Nextdoor is an online, private social network that allows verified residents in individual neighborhoods to talk with neighbors about topics that interest you. Lenexa launched its Nextdoor presence in mid-January, and we are actively looking for ways to make this tool an important part of our communications with residents. We have the ability to send messages to specific neighborhoods impacted by things like road closures, crimes in certain areas or other opportunities. Please know that your neighborhood pages remain private. City employees cannot see any of the conversations happening on your neighborhood pages, with the exception of comments made directly on our posts. In this issue, we continue our tour of the Civic Center Project campus and look deeper into the aquatics component of the recreation center. In 2012, the Parks Master Plan identified many needs for recreational programming in the community. Of the top 10 priorities the plan identified, the recreation center at City Center seeks to address four key needs: additional parks and recreation facilities; indoor recreation facilities/centers; indoor aquatics facilities and programming; and senior programs. The need for quality indoor recreation and aquatic space ranked second and third on the list of community recreational priorities. The new 14,000-square-foot indoor natatorium, scheduled to open in mid-2017, will include: • A zero-depth entry pool for individuals of all ages and abilities. • An interactive water play structure. • Open water for recreational swimming and water fitness classes. • Three lap lanes to provide a place for recreation and water fitness classes.

• A lazy river with a current to offer leisure opportunities and an aerobic resistance option for water fitness classes. • A deep water well with a 3-meter platform and 20-foot climbing wall. • A warm water wellness pool for more passive recreation and additional water fitness program space. • Two 40-foot-tall slides that will be wrapped around a spiral staircase and culminate in a shallow runout at the bottom. One slide will be family friendly while the other will be a speed slide. The slides are designed to use water jets in 6 inches of water to slow riders to a stop. Adjacent to the pool, rentable party rooms with prep space are included in the natatorium. These rooms can be used for birthday parties, holiday celebrations and other events. Lenexa residents have once again overwhelmingly shown they value and are happy with the quality of services provided by the city. Results from the recent citizen survey, known as DirectionFinder, revealed that Lenexa is a leader in providing quality services to our citizens.

The survey was administered by the ETC Institute. “Lenexa continues to set the national standard when it comes to overall citizen satisfaction,” said Chris Tatham, CEO of the ETC Institute. “Over the years we have conducted this survey, residents have consistently rated Lenexa as an outstanding community, and this year is no exception. Many local governments are envious of the results seen in Lenexa.” The survey also asked residents to give input on Lenexa’s new Community Development Block Grant entitlement status (see page 11) and how those funds should be spent.

Congratulations to winners of the first Art of Lenexa contest Lenexa’s first Art of Lenexa Contest received 40 entries from 24 artists in the community. Winners include: Adult: First place – Gretchen Rudd, photo of sunset at Black Hoof Park. REVITALIZATION PROGRAM FUNDS NOW AVAILABLE The new year means new funds are available for residents living within the city’s Neighborhood Revitalization District (NRD). The NRD is the area where the city is committed to helping property owners reinvest in their homes. Property owners who make qualified improvements to their businesses or homes may receive financial incentives through either the tax rebate program or the exterior grant program offered by the city. These funds are distributed on a first-come, first-served basis. District boundaries are approximately between 85th Street and 98th Street from Goddard Street on the east and Acuff Lane on the west. DUMPSTER DAYS SET FOR APRIL 9 & 10 If you have bulky items you would like to dispose of, Lenexa’s Dumpster Days is the perfect time to do it. The city has scheduled two weekends for Dumpster Days in 2016: April 9 and 10 and Oct. 8 and 9. Lenexa residents may bring their items to the Lenexa Municipal Services Center, 7700 Cottonwood St. (enter across from Mill Creek Elementary School), from 8 a.m. to 4 p.m. on any of the listed days. Proof of residency may be required. Also available at Dumpster Days is electronics recycling, including TVs, monitors, and other e-waste. Fees include: Car or minivan with seats: $15; SUV or minivan without seats: $20; Small trailer (one axle): $20; Large trailer (two axle): $30; Pickup or panel van: $30; Large truck (dual wheel): $40; Appliances with Freon: $35 each; Tires: $10 each; TVs or monitors: $15 each. Habitat for Humanity ReStore Collection Habitat for Humanity’s ReStore will be on hand on April 9 to collect furniture and other items that can be used or resold. They accept new and gently used, non-stained upholstered furniture, wood and laminate furniture in good condition, lighting accessories and decorative rugs, among other items. There is no charge to donate your items to ReStore if they can use them. Unacceptable items can be disposed of at Dumpster Days for the appropriate fees.

The map above shows general detour routes for the six-month closure and reconstruction of the 95th Street and I-35 interchange, which starts in February.

