ON T HE C O VER Rolling Magic Skate Park opened in September to enthusiastic crowds ready to enjoy the new attraction’s many exciting features. The new amenity replaced the original skate park at Sar-Ko-Par Trails Park (which was significantly deteriorating) with a better layout and a design crafted by extensive community input. The grand opening event brought out hundreds of skaters, riders and spectators to enjoy demonstrations by skilled performers, food trucks, helmet fittings and fun activities. My name is Julie Sayers, and I have the true honor of succeeding Mike Boehm as the next mayor of our great city. My service to you in this role is the continuation of my experience on the City Council, where I have represented Ward 4 since 2019.
and events, can often be found enjoying an IPA at Limitless Brewing, or walking the city’s beautiful trails with our dogs Pete and Lucy. We also love our U.S. National Parks and spend our precious vacation time trying to visit as many as we can each year, with the goal of visiting all 63.
My path to public service comes from the foundation of a career in the design and construction industry, where I have practiced as an interior designer and now as an owner and principal of a commercial furniture dealership called encompas. Having had the privilege to serve as a council member, I am confident in the continuation of our responsible community development strategy as our city continues to grow. As a designer, I know that we also must continue to reinvest in our historical neighborhoods and infrastructure so that all parts of Lenexa remain healthy, beautiful and connected.
Having navigated the first year as a new owner of my business, I know that change can come with both challenges and opportunities. This is the first time our city has had a new mayor in more than 20 years. Ensuring a smooth transition in City leadership, maintaining our world-class professional staff, and continuing to build relationships are my top priorities as I take over in this role. Lenexans consistently provide feedback via our resident surveys that they receive exceptional value in the services provided by the City. We have amazing parks, signature festivals, well-maintained roads, and the highest caliber public safety departments. With our team on the City Council, we will continue to pursue and prioritize programs and services — from swimming pools to snow removal — that make everyday life better for residents. It is our responsibility to be good stewards of the tax dollars entrusted to us, and it is my goal to make sure residents continue to see an exceptional quality of life.
I grew up in Topeka and attended the University of Kansas, where I obtained my bachelor’s degree in interior design. After college I practiced interior design at AECOM (formerly Ellerbe Becket), one of Kansas City’s firms that specializes in NBA, NFL and collegiate sports facilities. These massive, complex projects provided the foundation for my career and helped me fully understand the impact of the built environment, management of budget and schedule, and coordination with multidisciplinary teams — all of which have been tremendously useful in my time on our Governing Body. As a little girl, I often visited Lenexa with my grandparents, who owned a graphic design and printing company near Old Town called Colanco Color. When my husband, Scott, and I were looking to purchase a home in 2014, my memories of the area certainly made it feel like home, and led us to choose our house in the Oak Park area. Since then, we have come to love Lenexa’s many festivals
My name and face may be new to many, but the path I walk is the same as Lenexa’s has always been: doing the right things, for the right reasons, and in the right way. I look forward to building upon our success and the collective bright future we have ahead. With my profound gratitude,

