MELANIE ARROYO WARD 3

Melanie Arroyo is the first Latina elected to the Lenexa City Council. Melanie is a graduate of Shawnee Mission schools and graduated from the University of Saint Mary in 2014 with a bachelor’s degree in Studio Art and Psychology. She continued her education at Emporia State University where she graduated with a master’s degree in Clinical Counseling and a master’s degree in Art Therapy. Currently, Melanie works as a clinical counselor and art therapist, and is the owner of her private practice. She has experience working with children and adults from a range of cultural backgrounds, disabilities and diverse identities. As a mental health professional trained in trauma informed care and cultural humility, Melanie brings a unique perspective and listening ear to City Council and to the residents of Ward 3.

Craig Denny moved from Iowa to Lenexa in 1985 to be chief engineer in Terracon's growing Lenexa office. He retired from Terracon in 2020 after a 47-year career.

STATE OF THE CITY

Craig has served and led many community organizations during the last 30-plus years. In 1994, he was inducted to the Lenexa Volunteer Hall of Fame. The same year, he was appointed to Lenexa's Parks and Recreation Board, where he served as chairman 10 times. In 1997, he was elected to the Shawnee Mission Board of Education. Craig was reelected four more times, serving as president and vice president numerous times.

Two new City Council members — Melanie Arroyo and Craig Denny — were elected in November 2021 and sworn in on Dec. 7. Incumbents Joe Karlin (Ward 1) and Bill Nicks (Ward 2) were also reelected to four-year terms in the November election.

He spearheaded Lenexa’s 100th Anniversary celebration in 2005. In 2007, he co-led Lenexa’s Vision 2030 campaign. He has been an active member of the Lenexa Chamber of Commerce since 1990 and was elected chairman in 2008. Craig’s public and community service involvement includes: Lakeview Village Board of Directors, Iowa State University Alumni Association Board of Directors, ISU Foundation Board of Directors, Terracon Board of Directors, Terracon Foundation Board, Lenexa Rotary Club, Lenexa Historical Society, American Society of Civil Engineers, Academy of GeoProfessionals and Lenexa Economic Development Council. Craig, a U.S. Army veteran, holds a bachelor’s and master’s degree in civil engineering from Iowa State University and a PhD from the University of Kansas. He has received many honors and awards for his professional work and philanthropy.

Providing excellent service, setting the right priorities and cultivating an exceptional community requires any local government to regularly collect fair, measurable feedback from its residents. And according to data from a recent survey, this is a happy time to be a Lenexan. Every other year since 2001, the City of Lenexa has worked with ETC Institute to survey Lenexa residents. This statistically valid survey measures overall satisfaction with major city services like public safety, code enforcement, city property maintenance, parks and recreation and more. The survey also asks residents to gauge how much of a priority certain services should be. The results of this fall’s survey? Lenexa continues to not only exceed the Kansas City metro area and United States in satisfaction ratings – the City has also significantly outpaced its own scores since 2019 and earlier.

In fall 2021, 791 residents completed the most recenty satisfaction survey, far exceeding the goal of 600 completed surveys. The sample size helps ensure the results are accurate. These results have a precision of at least +/-3.5% at the 95% level of confidence.

In 2021, Lenexa’s Governing Body adopted a new set of Guiding Principles to inform the mission and daily operations of the City. They serve as a framework to guide policy decisions, planning processes, community initiatives and daily activities of the organization. These principles are based on the themes from Vision 2040, the community-driven plan developed by Lenexans based on their hopes and desires for Lenexa’s future. BIKE-SHARE PROGRAM IS A RECREATIONAL AND FINANCIAL SUCCESS Lenexa’s bike-share program with Ride KC Bike has continued to increase in popularity and has become one of the best-performing bike-share partnerships in the Kansas City metro area. In the third quarter of 2021, so many people enjoyed cycling through Lenexa on autumn days that the bikes paid for themselves. User fees for this period were higher than Lenexa’s monthly maintenance contract for the bikes. During 2021, more than 1,500 people enjoyed this program, which offers e-bikes at eight city parks and locations.

The Lenexa Public Market served up fantastic food and community events for the fourth year in a row. Three new merchants — African Dream Cuisine, Mr. D’s Coffee and The Tasting Room — joined the Market, and longtime stall merchant Red Kitchen expanded into one of the Market’s large anchor spaces. The large, welcoming outdoor gathering space on the Lower Commons drew plenty of people during the worst of the pandemic. As conditions improved, we saw record crowds building at Friday Night Sound Bites. Events like Kid Makers Market, Family Night, cooking classes, Utepils and holiday festivities helped the Market feel like the ultimate community gathering space it was designed to be.

