LETTER from the

ADMINISTRATOR It is with great pleasure I write my first letter for the Lee’s Summit Illustrated as the Administrator of Parks and Recreation. I’m excited for the opportunities before us, and I look forward to serving our fine community over the next several years. This year marks the 50th anniversary for Lee’s Summit Parks and Recreation, and we will be celebrating throughout the year with special events and activities; and to commemorate our 50th year, we designed a special logo that will be used throughout 2018. In addition, we created a timeline highlighting key events and accomplishments over the past 50 years. The timeline displays are located at each of our facilities for your enjoyment and reflection. Turn to page 5 for more information on our plans for celebration and to see our commemorative logo. LSPR is also excited to open Lea McKeighan North Park later this spring; we anticipate the splash pad and rope course adventure playground will be a huge hit this summer. The highly anticipated Ice Rink will also open later this year. Highlights of the renovation can be found on page 25. Did you know, last summer, LSPR provided over 5,000 bikes, paddleboards and canoe rentals at no cost. Patrons will again be able to use these amenities at Legacy Park, which can be rented for free at the Legacy Park Community Center. LSPR will also offer paddleboard classes and paddleboard yoga. The Legacy Park Community Center and classes are highlighted on page 26. Summer is a time for special events, and this issue of the Illustrated is packed full of great opportunities for families to escape the “dog days of summer,” and share in the excitement of making memories. LSPR will continue to host the annual fishing derby at Legacy Park (pg. 6), Legacy Blast (back cover), the 17th annual Tour de Lakes bike ride (pg. 7) and the Night Flight 5K run (pg. 22). Looking for something a little different? We also offer a bocce ball tournament (pg. 6) and a croquet tournament (pg. 25). If water is more your style, you can check out the special events planned for Summit Waves (pgs. 1011). Finally, we are excited to share the lineup of cultural arts events at Legacy Park Amphitheater (pgs. 20-21). This season, LSPR will offer ten free events and four ticketed events. I’m excited to share that LSPR is partnering with Mid Continent Public Library to offer three FREE kid’s cultural arts events including: “The Spoon Man,” “Mr. Stinky Feet” and “Exotics R Us.” We are also thrilled about our ticketed events, including: tribute bands, an illusionist, and in September, our national act, Shooter Jennings and Ben Haggard (sons of outlaw country favorites Waylon Jennings and Merrill Haggard). I hope your summer is full of fun, laughter, and memories. I look forward to seeing you in our parks, at our programs, and our special events. Enjoy,

Celebrating 50 Years

of Serving our Community This year, Lee’s Summit Parks and Recreation (LSPR) is celebrating its 50th anniversary of serving the community and making memories. Joe Snook, Administrator of Parks & Recreation, said, “In 1968, LSPR consisted of three parks and one person on staff. Today, our national award-winning department has 41 full-time employees, 300 part-time and seasonal staff, 33 parks with a total of 1,200 acres, three community centers, 77 miles of trails, an outdoor aquatics facility, an amphitheater, an adult sports complex and hundreds of recreational programs. LSPR has maintained national accreditation for 15 years and won the National Gold Medal Award for Park and Recreation Excellence in 2010. Both of these accomplishments are validation that LSPR implements the best practices of our profession and is recognized as a leader nationally.” Commemorating LSPR’s history, a new logo has been established for 2018. Patrons can expect to see this logo online, on social media, at parks, facilities and at events throughout the year. To thank the community for its continued support, LSPR is excited to announce special events throughout the year in celebration of this milestone. Special events including “PopUp Parties,” an expanded Legacy Blast with increased venue entertainment and the return of “Birthday Bash” at Legacy Park Community Center this September, a free event for everyone. At all events, patrons are encouraged to use #LSPR50 when taking photos and posting them online. Looking forward, LSPR intends to implement more for the community in the next 15 years. Snook said, “some of the commitments include two additional community centers,

renovations to neighborhood parks, an outdoor ice rink, a wave pool at Summit Waves, an athletic fieldhouse, nature center, additional ‘Splash Pads’ and continued trail development.” In addition, LSPR will continue to seek input and engagement from their patrons to better serve their needs. Tom Lovell, Retired Administrator of Parks & Recreation, said “This could not have been possible without our Park Board members, hardworking staff and passionate volunteers. It is thanks to them that we are able to have a park system that brings so many benefits to our community.” ¢

Tour de LAKES

The 17th Annual Tom Logan Memorial Bike Ride Since 2002

“There’s nothing like a good bike ride…” And Tour de Lakes is just that.

