The Kansas Legislature recently passed House Bill 2558, which prohibits cities from regulating door-to-door political campaigning. In response to this legislative mandate, and to ensure our city code remains constitutionally valid, the City Council amended the Lenexa solicitation ordinance. Since an exception can’t be made just for political campaigning, all non-commercial solicitation will now be unregulated in Lenexa. This includes political speech, campaigning, religious speech and other altruistic or humanitarian causes. Anyone falling into the non-commercial category (those campaigning for office, representing a religious group, fundraising for a non-profit, etc.) are able to approach any house, including those with a no solicitation sign. These signs will still apply to commercial solicitors. To read the new code, visit Lenexa.com/TownTalk. Additionally, don’t be surprised if you see an even larger number of political signs this fall. The Kansas Legislature passed K.S.A. 25-2711, which prohibits cities from regulating political signs on private property or city right-of-ways prior to elections.

END-OF-SEASON AQUATICS HOURS ADJUSTMENTS The last day of the season for Ad Astra and Flat Rock Creek pools is Aug. 7. Indian Trails Aquatic Center will be open with an adapted schedule through Sept. 5. The pool will be open from 4 to 7 p.m., Monday through Friday and noon to 7 p.m. Saturday and Sunday. Sept. 5 hours are noon to 6 p.m.

The I-35 and 95th Street interchange is nearly complete! In early July, the southbound I-35 on- and off-ramps to 95th Street on the west side of the interchange reopened, allowing 95th Street traffic west of I-35 to access southbound I-35 and southbound I-35 traffic to access 95th Street west of I-35. In mid- to late August, the remaining interchange including Lenexa Drive will open, allowing drivers to travel through the area with improved access to hotels and shops along the 95th Street corridor. Lenexa Drive north of Sam’s Club will be

closed for a short while after the interchange is opened. The interchange has been rebuilt as a diverging diamond to better accommodate left turns onto and off of I-35, which will improve traffic flow. It will also be safer due to a reduced number of collision points from a traditional interchange. Plus, the reconfiguation of Marshall Drive and Lenexa Drive on either side of I-35 allows for better local access and reduces conflict points with 95th Street.

#JOCOGATEWAY ROAD CONSTRUCTION UPDATE Work continues on the new westbound collector-distributor lanes between I-35 and K-10. Pavement reconstruction has improved several recently opened ramps, like northbound I-35 to westbound I-435 and westbound I-435 to northbound I-35. The southbound I-35 to westbound I-435 ramp will reopen this fall.

mid-August. Once open, there will be overnight and short-term closures on some of the local streets to finish the I-435 bridges. Santa Fe Trail Drive will have a twoweek closure for bridge demolition and underground pipe work starting in mid- to late August. Lackman Road will have overnight closures to set bridge girders in late August. The westbound access to and from I-435 is closed, but

access to eastbound I-435 and I-35 is open and will still be accessible using the Santa Fe Trail Drive detour to 101st and 105th Street. Pflumm will have overnight closures and a full closure for up to two weeks in late August and September to complete utility relocations, roadway and bridge work. enexa looked a lot different when Don Oppliger first joined the Planning Commission in 1977. 87th Street west of Lackman Road was two lanes, the city’s boundaries didn’t extend much past Renner; and Lenexa City Hall was still in the building where the Senior Center is now. “It looked very different than it does now,” he said. Oppliger had a big part in shaping many of those differences as part of the Planning Commission, and he took some time to reflect on those accomplishments upon retiring from the board after nearly 40 years, 30 of which were as the Planning Commission Chairman.

And, a mining operation proposed an open pit quarry in western Lenexa near Canyon Creek Boulevard. “I like to tell people what Lenexa is not, and that we made decisions to take our community in another direction,” Oppliger said. “And when you develop a community like Lenexa has, you have the strength of the comprehensive plan to be able to do that.” Oppliger gives credit to Lenexa’s professional planning staff for helping create tools like the Comprehensive Plan for the Planning Commission to use when making

