Welcome Before the snow and ice blows in, let’s take a moment to celebrate 2021. We got back-to-school and back to a good portion of community activities and events this fall. We may be back in masks and social distancing in some aspects of our lives, but we certainly have overcome great challenges. Our goal for this issue is to show you some of that community resilience. Parks & Recreation will host the event with City officials “throwing the dirt” to officially start the yearlong project. The new memorial park is scheduled to open on Veterans Day 2022. My First Year
in Westerville By Monica Irelan, Westerville City Manager If I had to characterize my first year in Westerville, I would use two words: stop and start. If you started a new job anytime in the last two years, I think you know what I mean. There were moments we comfortably cruised— strong starts when programs and services were hitting their stride at a great pace. And then other times when the pandemic was loud and clear: stop, not quite yet. That has made it much more difficult than anticipated to be in the places I wanted to be, meeting you and sharing this new administration’s vision for a growing Westerville. So I share my reflections here of how your City staff and I approached the year and where we believe we’re headed. RELIABLE, AFFORDABLE PUBLIC SERVICES At its most basic level, Westerville is your public service and program provider. Paving roads, distributing water and picking up trash and recycling are just a few of those responsibilities. Keeping those services operating reliably and efficiently is our responsibility; a promise we make and must keep. As we move further into a century meant to inspire technologies and innovations that help us perform these tasks, Westerville will also keep a human touch on how we impact the quality of life at home and around Central Ohio.

DIVERSITY, EQUITY AND INCLUSION One of my first acts as City Manager was to create a position for the City’s first-ever Diversity, Equity and Inclusion Director. It is one step in a series for Westerville, after having passed non-discrimiation and ethnic intimidation legislation more than two years ago. With dedicated staff, a look at policy and representation will be next steps. This is important as cities across the U.S. continue discussions about what responsive government looks like in the modern civil rights and social justice age. Our role now is to form legislation and programs to support a safe, inclusive community for all genders, generations, races, religions and ethnicities.

CHOOSING GOOD GOVERNMENT Good government builds consensus among diverse interests by focusing on the needs of the entire community rather than the interests of only a few. This is hard, but important work. The polarization of the nation at this moment is present at the local level. However, the advantage we have in Westerville is the Council/Manager form of government. This means City staff members are nonpartisan and nonpolitical and oversee the day-today business of Westerville in an ethical, efficient and transparent manner. I report to Westerville City Council, who are the legislative body setting policy, establishing goals and approving the budget. BUILDING ON OUR MOMENTUM Westerville has evolved from a town of activists that forced a U.S. constitutional change during Prohibition to one that now has a very popular designated outdoor refreshment area (or DORA) in our historic Uptown district. We have a talented workforce and strong job opportunities and our commercial districts (Westar, Uptown) are vibrant and growing. We’re feeding that momentum every day to protect the people and property that make us Westerville.
On a personal note, I will remember 2021 forever for the milestones in my son’s life, moving from one house to another...TWICE, buying a new home and, of course, starting this job and watching these opportunities unfold. Yes, I packed a “few” major life events into a few months, which were rich in lessons and experiences. My husband, Steve, and our one-year-old Noah are thriving in this community. We love our home and neighborhood, and we love Westerville. I look forward to seeing you more in 2022, with the hope and optimism the pandemic loosens its grip even more and together we “start” a brand new year.

Westerville Honors Veteran, Active Duty Military Service The 2021 class of Westerville Military Banner honorees will overlook Uptown Westerville one last time during the month of November. The banners will be returned to families in December. The program allows local families to honor active and veteran military servicemen and women with pole banners featuring the individual’s military photo that are placed on light poles in Uptown Westerville along State Street, between Home and Walnut Streets. Banners are placed from May-July 4 and then again for the month of November. Applications for the 2022 program will be available at www.westerville.org/militarybanners beginning 8 a.m. on Monday, Jan. 3. Paper applications will be available in the lobby of Westerville City Hall (21 S. State St.). Banners cost $130, part of which supports the Westerville Parks Foundation’s work to help the City create and sustain parks, trails, public spaces and programs for future generations. Future applicants have a few months left to gather the materials needed to apply for the program, the most important being a high-resolution digital photo or a printed photo large enough to be scanned. Meet a few of our 2021 honorees: Edwin Roush
Bill Highfield
Edwin Roush paused his studies at Otterbein College (now University) when Pearl Harbor was attacked in December 1941. After serving in the U.S. Navy, he returned to marry his college sweetheart, Marilou Harold, and graduated from Otterbein with a bachelor’s degree in education.
Bill enlisted in the Marine Corps in 1965 and served four years. He reached the rank of corporal. His duties included driving military vehicles, military police and The Drum & Bugle Corps. During his time he was in Japan for 26 months without returning home.