The annual memorial ride began in 2002 as a way to honor avid cyclist, Tom Logan who passed away the year before. His wife, Diane Logan, along with a few of Tom’s friends came up with the idea to organize a bike ride in his memory. The ride began with one route and 100 riders. Annually, over 900 riders from 15 states participate in the ride. Happening on the fourth Saturday in June, Tour de Lakes is one of the premier bike rides in the Kansas City area. Many sponsors, plus over 100 volunteers, help to make it a memorable experience.

Riders choose from four routes to enable riders of all levels the ability to take part. We’ve seen entire families riding together. Toddlers are buckled in the bike trailer as parents peddle around the lake with grandparents right behind on their own set of wheels. Talk about a multi-generational activity! Tour de Lakes participants have been on tandem bikes, recumbent bikes; one year we even had a rider on a unicycle! Joe Snook Administrator T is Appointed

he Lee’s Summit Parks and Recreation Board is pleased to announce the appointment of Joe Snook as the Administrator of Parks and Recreation effective January 27, 2018. Snook, who has been with Lee’s Summit Parks and Recreation for over sixteen years, has served as Interim Administrator of the department since the retirement of the previous Administrator, Tom Lovell, after 38 years of service. Prior to serving as Interim Administrator, Snook served as Assistant Administrator for ten years and as a Superintendent of Recreation Services for the previous six years. Snook has a Master’s of Science in Physical Education, Exercise and Sports Science from University of Central Missouri, and a Bachelors of Administration in Recreation from Bethany College. He is a Certified Park and Recreation Professional through the National Recreation and Parks Association (NRPA) and has completed several NRPA two-year programs including Director’s School, Revenue Development and Management School, and Maintenance Management School. At the state level, Snook received the Missouri Parks and Recreation Association (MPRA) Associate Fellows Award, the MPRA Municipal Section – Outstanding New Professional and has held offices including MRPA Secretary & Treasurer (2017 – present), MPRA Region I Director (2009 & 2010) and co-chaired the MRPA Facility Design and Management School (2007, 2008, 2011). Snook has been responsible or instrumental in the success of several large initiatives including: • Obtaining Accreditation in 2003 and Reaccreditation in 2008 and 2013 through the Commission for Accreditation of Parks and Recreation Agencies (CAPRA). • The establishment of a sales tax renewal educational campaign with successful renewals in 2006 and 2016. • Completion of the NRPA Gold Medal application which lead to the department winning the NRPA Gold Medal Award in 2010. • The construction of Legacy Park Community Center which opened in 2003. • The construction of Summit Waves Aquatics Center which opened in 2008. • Oversight of the construction of the Gamber Community Center which opened in 2008. • The renovation of Harris Park Community Center in 2010. • The development of two strategic plans • Business plan development for each cost center and facility operation • Development of the “Did You Know/Friends of the Parks” community outreach program which has been implemented in several other states and communities. • Oversight of the design and development of numerous parks, programs and special events. “After conducting a national search the Board is excited to appoint the current Interim Administrator, Joe Snook, as the Administrator of Lee’s Summit Parks and Recreation. Joe will be only the 4th Administrator in our 50 year history. Over the past 10 months, as we evaluated Joe in an interim capacity, it became apparent we had the right person already on the team. We are excited to have his proven leadership abilities. Joe will take over a leading Gold Medal Award winning department committed to delivering world class amenities and programs to our citizens,” said Parks and Recreation Board President, Brian Hutchin. Please join the Parks and Recreation Board in congratulating Joe Snook on his appointment as the Administrator for Lee’s Summit Parks and Recreation.

“I would like to thank the Parks Board for the opportunity to serve our community in the capacity of Parks and Recreation Administrator. I am humbled and excited by the appointment. I’ve lived in Lee’s Summit for the past 16 years and had the privilege of raising my two boys here. We are proud to call Lee’s Summit home. Lee’s Summit is a special place and I know our parks and recreation department is one of the many reasons it’s so special. I look forward to leading our exceptional team of professionals as we continue the fine work of the many staff, volunteers and Parks Board members who laid the foundation of this nationally recognized park system. We have a lot of work to accomplish over the next several years as we implement the projects approved by the voters with the 2016 sales tax renewal and I look forward to collaborating with our community, staff and Parks Board to make those projects a reality.” Joe Snook, Administrator said.

