2024 RECOMMENDED BUDGET

The City of Lenexa’s annual budget process kicks off in late June. This year, the Council will consider approving a 2024 Recommended Budget that allows the City to continue providing exceptional services while lowering the property tax rate for the sixth consecutive year.

The 2024 Recommended Budget is available at Lenexa.com/Budget. This document includes a financial overview, individual department and fund budgets and more helpful details. If you have questions or comments during the budget approval process, send them to budget@lenexa.com.

COMMITTEE OF THE WHOLE MEETING: BUDGET REVIEW

7 p.m. The Mayor and City Council review the overall 2024 recommended budget for the first time together. No action will be taken – Committee of the Whole meetings are for planning and discussion purposes only. The recommended budget is posted online before this meeting at Lenexa.com/Budget.

COMMITTEE OF THE WHOLE MEETING: DEPARTMENT UPDATES

7 p.m. City staff walk the Governing Body through proposed changes to each department’s sections of the budget and answer the Mayor and Council’s questions.

ESTIMATED TAX NOTICES MAILED

Property owners will receive an estimated tax notice from Johnson County that outlines public hearing dates and proposed property tax rate changes. A 2021 state law requires that all taxing jurisdictions — like cities, counties and school districts — send out a mailed notice and hold a public hearing if they intend to exceed the revenue neutral rate. This is the mill levy needed to generate the same amount of property tax revenue as the prior year, using the current year’s assessed valuation amounts. It’s very common for taxing jurisdictions to exceed this rate so they can maintain and expand services.

BUDGET OPEN HOUSE

5 to 7 p.m. This is a great opportunity for Lenexa residents to ask questions and talk with the staff who prepare the annual budget. Stop by Lenexa City Hall any time during the event to explore a series of stations about budget highlights and get expert answers to your more in-depth questions. An overview presentation will be given a couple of times during the event in the Community Forum.

SPECIAL CITY COUNCIL MEETING: PUBLIC HEARINGS AND VOTES

7 p.m. The City Council will hold two public hearings: One for the City’s intent to exceed the revenue neutral rate, and one for the 2024 recommended budget. If you’d like to give verbal feedback on the budget to the Mayor and Council, this is the right time to do so.

The Council plans to consider adopting a resolution to exceed the revenue neutral rate and a resolution to approve the 2024 budget during the same meeting as the public hearings. NEW JUSTICE CENTER TAKING SHAPE

In May, Lenexa City officials celebrated an exciting milestone of the Lenexa Justice Center Project with a topping out ceremony. This event is when the last steel beam is raised into place at a building under construction.

Work on the new Justice Center at Prairie Star Parkway and Britton Street began in fall 2022. When it opens in late spring 2024, this inviting, modern facility will serve as the headquarters for Lenexa’s Police Department and Municipal Court. Learn more at Lenexa.com/JusticeCenter.

Have a safe and enjoyable Independence Day celebration

Remember: it’s illegal to discharge, fire or ignite fireworks within the Lenexa city limits. The following are not considered fireworks and are OK to use in Lenexa:

• Paper caps with less than .25 grain of explosive

Historically, the Lenexa Police Department responds to numerous fireworks calls around July 4. These violations can result in confiscation of fireworks and citations.

Please be mindful of this ordinance as you celebrate the holiday.

Get a behind-the-scenes look at the day-to-day operations of the Lenexa Police Department! Applications are currently being accepted for this popular 12-week program.

The next Citizens’ Police Academy starts Sept. 6 and runs weekly until Nov. 29. Classes are on Wednesdays from 6–9:30 p.m. at the Lenexa Police Department headquarters. Topics covered include patrol procedures, criminal investigations, use of force, K-9, drones, tactical operations and the alwayspopular field trips to the Johnson County Jail and Crime Lab.

“I did not realize how many different units made up the police department,” one graduate from the spring 2019 class said. “Seeing how it all joins together was very interesting.”

Spots are limited. Once the class is full, applicants will go on a waitlist.

FENCE CODE UPDATES

Planning to install a new fence at home? Take note of some recent changes to the fence code.

Building permits are required for new fences unless you’re installing a decorative fence, an agricultural fence, or a retaining wall less than 4 feet high.

Permits are also required for replacing your entire fence. There are exceptions for replacing portions of the fence or if you remove the fence to do work in the easement. See details at Lenexa.com/Remodeling.

RETAINING WALLS

When a fence is located within 3 feet of or directly on top of a retaining wall, the height of the fence plus the height of the retaining wall shall not exceed 10 feet.

