Grab a disc and some comfortable walking shoes — two disc golf courses at picturesque Black Hoof Park are ready to open April 1.
The courses were envisioned to add valuable new amenities to undeveloped areas of the expansive park. Dynamic Discs finished the course designs in winter 2021, and in-house construction continued through 2022.
Sponsorship for the courses was provided by Henderson Engineers
(18-hole course) and the Kansas Flying Disc Association (nine-hole course).
Henderson Engineers is a national engineering and construction firm headquartered in Lenexa.
The Kansas Flying Disc Association is a not-for-profit foundation that helps grow the sport through resources, consulting and information.

CELEBRATE THE NEW DISC GOLF COURSE
APRIL 1, 9:30 A.M.–7 P.M. BLACK HOOF PARK, 9053 MONTICELLO RD.
Play a family-friendly game of disc golf at the nine-hole short course between the Oak Shelter and boat ramp. A traditional 18-hole disc golf course winds through dense woodland north of Lake Lenexa. Both courses start at the edge of a new parking lot on the western side of Black Hoof Park.
an elevated metal basket with as few throws as possible. You throw from the last place your disc landed.
It can be an easy, leisurely game for families or a competitive physical challenge for experienced players. Disc golf doesn’t require expensive equipment — just a disc! — so there aren’t financial barriers to play. It’s a fun, accessible activity that encourages the community to enjoy active play and nature.
Join us for a fun day of disc golf festivities to open Lenexa’s new Black Hoof Park Disc Golf Course! The morning will begin with a free lesson at 9:30 a.m., where you can learn the basics of the sport. Shortly after the clinic, watch some of the biggest arms in the Kansas City area demonstrate how far they can throw. Immediately following the exhibition, there will be a tournament from 11 a.m.–3 p.m. Drop by throughout the day to play various mini games. All proceeds support the Lenexa Parks & Recreation Scholarship Program. Register to play in the tournament at Lenexa.com/BlackHoofOpen.
The City of Lenexa is on track to rebuild its decades-old skate park this year, located within Sar-KoPar Trails Park. Staff are working with industry leader New Line Skateparks to design and build a modern, welcoming skate park shaped by public input.
The new skate park will move slightly east of the current skate park at 87th Street Parkway and Greenway Lane to accommodate an expanded parking area and sidewalk improvements.
The 12,750-square-foot skate park layout will invite all skill levels and riding modes — from skateboards and inline skates to BMX bikes, scooters and wheelchairs.
Project leaders spent months
talking with the community about features they would like to see incorporated into the new skate park. The final design concept includes:
• An inviting entry plaza with spectator zones and good visibility.
• More features than the existing skate park, with elements of street plazas and bowl parks.
• A low-speed technical zone near the entrance for beginners.
• An elevated area with a flow bowl on the far side for more advanced riders.
• A layout that allows more people to use the skate park at the same time.
• Landscaping and shade areas.
The design will pay tribute to Rolling Magic, a skate park that was located in Lenexa near 95th Street and Interstate 35 in the late 1970s and early 1980s.
Construction will take place this spring and summer. The City intends to keep the existing skate park open for use during as much of the construction period as possible. We anticipate opening the new skate park with a public celebration in September.
Visit Lenexa.com/SkatePark for ongoing project updates.

Spring showers bring bright green grass, colorful blossoms and the potential for floods. Here are several simple ways you can make sure you’re prepared for potential flooding.
Knowing your flood risk is hugely important to being properly prepared. The City of Lenexa can give you helpful information including:
• Whether the property is located in a Flood Hazard Area as shown on the current Flood Insurance Rate Map (FIRM) and the site’s FIRM zone. This information from FEMA can help you understand your property’s flood risk.
• Base flood elevation or depth.
• Whether the property is in or near an area of historic flooding and/ or a natural functions floodplain. You’ll find many helpful flooding resources at RainToRecreation.org. If you have specific questions about whether your property is in a flood
plain, flood depth data or property protection measures, you can call Stormwater Engineer Tom Jacobs at 913.477.7644.