ADVANCED TRAINING FOR MEDICAL EMERGENCIES The Fire Department continues to transition to deliver advanced level service from emergency response staff by training paramedics. While each operational member of the department is licensed as an emergency medical technician, paramedics can do more advanced procedures like starting IV lines, administering medications and performing tracheotomies. Currently, 33 Lenexa Fire personnel are credentialed as paramedics — 11 of them credentialed in the last three years — and another seven are completing the licensure program.

Several members of the Lenexa Police Department were recognized at the 2021 Metropolitan Chiefs and Sheriffs Association Awards for Valor for their response to an incident on May 25 at Extended Stay America. Officer Payton Prock also received the Officer of the Year Award for heroic efforts in pulling a fellow officer to safety during this critical incident.

POLICE DEPARTMENT RECEIVES TOP MENTAL HEALTH CERTIFICATION The Lenexa Police Department was one of just four agencies, and the first municipal agency, across the United States to be Gold-Certified by CIT International in crisis intervention training and best practices. This innovative community response model helps those in mental health crisis access treatment rather than entering the criminal justice system.

PAVEMENT MAINTENANCE KEEPS STREETS IN TOP SHAPE, PREVENTS COSTLY FUTURE REPAIRS The 2021 Pavement Management Program brought new surface treatments to Prairie Star Parkway (from its westernmost point to the bridges west of Ridgeview Road), Woodland Road (from 95th Street to Prairie Star Parkway), Renner Boulevard (from College Boulevard to the south city limits) and Strang Line Road (from Greenwood Street to the south city limits). An ultra-thin bonded asphalt surface was applied to streets in residential areas including Greystone Estates and Graystone Estate South. QUIETER TRAIN HORNS ARRIVE IN OLD TOWN

Wayside horns are now activated at the Noland and Pflumm Road railroad crossings. These stationary horns emit a targeted sound to alert of coming trains and significantly reduce noise pollution in Old Town. You may still hear a train horn if there’s a safety concern, like workers in the area.

SAFER WAYS TO CYCLE AND STROLL LENEXA Enhancements to Lenexa’s robust multiuse trail network benefit both cyclists and pedestrians. Design work began on a tunnel under 87th Street Parkway that will provide a safe, accessible connection for users of the popular Little Mill Creek Trail. Utility work will take place this winter, with installation of the tunnel planned for summer 2022. Lenexa began implementing recommendations from the 2019 Complete Streets study in 2021. New bike lanes, sharrows and signage have enhanced safety and comfort as part of a bike route connecting Old Town to central Lenexa and other key points in the city. More updates are planned over the next several years.

IMPROVING OUR SIDEWALK NETWORK

Work kicked off on the 2021–2022 Sidewalk Repair Program in late 2021. A half mile of the Flat Rock Creek Trail was improved from a 6-foot-wide asphalt trail to a 10-foot-wide concrete trail. By May, weather permitting, crews plan to replace about 3 miles of sidewalk in five residential neighborhoods and fill seven key gaps in the sidewalk network.

Lenexa lined about 13,855 linear feet of stormwater pipe — far surpassing our annual goal of 5,000 linear feet — to prevent the corrosion that causes flooding.

City Council Member Julie Sayers was one of 20 officials across the country appointed to the Champions Institute. The program — an initiative of Smart Growth America and the Centers for Disease Control and Prevention — helps locally elected officials equitably define, design, build and evaluate complete streets in their communities.

We also replaced 4,854 linear feet of pipe.

Lenexa addressed drainage issues through two stormwater improvement projects in the Lakeview and Ashley Park neighborhoods. EVEN MORE STRATEGIC COMMUNITY INVESTMENT NEW GRANT PROGRAM HELPS RESIDENTS MAKE HOME REPAIRS

A NEW HOME FOR POLICE & COURTS

Lenexa launched an enhanced Exterior Grant Program to help reinvest in the City’s existing housing stock and keep neighborhoods safe and beautiful. Thirteen grants totaling $44,410 were awarded, resulting in about $105,000 of private improvement. Details about the 2022 program, which will feature changes based on feedback from residents and elected officials, will be released in late February.

Design work began on the new Lenexa Justice Center planned near Britton Street and Prairie Star Parkway. The new facility will meet the future space and staffing needs for police, court and police training with enhancements to security, training, communications, dispatch and records and evidence storage. Construction on the new facility is expected to start in 2022, and operations will continue out of the current Public Safety Complex at 87th Street and Monrovia until construction is complete.

DESIGN STARTS ON NEW PARK AT MIZE LAKE Lenexa continues to improve its park system by investing in new amenities. Cedar Station Park was designed in 2021, and the park is expected to be built in 2022.

