Having the 95th Street and I-35 interchange closed for six months of reconstruction is tough on residents. But it’s even tougher on Lenexa businesses. For them, closed roads means fewer customers come through the doors. And that takes a bite out of sales. Businesses located within construction zones need to sustain themselves despite ongoing road work in close proximity. Ultimately, the new 95th Street layout will improve traffic flow, provide better access to businesses, and accommodate pedestrians and bicyclists. But in the short term, traffic disruption, blocked driveways and unfamiliar detours can make it more difficult for customers to visit businesses. The City of Lenexa encourages you to support 95th Street area businesses impacted by road construction, including shops, restaurants, hotels and other service providers. Here are three ways you can help:

Mayor highlights achievements

#JOCOGATEWAY UPDATE There is less than a year left of major construction on the Johnson County Gateway Project, but there is still a lot of work left to complete. And that means major traffic impacts throughout the area in 2016. Besides the 95th Street and I-35 interchange, other major construction work occurring throughout the Johnson County Gateway Project area includes:

As a community, Lenexa continues to thrive — this is evidenced by our increasing population, need for more facilities and growing business base. These are the things Mayor Mike Boehm touted in his most recent State of the City speech. Boehm spoke to more than 200 community members at the Lenexa Chamber of Commerce’s Feb. 17 luncheon. He highlighted many of the things that make Lenexa great. He shared data from the most recent citizen survey, showing that Lenexa residents give top marks to our community in nearly every category. This includes that 77 percent of respondents were satisfied or very satisfied with the value they receive for their tax dollars; 95 percent were satisfied with the overall quality of local police protection; and 96 percent rated Lenexa as a good or excellent place to live. The mayor also highlighted many new projects happening in Lenexa, from City Center to businesses reinvesting in the older part of the city. SPRING HOA NEIGHBORHOOD OUTREACH MEETING Homeowners association board members are invited to join us for our spring HOA Board Outreach Meeting at 5:30 p.m., on April 13 in the City Council Chambers at Lenexa City Hall. All board members are welcome to attend, and there is no need to RSVP. Topics include the city’s pavement management program, the Police Department’s use of Nextdoor and the city’s Cost Share Program and upcoming related classes.

• Starting in April, eastbound I-435 from Lackman Road to U.S. 69 will see major traffic impacts as they widen and replace the pavement. Traffic will be split with two lanes crossed over alongside the new westbound lanes. • Also in April, the loop ramps for northbound I-35 to westbound I-435 and southbound I-35 to eastbound I-435 will be closed for two months for pavement reconstruction. Detours will be in place. • In late April and May, the new two-lane flyover ramp bridges from westbound I-435 to southbound I-35 and eastbound I-435 to northbound I-35 will open. The new flyover ramps will open as single-lane ramps temporarily until work is completed to support the additional lane. Once traffic has been moved to the new flyover ramps, the removal of the old ramps will start. Later in May, there will be some overnight and weekend closures to remove the old flyover ramp bridges. The closures will be similar to the full weekend interstate closures that occurred last summer when installing the new bridge girders. • In late May and early June, I-35 will see short-term closures in both directions for work. www.jocogateway.com

Bringing Local to Lenexa PUBLIC MARKET OPENING IN MID-2017 WILL FEATURE FRESH FOODS, ARTISANAL PRODUCTS We’ve mentioned several times that a public market would be an integral part of the Civic Center Project. But what exactly is the market? Put simply, it’s a year-round, indoor marketplace where local goods can be purchased. The idea of the public market harkens back to a time when entrepreneurs and makers would set up shop in the town square; and it’s making a comeback. Large cities like New York, Washington, D.C., Boston, and Seattle have been home to thriving indoor markets for the better part of their history. But what makes the Lenexa Public Market different from those? It’s in the suburbs, which is uncommon. But more importantly, it’s a piece of the vision for Lenexa City Center. The community has been dedicated to the creation of a new downtown since Vision 2020 was adopted in 1997. The Public Market is meant to help fulfill that vision by creating a place for the community to gather and to help evoke the sense of a truly urban downtown.

is what sets it apart fromm other suburban developments. The Civic Center Project is no exception. The new Recreation Center will serve an important role as a recreational and community fitness hub. The Johnson County Library and Shawnee Mission School District are committed to bringing other educational and cultural institutions to the block. Finally, there is the new City Hall. The building will be much more than just city offices. It also includes community meeting space and an art gallery.

that overlooks the market. This space is envisioned to host pop-up restaurants and cooking demonstrations using goods from the Public Market and the community. It will be optimal for formal and informal get-togethers of around 50. When not in use, it’s extra seating for the market. Another important component is the outdoor area immediately south of the building, which will serve as a truly unique pedestrian alley where customers and the public may gather, imbibe, socialize and relax. All in all, the Lenexa Public Market will be one of the most unique places to visit in the Kansas City area.