Retaining wall tiers are limited to 10 feet per tier. There must also be at least 3 feet of horizontal space between tiers in the case of a tiered wall.

FENCES ON CORNER LOTS

Under the new code, fences along the side street on corner lots may be installed 15 feet from the property line as long as they are 4 feet tall and open-style (50% or less opaque). If a fence is taller than 4 feet or is privacystyle, the fence cannot be installed within the required setback.

LENEXA INSTALLS NEW ELECTRIC VEHICLE CHARGERS

Electric vehicle owners can now conveniently charge their cars while exploring Lenexa locations.

This spring, the City of Lenexa installed four Level 2 electric vehicle chargers in the Lenexa civic campus parking garage. They’re located just south of the garage’s Winchester Street entrance.

City staff also plan to install two Level 2 chargers in Old Town Lenexa in early summer. These chargers in the northeast corner of the parking lot along Santa Fe Trail Drive sit in front of an old building that was Lenexa’s first gas station.

To use the chargers, download the EV Connect app and follow the instructions. Rates are set at 20 cents a kilowatt hour.

The parking spots equipped with chargers are reserved for charging electric vehicles only. Cars left plugged in for excessive periods will be charged an idling fee.

After these charging station pilot projects successfully launch, Lenexa may look to implement chargers at other public sites in the future. The six pilot project chargers are eligible for a $15,000 rebate from Evergy’s Electric Vehicle Charging Rebate program.

QUICK TIPS: MOSQUITOES

Pesky mosquitoes can ruin an evening outdoors and carry serious diseases that can put people and pets in danger. Addressing standing water around your property can reduce these itch-inducing pests. Mosquito eggs and larvae must stay in stagnant water for nearly a week to survive into adulthood. Moving or quickly emptying water sources — like wetlands, lakes, fountains, streams and well-designed rain gardens — are poor breeding grounds. If you have any of these common sources of standing water at home, empty them regularly to keep larvae from thriving.

• Wading pools

• Bird baths

• Old tires

• Wheelbarrows

• Boats

• Garbage can lids

• Pet food/water dishes

During dry summer months, water can become low and stagnant and attract mosquitoes. On City property, we use a product that contains a bacteria toxic to mosquito larvae to kill the larvae before they reach maturity. These naturally occurring bacteria aren’t toxic to pets, fish, humans and wildlife, including honeybees. This is a good option for standing water sources at your home like small ponds, bird baths, ditches and low-lying areas. You can find these products at many area hardware stores and online resources.

SKETCHING A MAP FOR FUTURE GROWTH

Cities rely on a well-balanced blend of businesses, diverse housing types, public facilities, parks and other land uses to plan infrastructure projects and budgets, evaluate development proposals and foster the community’s distinct character.

This spring, the Lenexa City Council, Planning Commission and Comprehensive Plan Steering Committee got a close look at three ways Lenexa could develop over the next 20 years and how these changes could impact the community.

Land use scenario analysis is a key stage of Lenexa’s ongoing Comprehensive Plan update. This new plan will build off Vision 2040 and guides staff, developers, and elected and appointed officials in decision-making on topics like land use, transportation, parks and open space, and community facilities.

A key component of the Comprehensive Plan is the Future Land Use Map. It identifies where different uses — like residential, commercial and industrial — and their densities and intensities are compatible and desirable across the city.

To help craft the Future Land Use Map and policy recommendations, three scenarios, which include different land use types and densities were created for City leaders to consider. Scenarios were shaped by current and foreseeable market trends, as well as public feedback collected through efforts like surveys and Vision 2040.

Each of the three scenarios takes into account relationships between land uses, including their relationship to the transportation system, natural features such as creeks, and each other. For example, locating multifamily housing and nonresidential uses along highways has proven to be an appropriate buffer for single-family and other lower-density housing.

It’s important to note that these scenarios are just concepts. If the final Comprehensive Plan recommends adjustments to densities, the City’s Development Code would still need to go through a formal process to change zoning standards. That process would include public input.

WHAT’S NEXT?

SCENARIO 1 reflects what will happen if new development aligns with today’s Future Land Use Map and recently rezoned land. It envisions substantial office development near K-7 and K-10, commercial development along Prairie Star Parkway and suburban density residential development in other vacant areas.

SCENARIO 2 reimagines today’s Future Land Use Map by changing key undeveloped areas into a mix of uses that reflect today’s market trends and demands. For example, when the Comprehensive Plan was last updated in 2016, it envisioned more office parks due to a very strong office market. Today, the office market is very weak. This revised map modifies future office/business park areas into more housing and mixed-use areas in western and central Lenexa.