Enrollment Info

Enrollment is filled on a first come, first serve basis. The enrollment form can be found on CampSummit.net. It can either be submitted Online or in person at City Hall. Please note, enrollment is NOT complete until the form has been submitted and the one-time, non-refundable enrollment fee of $50.00 has been paid.

Weekly Fees

Weekly fees: $120.00 per week, per camper. The fee is not prorated in any way. Only have to pay for the weeks that the camper will attend – payment for each week is due the Tuesday prior to the week the camper will attend. Any payment made after that Tuesday will incur a $7.00 per day late charge. The fee includes daily snack and all field trips (excluding Worlds of Fun). PLUS daily swim at Summit Waves.

Update Lea Mac Splash Pad Update??

Croquet Renovations to Lea McKeighan North, located at the northeast corner of Chipman & Douglas, are on track for completion this spring! With features like the Splashpad shown above, it will also have Pickleball Courts, a Ropes Course Adventure Playground and an ice rink in the colder months. The park will also include a walking trail, additional skate park features, open field space, a concession stand, 180 parking spots and increased lighting! The park will keep similar aesthetics to its southern counterpart, Lea McKeighan South, which was renovated in 2014. This will include such finishes as Craftsman picnic shelters and trellises, limestone and creative storm water retention techniques. Keep an eye out for the official opening of Lea McKeighan North and enjoy its many features for years to come! ¢

Animal Wonders Camps

Celebrating our tenth year with LSPR, campers will experience a new wildlife adventure each day! Weather permitting, the campers go on daily nature hikes to explore the wildlife of Legacy Park. Bird watching data is entered on eBird so parents & campers can keep track of species observed at home. Campers also perform crafts related to each day’s subject and of course, all of your favorite scaled and feathered friends from Animal Wonders are there daily! Our curriculum is based on the Project WILD series and matches national science standards. New in 2018, age appropriate camps - allowing for the maximum experience for each group. This 5-day workshop will focus on 5 different master artists. Each day we will create artwork that is inspired by a famous artist’s masterpiece. Camp Shakespeare is a unique summer arts experience that your kids will never forget! Debra Lawrence will introduce participants to the art of taking pictures with a digital SLR camera. Learn the basic digital terminology, gain an understanding of shutter speed, aperture, and megapixels, discuss flash techniques, and natural lighting photography. This eight-week session practices twice a week in the various elementary schools with games on Fridays evenings or Saturdays. Fee includes t-shirt, small award and facility usage fee for use of R-7 facilities. This is a volunteered coached league so if you wish to coach, please indicate on your child's enrollment form. All coaches must go through NAYS training provided through LSPR. Practice locations and times are determined by the coach at the coaches meeting. Practices will begin the week of September 3rd. General Info & FAQ's IN CASE OF BAD WEATHER Call 816-969-1516 a half hour or less before your scheduled activity to see if it has been canceled. If the activity is scheduled at an R-7 school and school was canceled during the day, so are the activities for that evening. PROGRAM DISCLAIMER LSPR reserves the right to cancel, combine or divide classes. There may be a need to change dates, times, locations, instructors, fees or program outline revisions of any program offerings. We will give as much notice as possible for changes made. LSPR PROGRAM REFUND POLICY Satisfaction Guaranteed* In the case of a schedule conflict or inability to attend a program, a refund will be issued to the participant in the amount based on the following parameters: Prior to the deadline of the program a 100% refund of the fees will be returned. After the registration deadline, 90% of the fee paid will be returned. After the start of the program, 75% of the fees paid will be returned. Administrative fees withheld from team leagues may vary depending on time of withdrawal and schedule release. The amount withheld will be approved by LSPR’s Assistant Administrator. As per LSPR’s 100% Satisfaction Guaranteed practice, if a participant is not satisfied with the services provided by LSPR, the following options may be followed: 1. Receive a full refund. 2. Repeat the activity at no charge. 3. Receive a full credit that may be applied to any departmental activity. In order to receive a full refund, the participant may need to meet with the program supervisor. Refund checks or credits to credit cards will be processed within 14 business days. We are unable to refund Camp Summit enrollment fees, and activities/tickets that are provided by another organization or business. *We are unable to refund activities provided by other organizations or businesses (i.e., theme park tickets, etc.). 24 HOUR CANCELLATION POLICY A 24 hour notice of cancellation or change in contracted services, like massage therapy, personal training and private swim lessons, is required. If an appointment is canceled or changed within less than 24 hours of the scheduled appointment, a refund will NOT be processed. In the event of a cancellation by the contractor prior to the 24 hour notice, the appointment may be rescheduled or refunded. In the event of a cancellation by the contractor less than 24 hours of the scheduled appointment, you may reschedule your appointment and will receive an additional 15 minutes of service at no charge.