He was drafted by the Detroit Lions in 1947 and played professional football for one season. In 1951, Roush opened his first hardware store in Westerville and over the next three decades expanded the business to include sporting goods and Honda sales.
Andrew Hollobaugh 1st Lieutenant | Air Force
Andrew Hollobaugh was born and raised in Westerville where he attended Longfellow Elementary, Heritage Middle and Westerville North High School (Class of 2013). In May of 2017, he graduated from the United States Air Force Academy in Colorado Springs, Colorado and was commissioned into the U.S. Air Force as a second lieutenant. Following graduation, Lieutenant Hollobaugh went to Undergraduate Pilot Training (UPT) at Vance AFB, Oklahoma where he was selected to fly the C-17 Globemaster III. As a C-17 Pilot, First Lieutenant Hollobaugh has flown missions on four continents and 23 countries.

Becky (Browell) Farmer Captain | Army
After graduating from Westerville North High School in 1997, Becky Browell Farmer attended Penn State University and earned her commission as a military intelligence officer in 2001. Becky’s first assignment was to the 1st Armored Division as a battalion intelligence officer in 1-4 Air Defense Artillery Bn. She deployed to Iraq in 20032004. Becky joined the 101st Airborne Division (Air Assault), deploying again to Iraq in 2006 with Division HQ and to Afghanistan from 2008-2009 with the 4th Brigade Combat Team (Currahee). Her final assignment in 2010 was as HQ and HQ company commander, 4th Brigade Special Troops Bn. Becky attended Georgetown University, earning a master’s degree in 2012. LAUNCHING CONSTRUCTION The first major initiative to begin a transformation of the Westerville Sports Complex is scheduled for its groundbreaking on Veterans Day, Thursday, Nov. 11. The Westerville Veterans Memorial will blend history, culture, art and recreation with the existing sports environment to create a new signature space to honor and celebrate our veterans. “Westerville is thriving because the generation before us made sacrifices we don’t have to make today,” said Monica Irelan, Westerville City Manager. “The Sports Complex is really becoming synonymous with the sense of patriotism many in Westerville feel, and it’s the right location for an expanded veterans’ centerpiece.” This project renews and replaces an existing, smaller memorial that sits in front of the abandoned Armory on South State Street. The existing memorial was tied to the building, which once housed a medical infantry unit of the Ohio National Guard (see “The Story Behind” on page 17). Now that the space has been sold to COhatch for redevelopment, plans to move and pair it with the new construction project are underway.
WHAT WILL THE MEMORIAL REPRESENT? Veterans who served in any one of the six branches of the U.S. Armed Forces will be represented at the Westerville Veterans Memorial, along with their families. This memorial intentionally focuses on “all” who serve, featuring the impact on spouses, children and other family members through service and sacrifice. There will be spaces of reflection, inspiration and storytelling, including the unique perspective of a soldier’s journey.
HOW CAN I GET INVOLVED?
The new memorial will build upon the existing market, rising to meet the community’s tradition of honoring the lives and legacies of its sons and daughters who have served or are serving to protect our freedoms. It will also be in a space wellknown to the community, which also hosts the annual Field of Heroes and now 4th of July festivities.
Individuals may review donation and sponsorship opportunities to recognize a veteran. Fundraising is ongoing for the development of the park. The projected cost of the total project is $1.7 million. Westerville Parks and Recreation has appropriated $1 million for the project. The Westerville Parks Foundation has committed to raise another $700,000 to complete it. Additionally, programming is in development for special occasions, including the installation of annual military banners. The Field of Heroes attracts crowds in the thousands each Memorial Day weekend, and the new site for fireworks and festivities in July brought out big crowds for expanded entertainment and better visibility. The pairing of these events with a permanent Veterans Memorial space is intentional, says Irelan.

“We know that in Westerville, residents and visitors discover themselves in our parks, and this project is no different,” she said. “It presents an opportunity for residents and visitors to honor those who served this country to protect our way of life, including those who lived or have lived locally.” Illustrations for the Westerville Veterans Memorial project are online at www.westerville.org/veteransmemorial.
This project is scheduled for a Veterans Day groundbreaking to a Veterans Day (2022) dedication. COVID Long-Game Prompts Reminders Westerville, we’re headed into the winter months with pandemic uncertainty. As the Delta variant continues to be a threat as flu season arrives and the status of booster shots remains unknown, City staff continue to monitor public health recommendations as they relate to public meetings, services and programs. Here’s what to know now:
MASKS AND SOCIAL DISTANCING REMAIN RECOMMENDED/ REQUESTED FOR PUBLIC, REQUIRED BY STAFF
Public buildings are open, and residents and visitors are welcome to conduct business. Masks and social distancing are requested for all who enter, but staff members are required to wear masks and will provide service behind a barrier (window desk or plexiglass). If you have a request that can be completed electronically (email or form), please visit the Westerville website. Staff contacts may be found at www.westerville.org. Forms and permits are online at www.westerville.org/forms. When possible, conducting business electronically is preferable while the delta variant is strong and the vaccination status of visitors may vary.
CLEANING AND DISINFECTION CONTINUES IN PUBLIC BUILDINGS
City Hall, the Westerville Division of Police headquarters and the Walnut Street building are open thanks to the Building and Grounds crew within Westerville’s Department of Administrative Services. This small team has been keeping up with strict cleaning and disinfection protocols. The team at the Westerville Community Center has also performed mightily, keeping the doors open for patrons since the stay-at-home order was lifted by the state. All of these public buildings are regularly cleaned and prepared for public use and meetings, thanks to these crews.