Mark Charlton is a licensed architect in Kansas and holds a bachelor’s degree in architecture from Kansas State University with a certificate in regional and community planning. He has lived in Lenexa for over 20 years.
A life-long resident of the Kansas City area, Chelsea Williamson and her husband, David, have lived together in Lenexa since 2016 with their two dogs, Ollie and Odin.
Mark brings a broad perspective of the area, having lived his entire life in Johnson County and worked in cities on both sides of the state line. He started his career in architecture in 1992 and has worked with a few local Kansas City architectural firms and developers during his 30-year career. He continues to practice architecture and construction, starting his own Lenexa-based small design-build architectural, consulting and construction firm in 2014. He is also experienced in renewable energy – photovoltaic solar array design and installation. Mark and his wife, Jennifer, have three sons. Their family has lived in two neighborhoods in Ward 2. Mark designed and built their current home in 2016 and serves on the homes association board for Falcon Valley. Mark handed out water as a volunteer at the inaugural TAB Freedom Run in Lenexa in 1979 and continued for several early years of the event. He even worked for Lenexa one college summer mowing parks and right-of-way. He has served in volunteer positions for Holy Trinity Catholic Parish and the St. Joseph Parish Catholic Youth Organization.
Chelsea is an attorney in private practice with over 20 years’ experience in consumer protection and bankruptcy. She completed her undergraduate studies at the University of Kansas, where she obtained a B.S. in business administration in 1997. She attended law school at UMKC and obtained her law degree in 2001. She is licensed in Missouri and Kansas state and federal courts. Chelsea is a published author, a frequent public speaker and lecturer. She is a former member of the Local Rules Committee for both Kansas and Missouri Bankruptcy Courts assisting the judges in writing the local rules for the Federal Bankruptcy Courts. She is a volunteer attorney providing pro bono legal assistance for the Volunteer Attorney Project with the Western District of Missouri Legal Aid and sits on the Legal Redress Committee for the Johnson County chapter of the NAACP. In her spare time, Chelsea accompanies her musician husband to his local gigs, and they travel to New Jersey to visit their daughter, son-in-law and granddaughter.

MEMBERS CHRIS HERRON WARD 4 Chris Herron has a bachelor’s degree in history from Dartmouth College and an MBA specializing in finance and accounting from Southern Methodist University. Currently a project developer at Eneus Energy, a green ammonia plant developer and operator, his expertise spans finance, project development and corporate management within the energy sector. Throughout his career, Chris has overseen significant natural gas power plant developments, managed job-financing initiatives and gained valuable international work experience. He has also made notable contributions as a member of nonprofit boards. Outside of work, Chris is an avid learner, reader and trivia enthusiast. His personal passions span American history, political theory, beekeeping, nonfiction literature and quirky comedy films and TV shows. He values relationships, connecting with people, and lives by the Golden Rule. He is a strong advocate for democratic principles, voting rights, equal opportunities and the power of optimism. His hope for the future is that Lenexa can serve as a model for how people with different ideas, beliefs and values can coexist and thrive together. Chris and his wife, Gretchen Rauch-Herron, have one daughter, Sara. They share their home with three dogs — Maddie, Ellie and Fern — and a 20-year-old cat named Princess.

They are held on the first and third Tuesday of the month in the Community Forum at Lenexa City Hall, 17101 W. 87th St. Pkwy. Meetings typically begin at 7 p.m. The City Council sometimes holds Committee of the Whole meetings or work sessions on the second or fourth Tuesday of the month. PREVENTING VEHICLE THEFTS The Lenexa Police Department distributed free antitheft steering wheel locks to Lenexa residents who own certain models of Kias and Hyundais. Due to a manufacturer vulnerability, these cars were highly targeted by car thieves across the country, including in Lenexa. The locks given out by the Police Department will deter potential thieves and give car owners peace of mind.
CONNECTING WITH THE COMMUNITY In October, the Police Department held a cookout to celebrate National Night Out with Lenexa residents. National Night Out is an annual community-building campaign that promotes police-community partnerships across the country. This was the first time that Lenexa has participated in this event. The Police Department plans to celebrate NNO again in the fall of 2024.
NEW LENEXA JUSTICE CENTER TAKING SHAPE The future Lenexa Justice Center is on track to open in late summer 2024. This new headquarters for the Police Department and Municipal Court will allow these operations to move out of the Public Safety Complex, which has numerous mechanical issues, space/layout limitations and other challenges. The $73-million campus at Prairie Star Parkway and Britton Street will enhance security, training, communications, dispatch and records and evidence storage, in addition to welcoming areas for public activities. TWO NEW FIRE TRUCKS were welcomed in to the Fire Department fleet in fall 2023. Each apparatus is assigned to eight to 10 years of front-line service and eight to 10 years of reserve service to ensure we have a highquality, reliable fire fleet. The department celebrated their arrival with a push-in ceremony — a tradition that's been around since the 1800s.
NEW BUILDING ALLOWS FASTER EMERGENCY SERVICE IN NORTHEAST LENEXA A new climate-controlled building behind the former City Hall allows the Lenexa Fire Department to offer 24-hour emergency services out of the old building, effectively making it a sixth fire station. Extreme weather conditions can damage pump equipment and medical supplies, so operations at the site were limited while fire apparatus had to be stored outside. The City of Lenexa is in the early stages of planning what a permanent Fire Station 6 could look like at the former City Hall/Public Safety Complex site near 87th Street Parkway and Monrovia. A preliminary design is expected in 2024.

