Introduction

The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.4 km underground passenger railway, running between Britomart Station and the North Auckland Rail Line in the vicinity of Mt Eden station. The works relating to this Industrial and Trade Activities Environmental Management Plan (ITA EMP) constitute part of the enabling works for the CRL. The works (the Project) involve the construction of an extension to the existing passenger rail network from the current termination point within the Britomart Transport Centre (BTC), westwards underneath the former Chief Post Office building (CPO) and Lower Queen Street. The Project footprint is shown by the blue shaded area in Figure 1.1 below.

1.1

Purpose of the Industrial and Trade Activities Environmental Management Plan

This ITA EMP has been prepared to manage adverse effects relating to industrial and trade activities required during construction of the Project, including a bentonite treatment plant, jet grout plant and the storage and handling of hazardous substances. Specifically, the purpose of the plan is to identify those activities to be undertaken at the Project site that may result in contamination of land and/or stormwater, and to document the procedures to be implemented to appropriately manage these risks.

The ITA EMP is required under Condition 96 of Discharge Permit R/REG/2014/5436 for the CRL Britomart to Wyndham Street enabling works. The plan is an updated version of the Draft ITA EMP – Britomart to Wyndham, dated December 2014, prepared by Golder Associates (NZ) and submitted to Auckland Council (AC) as part of the regional resource consent applications for the Project.

The ITA EMP outlines the following: Identification of industrial and trade activities to be undertaken during the Project that may result in contamination of land and/or water; Identification of potential contaminants associated with these activities; The methods to be used to prevent identified contaminants from contacting with stormwater runoff and methods to manage environmental risks from on-site activities; An appropriate monitoring and auditing programme to ensure site performance is undertaken in accordance with this ITA EMP; and Industrial and Trade activities Environmental Management Plan

2 Staff training.

This ITA EMP has been prepared by Tonkin & Taylor Ltd (T+T) for the Downer Soletanche Bachy Joint Venture (the Contractor – DSBJV) and forms part of the Construction Environmental Management Plan (CEMP) for the Project.

1.2

Relevant Conditions

Discharge Monitoring 101

Within 30 days of the installation of the water treatment system, and prior to operation, a discharge monitoring programme, to assess the ongoing adequacy of all management practices, shall be developed and submitted to the Council (Team Leader Central Monitoring) for certification. The monitoring programme shall include, but not be limited to: a. sampling location for final discharge from the site(s); b. sampling locations on site (i.e. swale inlets, outlets etc); c. methods and procedures for discharge sampling on a quarterly basis; d. monitoring parameters for analysis, which shall include: Daily Turbidity (NTU) pH Weekly Total Suspended Solids mg/L Copper (total) mg/L Zinc (total) mg/L Lead (total) mg/L Total Petroleum Hydrocarbons mg/L e. identified trigger levels for each of the above parameters. These trigger levels shall be developed with reference to the ANZECC Guidelines for water quality where applicable; and f. the methods and procedures for investigating and reporting stormwater discharge monitoring results to the Council (Team Leader Central Monitoring).

Within five working days of sample results showing contaminants exceeding the agreed trigger levels (Condition 101(e)): a. an investigation shall be undertaken to determine why exceedances were detected and to identify any additional source controls or treatment required; and b. the results of the investigation shall be reported to the Council (Team Leader Central Monitoring).

Within eight weeks following the start of the monitoring required by Conditions 101 and 102, a monitoring report shall be submitted to the Council (Team Leader Central Monitoring). The monitoring report shall include, but not be limited to, the following: a. a summary of the monitoring results to date; b. an interpretation of those results and suggestions for improvement to the site operations; c. a programme for ongoing monitoring including the reporting of results; and d. a programme for the ongoing maintenance of the discharge water management and treatment system.

ITA EMP author

This ITA EMP has been prepared by Rob Van de Munckhof. Rob holds a chemical engineering degree and has over 14 years’ experience in environmental management and has experience in Industrial and Trade Activity assessment and management. He has undertaken assessments of surface water discharges from a range of industrial sites and is experienced in undertaking risk assessments to identify priority contaminants. He is experienced in the development of environmental management plans and surface water monitoring plans.

1.4

Sustainability

AT is seeking an Infrastructure Sustainability Council of Australia (ISCA) Infrastructure Sustainability (IS) Rating. Further details can be found in the Project CEMP and Sustainability Rating Management Plan.