Starting in mid-February, weather permitting, the Kansas Department of Transportation (KDOT) plans to close Lenexa’s 95th Street and I-35 interchange and rebuild it as a diverging diamond interchange to improve traffic movement. In order to do that most efficiently, the entire interchange and some surrounding streets will be closed for six months. All ramps to and from I-35 will be closed, as will 95th Street from Noland Road to Monrovia Street. Portions of Marshall Drive and Lenexa Drive on either side of I-35 will be closed through June. Underpasses will be added on Marshall Drive and Lenexa Drive to allow traffic to flow independently from 95th Street interchange traffic. Construction to convert Bradshaw Street and Gillette Street into culde-sacs started in January and is scheduled to be complete in May. The new layout of the 95th Street and I-35 interchange will make it

easier to access the highway, get to area businesses and travel through the area. The reconstruction and improvements also include adding sidewalks, pedestrian crossings and new lighting. Utility relocation along 95th Street, Marshall Drive and Lenexa Drive is underway. Detailed information about how local traffic will be accommodated during construction will be updated at regular intervals. The marked detour will be 87th Street Parkway to either Quivira Road or Pflumm Road, but try using U.S. 69 or I-435 and other local streets. Now is the time to start thinking about alternate ways of getting around. During construction, the volume of traffic will increase significantly on the suggested detour routes shown above on the map. Consider allowing extra time to get to your destination, or find additional routes that can minimize potential traffic delays.

area businesses. It may be a bit harder to get to some of them as their normal driveways may shift temporarily during construction, but they will still be open and eager to serve you. If you are concerned about getting to a specific business, contact them to determine the best route prior to traveling. Most of the significant closures will be completed by August, but some finishing work will continue into mid-November. This reconstruction is part of KDOT’s $288 million Johnson County Gateway Phase 2 Project. The City of Lenexa is funding more than one-third of the cost of interchange improvements. This includes ensuring that residents comply with Lenexa city codes. One of the codes we get the most questions about is the where trash bins can be stored. On days that are not your scheduled trash pickup day, your trash and recycling bins should be stored behind the front building line of your home. Taking a new look at Old Town

ART SCHOLARSHIPS AVAILABLE TO GRADUATING SENIORS Graduating high school seniors planning to attend college in the fall of 2016 are invited to apply for visual and performing art scholarships offered by the Lenexa Arts Council.

History abounds in Old Town, but now the city needs residents’ help in planning for the future of Lenexa’s historic district.

Lenexa’s Old Town area is a vital part of the community. It is where our community began its roots, and the traditional mixed-use neighborhood includes businesses, homes and churches, some of which are more than 100 years old. The city recently kicked off a project to develop an action plan for revitalizing Old Town to encourage redevelopment of the area while building on its history and character. Key components of the plan include: • Identifying the right mix of land uses for the area. • Updating design guidelines. • Improving the pedestrian and bicycling facilities. • Enhancing traffic flow, access and circulation. • Ensuring there is adequate parking. The result of this effort will include an action-oriented plan intended to move the Old Town area towards being a walkable, economically viable, and celebrated part of the city.

The Lenexa volunteer program continues to be an important part of our local culture. In 2015, hundreds of volunteers gave 12,696 hours of service to the city. The dollar value of volunteers’ service equates to $292,896.72 (calculating the dollar value at $23.07/ hour, per independentsector.org). Volunteer activities ran the gamut from office filing to collecting recyclable items at festivals to trash pickup along trails and in green spaces. Volunteers are an important part of the Lenexa community and continue to make it an outstanding place to live, work and play. Lenexa Volunteer Hall of Fame We would like to recognize individual citizens who have made significant contributions to the community through their outstanding volunteer efforts. We are looking for those special people who stand head and shoulders above the rest — people who have used their time and energy to make a difference in our community. The Lenexa City Council recently approved changes to both precincts and ward boundaries within the city to accommodate Lenexa’s growing population. To find out who your Lenexa City Council representatives are, head to Lenexa.com/TownTalk for a link to our lookup tool.

Many Lenexa residents will now be represented by a new member on the Lenexa City Council after several changes were made to Lenexa’s ward boundaries. Ward boundary changes were made to ensure each ward has relatively equal population. A disparity in the population between wards required the city to make

ward adjustments. By law, the population in each ward can only vary by a certain amount. The last time boundary changes were made was in 2008, and the city looks at boundaries approximately every 5 years. Boundary shifts were made in each of the wards, with the largest adjustments occurring in Wards

1 and 2, and the changes follow the city’s preferred ward boundary growth scenario established in 1997. You may see a shift in your voting location during the next election, so check to see if your home has changed wards. Public Meeting: Help keep Lenexa a thriving community Do you want a say in how to ensure Lenexa stays a thriving community? You are invited to participate in the city’s Community Development Block Grant (CDBG) kickoff meeting, which will be held at 5:30 p.m. on Feb. 25 at the Lenexa Community Center, 13420 Oak St. The CDBG program administered by the U.S. Department of Housing and Urban Development is focused on developing viable urban communities with decent housing, suitable living environments, and

expanded economic opportunities. In 2015, Lenexa’s population grew above 50,000, designating the city as a CDBG entitlement community. The kickoff meeting will begin with a brief overview of the CDBG program; comments regarding the Citizen Participation Plan, needs of the community, and how to allocate the CDBG funds will be accepted until approximately 7 p.m. For more information, visit Lenexa.com/TownTalk.

