Public Participation: Board meetings are held the 4th Wednesday of the month at 7pm, at 220 SE Green. In the meeting, the public is permitted to speak during “comments from the public” portion of the meeting by following this procedure: Fill out a public participation form available at the main office. Submit it to the department at least five working days before the applicable Board meeting. The individual will then be placed on the agenda and given five minutes.

Whether it’s helping children with crafts and activities or assisting at special events, volunteers are needed all year long. It’s easy. Call 969-1541 to speak with our “Volunteers In Parks” Coordinator or email tprice@cityofls.net

LSPR has Scholarship Programs for families in need. Our Service Scholarship program is a true partnership program designed to help families who are struggling financially but want to participate in our programs. Participants complete a scholarship application to identify need. Once the need is verified the applicant is contacted by the Volunteer Coordinator to set up volunteer activities for the applicant. The volunteer hours are then applied toward or used in place of the registration fees.

So I am excited about the possibility of a new dog park and maybe a new special member of the Lovell family. Pet relationships are not for everyone but if it is right for you, it can be very special. I, of course, highly recommend it for all the reasons listed above and many more that you would only understand if you are a pet owner.

I spent a lot of time with Louis walking in our parks. He was a great listener and never judgmental. He was an excellent therapist in times of stress. He was a great teacher too and taught us many important life lessons. There surely is a special place for the animal friends when they leave us. They are not human yet they bring out our own humanity. They do not worry about fame or fortune. Instead, they bring our hearts nearer to the joy of the simple things in life.

We miss Louis. He was a part of our heart and that part is now gone but not to be forgotten. (Such is the way with dogs and Louis would say with his humans.)

My family shares in the benefit of responsible pet ownership. That also means, however, adjusting to the loss of these great friends periodically too. I have written of that experience in columns before and unfortunately the timing of this project marks another loss in our family when our golden eyed chocolate lab “Louis” passed away in August.

These small parks are able to provide a great physical outlet for pet owners and their dogs not to mention the social opportunity for pet owners to talk about their dogs.

The new, yet to be named, dog park has been made possible by the generous donation of 5 acres of land off Victoria Drive by Polytainers Corporation. The design and construction and maintenance cost analysis is currently underway.

It was not always a popular idea and we received our share of good natured abuse when the dog park idea came up, i.e., “LSPR is going to the dogs!” With over 200 dogs going to Happy Tails daily and an equal number of citizens going, it is safe to say we did go to the dogs in a big way.

Each day they teach us little lessons like... • Never pass up the opportunity to go for a ride • Enjoy the experience of fresh air and the wind in your face • When loved ones come home, always greet them enthusiastically • Know when it’s time for obedience and when it’s time for unbridled excitement • Run, romp and play daily • Be loyal • Never pretend to be something you’re not • If what you want lies buried, dig until you find it • When someone is having a bad day, be silent, sit close by and nuzzle them gently • Let people touch you • Avoid biting when a simple growl will do • On warm days, stop to lie on your back on the grass • On hot days, drink lots of water and lay under a shady tree • Relish opportunities to play in the water • When you’re happy, share it • No matter how often you’re scolded, don’t sulk, run right back and make friends • Delight in the simple joy of a long walk • Always offer unconditional love to those you love

In the case of a schedule conflict or inability to attend a program a refund will be issued to the participant based on the following parameters. Prior to the deadline of the program a 100% refund of the fees will be given. After the registration deadline, 90% of the fee paid will be refunded. After the start of the program, 75% of the fees paid will be refunded. Administrative fees withheld from team leagues may vary depending on timeline of withdrawal and schedule release. Amount withheld will be approved by LSPR’s Assistant Administrator. As per LSPR’s 100% Satisfaction Guaranteed practice, all fees will be returned if requested by the patron.

Reserving a shelter does not give exclusive use to playgrounds or other amenities, only the shelter. Garage sales are not permitted in the parks. Petting Zoos, Horses, Carnivals, Personal Water Slide, Pools, and Music Concerts are NOT allowed. Electrically amplified music is not allowed. Motorized vehicles are allowed in designated parking areas only.

The following are NOT allowed in the parks. 1. DAMAGE of park property. City Ordinance Chp. 17-85 2. USE of parks from 11:00pm untill 5:00am. City Ordinance Chp. 19 Art III 3. If a participant is not satisfied with the services provided by Lee’s Summit Parks and Recreation the following options may be followed: 1. Receive a full refund. 2. Repeat the activity at no charge. 3. Receive a full credit that may be applied to any departmental activity. Contact activity supervisor to proceed with options. In order to receive a full refund the participant will be required to meet with the supervisor of each program. Refund checks or credits to credit cards will be processed within 14 business days. *We are unable to refund Camp Summit and Teen Factor enrollment fees, and activities/tickets that are provided by another organization or business, i.e. Kansas City Royals tickets, theater tickets, etc.

