City of Waterloo Official Plan Review

The City of Waterloo is undertaking an Official Plan Review! The draft Official Plan has been released chapter by chapter, throughout 2009 and 2010. The complete draft Official Plan is now available to review and is open for comment.

What is an Official Plan?

An Official Plan is the primary strategic document which describes and coordinates how land in the City should be used and developed in both the short-term and long-term. An Official Plan describes the character of the City, how much greenspace there is, how dense it is, how tall buildings are, how the environment is protected, and where growth is directed, among other issues.

Comprehensive Public Consultation (Summer and Early Fall, 2010) Notices of upcoming consultation events during the formal consultation phase of the Official Plan Review will be advertised in the Waterloo Chronicle, on the City’s Facebook site (search “City of Waterloo” on www.facebook.com) and on the Official Plan Review website (www.waterloo.ca/planitwaterloo)

Message from the Mayor What a great summer we've had. There has been so much going on in this community. The festival season in Waterloo kicked off in June with UpTown Country, then UpTown Waterloo Jazz Festival in July and the Waterloo Buskers Carnival in August. This year, the Waterloo Public Square was also utilized for part of the UpTown Country festival. It's wonderful to see the Public Square used for a variety of festivals and events. I hope you had a chance to be at the Public Square at some point during our summer. If not, please check our website for all that is planned this fall and winter at the Square. There's much happening in our City, as you'll witness by the many number of activities listed in this Guide that you and your family can participate in. Over the summer, you've also probably noticed all the construction that's been happening at City-run facilities. Many repairs and upgrades are taking place to several of our recreational facilities thanks to the millions of dollars we're receiving from the provincial and federal governments' economic stimulus funds. The Waterloo Memorial Recreation Complex Swimplex is undergoing painting, repairs to the hydraulic floor and an overhaul of the mechanical system. This work will be completed shortly with an expected opening of September 20th - just in time to get your family back into the routine of weekly lessons and activities. Also residents on the east side have been eagerly watching construction of fire station no. 4, located just down the street from RIM Park. Stay tuned to our website for details on this new station's grand opening which is scheduled for early September. In October, plans are also in place to open our new premier outdoor sports facility at RIM Park. An economic stimulus grant from the Building Canada Fund - Communities Component provided part of the funding for seven medium-sized outdoor fields at RIM Park to be converted into two artificial turf-lit fields and four natural turf-lit fields. Of the project's $4,893,570 total, $900,000 will come from the Waterloo Minor Soccer Club and $731,190 from the City, with the remainder being split between the provincial and federal governments. These fields will increase the recreational opportunities in Waterloo, and their construction will help stimulate the local economy. If you have any questions about this project, or any others that are underway in Waterloo, please feel free to contact me or your Council member. And, in closing, I would like to remind you that October 25th is 2010 Municipal Election Day. For information about the election in Waterloo, a list of the candidates, ward information and details regarding the two questions being placed on this year's ballot, please visit our website, www.waterloo.ca. INTERNET REGISTRATION

We will begin accepting Internet registration at 7 a.m. on the specified registration dates.

What do I need?

All you need is your Family Personal Identification Number (PIN) and Client Numbers (for each family member). If you have not registered before, please call the registration desk at the Waterloo Memorial Recreation Complex at 519-886-1177. We can set up your account and provide you with the information that you need to use ExpressReg. Due to the high volume of calls we ask that you call prior to the registration date to set up your account.

Register online— you’ll always be first in line!

Forgot Your Numbers?

If you have an account with us and have provided your email address, you can go to the ExpressReg website, My Account, and follow the instructions to have your numbers emailed to you.

Quick and easy steps to register:

1. Go to http://expressreg.waterloo.ca HINT: it is a good idea to have a couple of choices of programs that you would like to register for, if your first choice is full. This will make your registration process quicker. 2. Search for programs on the Activities tab and when you find the desired course, click on the ADD button to put that program into your basket. HINT: the fastest way to locate a program is by entering the Course Number. 3. If the selected course is full, you may place the selected client on the waitlist by clicking on the WAITLIST button. 4. If there is no ADD button, it means that particular course is not available for Internet registration at this time or the course is full. 5. You will be directed to login with your Client Number and Family PIN Number. 6. You may move back and forth between My Basket and the Activities screen using the tabs at the top of the page. 7. When you have finished, proceed to GO TO CHECKOUT to make a payment. NOTE: Exiting the system before selecting GO TO CHECKOUT will cancel all requested waitlists during this transaction. 8. If you were not able to successfully register in a course, but have placed clients on your account on a waitlist, you must select the GO TO CHECKOUT option to complete your transaction.