Located on the first floor of City Hall at 87th Street Parkway and Penrose Lane, the Lenexa Public Market will encompass about 8,750 square feet of space, which will be divided into several smaller areas for local entrepreneurs to ply their trade. Customers are meant to see the products and goods these operators create. Not only will they connect customers with a product, but also allow them to see, smell, feel, taste and learn about what they are buying from those who are passionate about what they do.

to be complete by mid-2017, so to help with that effort, we are recruiting a public market manager. The manager will lead the effort in selecting tenants and be responsible for the day-to-day operation of the market once it’s open. We also want to meet with potential entrepreneurs and owner/operators who want to call the Public Market home. We hope to attract artisan and specialty food makers, a tap room, a coffee roaster, a butcher, as well as textile and soft goods makers. It’s for established businesses who want a unique second location or start-ups who want to get out of their garage. Ranging from about 75 square feet for very small operations to 750 square feet of commercial, kitchenready space, these shops are smaller than you would find in traditional retail settings. The Public Market can accommodate between 15 and 20 different spaces, all customizable by their eventual tenant. Most of the footprint is dedicated to shared common area. This allows business owners to share the expense of operating and maintaining common space (like tables, chairs and restrooms), instead of each separate business footing that bill on their own in separate facilities. Neighborhood revitalization incentives are available to encourage property owners to reinvest in their properties and improve neighborhoods in an effort to continue Lenexa’s reputation as a safe, attractive and friendly community.

The district boundaries (seen at left) generally are 85th Street on the north, 98th Street on the south, Goddard Street on the east and Acuff Lane on the west, as well as two small areas in the north and south. Envisioning a future for Old Town With the help of grant funds from the Mid-America Regional Council Planning Sustainable Places program, the city is developing an action plan to highlight revitalization opportunities in Old Town. No funds have been identified to implement the plan yet. More than 85 residents, business and property owners, and church representatives attended an initial public meeting in February to discuss ways to make Lenexa’s original town site thrive. The project consultant team presented site concepts with a variety of mix-and-match ideas for enhancing the Old Town area. They ranged from reconfiguring Santa Fe Trail Drive and adding new commercial spaces to relocating the Noland Road railroad crossing and creating more public event spaces. Some concepts involve privately owned property and offer ideas for owners to consider as they redevelop or make future improvements to their property. Attendees at the meeting identified ideas they liked and disliked. They also shared feedback about activities and features that are currently missing from Old Town, as well as the biggest challenges facing the area.

“Call if you can, Text if you can’t” If you can’t talk on the phone but need emergency help, you now have the option of texting 911. Text to 911 can provide an option in situations where you cannot speak safely — such as home invasions or active shooter incidents — and for people who are hard of hearing or have difficulty speaking.

RESIDENTS CAN RECEIVE COST SHARE FUNDING

Please remember that calling 911 is always preferred. Voice calls allow 911 dispatchers to gather more information more quickly in an emergency. Unlike phone calls, text messages do not provide the sender’s exact location, and the service is not available when roaming. If text to 911 is not available, callers will receive a bounce-back message saying the service is not available and to make a voice call to 911.

MULTIUSE VEHICLES SAVE MONEY, PROMOTES EFFICIENCY

The Lenexa Fire Department’s new multiuse vehicles can transform into storage containers, a utility truck bed and a brush fire truck bed (simulated above).

Lenexa staff are always looking for ways to be more efficient with resources, and the Lenexa Fire Department’s newest apparatus is a perfect example. Fire Department and Municipal Services staff worked together to customize three cab-and-chassis pickup trucks equipped with specialized hydraulic lift arms. These arms can transform each vehicle into a variety of emergency response vehicles. Initially, the departments worked together to develop three types: • A storage container, which can be used several ways, including as a single storage and access area for technical rescue incidents. One of these pods is also planned to be available as secured storage for residents whose homes have suffered fire damage. • A utility truck bed that allows the Fire Department to be able to haul large equipment, such as ATVs. • A brush fire truck bed containing a 250-gallon water tank, pump and hose reel. This new vehicle allows us to provide valuable services cost-effectively. Once these new trucks are complete, the Fire Department can reduce the overall fleet inventory, improve efficiency and reduce long-term maintenance and replacement costs. You’ll see these new trucks on the road this summer.

