In the case of a schedule conflict or inability to attend a program a refund will be issued to the participant in the amount based on the following parameters: Prior to the deadline of the program a 100% refund of the fees will be returned. After the registration deadline, 90% of the fee paid will be returned. After the start of the program, 75% of the fees paid will be returned. Administrative fees withheld from team leagues may vary depending on timeline of withdrawal and schedule release. The amount withheld will be approved by LSPR’s Assistant Administrator. As per LSPR’s 100% Satisfaction Guaranteed practice, if a participant is not satisfied with the services provided by LSPR, the following options may be followed: 1. Receive a full refund. 2. Repeat the activity at no charge. 3. Receive a full credit that may be applied to any departmental activity. In order to receive a full refund the participant will be required to meet with the supervisor of each program. Refund checks or credits to credit cards will be processed within 14 business days. *We are unable to refund Camp Summit and Teen Factor enrollment fees, and activities/ tickets that are provided by another organization or business.

If an appointment is cancelled or changed within less than 24 hours of the scheduled appointment, a refund will NOT be processed. One of our most visible current endeavors is the renovation of Lea McKeighan Park South located at Douglas and Chipman Roads. The new design and development (weather permitting) is slated to be completed in 2013 and will be a model of environmental sustainability with innovative stormwater management, native landscaping & energy efficient lighting. Some of the amenities will include an adventure play area, climbing rocks, multi-use trails, reflecting pond, a shelter and restroom as well as a special commemorative area to recognize the rich history of the park.

Besides events, your parks department has several projects taking place. Slowly but surely the Farm Park Project will move forward this year with the development of a community garden area. We will continue expanding our “fruit orchards” and start the process for developing a small vineyard. Now these are not full scale orchards or vineyards, just small “demonstration” plots.
The values of your park system can be seen everywhere you go: Over 800 part-time jobs; 187 fulltime summer jobs with a payroll of over $450,000 for teens and college students; three downtown concerts that bring in over $135,000 in economic activity for our downtown; sports tournaments that bring thousands of guests to our community eating in our restaurants, staying in our motels and shopping in our stores; community wellness activities that will not only save our health care system thousands of dollars but contribute to the quality of life of our citizens. The benefits are endless.

The 12th Annual Tour de Lakes was held on June 29. It is not only a “signature” biking event for Lee’s Summit but has also become a regional ride with over 800 cyclists anticipated this year. The ride allows for all levels of experience with a 10 mile, 32 mile, 55 mile and 65 mile ride, designed to take cyclists round several of the beautiful lakes in Lee’s Summit.
I briefly mentioned some of our Business Partnerships and volunteers but more needs to be said about the value of these contributions to your parks and recreation system. LSPR receives $2.9 million a year from our 16 cent property tax. The property tax rate has not been raised since it was passed to support the parks and recreation system in 1970. So how do you operate/fund a 1200 acre park system with 26 neighborhood parks, miles of trails, three community centers, a water park and 1 million patrons using them each year? It is done with citizens willing to pay fees for the services they receive, citizens willing to volunteer as coaches, gardeners, stream cleaners, etc, and businesses believing in the value of a quality parks and recreation system and expressing that belief through their sponsorships.

Speaking of Paradise Park, we are pleased to be partnering with them to present “Summer of Fun”. It is another great example of how businesses participate in keeping costs low in offering fun, wholesome, entertainment to our community. Upcoming Summer of Fun events include July 19 “Jamaican Jam” on the City Hall Plaza, July 27 “Revelation – A Tribute to Journey” at Paradise Park and August 2 “Blues & Jazz Fest” on the City Hall Plaza. In March, the Park Board hosted the annual Volunteer Gala. Over 35 outstanding volunteers were recognized for their contributions last year. Lee’s Summit Parks and Recreation is fortunate to have over 2,500 volunteers providing over 93,000 hours of service, valued at $2,018,525. We even have volunteers managing our volunteers. The 32nd Annual “Night Flight 5K” started at 9pm with over 450 participants of all ages who ran (or walked) from Harris Park through downtown Lee’s Summit and back on June 14. As always, we were lucky to have a great partner, Lee’s Summit Medical Center, to co-sponsor this event along with other supporters including Dr. Joe Hansen - Braces & Invisalign and Paradise Park.
Other important additions we are making or have made in the park system include adding practice/ game space for boys baseball, youth soccer and girls softball at Legacy Park, renovation to our downtown planting areas and building a second dog park off Victoria Road. These renovations are part of “Legacy for Tomorrow and Beyond” made possible by the 2008 passing of the 1/4 cent park sales tax.

About our swim lesson levels...
Excluding Seahorses, instructors will test for placement. Seahorses (Ages 6mo-4yr). Water Orientation. Water orientation
and FUN are the keys to success for any child learning to swim. Each child must be accompanied by a participating adult and wear a swimsuit and swim diaper. Safety is the key skill with emphasis on pool rules, toys and FUN!
Seaturtles (Ages 4-6). Intro to Skills. For the child who has never taken swim lessons or is afraid of the water. Focus: supported front and back floats, beginning arm movements, face in the water, increasing comfort level in the water. Penguins (Ages 4-7). Fundamental Skills. Designed to suc-
cessfully teach the fundamental skills of swimming. Focus: deep water intro, locomotion skills, front and back glides.
Seals (Ages 5-9). Stroke Development. Designed to increase swimming comfort. Focus: Coordination during front and back crawl, intro to elementary backstroke, sidestroke. Dolphins (Ages 6-11). Stroke Improvement. Designed to

Happy Tails Dog Park Rules Located at 1251 SE Ranson Road in Lee’s Summit
1. The off-leash dog area is for dogs and their handlers. No other use is permitted (including skateboard, bicycles, scooters and rollerblades). 2. Create a positive experience for you & your dog. Make sure your dog can appropriately socialize with other dogs before using the park. 3. Dogs that exhibit aggressive behavior are not allowed in the park. 4. Dogs must be removed immediately from the off-leash dog area at the first sign of aggression. 5. Handlers are responsible for any injuries caused by dog(s) under their control. 6. Park users and dog owners assume all risk related to this use of the dog park. LSPR shall not be liable for any injury or damage caused by dogs or handlers in the off-leash area. 7. All animal to human bites must be reported to the City of Lee’s Summit Animal Control Department immediately. City of LS Ordinance # 5.53 8. All users of the park shall obtain and display a CITY OF LS dog license. Dog license and vaccination tag shall be on a collar or harness. City of LS Ordinance # 5.82. 9. No dogs under 4 months of age are allowed. 10. All dogs visiting the park must be spayed or neutered. 11. Female dogs in heat and dogs with fresh wounds are not allowed in the Park. 12. Dogs must be under voice control of their handler and in view of their handler at all times. 13. Dogs must be on leash, a maximum length of 6 ft., when entering and exiting the off-leash dog area. 14. No dogs are allowed within the off-leash area while restrained by a leash. 15. Spiked collars are not allowed. 16. Children under the age of 5 are not allowed in the off-leash area. 17. Children between ages 5-8 must be accompanied by an adult. 18. Handlers must be a minimum of 16 years old. 19. Handlers must have possession of the dog leash at all times. 20. Only two dogs are allowed per handler. 21. Handlers must “scoop the poop” and dispose of waste in designated park provided container. 22. Handlers must repair holes/damage done by their dog under their control. 23. Rally Class
Learn the basics of the sport. A rally course includes 10 to 20 stations, depending on the level, that you and your dog will negotiate your way through.