He was first appointed by then Mayor Johnna Lingle and reappointed by Mayors Dennis Manske, Rich Becker, Joan Bowman and Mike Boehm. “Those visionaries set us along a path with input from the citizens of Lenexa and the Planning Commission. We were the technical body – with planning staff – that were able to make things happen with the help of county and state government and developers,” Oppliger said. Lenexa’s Planning Commission made many decisions that shaped the city – both in large and small ways. For instance, Falcon Ridge golf course and subdivision almost didn’t happen; that area was at one point

decisions about proposed projects. And, he gives credit to Lenexa’s citizens for being involved with their government and educated about decisions being made. “We always explain the process that’s going to happen – that the Planning Commission makes black-and-white decisions based on local, state and national laws,” he said. During his time on the Planning Commission, Oppliger was involved in many other projects that shaped Lenexa, including the Prairie Star Parkway bridge over the railroad, the Quivira overpass and the expansion of 87th Street. He’s also excited to see how current issues, such as multi-family housing, roundabouts and Lenexa City Center, work themselves out. “Multi-family is vitally important to the re-urbanization of the suburbs. We have to get the rooftops there to make (Lenexa City Center) work.”

Oppliger said that since his retirement from the Planning Commission, he’s most excited about seeing the results of his and his colleagues’ work. On June 30, Oppliger was joined by family, friends and city staff at a reception celebrating his decades of service to the city. “For the past 40 years, growth and development in Lenexa has been shaped by the steady hand and quiet demeanor of Don Oppliger. Today, we enjoy quality business parks, well planned residential communities, accessible retail centers, and numerous public places which bespeak ‘the Lenexa Way’ due to Don’s efforts,” Lenexa Mayor Mike Boehm said. “Nearly all development west of Lackman Road and south of 95th Street has occurred during Don’s tenure as the Planning Commission’s chairman. His dedication to quality development in part has made the city of Lenexa a world-class community and a great place to raise a family, operate a business and enjoy a high quality of life.”

This includes making recommendations regarding special use permits and preliminary plan applications. Their recommendation is taken to the Lenexa City Council, who takes final action on applications submitted to the city. They review the city’s comprehensive plan to ensure it continues to be relevant and responsive to changes in the city’s vision, demographic trends and development patterns. The Lenexa Planning Commission typically meets on the first Monday of the month at 7 p.m. in the City Hall Council Chambers. Meetings are open to the public.

MOSQUITOS: SIMPLE STEPS TO FIGHT THE BITE The most important things you can do to prevent the spread of mosquito-borne illnesses such as Zika, Chikungunya and West Nile virus infection are to:

NEW TAXI PROGRAM OPEN TO LENEXA RESIDENTS Many residents who are elderly or have a disability and cannot drive rely on Lenexa’s Senior Taxi Program to get around town or to medical appointments. For people that max out their ride limit, RideKC Taxi is another resource. This new pilot voucher program is available to residents in parts of suburban Kansas City who have limited access to bus or paratransit service, including Lenexa.

• Wear insect repellent, long sleeves and pants to prevent mosquito bites. • Mosquito-proof your home by installing or repairing screens on windows and doors. • Regularly empty and scrub out items that hold standing water in and around your home. What about mosquito control for larger bodies of water? Ponds with healthy ecosystems attract natural predators like fish, frogs and dragonflies that help eliminate excessive mosquitos. Lenexa’s public lakes and ponds are stocked with fish annually. Public swimming pools with treated water and lakes with moving water aren’t ideal breeding grounds for mosquito larvae. Occasionally, the city uses an over-the-counter larvicide (like Mosquito Dunks) when a noticeable mosquito problem exists in a public body of water. The city doesn’t monitor privately owned or managed ponds for mosquitos. Have more mosquito questions? Contact Johnson County Department of Health and Environment at 913.826.1200.