Not only clean and sanitized, but the building offers a safe and convenient space for all types of recreational, health and wellness pursuits in its newly expanded floors. The new eSports and Adventure Fitness spaces will soon add to the portfolio of ways to beat the winter blues, particularly in the ongoing pandemic. WPD SET TO EARN
FIRST-EVER ACCREDITATION The Westerville Division of Police (WPD) is expecting its first-ever accreditation from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA®), a journey Chief Charles Chandler says is meeting the community’s expectations of a professional, well-managed police department. “Becoming CALEA-accredited was one of my first priorities when I became Chief,” said Chief Chandler. “It means we have met the gold standard for professional standards among public safety agencies, which has always been true about WPD. Now we are close to having the credential to formalize it.” CALEA was created in 1979 as a credentialing authority through the joint efforts of law enforcement’s major executive associations, including the International Association of Chiefs of Police (IACP); National Organization of Black Law Enforcement Executives (NOBLE); National Sheriffs’ Association (NSA) and the Police Executive Research Forum (PERF). Accreditation is a voluntary process; CALEA establishes the set of standards that feature the following:
q Comprehensive and uniform written directives that clearly define authority, performance, and responsibilities. q Reports and analyses to make fact-based and informed management decisions. q Preparedness to address natural or human-made critical incidents.

q Community relationship-building and maintenance. q Independent review by subject matter experts. q Continuous pursuit of excellence through annual reviews and other assessment measures. Chief Chandler assigned the lengthy accreditation process to WPD’s Professional Standards Bureau. Assistant Chief Holly Murchland, Lieutenant Brian Spoon and Officer Dan Pignatelli helped manage the application, submissions and on-site evaluations. Through their work, WPD was found compliant with 181 CALEA program standards. These standards include 600 components in total, all met by WPD. Additionally, WPD policies and proofs were validated, and the department successfully passed two assessments (one on-site) with reports from four independent assessors.

The next steps occur in November, says Chief Chandler. The WPD accreditation team is scheduled to appear before the Commission at their virtual conference when WPD’s status is expected to be announced. “We’re excited to celebrate this, and then continue the process to protect the credential,” said Chief Chandler. “Our cycle for compliance is ongoing, so we have an annual remote assessment for all standards and we’ll host an on-site assessment every fourth year.” When officially announced in November, WPD will be eligible to use the CALEA seal, a mark reserved for use by only accredited agencies that provides international recognition of WPD’s commitment to continuous development and the professional delivery of public safety services. Westerville City Manager Monica Irelan points to the significance of the accomplishment as part of a modern, high-functioning police agency. “This department is very serious about its responsibilities in training, certifications and overall professionalism, and pursuing accreditation was a major commitment,” said Irelan. “I’m so proud of WPD and its commitment to excellence and to this community. Being CALEA accredited is going to open new opportunities for our officers to stay on the frontlines of credentialed community policing.” Information will be available on the City website, www.westerville.org/police when the decision is made.