Project sustainability requirements that relate directly to this ITA EMP are included in Appendix A. These requirements are imbedded within the plans to ensure that sustainability is a key focus and ‘the way we do things’.

In some cases the IS requirements and sustainability goals enhance the designation requirements.

1.5

ITA EMP review and updates

This ITA EMP is a living document that will be reviewed and updated if needed during the course of the Project to reflect any material changes associated with construction techniques or the natural environment. Any proposed changes to the ITA EMP must be certified by AC prior to any on-site activity reliant upon the change commencing. A formal review process is described in Section 9 of this ITA EMP.

2

Project Description

2.1

Overview

The Project involves the construction of an extension to the existing passenger rail network from the current termination point within the BTC, westwards underneath the CPO and Lower Queen Street.

Separate works are being undertaken to continue the CRL tunnels from this point under the Downtown Shopping Centre site (which is to be redeveloped by Precinct Properties), and then up Albert Street.

Significant works beneath the CPO will be undertaken, with the construction of two new rail tunnels extending westwards beneath the basement floor level. In Lower Queen Street, sheet piling will be extended across the road corridor, excavation undertaken to form the rail tunnels followed by reinstatement of the road corridor following the completion of works. During construction, existing ticketing and retail functions and pedestrian access to the station will be accommodated in Station Plaza, at the rear of the CPO building.

Surface works will also be required in QEII Square associated with the Downtown Shopping Centre redevelopment, including construction of the CRL rail tunnels beneath this site (Precinct Properties scope of work).

A detailed description of the construction works is provided in the CEMP.

2.2

Construction zones

The Project will be divided into four discrete active construction zones (ACZ) as shown in Figure 2.1.

The referencing of Project ACZs adopted in this ITA EMP reflects that of the BTC designation in order to ensure consistency across all Project Delivery Work Plans and Environmental Management Plans. It is

6 noted that under the resource consents, the Project area is separated into two larger ACZ’s – ACZ A (CPO) and ACZ B (Lower Queen Street) – refer to Figure 2.3.

A summary of the key construction activities that will be undertaken in each ACZ is outlined in Table 2.1.

The Lower Queen Street excavation will be covered with a partial roof structure in order to minimise the potential for water to enter the excavation and the discharge of dust from the site. Works within the CPO will be contained within the building.

2.4

Bentonite and jet grouting plants

The diaphragm wall and jet grout columns will require the establishment of bentonite and jet grouting plants on Lower Queen Street adjacent to the CPO building, the location of which are shown on Figure 2.4.

The operation of the plants is outlined in Sections 2.4.1 and 2.4.2 below.

2.4.1

Bentonite treatment plant

A bentonite plant will be located adjacent to the south west corner of the CPO building on Lower Queen Street. The purpose of the plant is to mix and recycle bentonite slurry associated with the diaphragm wall construction.

The plant will cover an area of approximately 350 m2 and comprise the following elements: Four to six 80 m3 silos, approximately 15 m in height, required for the storage of bentonite slurry and waste; Slurry Treatment Plant (STP) / De-sanding Unit - with a capacity of approximately 450 m 3; Bentonite mixer; Bentonite storage bags; Generator; and Excavator.

The bentonite plant operation will be as outlined in Table 2.3 and as shown on Figure 2.5.

Bentonite Mixing and Recycling

Mixing of bentonite with water and additives (sodium bicarbonate and bentocryl) to make a bentonite slurry, which will be temporarily stored within the silos before being used in the piling operations. The bentonite mixer will be covered to control bentonite powder dust emissions.

Transfer of the bentonite slurry to the storage silo, which is connected to the circuit of the STP / de-sanding unit and down to the diaphragm wall operations via pipes and hoses.

Slurry will be pumped out from the trench and travel back to the de-sanding unit / STP, where it will be treated to remove solids and recover the slurry for re-use.

Spoil Disposal

Dry material recovered from the de-sanding unit will be removed off-site.

Liquid spent slurry following de-sanding will be discharged into a temporary spoil pit (approximately 24 m3) to be located on site. The spoil will be excavated and transported via trucks (approximately 3-5 per day) to an approved disposal facility.

Management of Discharges

The entire bentonite plant will be bunded to contain any spilt material or bentonite slurry in the event of a pipe or pump failure during transfer of the slurry.

Any surface water collected in the bunded area will be pumped to the sediment control system on-site for removal of sediment prior to discharge. There will be no gravity discharge of any water from the bunded area to the stormwater system.

