

Charles David Hartman Memorial Park is a 20-acre park off of Pryor Road and is primarily used as an adult softball complex. An $800k renovation occurred in 2009 to update softball fields and lighting. LSPR is currently upgrading the playground equipment with a 25’ embankment slide, a cargo net climber, and more. These renovations are on schedule to be completed this summer, totaling $200k. Additionally, a Splashpad and other amenities will be added in the next 2-3 years.

HOWARD PARK

Master planning for this 22-acre park is currently underway. LSPR will work with a park planning and landscape architectural firm to map out improvements with $200k budgeted. A Splashpad and restrooms will be installed in 2018. There will also be additional phased improvements to the trail, the playground, and other amenities as they are identified in the master plan.

SUMMIT PARK

You may have seen as you drive down 50-Hwy that the recognizable shelter here was demolished. This was due to structural issues, but presented us with a great opportunity to revitalize Summit Park. A master plan for improvements will begin this summer. With $600k budgeted for improvements next year, plans may include a new playground, Pickleball courts, tennis court upgrades, improved parking and access, as well as a brand-new shelter which will house more people than the previous shelter.

ROCK ISLAND CONNECTOR

An inactive railroad line, the Rock Island Line, which runs through Lee’s Summit was acquired by Jackson County in spring 2016. The 15.6 mile corridor extends from the Truman Sports Complex to the south Lee’s Summit corporate boundary with 7 miles going through Lee’s Summit and is scheduled for a “rail-to-trail” conversion in fall 2017. LSPR is working on linkages to our Greenway System and from the proposed end point of the Rock Summit Island Line to the Katy Trail near Pleasant Hill. Lee’s Illustrated • Summer/Fall 2017 5

This summer, Lee’s Summit Parks & Recreation plans to begin construction at the 10-acre park located at the northeast corner of Chipman & Douglas, Lea McKeighan North (LMN). You may already be familiar with this property’s counterpart just south of Chipman, Lea McKeighan South (LMS).

Aesthetic The renovations will maintain a similar look and feel to that found at LMS after the improvements made there in 2014. This will include such finishes as Craftsman picnic shelters and trellises, limestone, and creative storm water retention techniques.

Features A new 8,000 square-foot Ice-Skating Rink

has many Lee’s Summit residents excited. The rink will convert to Pickleball Courts in warmer months. A Ropes Course Adventure Playground and another Splashpad (in addition to the Splashpad at Miller J. Fields Park), walking trails, additional skate park features, open play field space, 180 parking spots, and increased lighting will be welcome amenities to park-goers!

Cost & Completion The estimated cost of these improvements is between $4.5m and $5m and is anticipated to be complete in the spring of 2018.

Australian Adventures

(Ages 6-12) Let’s tour Australia! This three-day workshop will provide us plenty of opportunity to try different techniques and media all in the hopes of challenging our artistic skills. Day 1 highlights the Australian Opera House and its unique shell shaped design. We will create a graphic version of this remarkable structure for a dramatic representation. Day 2 will take us Down Under as we explore cartooning with Australian-related jokes and scenes. Day 3 will finish off this workshop with a powerful pastel drawing of a furry koala bear. Futsal is indoor soccer game which is, essentially, a scaled down version of outdoor soccer played indoors. It is a small sided game (5v5) played on a smaller field (roughly basketball sized) with no walls. Practices and games are held at elementary schools in the area. Teams will have one per week and one game on Friday night or Saturday. The fee includes an eight game schedule, T-shirt, socks and a small award. Your fee includes a facility usage fee for use of R-7 facilities of $13.00. Your coach will contact you following the coaches meeting, scheduled for August 31. Shin guards are required. (Ages 12 and Under) Enjoy a morning five-mile bike ride on the Legacy Park loop. Ride starts and stops at Legacy Park Amphitheater. Parents can ride for free. Kids are encouraged to “trick out” their bikes, any crazy decorations as long as it allows them to safely ride. After the ride enjoy breakfast, inflatables, and entertainment at the amphitheater. Each paid participant receives a goody bag and t-shirt. Parents can purchase a shirt for $10 and breakfast for $5. Helmets required for all riders. Registration is non-refundable. DOG PARK RULES