Applying for a mortgage or home loan? We can give you a handout on the flood insurance purchase requirements for properties in the Flood Hazard Area. Flood insurance is required for federally backed loans. Keep your valuables elevated, especially items like important documents. If flooding is a concern on your property, retrofitting techniques like elevating structures or HVAC systems can provide additional protection.
Think about whether there are any flood-prone areas on routes to home, work, school and other important destinations, and plan an alternate route to those places. Never drive or walk into floodwater. Just a few inches of water can sweep away a person or vehicle.
Two Lenexa Councilmembers recently were appointed to National League of Cities (NLC) committees, which provide strategic direction and guidance for the organization’s federal advocacy agenda and policy priorities. Councilmember Julie Sayers will serve on the Energy, Environment and Natural Resources Federal Advocacy Committee. Councilmember Joe Karlin will serve on the Community and Economic Development Federal Advocacy Committee.
Native flora bring myriad benefits to your landscape and your gardening schedule. You can find native trees, flowers, grasses and shrubs in just about any shape, size and color.
Love watching wildlife? They provide food and shelter for bees, butterflies and songbirds.
Looking for low-maintenance landscape options? Native plants are naturally adapted to the climate and soil of our area. They’re ready to thrive in your yard without extra fertilizers, watering and maintenance. Have erosion issues? The deep root system of native plants far outstretches other varieties, holding soil in place, filtering out pollutants and absorbing water.
Create a surface by spacing pavers apart just enough to allow water to seep between them into a crushed rock base below. Pavers are a terrific option for patios and walkways. Make a striking pattern out of pavers for a patio, or craft a natural-looking path with uniquely shaped stones that blends into your landscape.
Enjoy a consistent supply of clean, fresh water for hydrating your garden with a rain barrel or cistern. These containers are easy to install and collect the rainwater that would normally pour off your roof or through your gutter downspouts. Rain barrels provide about 55 gallons of water, and there are many attractive options available. Cisterns are a more utilitarian option that can hold several hundreds of gallons of water above or below ground.
These thoughtfully designed gardens combine all the advantages of native plants with additional runoff-controlling benefits. A rain garden is a shallow depression — about six to eight inches deep — that is planted with diverse native wetland and prairie vegetation. When placed in the right location, they collect the rain runoff from your property and pull the water into the soil. Visit Lenexa.com/CostShare to find sample garden plans and instructions.
THE BEST PART? All of these upgrades are eligible for up to a 75% rebate through the City of Lenexa’s Stormwater Cost Share Program. This annual grant program promotes gardening practices that improve water quality. Funds are awarded on a first-come, first-served basis. Apply starting March 1 at Lenexa.com/CostShare.

For any project that requires digging, like planting trees and shrubs, you must have your utility lines marked. At least two days before the project, request this service at Kansas811.com or call 800.DIG.SAFE.
The City encourages utility companies to notify homeowners as a courtesy before starting work. But property owners and the City can’t prevent a utility company from working in the right of way — we’re prohibited by state and federal law.
The right of way along residential streets is usually the area from the sidewalk to the street, or about 11 feet behind the curb. It’s dedicated for public infrastructure like streets, storm sewers, sidewalks, streetlights and other utilities — but it’s the homeowner’s responsibility to maintain right of way, including mowing grass and caring for trees.
You may be interested in making some other upgrades to this area, like landscaping or drainage improvements. Here’s what you can and can’t do — and can do with a permit — in the right of way.
Planting, removing or maintaining trees
Installing a mailbox
Installing and maintaining irrigation
Placing small landscape rock as a ground cover (no large rocks/boulders)
Excavation outside the items listed above
Stormwater drainage installation/maintenance, like French drains, down spouts and sump pumps
The Lenexa Fire Department will not issue burn permits during the month of April due to a statewide burn ban.
Recreational burning, such as home fire pits and outdoor fireplaces, does not require a permit.
