Welcome – Nicole Lawton

• NL welcomed attendees, introduced the meeting agenda, housekeeping • CRL project progress update - Dame Whina Cooper tunnel boring machine (TBM) has been launched for its second drive from Mt Eden Station to Aotea station, passing through Karangahape Station along the way. - By end of year two bored tunnels will be completed. - The focus 2023 will be tunnel and station fit out. •

Communications overview - Community Liaison Group (CLG) – Meets quarterly or more regularly as needed, minutes and presentations displayed online. - Britomart Newsletter – General communication, updates, surveys and notifications emailed monthly and displayed online. - Britomart Works Notifications – Official notice emailed 10 working days before disruptive works as needed and displayed online. - Queries/complaints received – Tracked and forwarded to relevant team for response. - Email: info@cityraillink.govt.nz - Phone: 0800 CRL TALK (275 8255) – option 1.

Community activation – Coffee, croissants, and construction chats - Thanks to all who attended the activation on Wednesday April 13 from 7:30 – 9:30am at Takutai Sq. - It was a joint CRL Ltd, Link Alliance and Martinus event which encouraged the local community to come down and have a chat to our construction teams about upcoming works over free coffee and croissants (sourced from neighbouring business Amano).

Easter weekend works completed inside the tunnels underneath Britomart Place o Included work on the north wall tunnel, demolishing existing platforms, remedial and cleaning work from Christmas Block of Line (BOL). o Ongoing work on the north wall tunnel until Queens Birthday weekend (June 4 – June 6 2022). o Spoke to images of machinery used.

Upcoming Britomart Place works o Outlined the works footprint and detailed information about Scene Lane surface works, including:  Excavating and exposing the tunnel roof and beams to strengthen them

UPDATE/ACTIONS Removing deadweight (earth), about 5 metres deep, to improve the tunnel structure Spoke to diagram of north and south tunnel walls. Noted works will start above ground during May. While there will be some unavoidable noisy works, the team will be using the quietest machinery practicable and will keep as much noisy work during daytime as possible. There will be night works at times – these are unavoidable as the team is only able to work inside parts of the tunnel when the rail line is closed. The team will minimise any above-ground work at night as much as possible also. The main activity at night on Britomart Place will be a concrete pump used to pump concrete down into the tunnel. 

Mitigations

Questions o Attendee: Is it possible when you are dismantling scaffolding overnight to store it inside the station until the morning and then bring it out?  SW: That is the plan. All scaffolding deliveries into the station will be done during the day, only the assembly inside the station will be occurring at night – this includes the dismantling. No intention to remove materials during the night. o Attendee: When are the concrete trucks starting? How many are we getting a day? How many hours a day?  SW: The majority of the concrete works will start in June. There will be intervals of work days and non-work days. A maximum of 10 concrete trucks per pour day, for

about 3 hours, for a month to six weeks. There will then be some time in-between before the same operation occurs for the same duration during late July to August. JB: For those involved in the mediation, there has been no real change to the plan. The only difference to the original plan is the start date has been delayed.

Q+A - All

Attendee: Would like Martinus to provide more information around construction detail such as concrete deliveries. TR: Further detail was provided in subsequent works notice emailed out. Noted to provide more detail in future presentations. Attendee: Do you have security guards on at night around the Britomart area? There has been a problem with graffiti and vandalism. MP: Yes. Link Alliance has a security team at each of the sites, including Britomart, in the past we have worked with Auckland Transport (AT) who also have security in the station itself. If you have any particular issues, you are welcomed to email me (Michelle Parish) and we can talk to AT about it. Attendee: When your team leaves graffiti on the plastic sheets it encourages others to graffiti. Also, you have removed the toilets from the station which has caused incidents on Tyler St. MP: We agree. Graffiti should be removed faster and we will look into this on your behalf (This is an AT action) NL: The graffiti can be helped mitigated by the Link Alliance security teams. There is also 24/7 Britomart Group security around the area. The public toilets issue is a mandate that comes from Council about where toilets are and aren’t in the city. We can investigate these issues for you [ACTION]. Attendee: Do the concrete delivery trucks in and out of Tyler St reverse? SW: We have removed the old toilet block and by the time works start there will be enough room in the site compound for the trucks to turn around. No reversing required. Attendee: Reported struggling to get trades people to come to their apartment on Tyler Street because there are no parks available. Reports observing a security guard illegally parks their car on the street. MP: No Link Alliance workers should be parking illegally. I will look into this for you. [ACTION - have subsequently confirmed this was not LKA vehicles] RJ: Under the new conditions that we have negotiated with those such as Endeans for these works, we must provide at least a 15-metre-long loading bay for the southern side of Tyler Street. JB: I can confirm that this is on the draft TMP, which is currently under review. This will be installed as soon as we can. Attendee: Where will the loading bay be on Tyler Street? JB: It will be on the southern side of Tyler Street, opposite the glasshouse. Attendee: When will this loading bay be put in? RJ: It is a requirement for us to be able to do the next set of works, it will be established in a matter of weeks. JB: Intention is to put the loading bay in May. (This has been subsequently actioned) Attendee: Expressed need for AT representative to be present at these meetings to discuss issues including parking enforcement. [ACTION] Actions Page | 5
