RENOVATED, STATE-OF-ART FACILITY

T

he Longview Community Center opened to patrons on December 17, 2018. Lee’s Summit Parks and Recreation purchased the community center from MCCLongview in the summer of 2018 and has since invested approximately $1.6 million to renovate the facility. “LSPR is excited to add the Longview facility to our award-winning and accredited agency,” Joe Snook, LSPR Administrator, said. “Longview Community Center is a great complement to the Legacy Park Community Center and gives LSPR the opportunity to provide similar health, fitness, and recreational amenities on the west side of our community. We are excited to expand our reach and scope of services to better support our community.”

• Indoor aquatics area with an 8-lap lane 25-meter pool, diving well and a hot tub • Strength equipment with a combination of free weights, circuit weights, and Synrgy 360 • Cardiovascular equipment (rowers, AMT's, Nu Steps, ellipticals, treadmills, upright and recumbent bikes) • Over 50 land and water based group fitness classes offered per week (class offerings will grow with increased membership) • Cycle studio with instructor led classes • Indoor walking track • Childcare area for children 6 months to 9 years of age (additional cost and limited hours, no appointment necessary)

LETTER from the

ADMINISTRATOR I’m glad this winter is behind us. It was brutal. We have been fortunate over the past several winters to continue our efforts on outdoor projects, but this year was a different story. Three projects have been challenged by the winter weather: renovations at Howard and Summit Parks and construction of a trailhead at Hartman Park that will serve the Rock Island Trail. LSPR will continue to work with our contractors and provide in-house support to move these projects to completion. We appreciate your patience and understanding. On a more positive note, staff has been working very hard on our summer activities, which are highlighted throughout this issue of the Illustrated. It’s hard to believe this will be Legacy Park Amphitheater’s (LPA) fourth season of operation. We are excited to offer another full season of cultural arts events, many of which are free and the result of our continued partnership with Mid-Continent Public Library. Turn to page 21 for our LPA summer schedule. Of course, your family can enjoy so many activities this summer and make more memories. We have a fishing derby, Camp Summit, Tour de Lakes, Legacy Blast, Night Flight, Moon Light and Sunrise Yoga classes, and pickleball. Maybe you’re looking for ways to enjoy water this summer; you can visit Summit Waves, one of our two splash pads at Lea McKeighan Park or Miller J. Fields Park, or you can check out our paddleboards and canoes at Legacy Lake, which are free to use. Finally, I will highlight the addition of LSPR’s first natural surface trail at Legacy Park. Phase one will be approximately three miles and is located on the north end of the park. It will be a great entry level mountain bike and running trail. LSPR is working with Urban Trail Company (UTC) to make the trail a reality. UTC is a volunteer organization that cuts and maintains trails throughout the metro area. If you would like to volunteer, please contact UTC by visting their website at urbantrailco.com. The winter weather has also affected the development of this trail however; we anticipate it will be ready for use in late spring. We will keep you updated. I hope your summer is full of fun, laughter, and memories. I look forward to seeing you at our parks, facilities, programs, and special events. Enjoy,

A fishing license is NOT required for kids fishing in the derby. Adults over 16 must have a valid Missouri fishing license to fish the lake. Bring your own rods and reels! Registration will include a free container of worms. All participants will be fishing from the shore or the dock! Your pre-registration is requested. Derby prizes will be awarded biggest fish and smallest fish. You must be present to win awards. CAMP SUMMIT

Enrollment Info

Enrollment for Camp Summit began March 1 for Lee’s Summit Residents ONLY. Starting on April 1, enrollment will be open for all patrons – Residents and Non-Residents. It is first come, first serve. Enrollment forms are online at www.campsummit.net and they can be submitted online, or printed off and brought into Harris Park Community Center. Important note: Enrollment is NOT complete until the form has been submitted and the one-time, non-refundable enrollment fee of $90.00 has been paid. The enrollment fee of $90.00 holds the campers spot in Camp, gets them 3 camp t-shirts, a pass to Summit Waves and two free single visits to Summit Waves.

Weekly Fees

Weekly fees: $120.00 per week, per camper. The fee is not prorated in any way. Payment is required for the weeks that the camper will attend – payment for each week is due the Tuesday prior to the week the camper will attend. Any payment made after that Tuesday will incur a $7.00 per day late charge. The fee includes daily snack and all field trips (excluding Worlds of Fun). PLUS daily swim at Summit Waves.