What to Consider When Recycling With limited landfill space available and an average of at least four pounds of waste generated daily by each resident, it’s important to be aware of best practices when it comes to recycling in the City of Westerville. While items such as paper and cardboard, plastic and glass bottles, metal cans and cartons are encouraged to be recycled, no plastic or foam food containers, tanglers*, plastic bags or coffee or party cups are allowed to be disposed of in those 64-gallon blue receptacles. According to the Solid Waste Authority of Central Ohio (SWACO), more than 76% of landfilled materials could be reused, recycled or composted. SWACO provides valuable resources for residents trying to safely dispose of unwanted items in the most efficient, cost-effective and sustainable manner. In addition to providing informational resources on recycling, the City offers other opportunities to reduce waste in the community. The City hosts Household Hazardous Waste Collections for flammables, toxics, reactives and electronics twice per year and provides education on how to dispose of bulk items, holiday trees, fencing, grass clippings and outdoor items. The Westerville Electric Division is encouraging residents to recycle old string lights this holiday season at 139 E. Broadway Ave. Lights can be dropped off 24/7. Residents who drop off lights between 8 a.m. - 4 p.m. Monday-Friday can receive a free LED bulb in exchange. The program runs from Nov. 26, 2021-Jan. 30, 2022. Since the program’s launch in 2019, Westerville residents have recycled more than 11,700 lbs of lights. By doing so, participants have removed inefficient power drains from the City’s grid and items that can become tangled in trash and recycling facility equipment. (Note: Please refrain from placing string lights in your curbside recycling containers.) Read about this program at www.westerville.org/lightrecycling. 10
FIRST RESIDENTS AT HOME WITH CITY PROGRAM Westerville’s electric vehicle drivers are charged up about the Westerville Electric Division’s new residential electric vehicle (EV) charging program. Launched in July, the PowerUp Residential Electric Vehicle (EV) Off-Peak Charging Program incentivizes residents to charge vehicles when demand for power is generally lower, from 8 p.m. - 6 a.m., Monday-Friday and all hours on Saturday and Sunday. Program participants receive a one-time $300 rebate and a credit of $0.04/kWh for charging during the offpeak times. Brady Berlin has lived in Westerville for about 15 years. His home features some 56 rooftop solar panels and a Tesla Model S. It’s safe to say he’s a sustainable energy enthusiast, to Berlin it makes sense and cents. He says the solar panels have generated about all the energy his home has used so far this year, reaching Net Zero. The City’s EV charging incentive program fits his household portfolio, especially since he already committed to charging during low-demand hours.
To those EV drivers in the community who are considering joining the program, Berlin’s advice is simple. “Do it. Yes, it could only amount to simple dollars per month to start if you don’t drive a lot,” he said. “Westerville is basically reimbursing you for the work, streamlining the process, and setting us all up for a more reliable, less costly grid for the future.” Energy used during off-peak hours helps the City save money versus energy used during the peak hours of the day. The City purchases power from the market, but the cost of transmission and other bill components are largely out of Westerville’s control. Those prices are based on, among other things, the highest peak consumption days in any given year. Therefore, the overall cost of power in the future will be partially based on the highest days of power consumption leading up to that year. “To get a better rate for doing something we already do (charge at night) was an easy decision. And having heavily invested in solar as well as battery storage for the home, offpeak rates for this and the rest of our home in the future will only further benefit us cost-wise,” said Berlin. In all, it took him about two weeks to become officially enrolled in the program, from application to final inspection. While the idea of working through a municipal program requiring permitting may seem daunting to some, Berlin found the Electric Division’s guidance to ease the process.

ON SMALL BUSINESS SATURDAY As the 2021 holiday shopping season arrives, this is your annual reminder to plan a visit to historic Uptown Westerville for Small Business Saturday on Saturday, Nov. 27. The merchants of Uptown will have plenty of stock and in-store surprises to help you support local during peak shopping season. Small Business Saturday follows Black Friday each year, a post-Thanksgiving holiday tradition that promotes some of the year’s best deals and savings. “Shopping Small” has since become attached to the weekend to feature the benefits of supporting local merchants in communities of all sizes. “When you shop small, you’re reinvesting in Westerville,” said Rachel Ray, Westerville’s Economic Development Director. “Uptown has an unmatched selection of novelties and unique gifts that make holiday preparations so much easier, and we know our merchants are ready to showcase their best.” Ray says Uptown will be a great destination for holiday shopping in 2021, particularly as supply chain issues may limit some offerings at big-box retailers. “Ongoing issues with the pandemic are expected to create some shipping and supply delays and that may impact what we see on shelves in stores or what may be available online,”
she said. “Planning ahead this year to shop local will be the key to overall convenience.” A bonus to Uptown shopping: special events, such as holidaythemed appearances (traditionally Santa, and maybe more?) and the annual ice sculptures. Additionally, Uptown organizers plan to coordinate special holiday events in conjunction with the DORA (designated outdoor refreshment area), which will be in effect from 12-10 p.m. during Small Business Saturday. Can you fall victim to scammers?
In 2021, WPD received at least 19 reports of fraud or scamming, with losses totaling nearly $68,000.
Calls continued over the course of several days. All the while, Jesse preyed on Jane’s emotions about a potentially catastrophic financial loss. With each phone call, he used language that increased Jane’s fear of the hackers and trust in his ability to take care of the situation. He was incrementally building dependency and trust with every phone call, although it quickly turned to threats and demands, says WPD Officer Stacy Pentecost. Pentecost took Jane’s report once the hack was revealed.
“These scammers are professionals,” said WPD Chief Charles Chandler. “Even if you think it could never happen to you, we see every day how they take smart, sophisticated people, catch them off-guard and force them into an emotional state. From there, it’s relatively easy for them to work the situation and gain access to the victim’s money.”
“These scams are multifaceted in that there is a financial consequence that requires attention, and in some cases, their identity has also been compromised. These scams affect the victim’s self-confidence and cause undue strain on relationships,” said Pentecost. “It’s important to understand that this is happening in Westerville.”
In the modern digital age, hackers seek any and all opportunities to turn a phone call into a major payday. In fact, the Westerville Division of Police (WPD) is recognizing a startling trend of scammers pairing modern technology with classic emotional manipulation tactics to steal thousands from residents.
This summer, Jane*, a Westerville resident, found herself on the receiving end of one such unwelcome call that would ultimately cost her about $15,000. The scammer, claiming to be a representative from Amazon’s security division named “Jesse,” told Jane that someone with a nearby mailing address used her account to purchase an iPhone. Jane checked her bank account and saw two unfamiliar transactions. Jesse had Jane download an application that allows users full remote access to mobile devices and computers when the proper authorizations and permissions are granted. Jesse had just enough information about Jane to cause an emotionally fueled response that outpaced her usual thoughtful logic. Jesse had full control of Jane’s device and access to her accounts. Her whole world was at his fingertips.
Soon Jesse started to leave threatening voicemails, and Jane was on the phone with police. See Scam Victim on page 19.