Smoking Policy. Smoking is prohibited within 50’ of LSPR’s: Playgrounds; Youth Sports Venues; Designated Youth Practice Fields; Lea-McKeighan Skate Park; Lea-McKeighan Sand Volleyball Courts; Summit Waves; LPCC; HPCC; Gamber Center; Happy Tails Park; Tennis Courts; Howard Park Hockey rink & Skate Area; Lowenstein Park Children’s Memorial Butterfly Garden; Outdoor Basketball Courts; Legacy Park Amphitheater.

24 hour cancellation policy.

A 24 hour notice of cancellation or change in contracted services like massage therapy, personal training and private swim lessons is required. If an appointment is cancelled or changed within less than 24 hours of the scheduled appointment, a refund will NOT be processed. In the event of a cancellation by the contractor prior to the 24 hour notice, the appointment may be rescheduled or refunded. In the event of a cancellation by the contractor less than 24 hours of the scheduled appointment, you may reschedule your appointment and will receive an additional 15 minutes of service at no charge.

*Alcohol is allowed BY PERMIT ONLY at Legacy Park Shelter 1 & 2, Lowenstein Park and Summit Park for $25. City ordinance prohibits the sale of alcohol on park property. Consumption of alcohol is also prohibited without a special permit from LSPR.

Lee’s Summit Historical Cemetery Corner Mausoleums

A

t the present time there is one mausoleum constructed in the Lee’s Summit Historical Cemetery. The mausoleum is located in the southeast corner of the Cemetery. The mausoleum contains 6 crypts. The date 1905 above the door probably indicates the year of completion. Each crypt has two doors; an inner of concrete and an outer of marble which has been engraved. The history of the mausoleum started hundreds of years ago in Turkey. The word mausoleum has its beginnings with the burial of King Mausolus near modern day Bodrum. The mausoleum is considered the first one built and one of the Seven Wonders of the Ancient World. Mausoleums became popular in European countries before the idea became popular during the 1920’s when California cemeteries built hundreds. Since then, the building of mausoleums has spread throughout the United States. The mausoleum is constructed using the ‘honeycomb ‘method resembling a ‘beehive’. Concrete with reinforced steel bars provides a strong, durable structure with stucco finish inside and out. Each crypt has several holes in the sides that leads to pipes which extend to the top of the building and allows the continuous flow of fresh air.

ADULT athletics

Regarding team registrations: LSPR accepts cash, ONE check or ONE Visa or Mastercard for team payments. Multiple checks/ credit cards cannot be accepted. A roster must be turned in at the time of registration with players info filled in by the first game.

Baggo/Bags

Each team gets four beanbags. There are two boards 27 feet apart. There is one hole in each board. Throwing the bag through the hole equals three points. If the bag is on the board, that’s one point. If it lands on ground zero points are awarded. Each team goes to 21 points. PARTNERS LEAGUE: you can register up to 3 players and each can play every week. This rule is to help out to prevent forfeits if one player cannot make it out one week.

Dog Park rules Applicable only for Happy Tails Off Leash Dog Park located at 1251 SE Ranson Road in Lee’s Summit

1. The off-leash dog area is for dogs and their handlers. No other use is permitted (including skateboard, bicycles, scooters and rollerblades). 2. To create a positive experience for you and your dog, make sure your dog knows how to appropriately socialize with other dogs before using the park. 3. Dogs that exhibit aggressive behavior are not allowed in the park. 4. Dogs must be removed immediately from the off-leash dog area at the first sign of aggression. 5. Handlers are responsible for any injuries caused by dog(s) under their control. 6. Park users and dog owners assume all risk related to this use of the dog park. LSPR shall not be liable for any injury or damage caused by dogs or handlers in the off-leash area. 7. All animal to human bites must be reported to the City of Lee’s Summit Animal Control Department immediately. City of Lee’s Summit Ordinance # 5.53 8. All users of the park shall obtain and display a CITY OF LEE’S SUMMIT dog license. Dog license and vaccination tag shall be on a collar or harness. City of Lee’s Summit Ordinance # 5.82. 9. No dogs under 4 months of age are allowed. 10. All dogs visiting the park must be spayed or neutered. 11. Female dogs in heat and dogs with fresh wounds are not allowed in the Park. 12. Dogs must be under voice control of their handler and in view of their handler at all times. 13. Dogs must be on leash, a maximum length of 6 ft., when entering and exiting the off-leash dog area. 14. No dogs are allowed within the off-leash area while restrained by a leash. 15. Spiked collars are not allowed. 16. Children under the age of 5 are not allowed in the off-leash area. 17. Children between ages 5-8 must be accompanied by an adult. 18. Handlers must be a minimum of 16 years old. 19. Handlers must have possession of the dog leash at all times. 20. Only two dogs are allowed per handler. 21. Handlers must “scoop the poop” and dispose of waste in designated park provided container. 22. Handlers must repair all holes and damage done by their dog under their control. 23. No animals other than dogs shall be permitted in the area. 24. Park Hours of Operation 6 AM to Sunset or 9 PM whichever occurs first.

Rally Class (Ages 14+)

Learn the basics of the sport. A rally course includes 10 to 20 stations, depending on the level, that you and your dog will negotiate your way through. Students will heel their dog between the stations and then perform the task required at each station, such as sit or down. Tasks at the stations become more challenging as the course progresses.