EXPANDING OUR STREET & SIDEWALK NETWORK A new traffic signal was installed at 99th Street and Canyon Creek Boulevard in 2023. Crews are now building 99th Street from 98th Street to future Clare Road and Clare Road from 97th Terrace to the future 99th Street extension (shown in dashed purple line on map). REVITALIZING EXISTING ROADS The Pavement Management Program keeps Lenexa’s roads safe and in good condition through preventative maintenance. In 2023, Lenexa resurfaced about 53 lane miles of both neighborhood streets and major thoroughfares to help maintain their life (locations shown in green). About $37 million is set aside for resurfacing and concrete work over the next five years.

Falcon Valley Drive was the first street reconstructed from the ground up through the new program (shown in dark blue on the map at left). Sidewalks, curbs and gutters were also replaced or added, as were underdrains that will prevent the road from rapidly deteriorating again. Kansas Highway 10 forms most of our southern border with Olathe. It connects Lenexa residents and businesses to Interstates 435 and 35, plus cities to the west including De Soto, Eudora and Lawrence.

The Kansas Department of Transportation (KDOT) is working with local partners, including the City of Lenexa, on a project to enhance safety and improve traffic flow along the Kansas Highway 10 (K-10) corridor. Today, travelers are slowed by severe to moderate congestion between Kansas Highway 7 and I-435, especially during peak hours. This congestion is expected to worsen as areas along the highway rapidly develop with more homes and businesses. At this stage of the project, officials are identifying and evaluating potential improvements and asking for public feedback on these ideas. Options being considered include: •
Widening K-10 from the Douglas/Johnson County line to I-435
•
Improvements at existing interchanges
•
Potential new overpasses or interchanges at Lone Elm Road and Clare Road
•
Improvements at the K-10/K-7 and K-10/I-435/I-35 highway interchanges
•
New tolled express lanes from Cedar Creek Parkway to I-435 (existing lanes would remain toll-free)
•
Transit, technology and other opportunities

NEW EV CHARGING STATIONS AT OLD TOWN AND CITY CENTER Electric vehicle owners can now conveniently charge their vehicles while enjoying a day at the Lenexa civic campus or strolling Old Town Lenexa. A total of six EV chargers were installed in the civic campus parking garage and at the end of the Santa Fe Trail Drive parking lot in 2023.