Lenexa encourages the use of native plants in landscaping and open spaces to help naturally treat the runoff from sprinklers and rain storms. Runoff can pick up pollutants such as fertilizers and pet waste, transporting them into the streamway system. Native plantings have a deep root system that is designed to filter out those pollutants. Lenexa is excited have once again been the recipient of a grant from Johnson County Stormwater Management. These funds will be shared with residents through Lenexa’s Cost Share program. Funds are available for Lenexa residents who choose to use rain barrels, native plants or rain gardens in their landscaping. Expenses will be reimbursed at a rate of 75 percent and will be awarded on a first-come, first-served basis. The maximum reimbursement is $110 per rain barrel and $1,500 for rain gardens or native plantings. New: Applications and receipts can now be submitted electronically. A new registration system is being used, which requires that all accounts must be activated in person this year. U.S. Coastguard approved lifejackets are permitted to be used with the help of an adult, and are available to borrow at the pool front desk. Stay aware: Drive safely in work zones We’re sure you’ve noticed a lot more road construction in Lenexa over the last two years due to the Johnson County Gateway highway project. Though driving through construction areas may feel like a common occurrence, don’t forget about safety. Careless driving, distractions, speeding, and failure to obey signs and traffic controls are the most common factors involved in motor vehicle wrecks in work zones. Follow these driving tips to help make sure Lenexa’s work zones stay safe: • Slow down when approaching work zones, and follow posted speed limits in work zones.

• Pay attention to traffic control and workers. • Stay alert to changing traffic conditions and merge into the proper lane as soon as possible. • Avoid distractions, like texting and talking on cell phones. • Allow ample braking room between you and the car in front of you. Keep a safe distance from traffic barriers, equipment and workers.

• Stay calm and don’t rush. Don’t pass on the shoulder. • To avoid a work zone entirely, plan ahead and try an alternate route.

CHANGE IN ANIMAL PICKUPS IMPLEMENTED A recent change in animal impoundments in the county has caused an adjustment in the way the Lenexa Police Department’s Animal Control division handles stray animals.

Students may enroll in one of two sessions this summer; June 6 to 10 (apply by May 24), and June 13 to 17 (apply by June 3). The Academy is a full-day classroom and interactive experience. Lunch and a snack are provided.

Animal Control will no longer respond to most calls pertaining to cats and will not remove cats from any residential property. If you find an ill or injured cat — or if you are bitten by a cat — contact Animal Control at 477.7301. You can call Animal Control and officers will provide information about resources available in the area to deal with other situations involving cats.

If you have bulky items you would like to dispose of, Lenexa’s Dumpster Days is the perfect time to do it. The city has scheduled two weekends for Dumpster Days in 2016: April 9 and 10 and Oct. 8 and 9. The Lenexa Arts Council is bringing back the Art of Lenexa Contest with a new name and theme. The HeART of Lenexa Contest is open to anyone ages 5 and older. Create a work of art in any medium, inspired by something you love about Lenexa — anything from your favorite park, school or neighborhood to a business, or historical location. Submit your art to art@lenexa.com and tell us about your inspiration. Prizes are awarded in three age categories (5 to12, 13 to18 and adult). Entries are accepted through Dec. 31. Art should be created during the 2016 calendar year. Participating artists will be invited to show their entries in the February 2017 gallery show at Lenexa City Hall. ADA, REGISTRATION & CANCELLATION POLICIES All participants need to sign a release from liability form before registering and participating in any Lenexa Parks and Recreation program. Children need to have the form signed by a parent or legal guardian prior to attending a class. All program cancellations will be determined 48 hours (two business days) before the class is scheduled to begin. In order to prevent cancellations, all registrations are required before the 48-hour deadline. You will be notified if a program is cancelled or changed. Upon request, a confirmation receipt can be mailed for any program. If you need to cancel, call at least five business days before the program begins.

Beginning divers will get acquainted with basic diving skills and techniques, both on land and on the 1-meter diving board. Must be able to swim and recover without assistance, and feel comfortable entering the water head first. Advanced divers will work on more complicated dives and learn about competition. The Kansas City brewery scene has exploded in recent years with great venues and even better beers. Instead of driving throughout the city to hunt down these venues, travel safely on our brewery trolley tour to explore three different breweries including Cinder Block, KC Bier Co. and Stockyards Brewery. This tour will include transportation on a trolley, a tasting at each venue and hors d’oeuvres at Stockyards. Be ready for some beer trivia and fun while we drive throughout the city.