SCENARIO 3 takes the Scenario 2’s land use mixes and marginally increases the density allowed by City Codes in some residential areas.

Slightly increasing the allowed suburban residential density, for example, would allow more missing middle housing, a goal of Vision 2040. Options could include building homes on smaller lots. Allowing more units per acre primarily increases the density west of I-435.

After in-depth discussion about the merits of each alternative, City leaders supported reimagining land uses in certain undeveloped areas to adapt to changes in the market. They also supported exploring marginal increases in density, but only when increased density is appropriate relative to surrounding land uses.

This could include new single-family developments with higher densities to provide additional small lots for more moderately priced housing, allowing for accessory dwelling units in certain singlefamily zoned areas, or allowing higher densities in apartment developments when located in appropriate areas like City Center or along highways.

The project team has started crafting the new Comprehensive Plan based on this feedback. They plan to present a draft of the plan this fall.

Each scenario includes projections for how its mix of uses could impact population, density, infrastructure, parkland and other key factors over the next two decades. Increasing density, for example, has benefits and challenges. More people means more traffic and demand on infrastructure and services. But additional

OUTDOOR FIRE SAFETY

The summer season is full of gatherings with friends and family like pool parties, barbecues and, of course, the Fourth of July! However, the lack of rain and high heat can increase the outdoor fire risk around your home. The Lenexa Fire Department has some tips to reduce the risk as you enjoy your summer.

FIREPITS

Firepits don’t require a permit in Lenexa as long as the following safety measures are being followed:

• The fire must be contained in an aboveground or below-ground fire pit. It must be covered by a sparkarresting screen.

• Only firewood can be burned — no trash or yard waste!

• The pile size cannot exceed 2 feet high by 3 feet in diameter.

• The fire pit must be at least 15 feet away from houses, sheds, or anything that can burn.

• The fire pit must always be attended while in use.

• Submerge the coals in water before disposal.

• Properly dispose of the coals in a metal container.

GRILLING

July is the peak month for grill fires.

• Only use grills and smokers outdoors and keep them at least 10 feet away from siding, deck rails, patio ceiling and roof overhangs.

• Clean your grill or smoker regularly to remove grease buildup which could start a fire.

• Open gas grills before lighting to avoid a flash fire from the gas buildup.

• Never leave grills or smokers unattended while they’re in use.

ASH DISPOSAL

It can take more than 24 hours for ashes to cool.

• Dispose of ashes from grills and firepits only after they are cool.

• Submerge the coals in water before disposal.

• Empty the ash into a metal container with a tight-fitting lid that is used only to collect ashes.

• Place the container outside, away from anything that can burn.

• Never empty the ashes directly into a trash can. Wait several days and make sure they are cool before disposing of them.

When grilling or burning, always keep a fire extinguisher or water hose nearby in case the fire spreads!

CIGARETTE DISPOSAL

Improperly discarded smoking materials can easily start a fire outside your home.

• Only smoke outside, and dispose of smoking materials in a deep, sturdy ashtray away from anything that can burn.

• Never empty smoking material directly into a trash can.

• Do not throw out cigarettes into landscaping like grass, moss, mulch or other yard waste.

• Make sure cigarette butts and ashes are out by dousing them in water or putting them in sand.

LANDSCAPING

Hot embers can be carried through the air from a firepit, grill, fireworks, etc. and start a fire outside your home.

• Clean your gutters and roof lines of debris like dead leaves, twigs and branches to avoid embers starting a fire on your roof.

• Replace landscaping mulch around your house with rock or other non-combustible materials.

• Keep a clearance around your house. Don’t let bushes, plants, trees, and firewood touch your home.

• Keep your yard well maintained.

• Don’t store flammable items underneath decks or porches.

You can visit all 22 playgrounds on the passport or just the playgrounds for your child’s age range. There will be signs with a letter and number that are specific to each playground. FISHING

Residents ages 16–74 must have a license to fish in Kansas. Apply at KSOutdoors.com. If you plan to take a child fishing, get a license for yourself — you’ll end up with the pole in your hand at some point. You can fish at these locations:

• Lake Lenexa at Black Hoof Park (9053 Monticello Rd.)