A small segment of trail installed this year between Bourgade Avenue and Allman Street along 87th Street Parkway was the last piece needed to wrap up a key recommendation of Lenexa’s Complete Streets Plan. This trail section completes our “bicycle boulevard,” which connects Old Town to central Lenexa and other key destinations around the city. The bicycle boulevard — created with community input — designates a safe route for cyclists to follow through the City. It's a mix of “share the road” signage, wide multiuse paths and “sharrows”: pavement markings that indicate drivers should expect cyclists. The loop primarily travels along low-to-medium-speed and -volume streets. Lenexa’s Complete Streets Plan was accepted in 2019. The plan includes recommendations to provide access and connectivity; improve safety and comfort; and encourage a culture of walking and biking. ENHANCI N G B US TR AV EL Johnson County launched its new Route 487 in August. This zero-fare bus route links Lenexa City Center to the Mission Transit Center, traveling through downtown Overland Park and Prairie Village. As of Dec. 1, total construction permitted in 2023 was more than $565 million — the first time Lenexa has permitted more than a half billion dollars in one year. Construction is up $200 million over the previous year ($343 million in 2022) and nearly $100 million more than our previous record ($468 million in 2018). AdventHealth’s new Lenexa City Center Hospital accounted for nearly 30% of the total construction permitted in 2023. Development at City Center totaled more than $182 million, including an addition at Springhill Suites, new construction of several eateries at Restaurant Row and a remodel at the Domain Apartments. That record number is still climbing. This publication has to go to press in mid-December, and there were several large pending projects ready to receive permits any day. C OM IN G S OON : L EN EX A’ S C OM P R EH EN S IVE P L A N U P DATE A FUTURE-FOCUSED PERSPECTIVE ON DEVELOPMENT A well-thought-out and strategic Comprehensive Plan helps cities responsibly plan for growth. By analyzing individual development proposals, code changes and future infrastructure projects through the lens of this big-picture plan, we can help ensure that each action contributes to the long-term benefit of and vision for the city as a whole. Throughout 2023, Lenexa officials, staff and a team of consultants continued to work on a new Comprehensive Plan that will help encourage a well-balanced blend of land uses and deliberate development over the next two decades. In the spring, staff and elected officials took a close look at three land use scenarios that illustrated how Lenexa could develop over the next 20 years and how these changes could impact the community. The Governing Body and Planning Commission considered the impacts of different levels of density and intensity; where different uses — like residential, commercial and industrial — are compatible and desirable across the city; and which components of the scenarios best achieved long-term goals established through Vision 2040 and other citizen-led planning efforts. Guided by the Governing Body’s feedback on the land use scenarios, public input, and current and foreseeable market trends, staff and their consultant team have been refining a draft of the new Comprehensive Plan over the last several months. They’ve also worked alongside the staff overseeing the in-progress Parks & Recreation Master Plan to ensure these two efforts align in areas like the location of future parks and trails. The public will be invited to check out the proposed Comprehensive Plan at an open house in early 2024. The mayor and City Council will begin review of the proposed document around the time of the public open house. RECORD INVESTMENT FOR UPDATING ESTABLISHED HOMES Funding for the Exterior Grant Program was doubled for 2023, but it generated three times the total investment of the previous two years. The Exterior Grant Program awarded $85,971 in grants last year, which helped make nearly $265,369 in updates to 22 homes. Restricted by home value and age, this program helps refresh aging homes and neighborhoods across the city. Recipients may receive a 50% match in funds up to $5,000 for eligible improvements that enhance appearance, quality and safety. Applications for 2024 grants will be accepted March 1–April 15. AN AWARD-WINNING WAY TO CROSS THE STREET Lenexans enjoyed watching a tunnel be built under 87th Street Parkway at Sar-Ko-Par Trails Park over just five days in 2022. Throughout this year, we’ve loved seeing crowds of pedestrians and cyclists cross safely under the busy street, and celebrated winning awards for this unique project. In 2023, the tunnel won awards for 2022 Civil Engineering Project of the Year (American Society of Civil Engineers Kansas City Section) and Transportation Project of the Year for Small Cities (Kansas City Chapter of the American Public Works Association). 16

The City of Lenexa hosts collegeage interns in several departments each summer to build a skilled and dedicated future public workforce. This year, we took the opportunity to introduce high school students to the many careers you can pursue in local government. Through the ProX program, we selected five interns from nearly 600 area high school students at an on-the-spot hiring event. The interns spent 21 hours per week over five weeks rotating through nine City departments. “This was very active, the community was exceptional, everyone was very kind,” one participant said.

After covering the entire city twice, crews had collected 2,144 dump truck loads of debris.
Two severe windstorms in July left historic damage across Lenexa. The severity and extraordinary citywide impacts of the tree and limb damage were met with an unprecedented response. City crews spent nearly a month doing curbside debris pickup. By comparison, they collected 154 loads
from the June 2022 tornado.