The Commission for Accreditation of Park and Recreation Agencies (CAPRA) administers a rigorous program based on self-assessment and peer review using national standards of best practice to better promote the quality of agency services and delivery systems. LSPR was initially accredited in 2003, re-accredited in 2008, and again in 2013. Only five Missouri agencies have achieved this standard of compliance (Chesterfield,

FINANCIAL ASSISTANCE In order for LSPR to ensure all residents have an opportunity to enjoy the benefits of the many programs offered, a special work program has been developed. The Work Program offers a trade in service hours to the department for financial assistance to participate in programs and activities. If circumstances prevent a patron from participating in the Work Program, a request can be made to utilize funding from the Angel Program, which is made possible through private donations and grants. Camera Policy: No person shall use a camera, cell phone, or PDA in any changing room or washroom in LSPR facilities. Please report any actions to the contrary. USE OF DRONES IN PARKS The operation of radio-controlled motorized aircraft in a park within LSPR jurisdiction is not permitted without prior approval from the Lee’s Summit Parks and Recreation Department. Permission to use a radio controlled motorized aircraft may be granted on a case by case basis if request demonstrates a specific public need for the radio controlled motorized aircraft usage and does not constitute an infringement on the public’s use of the parks, a danger to patrons within the parks, or violates park user privacy. The operator of the aircraft will be expected to follow all FAA guidelines including contacting the Lee’s Summit airport. LSPR is committed to providing a safe environment for patrons who choose to enjoy the park system.

Dog Park Rules 1. The off-leash dog area is for dogs and their handlers. No other use is permitted (including skateboard, bicycles, scooters, and rollerblades). 2. To create a positive experience for you and your dog, make sure your dog knows how to appropriately socialize with other dogs before using the park. 3. Dogs that exhibit aggressive behavior are not allowed in the park. 4. Dogs must be removed immediately from the off-leash dog area at the first sign of aggression. 5. Handlers are responsible for any injuries caused by dog(s) under their control. 6. Park users and dog owners assume all risk related to this use of the dog park. LSPR shall not be liable for any injury or damage caused by dogs or handlers in the offleash area. 7. All animal-to-human bites must be reported to the City of Lee’s Summit Animal Control Department immediately. City of Lee’s Summit Ordinance # 5.53. 8. All users of the park shall obtain and display a City of Lee's Summit dog license. Dog license and vaccination tag shall be on a collar or harness. City of Lee’s Summit Ordinance # 5.82. 9. No dogs under 4 months of age are allowed. 10. All dogs visiting the park must be spayed or neutered. 11. Female dogs in heat and dogs with fresh wounds are not allowed in the Park. 12. Dogs must be under voice control of their handler and in view of their handler at all times. 13. Dogs must be on leash, a maximum length of 6 ft., when entering and exiting the off-leash dog area. 14. No dogs are allowed within the off-leash area while restrained by a leash. 15. Spiked collars are not allowed. 16. Children under the age of 5 are not allowed in the off-leash area. 17. Children between ages 5-8 must be supervised by an adult. 18. Handlers must be a minimum of 16 years old. 19. Handlers must have possession of the dog leash at all times. 20. Only two dogs are allowed per handler. 21. Handlers must “scoop the poop” and dispose of waste in designated park provided container. 22. Handlers must repair all holes and damage done by their dog under their control. 23. No animals other than dogs shall be permitted in the area. 24. Dog Park Hours of Operation 5 AM to 9 PM (or sunset, whichever occurs first).