1. The off-leash dog area is for dogs and their handlers. No other use is permitted (including skateboard, bicycles, scooters and Rollerblades). 2. To create a positive experience for you and your dog, make sure your dog knows how to appropriately socialize with other dogs before using the park. 3. Dogs that exhibit aggressive behavior are not allowed in the park. 4. Dogs must be removed immediately from the off-leash dog area at the first sign of aggression. 5. Handlers are responsible for any injuries caused by dog(s) under their control. 6. Park users and dog owners assume all risk related to this use of the dog park. LSPR shall not be liable for any injury or damage caused by dogs or handlers in the off-leash area. 7. All animal to human bites must be reported to the City of Lee’s Summit Animal Control Department immediately. City of Lee’s Summit Ordinance # 5.53. 8. All users of the park shall obtain and display a CITY OF LEE’S SUMMIT dog license. Dog license and vaccination tag shall be on a collar or harness. City of Lee’s Summit Ordinance # 5.82. 9. No dogs under 4 months of age are allowed. 10. All dogs visiting the park must be spayed or neutered. 11. Female dogs in heat and dogs with fresh wounds are not allowed in the Park. 12. Dogs must be under voice control of their handler and in view of their handler at all times. 13. Dogs must be on leash, a maximum length of 6 ft., when entering and exiting the off-leash dog area. 14. No dogs are allowed within the off-leash area while restrained by a leash. 15. Spiked collars are not allowed. 16. Children under the age of 5 are not allowed in the off-leash area. 17. Children between ages 5-8 must be supervised by an adult. 18. Handlers must be a minimum of 16 years old. 19. Handlers must have possession of the dog leash at all times. 20. Only two dogs are allowed per handler. 21. Handlers must “scoop the poop” and dispose of waste in designated park provided container. 22. Handlers must repair all holes and damage done by their dog under their control. 23. No animals other than dogs shall be permitted in the area. 24. Dog Park Hours of Operation 5 AM to 9 PM (or sunset, whichever occurs first).

LSPR PROGRAM REFUND POLICY Satisfaction Guaranteed* In the case of a schedule conflict or inability to attend a program, a refund will be issued to the participant in the amount based on the following parameters: Prior to the deadline of the program a 100% refund of the fees will be returned. After the registration deadline, 90% of the fee paid will be returned. After the start of the program, 75% of the fees paid will be returned. Administrative fees withheld from team leagues may vary depending on time of withdrawal and schedule release. The amount withheld will be approved by LSPR’s Assistant Administrator. As per LSPR’s 100% Satisfaction Guaranteed practice, if a participant is not satisfied with the services provided by LSPR, the following options may be followed: 1. Receive a full refund. 2. Repeat the activity at no charge. 3. Receive a full credit that may be applied to any departmental activity. In order to receive a full refund, the participant may need to meet with the program supervisor. Refund checks or credits to credit cards will be processed within 14 business days. We are unable to refund Camp Summit enrollment fees, and activities/tickets that are provided by another organization or business. *We are unable to refund activities provided by other organizations or businesses (i.e., theme park tickets, etc.). 24 HOUR CANCELLATION POLICY A 24 hour notice of cancellation or change in contracted services, like massage therapy, personal training and private swim lessons, is required. If an appointment is canceled or changed within less than 24 hours of the scheduled appointment, a refund will NOT be processed. In the event of a cancellation by the contractor prior to the 24 hour notice, the appointment may be rescheduled or refunded. In the event of a cancellation by the contractor less than 24 hours of the scheduled appointment, you may reschedule your appointment and will receive an additional 15 minutes of service at no charge.

FINANCIAL ASSISTANCE In order for LSPR to ensure all residents have an opportunity to enjoy the benefits of the many programs offered, a special work program has been developed. The Work Program offers a trade in service hours to the department for financial assistance to participate in programs and activities. If circumstances prevent a patron from participating in the Work Program, a request can be made to utilize funding from the Angel Program, which is made possible through private donations and grants. INCLUSIVE STATEMENT LSPR provides recreation programs which are open to all residents in the city and seeks and supports participation by all citizens with a variety of interests and abilities. If you or a family member needs accommodations or support to participate in LSPR programs, please contact us during the enrollment process.

WHY KEY FOBS? For your convenience! The Key FOB is easy to carry with you, as it slides onto your key ring. In addition, the Key FOB allows LSPR to better track attendance, to know who is using the facilities and saves time when registering for programs or swiping in at facilities. Stop by anytime to pick up your free Key FOB at any of our facilities so you can start carrying your Key to Fun! Replacement FOBs are $1. SAY, “CHEESE!” LSPR staff may take photos of activities. These photos may be used in future issues of Illustrated, on the website, social media pages, brochures, articles, ads, etc. Thanks for saying cheese! Camera Policy: No person shall use a camera, cell phone, or PDA in any changing room or washroom in LSPR facilities. Please report any actions to the contrary.

USE OF DRONES IN PARKS The operation of radio-controlled motorized aircraft in a park within LSPR jurisdiction is not permitted without prior approval from the Lee’s Summit Parks and Recreation Department. Permission to use a radio controlled motorized aircraft may be granted on a case by case basis if request demonstrates a specific public need for the radio controlled motorized aircraft usage and does not constitute an infringement on the public’s use of the parks, a danger to patrons within the parks, or violates park user privacy. Park Board meetings are the fourth Wednesday of each month, 6:00 p.m. at City Hall, 220 SE Green St. The public is permitted to speak during the “Comments from the Public” portion of the meeting by following this procedure: 1) Fill out a public participation form (available at the main office or online); 2) Submit to the department at least five working days before the applicable meeting; 3) The individual will be placed on the agenda and given five minutes.