Camp is held at Harris Park Community Center from 6:30am – 6:00pm Monday-Friday for 5-11 years old.

Seahorses (Ages 6mo - 4yrs)

Water orientation and FUN are the keys to success for any child learning to swim. Each child must be accompanied by a participating adult and wear a swimsuit and swim diaper. This class is designed to give you all the instruction you need to learn how to maneuver a paddleboard successfully. Our instructors have been highly trained in paddleboards, as well as many other water activities. Each day is a new adventure and theme. Weather permitting, the campers go on daily nature hikes to explore the wildlife of Legacy Park. NRPA Gold Medal

The Gold Medal Award honors communities throughout the United States that demonstrate excellence in long-range planning, resource management and innovative approaches to delivering superb park and recreation services with fiscally sound business practices. Only two other Missouri cities have achieved this recognition—Columbia and Springfield.

CAPRA Accredited

The Commission for Accreditation of Park and Recreation Agencies (CAPRA) administers a rigorous program based on self-assessment and peer review using national standards of best practice to better promote the quality of agency services and delivery systems. LSPR was initially accredited in 2003, re-accredited in 2008, again in 2013, and now in 2018. Only five Missouri agencies have achieved this standard of compliance (Chesterfield, Clayton, Kansas City, Lee's Summit, and Springfield-Green County), and 174 nationally.

General Info & FAQ's IN CASE OF BAD WEATHER Call 816-969-1516 a half hour or less before your scheduled activity to see if it has been canceled. If the activity is scheduled at an R-7 school and school was canceled during the day, so are the activities for that evening. PROGRAM DISCLAIMER LSPR reserves the right to cancel, combine or divide classes. There may be a need to change dates, times, locations, instructors, fees or program outline revisions of any program offerings. We will give as much notice as possible for changes made. LSPR PROGRAM REFUND POLICY Satisfaction Guaranteed* In the case of a schedule conflict or inability to attend a program, a refund will be issued to the participant in the amount based on the following parameters: Prior to the deadline of the program a 100% refund of the fees will be returned. After the registration deadline, 90% of the fee paid will be returned. After the start of the program, 75% of the fees paid will be returned. Administrative fees withheld from team leagues may vary depending on time of withdrawal and schedule release. The amount withheld will be approved by LSPR’s Administrator. As per LSPR’s 100% Satisfaction Guaranteed practice, if a participant is not satisfied with the services provided by LSPR, the following options may be followed: 1. Receive a full refund. 2. Repeat the activity at no charge. 3. Receive a full credit that may be applied to any departmental activity. In order to receive a full refund, the participant may need to meet with the program supervisor. Refund checks or credits to credit cards will be processed within 14 business days. We are unable to refund Camp Summit enrollment fees, and activities/tickets that are provided by another organization or business. *We are unable to refund activities provided by other organizations or businesses (i.e., theme park tickets, etc.). 24 HOUR CANCELLATION POLICY A 24 hour notice of cancellation or change in contracted services, like massage therapy, personal training and private swim lessons, is required. If an appointment is canceled or changed within less than 24 hours of the scheduled appointment, a refund will NOT be processed. In the event of a cancellation by the contractor prior to the 24 hour notice, the appointment may be rescheduled or refunded. In the event of a cancellation by the contractor less than 24 hours of the scheduled appointment, you may reschedule your appointment and will receive an additional 15 minutes of service at no charge.