Her menu focuses on three favorite Korean dishes topped with generous helpings of meat and vegetables: bibimbap, rice served with traditional vegetables and an egg; japchae, sweet potato noodles; and rice bowls.

In a recent survey, over 90% of visitors said they were satisfied or very satisfied with customer service, quality of products and vendor knowledge. We will work to meet our customers' needs by continuing to seek out even more produce at the Market. This year, we’ve also seen a big jump in customers wanting readyto-eat products.

All the products at the Farmers Market are grown, raised or made within Kansas or 250 miles of the Market. To support more farmers across the region, we allow our vendors to carry products from other farmers and food vendors. At each Market, you could visit up to 41 vendors booths representing more than 62 businesses. We work to create a dense market with lots of product choices. Attendees also enjoyed the ambience of background melodies by 12 musicians and handmade creations by 26 artists over our 2023 season.

Work begins in January on a project that will transform the existing Lenexa Community Center and Senior Center campus into a more vibrant, welcoming destination. A DYNAMIC OUTDOOR GATHERING SPACE Adding more than 3,500 square feet of space to the existing Community Center will allow senior programming to move into the renovated facility. The current Senior Center and its parking lot will be razed, creating space to enjoy sports, leisure and nature.
More than $12 million in improvements will consolidate these two aging facilities into a single space that better serves the needs of users, the neighborhood and the community. It will be called the Lenexa Old Town Activity Center. The campus at 93rd Street and Pflumm Road hosts many of Lenexa’s senior programs (including meals), as well as recreation programs and drop-in activities. It’s also a popular rental location. But the Community Center is aging and has a number of challenges. Built on three levels, it’s difficult to navigate. The Senior Center has also reached the end of its useful life.
The campus will welcome four pickleball courts, shuffleball courts and open turf areas. Spectators can lounge in outdoor seating on the awningcovered “pickleball porch.” Glass doors and windows along the western wall of the gymnasium will connect it to this shaded outdoor seating area.

It will have its own inviting entrance with ADA parking stalls close by. Activities currently housed in the Lenexa Senior Center are expected to move permanently to this new wing in September. A MODERN AND INVITING FACILITY Replacement of the Community Center's aging façade materials will improve energy performance and transform its appearance. Expansive windows in the new multiuse additions and gym will bring nature indoors. Visitors will be greeted by a vibrant mural wrapped around a corner of the building — and there’s still time for you to help pick a design! BLACK HOOF PARK DISC GOLF COURSE SCORES WITH VISITORS Lenexa’s new Black Hoof Park Disc Golf Course has already made its mark as a premier destination for the sport’s aces and amateurs. Lenexa marked the opening of its new courses at Black Hoof Park with the inaugural Black Hoof Open fundraiser tournament in spring 2023. Beginners and families will enjoy the approachable 9-hole course near the park’s shelters and playgrounds. Disc golf enthusiasts have flocked to the 18-hole championship-level course that winds through 80 acres of rugged wooded terrain. The new courses were an Editor’s Choice pick in Kansas City Magazine’s Best of KC 2023.

Residents envision the future of Parks and Recreation Work began in 2023 on an updated Parks & Recreation Master Plan, which will create a clear set of public-inspired goals to guide professional staff and elected officials. Throughout the year, residents and other stakeholders shared their priorities through open houses, focus groups and an online interactive map. The plan will identify a 10-year vision for Lenexa Parks & Recreation program offerings, general capital improvements, facility management, park amenities and future options for parks and trails. The plan will align with Vision 2040, the City of Lenexa’s community-wide visioning effort, and Lenexa’s Comprehensive Plan, which is also currently being updated. Staff and consultants completed work on an extensive evaluation of existing parks, trails, facilities and programs. As they prepare the final report, they are looking at recreation trends, a needs analysis and peer city assessment. Staff will bring the plan to City Council for consideration in early 2024. 24
