Municipal Services director selected On March 15, The Lenexa City Council appointed Nick Arena as the city’s new Municipal Services Director after serving as deputy director since 2011. Arena began his career in Manhattan, Kansas, as a maintenance worker and worked his way up through that organization. “Starting my career in public service as a maintenance worker provided me tremendous understanding of the day-today operations of municipal work. It also has allowed me to appreciate the hard work and dedication of all the employees within Municipal Services and the city organization,” Arena said. Arena is a 2012 graduate of Leadership Lenexa, has been an accreditation national evaluator for the American Public Works Administration (APWA), and has presented several sessions at APWA’s national conferences. Lenexa’s Municipal Services Department is a nationally accredited public works agency and includes five divisions: • Streets: Takes care of more than 650 lane miles of roads and 23 miles of hiking/biking trails. • Fleet Maintenance: Ensures that more than 400 city vehicles and equipment run smoothly and safely. • Facilities Management: Provides service to more than 300,000 square feet of buildings. • Stormwater: Delivers Lenexa residents water quality protection, stormwater management and oversees the award-winning Rain to Recreation program. • Traffic: Provides the safe and efficient travel system that vehicles and pedestrians enjoy when navigating Lenexa’s streets.

LENEXA CIVIC CENTER PROJECT UPDATE There were several rainy days in May, but the Civic Center Project is still on track to be completed by mid-2017. As you drive by, you will notice work progressing at the construction site, which is located at the southwest corner of 87th Street Parkway and Penrose Lane. LENEXA REC CENTER

You can begin to see the indoor track take shape, especially around the natatorium. At 1/6 of a mile, Lenexa’s will be the longest indoor track in the metro. Another prominent feature you can see in the natatorium area is the tower that will support two 40-foot indoor water slides. The area at the top of the building in the photo at the left is where the platform to those slides will be. When it’s finished, the views of western Lenexa will be magnificent! We are still working on the final details for the Rec Center membership packages, and they will be available to you later this year. To prepare the facility to begin operations, we hired John Forbis as the recreation center manager to provide strategic guidance as the grand opening for both buildings nears.

CITY HALL

The 250-seat community forum, which will house Lenexa City Council and Planning Commission meetings, as well as public events, has finally taken shape. The final steel beam has been placed on the City Hall building, and over the next several weeks, you’ll see the exterior cladding go up. The service tunnel that will connect the Public Market to the parking garage is also nearly complete. It will allow for secure deliveries to the buildings while making sure that large delivery trucks don’t block traffic on 87th or Penrose.

QUICKTIPS:

Garage sale sign guidelines keep Lenexa clean Springtime is synonymous with garage sales. Advertising your sale through signs is often an inexpensive and easy method for success. Before you grab the poster board and giant marker, please note that there are a few restrictions on garage sale signs: Time: Signs cannot be placed earlier than 5 p.m. the night before the sale and must be taken down at the end of the sale. Size: Signs cannot be larger than four square feet in area and four feet in overall height.

Location: One sign may be placed at your sale’s location and one on the private property of a subdivision entrance or adjacent to the major intersection that is closest to the place of sale (with the permission of the property owner). Signs can not be placed on public property, utilities poles or public right of way, and signs are not allowed within 15 feet of the paved portion of a street or within 20 feet of the pavement at an intersection. If you have any questions, please call 913.477.7500.

Taking new ideas for Old Town to the next step Lenexa’s roots took hold alongside the railroad, which was as vital to 19th century growth as interstate highways are today. The city is using grant funds from the MidAmerica Regional Council to study redevelopment opportunities that could enhance Old Town Lenexa’s historic character. This area includes a business district near Pflumm Road and Santa Fe Trail Drive, as well as many older homes and churches. For the last few months, we have been talking with residents, businesses and property owners During public meetings, many ideas were discussed for how to create a flexible community green space in Old Town. about the types of activities and features they would like to see in Old process. New features available in I Like Lenexa App Thousands of people have installed the free I Like Lenexa App on their mobile devices since it launched a year ago. It offers easy access to city events, parks, playgrounds, pools and more. Earn points for interacting with the app, which can be traded for prizes. In late May, we rolled out these new and improved features for I Like Lenexa App 2.0: • Prize store – Use earned points to “buy” prizes through the app. • Trails – List of all city trails with maps, photos, descriptions and amenities. • Achievements – Better layout and new indicators for “first to unlock”