Limit Distractions
to Prevent Kitchen Safety Hazards As we enter the holidays with visions of turkeys and tinsel dancing in our heads, the Westerville Division of Fire (WFD) is encouraging residents to stay focused on safety. “There is no limit to the number of distractions the average person is balancing on a given day and the holidays can only add to that burden. When it comes to cooking food, it’s important to maintain your attention on the task at hand- preparing the meal safely,” said WFD Fire Chief Brian Miller. Cooking fires tend to spark during this time of year. In fact, the National Fire Protection Association (NFPA) says that Thanksgiving Day sees three times the number of home cooking fires than any other. Hosting duties, higher cooking volume and the general excitement of the holiday season are all added distractions that can combine into a recipe for disaster in the kitchen. According to the NFPA, unattended food on a cooktop is the number one cause of home cooking fires. Don’t Fry the Coop! Turkey Fryer Safety It’s a hard truth to gobble, er, swallow: most fire experts, including those at the NFPA and U.S. Fire Administration, discourage the use of turkey fryers because of the dangers they pose to people and property. Still, the promise of placing a perfectly crispy bird on the table lures many home chefs to take the chance. If you’re planning to fry a turkey this year, please keep your family’s safety top of mind. Remember: When in doubt, get out! If a fire starts and you can’t get it under control quickly, move everyone away from the flames and call 9-1-1 immediately.
Turkey Fryer Fire Safety THE FRYER
• Operate the fryer on a level surface. • Place the fryer a minimum of 10 ft from the home. • Never operate inside the home, garage or on a deck. • Always use a thermostat to ensure oil is not overheated. • Keep your oven mitts handy as fryer parts will become extremely hot. • Have a fire extinguisher nearby and never attempt to douse a fryer fire with water. • Keep children and pets at least three feet away from the fryer at all times. • Never leave fryer unattended. About Winter Pipe Maintenance You’re heading out of town to escape the winter cold for a few weeks. Bags are in the car, you’re walking out the door when it occurs to you that maybe you should leave your tap faucet running to prevent pipes from bursting as temperatures continue to plummet. Not so, says Dick Lorenz, Westerville’s Water Utility Manager. “Houses in this region should be built to withstand the cold,” Lorenz said. “Homeowners in southern states may encounter this problem during a cold snap, but it’s rare for temperatures alone to cause this issue in a Westerville home.” Lorenz recommends snowbirds consider turning off the valve at the home’s waterline meter before leaving. While it’s not a necessity, it is a good idea to at least check that this valve is in good working order to help prevent a home flood in the event of an emergency. While taps inside the home should be safe, Lorenz says that there are steps homeowners can take outside to prevent future issues. “Make sure to detach outdoor hoses from spigots before temperatures drop. If you don’t have a frost-free outdoor spigot, make sure to turn off the water to outdoor faucets,” he said. Pipes in uninsulated areas of the house (like a basement) can freeze if homeowners forget to close windows or exterior doors for a prolonged period. Just like you check each room to ensure electronics and lights are turned off before leaving the house, Lorenz suggests it also makes sense to ensure all windows and doors are shut and sealed correctly. RIDING ALONG WITH WESTERVILLE There’s nothing like waking up on a winter morning to a fresh blanket of snow. Unless you are a school-aged child, the sight of recently treated neighborhood roads is also a welcome sight. For Westerville residents, it’s the norm thanks to the Road Warriors of the Westerville Public Service Department. They work 24 hours a day, seven days a week clearing and treating streets when significant amounts of snow and ice fall. Joe Craig, Street Maintenance Supervisor, has overseen this team of 29 since 2016. “We follow a multi-level plan of attack when it comes to clearing roads,” said Craig. “We have to first focus on the most highly traveled roadways and streets that service hospitals. If you find it’s taking longer for us to get to your neighborhood, you can bet it’s because these high-priority roadways are requiring more attention.” The second priority is given to clearing streets around schools and those that facilitate traffic in and out of the City. Craig says that once these higher priority roadways are in good shape, the team turns into subdivisions and gets to work clearing streets, courts, alleys and dead-ends. “Safe travel for emergency vehicles is our top priority. However, we also know how important it is for residents to get where they need to be. Many of my team members live here in Westerville, they get it and it’s personal to them. We’re serious about keeping the roads safe for all drivers at all times,” Craig said. This spirit carries through to the holidays. When Central Ohio was treated to a rare white Christmas Eve in 2020, several members of the Westerville Public Service team
came in to assist with equipment maintenance, clearing and treating the roads. “That’s the heart of this team. They come in and get the job done the right way, no matter what. They know what they do matters,” Craig said. Westerville’s Street Maintenance team is small compared to the population served. The bulk of employees are assigned to the first shift (7 a.m.-3:30 p.m.). In the event of a large snow event, staff is split into two evenly sized groups. Each group works a 12hour shift until the storm has passed and all streets have been cleared. When a major weather event is in the forecast, Craig is in charge of reorganizing these resources to allow 24-hour coverage. Residents have a role to play in keeping neighborhood streets clear as well. Craig reminds neighbors to avoid shoveling snow into the roadway as they clear their driveways and sidewalks. “Piling snow into the street can create a tricky situation for our plows and lead to even larger piles in the street during big storms,” Craig said. “Try to move snow to the tree lawn, away from hydrants and mailboxes and to the left of your drive, as you face your home, so that it isn’t plowed back into your driveway.” Also, obstructions can cause hazardous conditions for both snow and leaf collection operations. Items such as basketball hoops should be removed from the right-of-way so that snow can be removed all the way to the curb. NEW MEMBERS WILL SHAPE COUNCIL