I LIKE LENEXA APP “LOTS TO SEE AND LOTS TO DO”

CONSTANTLY IMPROVING The I Like Lenexa App officially launched last May, and since then, more than 1,800 people have downloaded and used the app. They’ve used it to find new parks and playgrounds for their kids, to look up information about Lenexa’s aquatic facilities, and to find festivals to attend and activities to do.

The I Like Lenexa App helps facilitate community engagement at all age levels — from young kids who enjoy playing games to families looking for something to do. “I feel like it helps us get to know the city better,” Nathan said during a recent trip to the Legler Barn Museum. “It helps you go to exciting places, but it also lets you do exciting things and meet exciting people.” The Mestel family completed 20 achievements in 2015 and attended a variety of events they found out about through the Festivals feature. Nathan said his favorite part of the app is the festival achievements because they give him and his friends things to do at each event. “Before, I would just explore, but now when I have the app, I know I gotta do this and I gotta do that,” Nathan said. City staff work to improve the app on a daily basis through bug fixes and constant updates. New features, including setting event reminders, subscribing to news topics, and following friends, will be available this spring.

Seeing how residents use the app has shown staff a lot about our recreation facilities. We can use this data to help continuously make improvements to our parks, pools, trails and playgrounds. FUN FACTS We thought it might be fun to share some information on what we’ve learned about how Lenexa residents used the I Like Lenexa App in 2015. Data below shows which parks had the highest number of check-ins on the app last year.

Eight-year-old Nathan Mestel had one goal last fall: meet the mayor of Lenexa for the “Hello, Neighbor!” achievement on the I Like Lenexa App. He saw the Lenexa Police Department Open House event on the app, and that’s where Nathan’s meeting with Mayor Mike Boehm happened.

We could not be more excited about how the Lenexa community has embraced the app, and about the new features we have planned for 2016, such as event reminders, following friends and an in-app Lenexa “store.”

ADA, REGISTRATION & CANCELLATION POLICIES All participants need to sign a release from liability form before registering and participating in any Lenexa Parks and Recreation program. Children need to have the form signed by a parent or legal guardian prior to attending a class. All program cancellations will be determined 48 hours (two business days) before the class is scheduled to begin. In order to prevent cancellations, all registrations are required before the 48-hour deadline. You will be notified if a program is cancelled or changed. Upon request, a confirmation receipt can be mailed for any program. If you need to cancel, call at least five business days before the program begins.

Refunds will only be made if cancellation does not affect the minimum number required. There will be a $5 processing fee. Refunds generally take three to six weeks. Some senior trips and programs require advance notice and have their own cancellation policies. Refunds are not granted after the activity starts. The City of Lenexa is committed to making reasonable accommodations for disabled persons, as required by the Americans with Disabilities Act. Requests for accommodations must be made at least 10 business days prior to the program or activity.

MIXED-LEVEL YOGA WITH ERICKA BELL

Open to the beginning or experienced yoga student. We’ll explore a Vinyasa-style practice, which will connect movement with breath in a fluid format. Postures will be modified to support each student’s needs. Benefits include an increase in muscle and cardio endurance, along with flexibility and strength. During every practice, we will explore body awareness, alignment and yoga breath. Bring your own mat, water and towel along with any additional yoga props you have (straps/blocks). S

Step back in time when you board the Kansas Belle dinner train in Baldwin City. This beautifully restored train will take you back to the 1940s as you settle in and relax in the gorgeous seating area. After learning about the train’s history, view the beautiful spring foliage while on this 22-mile roundtrip. Enjoy music of the 1940s while dining on a seasonal three-course menu. City of Mission will join us for this trip with a separate pickup at Sylvester Powell Community Center (SPCC). Register by March 28. W

Join us for some good ol’ fashioned fun as we start our day in Gower, Mo., at the Comanche Acres Iris Farms. Learn about lovely flowers, stroll through the farm’s blooming rows and visit the farm store and pick up Irises to take home. Next we’ll enjoy lunch in town at The Barn, followed by a tour and wine tasting at The Windy Wine Company and a tour of the Shatto Milk Company in Osborn, Mo. Deadline 4/1. W

Visit the Flint Hills for fun and educational tours, including the Columbia Theatre in Wamego, Kan., featuring huge murals from the 1896 Chicago World’s Exposition. Enjoy lunch at a local café, visit the Oz Museum, and sample wines at the Oz Winery. We’ll enjoy dinner at the Lazy T Ranch and then spend the night in Manhattan, Kan. The next day, we’ll go to Washington, Kan., to tour KSDS, where service dogs are trained, and enjoy lunch complete with MarCon pie.
