LENEXA WELCOMES NEW CHIEF FINANCIAL OFFICER Nate Blum recently joined the City of Lenexa team as Chief Financial Officer. In his new role, Blum is responsible for the City’s financial operations, including budget preparation and administration, payroll, purchasing, fixed assets, debt issuance, capital improvement projects, fee schedules, audits, reporting and investments. He manages a seven-member team which is responsible for a budget of $183.9 million in fiscal year 2022. Blum most recently served as Director of Finance for Riverside, MO, and has also held positions with Johnson County, KS; Lawrence, KS; Austin, TX; and Raytown, MO. “We are pleased to have Nate join our leadership team,” said City Manager Beccy Yocham. “His experience in government financial management and his passion for serving the public make him the right choice for our organization.” “I am very excited to be joining the team at Lenexa and to be part of a city with a reputation for providing exceptional public services,” said Blum. “The City, along with the Finance team, have set the bar high, and I look forward to upholding the same standard of service.”

The intent of the city ordinance requiring home occupation licenses is to ensure that residential homes are primarily used as a dwelling.

If you’re employed by a company and work remotely from your home, you don’t need a license. You also don’t need a home occupation license to do contract delivery driving for a company like Uber, Lyft or Door Dash. Youth Police Academy returns in June 2022 The Lenexa Police Department’s Youth Police Academy is back for its fourteenth year! This weeklong program is open to students ages 13–17 who either live in Lenexa, attend school in Lenexa, or have a parent/guardian who lives in Lenexa. Students may enroll in one of two sessions this summer: June 6–10 or June 13–17. The Academy runs 8:15 a.m. to 3:15 p.m. each day, and students will experience both classroom and interactive learning experiences. There is no cost to attend, and lunch and snacks are provided each day. Students should have limited prior police or criminal contacts. The negligent handling of firearms can lead to serious injury or even death, whether by careless adults or curious children. If you have firearms in your home, remember these basic safety rules. •
Treat every firearm as if it were loaded.

Never point the muzzle at anything you are not willing to destroy.
•
Keep your finger off the trigger until ready to shoot.
•
When not in use, store firearms unloaded and in a secured safe, cabinet or lockbox, or use a gunlock.
In addition to potential dangers inside the home, firearms can also be a target for thieves when left unsecured inside a vehicle. Every year, the Lenexa Police Department receives reports of dozens of firearms stolen from vehicles. These stolen firearms are often used to commit other serious crimes or sold illegally.

The 1907 incorporation of the
“Village of Lenexa”
A special report from the Lenexa Historical Society
By any measure, Lenexa in 2022 is an outstanding place to live. City services, civic activities, quality of life — Lenexa scores significantly higher in resident surveys than the region and nation in these and nearly every other category. But imagine what it was like over a hundred years ago, prior to the city’s existence, when residents of “The Village of Lenexa” were asked if they wanted to remain unincorporated, or fall under the auspices of a yet-to-be-determined form of city governance. Equitable leaders would need to be found, trust would need to be established, and structure for operating a newly established city would need to be created. Understandably, there was debate — always interesting, oftentimes quite direct. At right are sections, verbatim, from the Lenexa newspaper in early April, 1907.
Incorporation “That is the question before the people and a question that every man, woman and child should think what it means to be the future of our town. “It means that it will be a city of the third class with a mayor and council to make city laws and have them enforced and to look after the interests of the citizens. “It means sidewalks and crossings which we all agree that we do need. That alone would be saving on shoe leather. The streets would be lighted in better shape, and with some kind of fire protection which we need as bad as anything everyone will admit. It means that loose stock running
around will be looked after. “It means if you mention incorporation to some people the first thing they mention that the taxes will be so high and that they have lived here for 25 years or more and that they have got along all right and have got along through the muck and slush all right, and probably will for some time as long as their health permits them. It may be true but these things do not help Lenexa to grow. “The majority of the people of Lenexa want these improvements, they see that it will never be a town until it is done and now is the time to see it is done.”

SAFETY MONTH
Permits are not needed for cosmetic changes, like painting, cabinetry, carpeting, siding, lawn sprinklers and landscaping improvements.
Applying for a building permit is easy at Lenexa.com/Permits. Before you apply, make sure you have basic information ready like a description of the project and the materials you plan to use. Some projects, like decks, fences, sheds, additions, and swimming pools, require submission of a plot plan with your application showing an outline of the project drawn to scale. For decks, swimming pools, and residential additions, construction drawings are needed, too. PERMEABLE SURFACES Permeable surfaces are becoming increasingly popular, and it’s easy to see why. They allow you to create unique, eye-catching designs that fit naturally into the landscape. But their good looks aren’t the main reason the City of Lenexa’s stormwater staff are advocates for permeable surfaces — they’re also an excellent way to protect water quality. Whenever possible, rain should stay where it falls to prevent pollution and flooding in the watershed. Cracks between permeable pavers and the permeable material under them allow rainwater and melting snow to soak into the ground, preventing standing water and runoff. Permeable surfaces are also eligble for 75% reimbursement through our Cost Share Program. Learn more at Lenexa.com/CostShare.
MATERIALS TO AVOID These materials will prevent water from passing through the cracks of your pavers or base layers as intended. •
AB-3, a popular type of gravel.

Polymeric sand or sand mixed with epoxy.

Pavers that aren’t specifically manufactured for permable surfaces. This includes bricks and standard concrete pavers. Permeable pavers have notches on the sides that maintain a gap between each stone.