At least three new Council members will join Westerville City Council with terms beginning in 2022. For the next four years, these newly elected individuals will integrate with existing Council members to set policy, establish goals and approve and oversee the City’s annual budget. Westerville City Council consists of seven at-large members elected to four-year overlapping terms in nonpartisan elections. Municipal elections are held in oddnumbered years, with four seats filled in one election and three seats filled in the next election. The Nov. 2 election filled four seats on the current Council.
Organizational Meeting
As one of their first acts together, all seven members of Council will gather for an organizational meeting in January. At this time, they will take their oath of office and elect four officers among themselves to form their 2022-2024 structure as Council Chairperson, Council Vice Chairperson, Mayor and Vice Mayor. Council members also formalize appointments to committees and boards on which they serve. These positions will be announced and available at www.westerville.org.

“As the supplies and toys were coming in, we realized we needed a bigger truck. The amount of supplies and toys filled a semi-truck,” he said. “We had pallets of supplies, boxes of toys, and so on. The donations were sufficient to supply all units of the Ohio National Guard deployed.” Heyeck remembers the gratitude of the C118 soldiers, and hearing over the holidays the Unit was returning home. A community-wide “Welcome Home” ceremony was organized for Feb. 10, 2005. On May 14, 2005, the C118 returned to the Armory, and Westerville celebrated “Freedom Day.” A parade was held through Westerville to Heritage Park for a tree planting dedicated to the C118. But then news came just a few days before that the Armory would close forever May 14, 2005, exactly 84 years after the recognition of C118 lineage. “The C118 was coming home to their families, and we were ready. Yellow ribbons adorned hundreds of lampposts. Police escorted the busses and citizens lined the streets to welcome them home,” said Heyeck. “It was a cold night near the dinner hour when they arrived in Westerville. I feared the cold and the hour may deter attendance. Boy, was I wrong. The testimony was uttered by a soldier who, after greeting his family said, ‘Did you see what they (Westerville) did?’ There was not a dry eye anywhere.” After the Armory closed, soldiers were assigned to different facilities in Central Ohio. The City used the building primarily for equipment storage and maintenance needs. In 2019, the Armory was identified as one of three properties to be sold for redevelopment in order to fund the new police and court facility known as the Justice Center (now under construction on Huber Village Boulevard). The Veterans Memorial that currently sits outside the Armory will be moved and integrated into the new Westerville Veterans Memorial at the Sports Complex (see page 7). Heyeck says having the C118 and prior Companies in the Armory was a privilege.
Just south of Westerville City Hall in Uptown, atop the hill heading toward the South State Street corridor, sits the abandoned Armory. The City owned the property until this June, after the Ohio National Guard vacated the site in May 2005. COhatch, the new owner, has announced plans to redevelop the building into coworking, dining and entertainment space. Before that work begins, it’s worth revisiting the legacy of the space.
“Probably Westerville’s greatest honor was to be the first in central Ohio to be awarded the Employer Support of the Guard and Reserves Award from the Ohio National Guard,” he said. “We recognized that a soldier should not have to worry about his or her family, because the citizens of Westerville and those from our schools and businesses will be there in support. Freedom is never free.”
The sale to COhatch comes 100 years after the Ohio National Guard 134th Ambulance Company was organized and federally recognized (May 14, 1921). They were part of the 112th Medical Regiment, element of the 37th Division at Westerville. The Armory, dedicated in 1938, supported military operations through another reorganization in 1997 as Company C, 118th Area Support Medical Battalion. The C118 was deployed to Iraq in 2004, three years after the terrorist attacks of 9/11. Current Council Chair Mike Heyeck remembers the community’s support of local soldiers. “I was serving as Mayor in 2004, attending a Memorial Day ceremony at Longfellow Elementary. I was observing what the children had gathered; boxes of supplies to send to our troops in Iraq,” said Heyeck. “We thought to take this out to the community and collect tooth brushes, toothpaste, wet wipes and other items the Ohio National Guard suggested.