Residents who are age 65 and older or have a disability can apply to use the RideKC Taxi program. Each one-way trip costs $5 and covers up to 10 miles (the rider pays the cost for distances beyond that). Participants can load up to 10 oneway rides per month on an electronic fare card. SUCCESS OF COST SHARE PROGRAM YIELDS MORE FUNDING Lenexa’s stormwater cost share program has been a tremendous success this year. Thus far, we have had 10 individuals complete projects, and an additional 16 projects are works in progress. We are excited to announce that additional funding has been obtained from Johnson County, and we are continuing the program into the fall for those interested in adding a rain garden, native plantings or rain barrel to their landscape. Full-size plants might be harder to find this time of year, but seeds and seedlings can be planted to get a jump start on next year’s growing season. We will reimburse you 75 percent of your costs, up to $110 for rain barrels and $1,500 for rain gardens or native plantings through the cost share program. Kammi Bean began using the I Like Lenexa app shortly after it launched. Since then, she and her husband Eric and their two sons Kyle, 13 and Bryce, 10 have used it to get to know their community, explore art, history, trails and so much more. As the appointed activity director in her home, Kammi appreciates the service the app provides in helping her come up with ideas for the day. “The achievements are diverse and this summer it even encourages me to get the kids out walking or biking the trails,” Kammi said. The achievement that was the most fun for her to complete was the 2016 civic achievement called “Luck ‘O the Irish,” which featured the creative requirement to find an object that is the same color as each color of the rainbow. The “Take Action” achievement has proved more difficult; it requires attending a City Council meeting — not an easy task when juggling a busy family schedule. “That requirement remains elusive, but is one we still plan to accomplish! Good thing there’s not a time limit.” Since Kammi is a frequent app user, she was invited to test the updated version and found her suggestions incorporated in the new version. She wanted to be able to click on a trail and learn information about it and for pins on the playground passport to be reset yearly to make it easier to keep track of where they’d been. When asked if she had learned anything new about Lenexa—a town she has lived in for 16 years—or visited someplace in the city for the first time as a result of the app, Kammi replied that “The app has pushed our family out of a rut. We went to the Food Truck Frenzy for the first time! Like with the Playground Passport, the app has gotten us into parts of the City that we don’t normally visit.”

The 25th annual Lenexa Artists’ Show will be on display Aug. 23 through Sept. 26 at the City Hall art gallery. This popular, juried show features two- and threedimensional art created by Lenexa residents. You are invited to attend the artists’ reception and awards ceremony at 6:30 p.m., Sept. 15. Lenexa Rocks — Finding art hidden in plain sight Do you love creating and sharing art? Do you get a kick out of finding or hiding treasures? Lenexa is jumping in on a trend where you can paint art on rocks and then hide them in public places to brighten someone else’s day. It’s easy to participate. Simply paint a rock, and then hide it in a public place for others to find. Be sure to write “Post picture to ‘Lenexa Rocks’ on Facebook” on the bottom of the rock. You can also write, “re-hide me.” Please keep things family friendly. If you find a painted rock, you can leave it there for others to enjoy, take it home to keep (but please replace it with another painted

rock), or re-hide it for others to find. Be sure to post photos of you finding rocks or clues for finding a rock you’ve hidden on the “Lenexa Rocks” Facebook group page. Place painted rocks outdoors in

HEART OF LENEXA CONTEST OPEN TO ALL LENEXANS The Lenexa Arts Council is bringing back the Art of Lenexa Contest with a new name and new theme. The HeART of Lenexa Contest is open to anyone ages 5 and older. To participate, create a work of art in any medium, inspired by something you love about Lenexa. It could be anything from your favorite park, school or neighborhood to a business, service provider, historical location or even your own home. Submit your art electronically to art@lenexa.com and tell us about your inspiration. Prizes will be awarded in three age categories (5-12, 13-18 and adult). Entries for this year’s contest are being accepted through Dec. 31. Art should be created during the 2016 calendar year. Participating artists will be invited to show their entries in the February 2017 gallery show at Lenexa City Hall. Lenexa hires pool managers, lifeguards, cashiers and coaches for its three outdoor swimming pools and the new Lenexa Rec Center, which will open in the summer of 2017. Applications for next year’s outdoor pool season will be available in November and in early 2017 for Rec Center jobs at Lenexa.com/Jobs. All lifeguards are required to be StarGuard Lifeguard certified. Training classes are available starting March 2017, with free lifeguard training for eligible applicants. ADA, REGISTRATION & CANCELLATION POLICIES All participants need to sign a release from liability form before registering and participating in any Lenexa Parks and Recreation program. Children need to have the form signed by a parent or legal guardian prior to attending a class. All program cancellations will be determined 48 hours (two business days) before the class is scheduled to begin. In order to prevent cancellations, all registrations are required before the 48-hour deadline. You will be notified if a program is cancelled or changed. Upon request, a confirmation receipt can be mailed for any program. If you need to cancel, call at least five business days before the program begins.