PERMEABLE PAVERS Permeable pavers create a long-lasting, more formal product with a polished appearance. Their durability and smooth surface make them an excellent option for paths, patios and even driveways. Permeable surface
If you’re interested in doing a permeable paver project, you’ll need to prepare well in advance. Research paver manufacturers. If you’re using a contractor or landscaper, make sure the pavers and designs they use are truly permeable (see “Materials to Avoid”).

FLAGSTONE Flasgstone paths — which are also eligible for the Cost Share Program — are an easy DIY project with an informal, organic look. You can easily shape them to conform to your landscape and adjust or add onto them over time as time, budget and interest allow. You can choose to create a simple path with flagstones surrounded by pea gravel. Keep in mind that the materials will shift and need to be adjusted over time.

DIVE INTO DUMPSTER ADVICE A major source of pollution is loose trash — and one of the top offenders is dumpsters. Here are a few ways you can help protect the environment, keep pests away and avoid a code violation. •

The most simple, effective way to keep trash from blowing out of your dumpster is to just close the lid. This keeps trash in and rain and unwanted visitors — like raccoons and rats — out. Keep your waste containers well maintained and inside their surround. If your waste
hauler often leaves your dumpster outside the surround or the container is damaged, contact them. •

Bag your trash before you put it in the container. While this is important to do with trash, it’s just as vital to not bag your recycling. Plastic bags tangle in the machines used to sort recyclables and damage them. Always use the right container and service provider for the right purpose — whether it’s trash, recycling, cooking grease or compost.

DO I NEED A
BURN PERMIT? Whether you’re looking forward to spending cool evenings surrounding a firepit or planning spring yard cleanup, it’s essential to know the difference and the requirements for safely conducting open burning at your home. RECREATIONAL BURNING includes the use of portable outdoor fireplaces and fire pits. This type of burning doesn’t require a permit at one- and two-family homes, but it must meet these requirements: •
The fire must be contained within an aboveground or belowground fire pit that is covered by a spark-arresting screen.
•
Only traditional firewood can be burned. No yard debris allowed!
•
The pile cannot exceed 2 feet tall and 3 feet in diameter.
•
The fire must be at least 15 feet away from structures or combustible material.
•
The fire must be attended at all times.
We receive many calls each year about smoke seen near parks and agricultural areas. Prescribed and agricultural burning is also permitted by the Lenexa Fire Department but has more stringent requirements. A PRESCRIBED BURNING permit is frequently used by local parks to conduct controlled burning for the

MAINTENANCE TIPS This time of year brings out thriving foliage and grass, more neighbors out walking with their pets, and ample time spent outdoors. To fully enjoy each of these, you’ll want to pay extra attention to some exterior maintenance needs around your home. Here are a few tips to avoid common City Code violations from our Community Standards staff. Some are simple weekend projects, while others are tasks you’ll want to check in on regularly. •
Pick up dog waste and properly dispose of it. Pet waste is not just unsightly and odorous — it’s a source of harmful bacteria in streams.
•
Make sure you’re keeping your waste containers in the right spot. Trash, recycling and yard waste containers must be stored behind the building line.
•
Cut grass to appropriate length. Grass on developed residential properties may not exceed 8 inches. Other properties must keep their grass under 12 inches. On large pieces of land (one or more acres) the City may make exceptions and only require a perimeter mow. Trim around landscaping, mailboxes and fire hydrants.
•
Dispose of grass clippings and other yard waste in paper yard waste bags, a dedicated container or your compost pile. Take care to ensure your grass and leaves don’t end up in a street or storm drain. Blowing or cutting your grass or leaves in a way that deposits them in the street or storm drain is a violation of City Code, which can result in enforcement actions.
•
Trim trees near sidewalks to maintain 8 feet of clearance above the path, which protects walkers and bicyclists. Check all trees for hanging limbs.
•
Clean your gutters out. Clogged gutters can result in wood rot and standing water around your foundation.
Are severe storms or high winds on the way? Secure lawn furniture and any other loose outdoor items that can become windborne and can cause injury or damage during storms with high winds. Don’t forget trash cans, grills, toys, patio umbrellas and potted plants.
WEEK 4 – WATER SAFETY
Take extra care to ensure children can’t access bodies of water like pools and hot tubs unattended. Make sure all entrances in the barrier fence to your pool are self-closing and self-latching. Other gates should be padlocked. Remove all chairs, tables or other large objects that would allow a child to reach the gate latch or climb over a fence to get to the pool.

At Buddy Pegs, children love every stage of learning to ride thanks to incredible certified coaches who weave our unique Learn to Pedal curriculum into play-based challenges and games. Students learn the fundamentals of balancing a bike without pedals (no training wheels) thanks to our no-pedal glide method. This helps develop muscle memory and confidence needed to pedal independently. Once the class is pedaling and braking safely on their own, they’ll learn to ride safely in a group, alongside other trail users. Missoula Children’s Theatre camp is designed for students entering grades 1–12. Open auditions for our 2022 play, “The Jungle Book,” take place on Monday — shortly after 10 a.m. — for two hours. No advanced preparation necessary, but be sure to arrive with plenty of time and a smile! Competitive Swim and Dive Teams (Ages 7–18)
The Lenexa Lazers have seasoned coaches who teach proper swim and dive techniques. Youth age 7 will need prior approval to participate. Meets are on Thursday evenings for swim team and Tuesday evenings for dive team.
Pre-Competitive Swim Team (Ages 5–13)
Swimmers must complete swim lessons and be able to swim freestyle competently for 25 yards with their face in the water without touching the bottom of the pool. Participation is intended to teach competitive strokes and prepare for the competitive team; it does not replace swim lessons. Optional meets are on Saturday mornings.