Concluding Successful First Fall The Westerville Parks and Recreation Department has continued to facilitate quality sports and recreation opportunities for residents and non-residents alike, adding flag football and upgrading its BMX track and programming.
FLAG FOOTBALL SEASON WRAPS UP In partnership with the National Football League and NFL Flag, Westerville Parks and Recreation concludes its first season of Flag Football on Sunday, Nov. 7. The coed league, which ran every Sunday since Sept. 12 at Westerville South High School (303 S. Otterbein Ave.), was available to youth in first through fourth grade. The league provided more than 90 Westerville youth an opportunity to learn the game during a one-day weekly commitment, including a 45-minute practice prior to the Sunday games. Six teams participated in the first and second grade league while four teams competed in the third and fourth grade group. STELLAR INAUGURAL SEASON FOR WESTERVILLE BMX Westerville Parks and Recreation also partnered with USA BMX and Westerville BMX to open the newly-renovated dirt track facility at Alum Creek South Park (535 Park Meadow Rd.) in August. Westerville BMX assists with daily track operation and BMX events, allowing the Parks and Recreation Department to continue to provide another in a wide variety of opportunities for the community. The track, open for use by riders with BMX-type, non-motorized bicycles, is open during normal park hours except for sanctioned BMX events. In addition, Westerville BMX also is working to build awareness and knowledge of the sport in the community, introducing a first of its kind Beginners Racing League where families learn the sport of BMX while riders progress gradually, riding only with other beginners. CITY Holiday Tree TRADITION No season brings a greater sense of hope than the holidays. It’s a time that calls forth pleasant memories of family gatherings, warm meals, and, perhaps, the promise of something special wrapped in festive paper just for you. Even the grumpiest of grinches give way as familiar, cheerful tunes envelop the experience of grabbing a coffee and shopping in Uptown Westerville. It’s with this sense of optimism that the City is endeavoring to light the 2021 tree on Friday, Dec. 3 at 7 p.m. in the Westerville City Hall Courtyard (21 S. State St.) “The 2020 tree lighting event was just one of many canceled because of COVID-19. By that time, we had already weathered eight months of the pandemic and wanted to be celebrating the end in sight. But COVID-19 had other plans,” said Derrick McPeak, Westerville Parks & Recreation Program Supervisor. With an eye on the delta variant and faith in steadily rising vaccination rates, the City is pushing forward with plans to light the tree in December 2021. Much is still up in the air, but all attendees can count on being encouraged to wear masks and social distance while visiting the tree. Public Health experts at the U.S. Centers for Disease Control and Protection (CDC) agree that masks are greatly effective in hindering the transmission of the virus, especially important considering the highly contagious nature of the delta variant.