FINANCIAL ASSISTANCE In order for LSPR to ensure all residents have an opportunity to enjoy the benefits of the many programs offered, a special work program has been developed. The Work Program offers a trade in service hours to the department for financial assistance to participate in programs and activities. If circumstances prevent a patron from participating in the Work Program, a request can be made to utilize funding from the Angel Program, which is made possible through private donations and grants. Call 816-969-1500 or visit any of our locations for more information. INCLUSIVE STATEMENT LSPR provides recreation programs which are open to all residents in the city and seeks and supports participation by all citizens with a variety of interests and abilities. If you or a family member needs accommodations or support to participate in LSPR programs, please contact us during the enrollment process. WHY KEY FOBS? For your convenience! The Key FOB is easy to carry with you, as it slides onto your key ring. In addition, the Key FOB allows LSPR to better track attendance, to know who is using the facilities and saves time when registering for programs or swiping in at facilities. Stop by anytime to pick up your free Key FOB at any of our facilities so you can start carrying your Key to Fun! Replacement FOBs are $1. SAY, “CHEESE!” LSPR staff may take photos of activities. These photos may be used in future issues of Illustrated, on the website, social media pages, brochures, articles, ads, etc. Thanks for saying cheese! Camera Policy: No person shall use a camera, cell phone, or PDA in any changing room or washroom in LSPR facilities. Please report any actions to the contrary. USE OF DRONES IN PARKS The operation of radio-controlled motorized aircraft in a park within LSPR jurisdiction is not permitted without prior approval from the Lee’s Summit Parks and Recreation Department. Permission to use a radio controlled motorized aircraft may be granted on a case by case basis if request demonstrates a specific public need for the radio controlled motorized aircraft usage and does not constitute an infringement on the public’s use of the parks, a danger to patrons within the parks, or violates park user privacy. The operator of the aircraft will be expected to follow all FAA guidelines including contacting the Lee’s Summit airport. LSPR is committed to providing a safe environment for patrons who choose to enjoy the park system.

Dog Park Rules 1. The off-leash dog area is for dogs and their handlers. No other use is permitted (including skateboard, bicycles, scooters, and rollerblades). 2. To create a positive experience for you and your dog, make sure your dog knows how to appropriately socialize with other dogs before using the park. 3. Dogs that exhibit aggressive behavior are not allowed in the park. 4. Dogs must be removed immediately from the off-leash dog area at the first sign of aggression. 5. Handlers are responsible for any injuries caused by dog(s) under their control. 6. Park users and dog owners assume all risk related to this use of the dog park. LSPR shall not be liable for any injury or damage caused by dogs or handlers in the off-leash area. 7. All animal-to-human bites must be reported to the City of Lee’s Summit Animal Control Department immediately. City of Lee’s Summit Ordinance # 5.53. 8. All users of the park shall obtain and display a City of Lee's Summit dog license. Dog license and vaccination tag shall be on a collar or harness. City of Lee’s Summit Ordinance # 5.82. 9. No dogs under 4 months of age are allowed. 10. All dogs visiting the park must be spayed or neutered. 11. Female dogs in heat and dogs with fresh wounds are not allowed in the Park. 12. Dogs must be under voice control of their handler and in view of their handler at all times. 13. Dogs must be on leash, a maximum length of 6 ft., when entering and exiting the off-leash dog area. 14. No dogs are allowed within the off-leash area while restrained by a leash. 15. Spiked collars are not allowed. 16. Children under the age of 5 are not allowed in the off-leash area. 17. Children between ages 5-8 must be supervised by an adult. 18. Handlers must be a minimum of 16 years old. 19. Handlers must have possession of the dog leash at all times. 20. Only two dogs are allowed per handler. 21. Handlers must “scoop the poop” and dispose of waste in designated park provided container. 22. Handlers must repair all holes and damage done by their dog under their control. 23. No animals other than dogs shall be permitted in the area. 24. Dog Park Hours of Operation 5 AM to 9 PM (or sunset, whichever occurs first).

Public Participation Park Board meetings are the fourth Wednesday of each month, 6:00 p.m. at City Hall, 220 SE Green St. The public is permitted to speak during the “Comments from the Public” portion of the meeting by following this procedure: 1. Fill out a public participation form (available at main office or at LSParks.net);

2. Submit to the department at least five working days before the applicable meeting;

3. The individual will be placed on the agenda and given five minutes.

10 Tips For a Successful Legacy Blast 1. Get your exercise in early as Legacy Loop trails will be closed at 6:00PM 2. Come early to let the kids play while avoiding the traffic. Access to Legacy Park will be closed once the parking lots are full. 3. Please carpool as saving parking spaces for family and friends is prohibited. 4. For the best view, move to the grassy areas (face south). 5. Bring a radio and tune in to 94.9 KCMO for patriotic music. 6. Pack a picnic dinner or bring cash for concessions. 7. Save your battery and turn your headlights off. 8. Recycle bins and trash barrels are available at each venue for your convenience. Help us keep Legacy Park clean. 9. Leave your grills, fireworks, alcohol and drones at home; remember rules are in place for your safety. 10. Please drive safe and expect a 20 minute delay when leaving.