NEW TOBACCO AND E-CIGARETTE LAWS BEGIN JULY 1 IN LENEXA The Lenexa City Council recently voted to change the laws that regulate the use of tobacco products in our community. Beginning July 1, 2016, only those 21 years of age and older can purchase cigarettes, electronic cigarettes and tobacco products in Lenexa. Additionally, it will be unlawful to sell or provide these products to anyone under 21. Please note that Lenexa does not regulate the possession of tobacco products of individuals between the ages of 18 and 21. This effort is part of Tobacco 21 KC, which was organized by Healthy KC, a partnership of the Greater Kansas City Chamber of Commerce and Blue Cross and Blue Shield of Kansas City. Another provision of the law prohibits smoking at all city-owned public outdoor courts, swimming pools, amphitheaters, park shelters and playground areas, and within 15 feet of the perimeter of these areas. Electronic cigarettes are also now treated the same as other tobacco products throughout the city. A copy of the ordinance is available online at Lenexa.com.

The Lenexa Arts Council commissioned “Amusing Breeze” as one of the first major pieces of public art for the city since 2004. A dedication ceremony was held on May 22. How Lenexa takes care of city streets

A road crew applies an ultra-thin bonded asphalt surface to a cul-de-sac in Bristol Ridge.

Just like giving a car a tune-up to keep it in good running order, the city does preventative maintenance to extend the life of its streets, sidewalks and trails. Reconstructing roadways is expensive and disruptive, so we try to preserve them as long as possible to make the most of our resources. Lenexa’s citizen surveys regularly show that maintaining city streets is your top priority. Forty percent of the 3/8-cent sales tax approved by voters in 2008 goes toward road maintenance. This year, the city will invest approximately $4.6 million in maintenance though its Pavement Management Program. Asphalt overlay work is planned for these major roads: • 79th Street (Renner Boulevard to Lackman Road) • Canyon Creek Boulevard (Prairie Star Parkway to K-10) • College Boulevard (Strang Line Road to Pflumm Road) Surface treatments are planned for parts of Cottonwood Street, Monrovia Street and Monticello Road, and also for many streets in the neighborhoods of Bradshaw, Bradshaw Place, Bristol Ridge, Century Estates, Chesapeake Estates, Falcon Valley, Green Prairie, Hidden Valley, Lackman Place, Lenexa West, Oak Park, Twilight Acres, and Woodland Reserve. We will do pavement work in several business and industrial parks. And asphalt trails will be replaced by concrete at Ad Astra Park and along 79th Street from Renner Boulevard to Lackman Road. The majority of the work should be complete by late August. For a list of projects and treatment types, visit LenexaPavement.com.

#JOCOGATEWAY UPDATE Traffic is flowing freely along Marshall Drive at 95th Street, which opened in early May. The west side of the 95th Street and I-35 interchange is nearing its final traffic configuration, and many businesses have right-turn-only exits in place until the 95th Street bridge work is finished. Marshall Drive will be fully closed again for 48–60 hours in early June to install final asphalt and striping. In late June, the southbound I-35 ramps to and from 95th Street will reopen to traffic on the west side of the interchange. On the east side, Lenexa Drive south of 95th Street may open as early as midJuly to traffic south of 95th Street only. The 95th Street bridge and the northbound I-35 ramps to and from 95th Street will reopen by late August, weather permitting. The new westbound I-435 to southbound I-35 and eastbound I-435 to northbound I-35 flyover ramps are now open. Nighttime demolition work for the old flyover ramps began in mid-May and require two full weekend closures of either I-435 or I-35 soon. The closed loop ramp from northbound I-35 to westbound I-435 is scheduled to open in late June. The southbound I-35 to eastbound I-435 loop ramp will not open until October. In late June or early July, there will be a major traffic shift on westbound I-435 impacting the westbound Lackman Road ramps and westbound K-10. The good news is that all construction will be substantially complete by December 2016.

Concrete curb replacement work in Pine Ridge Business Park near 83rd Street and Quivira Road.