Any spilt material pumped to the sediment control system will be treated as per other sediment laden water on-site with discharge only occurring once the minimum water quality standards are met.

2.4.2

Jet grouting plant operation

The main function of the jet grout plant is to mix the cement grout required for the jet grout columns and transfer it to the jet grouting rig at high pressure. The plant will be located adjacent to the north western corner of the CPO building on Lower Queen Street (refer Figure 2.3).

The plant will comprise the following elements: Excavator; Grout Mixer; High Pressure Pump; Generator; Silo for cement powder storage; and Grout Storage Tank (approximately 10 m3).

The jet grout mixing plant will involve mixing water and cement and additional additives to create a slurry mix as outlined in Table 2.4.

Material Storage

Cement powder will be delivered to the plant by trucks. It will be pumped to the storage silo through hoses. Dust filters on the silos will be used to control dust emissions.

Cement Grout Mixing

Cement powder will travel to the mixer via a closed screw conveyor. The scale will have a protective cover to control dust.

Cement powder will be mixed intermittently with water in the required proportions and the grout will then be stored in a tank.

Cement grout injection:

Grout will travel via hoses, filters and pumps to the high pressure pump, then to the jet grouting rig and through the drill string, which will inject this grout at high pressure, inside the soils, to form jet grouting columns.

11 Spoil Disposal

The resulting sludge (made of grout, water and soil) will be pumped from the jet grout column location to the spoil pit at the plant.

It will be disposed of in a similar manner to the slurry spoil.

Management of Discharges

The jet grout plant will be bunded.

Any surface water collected in the bunded area will be pumped to the sediment control system on-site for removal of sediment prior to discharge. There will be no gravity discharge of any water from the bunded area to the stormwater system.

Any spilt material pumped to the sediment control system will be treated as per other sediment laden water on-site with discharge only occurring once the minimum water quality standards are met.

2.5

Stormwater and groundwater treatment

Stormwater and groundwater that settles in the excavations in Lower Queen Street and the CPO will be pumped into a settlement tank where sediment will settle out. Assisted sediment settlement using chemical or non-chemical flocculants (the latter being preferred if effective) will be undertaken as required to ensure water discharged from the system will not result in adverse effects on the receiving environment. The treatment tanks will be located adjacent to the south east corner of the CPO adjacent to the glasshouse.

The treatment plant is outlined in detail in Section 2 of the Chemical Treatment Management Plan (CTMP) for the Project (Appendix B of the Project ESCP). The treatment plant comprises a total storage capacity of 35,000L, which exceeds the volume requirement of two 12,000L tanks specified in Condition 99 of Discharge Permit R/REG/2014/5436.

This table also outlines the potential contaminants associated with the activities and the relevant procedural and physical controls to be implemented during the works to minimise any adverse environmental effects.

3.2

Site drainage

The existing drainage system consists of the AC stormwater network currently in place within the Project area. This drainage system collects runoff from the road pavements and directs it to the stormwater pipelines, which then discharge directly into the Waitemata Harbour through the existing discharge structure located at the Promenade (immediately adjoining the northern side of Quay Street). Refer to Section 4.6.3 of the ‘Auckland City Rail Link Britomart to Wyndham Water Quality Assessment’ dated December and prepared by Golder Associates for information on the receiving environment water quality.

Parts of the existing drainage system will need to be removed or closed off during the Project works. A drainage plan showing the existing stormwater drainage system and those sections to be removed is shown attached in Appendix D. The release of contaminants to the stormwater network will be managed using the controls described in the Project ESCP and this ITA EMP. Site layout plans have been prepared (refer to Appendix D of this ITA EMP) to show the location of the bentonite plant, the jet grout plant, truck routes and any chemical storage areas.

Final as-built drainage plans for the Project area will be prepared following the completion of the works.

These plans will show the locations of all stormwater catch pits and discharge locations within the Project area.

4

Management Procedures and Mitigation Measures

4.1

Bentonite plant

The main environmental risks associated with the bentonite plant are the discharge of chemicals from the operation of the plant and/or the discharge of sediment laden water to stormwater drains within the Project area, which in turn discharge into the Waitemata Harbour.

To avoid or minimise any discharges from the bentonite plant to the surrounding environment, the plant will be designed and operated as follows: The entire bentonite plant shall be bunded to contain any spilt material or bentonite slurry in the event of a pipe or pump failure during transfer of the slurry.