Confirmation & Receipts:

** Please print the on-line receipt once your payment has been successfully completed. An additional copy of your transaction WILL NOT be mailed to you. If you are registering for Camps, you will also be required to print the Parent Information Package at the time of registration. If you are unable to print, please contact us. IMPORTANT: all online registrations must be paid for in full using a valid MasterCard, Visa or American Express credit card. Any outstanding balance on your account (including facility booking balances) must also be paid at this time. Any credits on your account will automatically be applied to total balance due. A registration fee of 75¢ will be applied to each Expressreg Registration.

Step-by-step guide for Touch Tone Telephone Registration

Please note: All payments MUST be complete and accepted before disconnecting, or all registrations will be void.

This service allows you to register, check course availability and make payments from 7 a.m. to 11 p.m., 7 days a week. In order to use this service you will require a Family PIN and Client Number for each family member. You will also require a credit card in order to complete your payment.

Review and select the courses for which you would like to register from the Program & Activities Guide.

2.

Call 519-747-8585 and listen closely as the automated system leads you through the process with voice prompts.

3.

If you have trouble using the system, you will be prompted to dial “0” to reach a customer service representative (between 8:30 a.m. and 8 p.m.).

4.

When you are registering, the system will prompt you to input the following information: CLIENT NUMBER, FAMILY PIN, the CLIENT NUMBER of the person you are registering, and the appropriate COURSE NUMBER.

5.

Once you are finished registering, the system will ask you for payment. You will need to enter your credit card number (VISA, MasterCard or American Express) followed by the expiry date. A registration fee of 75¢ will be applied to each Touch Tone Telephone Registration.

6.

You will receive a confirmation in the mail within 7 to 10 business days.

Leisure Support Volunteers are available for 1:1 assistance to provide physical assistance and/or support at any City of Kitchener or City of Waterloo Community, Culture & Recreation Services programs. Information packages are available at the Swimplex Reception. All arrangements are made through the City of Kitchener at 519-741-2226.

RETURNED (NSF) CHEQUES

If classes are unexpectedly cancelled, announcements will be made online and on most local radio stations. Email notifications will be sent to those who have agreed to receive email communication.

Payments made by cheques that are not accepted by the bank must be replaced immediately upon notification by the City of Waterloo. An administrative fee of $25.00 will be charged for each returned cheque.

CLASS CANCELLATIONS

CHILD FITNESS TAX CREDIT

Classes may be cancelled in the event of insufficient registration. We reserve the right to change, cancel or alter any class times or instructors if necessary. You will be contacted in the event of a cancellation.

Recreation programs may qualify for the Child Fitness Tax Credit. Please review your eligibility by visiting the Canada Revenue Agency website at www.cra-arc.gc.ca/fitness

FEE ASSISTANCE LEISURE ACCESS PROGRAM

Fee assistance is available to Waterloo residents with low income participating in City of Waterloo programs. To apply you must submit a completed application form prior to registration. Once approved you will receive a Leisure Access Card to show at time of registration to verify the fee assistance payment. Applications are available online and at all City of Waterloo recreation facilities. For more information, please call the Fee Assistance Administrator at 519-885-1220 x225.

WAITLISTS

If your class of choice is full and you do not have any other choices, you will have the option of being placed on a waitlist. We will contact you if space becomes available before the second lesson/camp start date. Due to time restrictions as program dates approach, you may only be given 24 hours to respond to our notification of availability.

Join our Bereavement Walking Group About the 55+ Advisory Board The City of Waterloo’s 55+ Advisory Board advises on all matters related to the design and delivery of programs, services and facilities for older adults in the City of Waterloo. We do this through City Council, and Community, Culture & Recreation Services staff. The 55+ Advisory Board meets the 3rd Thursday of the month at the Wing 404 Rotary Adult Centre. Monthly meetings will resume on Thursday, September 16, 2010, at 9:45 a.m. If you have concerns, issues, or ideas around programming for older adults, the board would like to hear from you! Computer Club Cost: $2 per person per visit The Computer Club is a drop-in club for adults 55+, led by adults 55+. Learn, develop and enhance your computer skills and knowledge. Arts & Culture Dance Craze JOIN IN OUR RECREATIONAL CO-ED DANCE CLASSES FOR CHILDREN HELD AT THE WATERLOO MEMORIAL RECREATION COMPLEX! Our recreational co-ed dance classes are designed to introduce children to various dance forms in a fun and creative atmosphere. Classes will be held in the dance studio, room 101. Fee Assistance available to Waterloo residents. Applications are available at City of Waterloo recreation facilities and online and must be submitted prior to registration for approval. Your instructor will hand out theme day information on the first day of class. All classes will host an Open House on the last class for friends and family to attend. To enrol in this level your preschooler must be 2 to 5 years old and participate with one or both parents/caregivers. This level develops skills in swimming, glides and floating and builds awareness of deep water and safe entries. Please also note Turtle is determined by age. Diaper Fit This registered waterfit program is designed with the busy mother/caregiver in mind who finds it difficult to exercise while watching children. During this shallow waterfit class you will be positioned in the water with your baby/preschooler to provide the best possible workout using the resistance of the water. Tykes 1 Is your child between the age of 2 to 3 and not quite ready to attend lessons on his/her own? In this transitional program, the parent attends the first 5 lessons in the water, with the child for advanced Aqua Tot instruction. 7 to 12 Beginners An introductory swim class for children 7 to 12 years of age with minimal or no experience in the water. Participants will be taught head and face submersion, front/back and side swims with an introduction to surface support for 15 seconds. Participants repeat this level until the instructor feels they are ready for Swim Kids 2.This program meets criteria for Children’s Fitness Tax Credit. (Min 3- Max 5)