Residential burning of tree limbs, leaves and other yard debris does require a permit. These must be obtained online the day of the burn and require a $25 fee.
Other types of burning including prescribed, agricultural, bonfires,
ceremonial, and commercial require a permit and a site inspection.
Visit Lenexa.com/BurnPermits to see if burning is allowed, find requirements for each type of burning and apply for a burn permit.
At other times through the year, burning may be prohibited due to high winds, dry weather, or other unfavorable conditions.

Once surface temperatures are consistently warm enough, our contractors will start tackling resurfacing projects across Lenexa to extend the useful life of our roads. While there may be some travel delays and other inconveniences, you can look forward to smooth, safe, and longer-lasting driving surfaces once this work is finished.
Sections of four Lenexa thoroughfares will be resurfaced this year. Watch for traffic impacts like lane closures and flaggers directing traffic here:
• 87th Street Parkway from Maurer Road to Pflumm Road
• Marshall Drive from 87th Street Parkway to the north City limits
• Pflumm Road from 103rd Street to College Boulevard
• Renner Boulevard from 95th Street to College Boulevard
On residential streets, crews will apply an ultra-thin bonded asphalt surface (UBAS). This treatment technique moves quickly, and you can drive on the surface right after it’s applied. Neighborhoods slated for this treatment include:
• College View
• Canyon Creek
• Cottonwood Canyon
• Manchester Park
Our staff reaches out to impacted households through doorhangers and communication with homeowners associations.
Watch for digital message boards on your regular routes alerting you
to future traffic impacts. Prepare for delays, or find an alternative route. When construction will cause major traffic impacts, like when a street is fully closed, we send out a Road Closure Alert. Sign up for these at Lenexa.com/Enews. They’re also shared on our social media accounts.
The Pavement Management Program is an annual program dedicated to proactive maintenance of Lenexa streets. The $7-million 2023 program includes funding from the 3/8-cent sales tax, the City’s share of gas tax revenue and property taxes. The 87th Street Parkway part of the project received $827,000 from Johnson County’s County Assistance Road System (CARS) program.
Johnson County has 33 tornado sirens throughout Lenexa. The county has the primary responsibility of activating the sirens, but our public safety staff can do so if needed.
While you can often hear the sirens indoors, they’re intended as an outdoor warning system. Don’t rely on hearing a siren to know when there’s a tornado threat! Make sure you have multiple ways to get severe weather alerts, like a weather radio, local media and Notify JoCo. Sign up for this free emergency notification service at NotifyJoCo.org.
DID YOU KNOW? The U.S. Department of Homeland Security can also activate the sirens during an attack. In that case, the sirens would have a wavering tone — different from the steady tone of a tornado warning.
You always need to take tornado sirens seriously, because — outside of scheduled tests — they’re only activated during serious threats. Sirens sound when:
• The National Weather Service issues a tornado warning for Johnson County.
• A trained and certified weather spotter reports a tornado.
• Local public safety officials report a tornado.
If you’re already indoors, go to a basement or interior room on the lowest floor away from windows, doors, outside walls and glass. Seek a small interior space. Centrally located stairwells are good shelter areas.
If you’re outside or in your car, immediately find the nearest permanent structure or tornado shelter. If there isn’t a place to shelter nearby, lie flat in the nearest ditch and cover your head with your hands.
Johnson County typically tests tornado sirens on the first Wednesday of each month. The County tests the sirens at 11 a.m.; then we test the sirens from city equipment at 11:15 a.m.
Tests are canceled or delayed when there’s a risk of severe weather. They aren’t usually tested in December or January, because winter weather can damage the equipment.
Sirens also sound during the annual statewide tornado drill. Mark your calendar for this year’s event: Tuesday, March 7, 2023, at 10 a.m. Whether you’re at home or work, practice taking shelter just as you would during a tornado.
Before or after your drill, take some time to make sure you have a wellstocked emergency kit. A great supply checklist and other resources to help you prepare for an emergency are available at Ready.gov/Kit.