More than 1,000 guests attended a family-oriented Fire Department open house in October.

INCLUSIVE COMMUNITY BUILDING Enthusiastically engage the public in community initiatives and visioning, including intentionally seeking input and ideas from a diverse assembly of stakeholders.

WEIGHING IN ON CODE CHANGES Resident feedback played an important role in two City Code updates. More than 1,600 people responded to a 2020 survey that helped Lenexa craft and adopt its first zoning regulations addressing homeless shelters in March 2021. In spring 2021, nearly 2,400 residents also weighed in on changes to recycling collection Code. Under the new changes approved in May 2021, haulers are required to offer weekly recycling collection, but they can also offer biweekly collection for those who prefer that option.

Connecting with Lenexans The Lenexa Police Department continued to provide opportunities to connect with the community. Public events included Snow Cones with Cops, Understanding Use of Force Workshops, Youth Police Academy and the Citizens Police Academy. Lenexa started the process to create a new Comprehensive Plan in mid-2021. Through surveys, online mapping tools and workshops, hundreds of Lenexa residents, business representatives, students, community leaders and other stakeholders provided their feedback on how Lenexa should grow and develop over the next 25 years. Resident input shaped plan to transform OUTDOOR POOLS The Aquatics Study Public Engagement process, which wrapped up in 2021, confirmed that aquatics is overwhelmingly valued and supported by residents. After collecting feedback from user-group meetings, surveys, an open house and other education efforts, the Lenexa City Council voted to transform Indian Trails Aquatic Center into a community-wide outdoor pool with a modern mix of amenities and later rebuild Ad Astra Pool with amenities to complement nearby Indian Trails. Both facilities are aging and in need of significant structural and mechanical improvements.

SUSTAINABILITY BY THE NUMBERS More than 550 bags of recyclable materials were collected from our parks and diverted from the landfill. More than 150,000 dog waste bags were used in Lenexa parks to help keep our parks beautiful and keep harmful bacteria from pet waste out of our streams. Through a new marketsponsored composting program, Public Market merchants diverted about 10,700 pounds of food waste from landfills in 2021.

GOATS GRAZE AT SAR-KO-PAR TRAILS PARK A goat herd was hired to clear invasive plants out of the streamway at SarKo-Par Trails Park, which resulted in tremendous exposure for Lenexa’s Rain to Recreation program. Scores of residents and visitors stopped by the park to visit the herd of 42 goats. The presence of the goats drew attention to ways residents can help protect the city’s streams, including removing invasive species on their property, not littering and picking up after their pets.

HEALTHY TREES ACROSS LENEXA PROVIDE COUNTLESS ECOLOGICAL, AESTHETIC BENEFITS

Lenexa has seen a 24% reduction in fuel costs since replacing older fleet vehicles with newer, fuel-efficient vehicles. Prescribed burns reduce weeds and nonnative plants and keep beneficial native prairie plants healthy. Lenexa burns 60 to 100 acres each year. 99% of Lenexa’s city-owned streetlights have been converted to LED streetlights, saving the City about $400,000 each year and producing a brighter, whiter light that improves visibility.

ADEQUACY OF STREET LIGHTING

Keeping the urban forest thriving is a priority for Lenexa’s Parks staff. Lenexa was named a Tree City USA for the 33rd consecutive year, and city staff planted 349 trees in 2021. Lenexa is also helping residents replace dying trees. The Ash Tree Replacement Reimbursement Program paid out $3,332.99 in 2021 to help residents replace ash trees infected by the emerald ash borer. IMPROVING HIRING PRACTICES Human Resources implemented numerous initiatives to make the City’s recruitment process more inclusive, open and userfriendly for job seekers. New software makes the application and selection process easier and more intuitive, improving the applicant and candidate experience. FOCUS ON MENTAL HEALTH A mental health roundtable gave employees the opportunity to ask anonymous questions about mental health issues and highlighted resources available to employees through their City benefits. Lexi Blue, a goldendoodle dog, joined the Police Department to provide comfort to Police employees, crime victims and individuals involved in traumatic events. The Police and Fire Departments started a First Responder Wellbeing Education Program to enhance emotional wellbeing. EMPLOYEE ENRICHMENT Human Resources and Park University partnered to create Lenexa Leadership Foundations, a six-month training and enrichment program for emerging leaders across the organization. Cancellation policies All program cancellations will be determined two business days before the class is scheduled to begin. All registrations are required before the 48-hour deadline. You’ll be notified if a program has been canceled or changed. If you need to cancel, call at least five business days before the program begins. Refunds only made if cancellation does not affect minimum participant number. There will be a $5 processing fee. Refunds take 3–6 weeks and are not granted after the activity begins.