• Hidden Woods Park (83rd Street and Halsey Street)

• Rose’s Pond at Sar-Ko-Par Trails Park (87th Street Parkway and Lackman Road)

• Mize Lake at Cedar Station Park (south of Prairie Star Parkway and Canyon Creek Boulevard)

We partner with the Kansas Department of Wildlife, Parks and Tourism to stock our lakes and ponds. Stocked fish include channel catfish, black crappie, bluegill, sunfish and largemouth bass.

We enforce state creel limits — the total number of fish by species you can harvest in one day. These limits are posted and vary by location.

If you’re wearing appropriate wading gear, you can fish in the cove areas of the lake.

BOATING

• Boating is only allowed at Lake Lenexa. Boats must be less than 26 feet in length (class 1) and be powered by electric motors only.

• All watercraft should be launched from the boat ramp near the Stone Wall Shelter. Use the south entrance off Monticello Road to access the boat ramp.

• You can now rent kayaks at self-service lockers near the boat ramp. Each single kayak rental includes a paddle and life jacket. You must be age 18 or older to rent. The kayaks have a 300-lb. weight limit. See rates at Lenexa.com/FishingAndBoating.

• If you’re out on the water, you must use a personal flotation device. Kayak rentals include a life jacket.

• The entire lake is a no-wake zone.

• We follow all Kansas boating and fishing regulations. Learn more at KSOutdoors.com

HEALTHY PONDS

There are more than 260 ponds in Lenexa, and the City owns and maintains 12 of them. The rest are cared for by the property owner.

The best way to prevent harmful algae blooms is to limit the excess nutrients traveling to ponds.

The most common source of excess nutrients in our water is one you might be using at home — fertilizer. If you’re using fertilizer:

• Follow the instructions carefully. Use it sparingly.

• Make sure you’re using the right fertilizer by getting a soil test. It will show which nutrients your lawn really needs.

• Never use lawn chemicals before heavy rain is expected.

• Use a phosphorus-free fertilizer. It’s a significant nutrient pollutant.

• Be cautious when fertilizing on slopes and lawn edges to prevent the chemicals from washing into nearby storm sewers.

You can also try these ways to minimize your garden’s need for fertilizer:

• Mulch mow. Leaving your grass clippings on the lawn can return up to 25 percent of its needed nitrogen.

• Use compost or natural lawn chemical alternatives.

• Landscape with native plants.

Healthy pond plants include duckweed, water lily and water primrose.

Examples of unhealthy vegetation include curly-leaf pondweed and blue-green algae.

Aside from our larger lakes, most of the ponds owned by the City are managed for water quality instead of recreation. That’s why you’ll see a lot more plants in these ponds and less open water. Ponds go through seasonal cycles. During the summer, the pond may have rapid growth of algae and aquatic plants. This is a positive sign of a healthy pond ecosystem. The plants help clean the water and chemically balance water quality. They provide habitat for fish and a food source for animals that live in and around the pond.

Our staff monitor plant growth in City-owned lakes, ponds and streams. If growth is excessive, staff remove the plants. Some non-native aquatic plant species are extremely aggressive and invasive. In large quantities, they can threaten the ecosystem.

You may notice more algae in August and September, when hot, dry periods encourage its growth. An overabundance of some algae species can be dangerous to people and pets.

If you see signs posted that say a harmful algae bloom is present, follow their directions carefully.

Algae blooms can develop rapidly and may move around the pond, so use your best judgment. Scum, foam, paintlike water surface or bright green water can be signs of harmful algae.

If you think you see a harmful algae bloom, keep everyone, including pets, from entering the water. You can report the bloom to state officials at KDHEKS.gov/algae-illness or 785.296.1664.

There isn’t much that can be done to remove algae. The best course of action is to wait for rain to dilute the water and flush out the algae.

Participants who wish to register for activities where capacity enrollment has been reached will go on a waitlist. If space becomes available, participants will be notified.

Cancellation policies

All program cancellations will be determined two business days before the class is scheduled to begin. All registrations are required before the 48-hour deadline. You’ll be notified if a program has been canceled or changed. If you need to cancel, call at least five business days before the program begins. Refunds only made if cancellation does not affect minimum participant number. There will be a $5 processing fee. Refunds take 3–6 weeks and are not granted after the activity begins. Some senior trips and programs have their own cancellation policies.

Three Ship Disasters of the 20th Century: The Titanic, The

Lusitania and the Andrea Doria (Ages 50+)

Ocean liners were the primary mode of intercontinental travel from the mid-19th century until they began to be supplanted by airliners. Advances in design and technology resulted in steamship companies proclaiming their ships were “unsinkable,” a claim proved false by the sinking of these three ships.