Ages 7-12 years $69

Whale To enter this level the participant must have completed Crocodile and be 3 to 6 years of age. In Whale, children will learn to swim independently and participate in team games. Preschoolers will increase their distance and improve skills in 7m front and back swims. Swimmers also learn about throwing assists to help another person in the water. A continuous swim of 10m is the goal in this level. This program meets criteria for Children’s Fitness Tax Credit. (Min 3- Max 6)

Private Lessons Private and Semi private lesson registrations must be done in person. If your child needs extra attention on a certain skill then privates are for you. The minimum age is 3 years old and all classes are 30 minutes in length. You must request in increments of 3 lessons and indicate the level you wish to register for. We cannot make up any missed lessons or provide a refund without a doctor’s note. Semi private lesson forms must be submitted together and it is your responsibility to find the other participant. To ensure quality lessons, we can only provide semi private lessons to participants who are in the same level or one level apart. The cost of semi private lessons is based per registrant. A new report card is given out for customers that register for 6 or 9 lessons with the same instructor. This program qualifies for the Child Fitness Tax Credit.

The Yellow Fish Road™ program is a hands-on environmental project for youth aged 7 and up, to help educate residents about water pollution in their community. Yellow Fish Road™ volunteers paint “yellow fish” symbols next to storm drains and distribute informative brochures to nearby households. Why the Yellow Fish Road™? In most cities, storm drains connect directly to the local waterbody untreated. Anything like litter, salt, soap and fertilizer that runs off lawns, driveways, sidewalks or roads, end up in the local waterbody. in your city Street Parking Regulations in the City of Waterloo Nobody likes to receive a parking ticket, but without parking restrictions and rules, our community would not be the safe, vibrant and attractive City that it is today. Overnight Parking on City Streets Overnight parking on City streets is prohibited year round. Please remember, vehicles cannot be parked on City streets in Waterloo between 2:30 a.m. and 6:00 a.m. (year round). Every household within the City of Waterloo will be allowed a maximum of eighteen exemptions per year. Exemptions for Visitors Exemptions are for visitors’ vehicles and/or if there are extenuating circumstances that do not permit household vehicles access to their driveways. Exemptions may be denied at the discretion of the City should road maintenance and/or snow removal be required. All households must register any vehicle that will be parked on a City street between the hours of 2:30 a.m. to 6:00 a.m.

PLEASE NOTE: If you’re considering expanding your driveway to accommodate additional vehicle parking, you should obtain information about the zoning of your building prior to beginning construction to ensure this is permitted. Contact the City’s Zoning Department at 519-747-8796 or 519-747-8759. Waterloo’s Dog By-laws Don’t forget your leash

Waterloo’s By-laws state all dogs must be leashed except in the designated leash-free areas on the Humane Society property and in the designated area in Bechtel Park. If a dog is found “at large” – without the effective control of an adult and on a leash – its owner may face a fine.

Stoop and scoop

Owners must clean up pet excrement in all public spaces, as well as on neighbours’ lawns and their own property. Failure to “stoop and scoop” also can result in a fine.

Barking dogs

The City’s noise By-laws prohibit persistent barking, whining or calling by any pet at any time of the day. Please try and resolve barking dog issues with your neighbours before contacting the By-law Enforcement Division for assistance. If a resolution can’t be reached, call the Waterloo Regional Police at 519-653-7700 and ask for dispatch.

Excessive Noise Please keep the noise down!

The City of Waterloo has two by-laws to deal with excessive noise. The first restricts people from making, causing or permitting any unusual noise that’s likely to disturb the public and is in effect any time of the day or night - this would include the continual barking or whining by a pet. The second by-law restricts the use of noisy equipment - like power tools - or making certain sounds during specific time periods. For all inquires or complaints on weekdays from 8:30 a.m. and 4:30 p.m., contact the City of Waterloo By-law Enforcement Division at 519-747-8785. For after-hour calls or on weekends, call the Waterloo Regional Police (dispatch) at 519-653-7700. Our groups are offered to kids five and up and are run by qualified therapists and trained volunteers who help children explore their feelings around loss through the use of Music, Art and Play Therapy.