Scam Victim continued from page 12 Kenneth Yeager, Ph.D., Director of The Ohio State University Stress, Trauma and Resilience (STAR) Program says scammers count on panic and fear. “Scammers play off the person’s fear by acting as if they can protect the person,” he said. “When the person experiences fear this takes the logical aspect of the brain offline. With the cerebral cortex offline there is no logic, only survival. The survival brain is quickly overwhelmed and the person is looking for a safe way out. It is not until the person is able to step back and regain their bearing and bring the cerebral cortex back online, it is usually too late.” Jane contacted her financial institutions and reported the fraud. “This could truly happen to anyone,” said Ofc. Pentecost. “What we can learn from this is to trust no unknown caller or information. If you’re ever in doubt about someone calling and saying your identity is compromised, call us. We can help at the beginning rather than the end.”
Chief Chandler says scammers often involve international callers so there is not a clear investigative path forward for victims. WPD can help provide official documentation, but it’s up to the victims to make the phone calls notifying banks and changing security settings on their devices. Victims can share their experience with the Federal Trade Commission (FTC) at reportfraud.ftc.gov. The FTC does not investigate the reports individually, but shares them with law enforcement agencies to help aid in broader investigations. “The bottom line: do anything you can to not allow yourself to become wrapped up emotionally if you receive one of these calls. Take a moment and hang up so you can investigate and consult a third party. If the person on the other line tries to prevent you from hanging up, that is suspicious behavior,” said Ofc. Pentecost. Site of Vacant Uptown Home
to Transform West College Ave.
Demolition will be scheduled soon for the vacant home in Uptown sitting at 32 W. College. Designs on the property call for new retail and residential spaces, a mixed-use upgrade that will add to Uptown’s vibrancy. Westerville City Council Vice Chairman Craig Treneff, who represents Council on the Planning Commission, reviewed the project at a public meeting last September. “This is a three-story, very nicely done architecturally, building,” said Treneff. “The first floor will be retail and commercial, about 3,200 sq. ft.; the second and third stories will be residential.” Treneff says the development incorporates dedicated parking (10 spaces) with overflow parking available in the public parking lots across the street. The project will attract interest from commercial users, and a range of retail options is being explored. Assistant City Manager Jason Bechtold expects something that will complement Uptown’s existing dining and retail scene. “The City has been working with developers for a long time on this space, looking for a good fit for the student population, as well as residents and visitors who love Uptown,” he said. “We have had success introducing new concepts in Uptown, like Northstar and the new COhatch redevelopment at the Armory. Proof of residency is required in order to be eligible for the discounted resident rates. With your active online account, you will be able to view class information, process registration and reservations, make secure credit card payments and view class enrollment counts from your home or office 24 hours a day! You can even make changes to your household and member’s information–fast, easy and secure. Username/ passwords and household information can be changed once you log in. Click on “My Accounts.”

FITNESS WING
The north fitness wing offers two levels and four training areas that include a variety of strength training and cardio equipment. The first floor includes squat racks, Smith machines, Olympic benches, plate-loaded equipment and dumbbells. The second floor houses more than 70 pieces of cardiovascular equipment including treadmills, bikes, ellipticals, seated steppers, upper body ergometers, step mills, rowers, and a Jacob’s ladder and the Nautilus inspiration selectorized line. The agility/stretching area is located within the track and has a multi-functional trainer, tank and tire flip along with AirDyne bikes and rowers.
TRACK
The Track is 1/7 of a mile long and can be utilized by those ages 14 and older.

Adding to the eight-lane competition pool and diving boards is the leisure pool that includes dueling activity slides, shallow play area with a water playground, a lazy river, whirlpool, fountains and deep water lap lanes. The all-new Multi-Activity Court (MAC) Gym includes an adventure course, one regulation-size basketball court or two quarter basketball courts, three pickleball courts, two volleyball courts, one futsal court, bleachers and easy access to free lockers. The MAC Gym can be accessed through the North (Fitness Wing) entrance or directly through the existing gymnasium. The MAC gym, adventure gym and climbing wall are now open. Hours may vary from those printed below due to staffing. Please call the Community Center at (614) 901-6500 before arrival. Parent/guardian may observe children nine and under at no charge. Hours are subject to change due to special events.
COVID-19 UPDATE COVID-19 restrictions (including capacity limits and time slot reservations) are no longer in place at Westerville Parks and Recreation facilities. Daily admissions continue for all non-pass holders. Visitors are welcome to wear masks but are no longer required to do so. The City is encouraging those who have not yet been fully vaccinated to continue wearing a mask or face covering when not actively engaged in exercise or water activities.

AT THE COMMUNITY CENTER Choose from a variety of all-inclusive options for your child’s unforgettable day. All party packages include a private room (partial), party specialist, balloons, cake with child’s name, ice cream and drinks as well as paper products and lots of fun entertainment. Party pricing is based on 10 children or less with a maximum of 25 people including adults. A $4 charge will be added for each additional child. A minimum of three adults must be in attendance.

New Cycling Room
Ready to Ride The recently-added group cycling room provides another opportunity in a wide range of fitness options at the Westerville Community Center. The room, just inside the north entrance, is part of the recently-completed Westerville Community Center expansion. “This is one of the areas we were looking forward to most with our expansion,” said Mike Herron, Westerville Fitness and Wellness Manager. “While we have several other areas with cycling equipment, this room is specifically designed for group cycling classes.” The room houses nine Schwinn X Bikes, with room for eight participants and one instructor under current social distancing guidelines. All classes will be instructorled, and each will be 45-60 minutes in length. “Each bike will be reservable just like a lap lane in the pool,” Herron added. “While we look to be able to accommodate additional bikes for participants soon, this room will provide an extra layer to our fitness offerings here at the Center.” Two classes are being offered this session (see right column).