The outlet of the existing stormwater catchpit in Lower Queen Street that will be located within the bentonite plant operation area (refer to the Stormwater Drainage Plan in Appendix D of this ITA EMP) will be sealed off during the works, and a submersible pump installed to pump any surface water that collects in the bund to the bentonite plant tanks for re-use; or to the sediment treatment plant.

Sodium bicarbonate and bentocyrl will be added to the bentonite slurry. Neither chemicals are classified under HSNO as hazardous, and will be stored within the bunded bentonite plant area. No other environmentally hazardous substances will be required as part of the bentonite plant operation.

In the event of a spill outside of the bunded area, the standard spill control procedures will be implemented to contain and manage the spill (refer to Section 5 of this ITA EMP).

Prior to commissioning of the bentonite plant, an Operations and Spill Response Plan will be prepared for the plant. This Plan will outline the environmental controls and spill response procedures specific to the operation of the plant detailed in Section 2.4.1 of this ITA EMP. The extent of the bunded area and the location of the existing catchpit within the operational area of the bentonite plan that will be sealed off during the works is shown on the Stormwater Drainage Plan in Appendix D.

4.2

Jet grout plant and operation

The main environmental risk associated with operation of the jet grout plant is the discharge of sediment laden water and elevated pH from cement used in the slurry mix.

To avoid or minimise any discharges from the jet grout plant into the surrounding environment, the plant will be designed and operated as follows: The jet grout plant shall be bunded with any surface water collected in the bund draining to the onsite sediment treatment plant. The outlet of the existing catchpit in the plant operation area (refer to the Stormwater Drainage Plan in Appendix D) will be sealed off, and a submersible pump installed to pump surface water to the sediment treatment plant.

In the event of a spill outside of the bunded area, the standard spill control procedures will be implemented to contain and manage the spill (refer to Section 5 of this ITA EMP).

Prior to commissioning of the jet grout plant, an Operations and Spill Response Plan will be prepared for the Plant. . The Plan will include the relevant environmental controls and spill response procedures specific to the operation of the plant detailed in Section 2.4.2 of this ITA EMP.

4.3

Environmentally hazardous substance management

The principal environmentally hazardous substances that will be stored and used during the construction works will include: Petrol; Industrial and Trade activities Environmental Management Plan

16 Diesel; Jet grouting additives; and Bentonite.

Dangerous and hazardous substances shall be stored on site in accordance with the Hazardous Substances and New Organisms (HSNO) Act 1996 and relevant HSNO regulations, and subject to provisions relating to Location Test Certificates and Approved Handlers, as appropriate.

All chemicals will be stored in a secure area with secondary containment to contain any spills.

Safety Data Sheets (SDS) for all of the chemicals used or stored in the Project area will be kept in the Project site office with a sub-set on file at each storage location relevant to the specific materials being stored. A Hazardous Substances and SDS register shall be kept on-site and regularly maintained to ensure it is up to date with the chemicals and volumes of chemicals used and stored on-site.

Spill kits and associated spill response equipment, will be available at each vehicle entrance (refer to Appendix C of this ITA EMP).

The storage, handling and disposal of dangerous goods will be undertaken in accordance with the following DSBJV Environmental Work Instructions: WI 101 Use and Disposal of Oils and Lubricants; WI 102 Refuelling of Equipment, Machinery and Static Tanks; WI 103 Spill Procedure: Fossil and Synthetic Fuels and Oils WI 602 Road Transport and Materials Handling; and WI 603 Storage and Handling of Dangerous Goods.

4.4

Waste management

For the purpose of the Project, waste material refers to items removed from worksites and road carriageways, such as surplus or reject spoil, excavated seal, pipes, rubbish detritus and any other unwanted materials. Appropriate disposal shall be arranged for any material that requires off-site disposal.

If hazardous material requires off-site disposal, it will be disposed of safely, through an appropriate contractor authorised to handle, transport, process or safely dispose of the waste concerned to an approved disposal facility.

Any waste bins on-site will either be stored undercover, or will be installed with covers to prevent rainwater ingress.

Overall waste management or disposal requirements will vary depending on the material concerned and shall be undertaken in accordance with the WARRP.

4.5

Vehicle refuelling

No permanent storage of bulk fuels will occur on-site. Refuelling of plant and equipment will be undertaken using either a mini-tanker for larger equipment, or portable containers (such as jerry cans) for smaller plant and equipment.

Refuelling will be undertaken in accordance with work instruction WI 102 - Refuelling of Equipment, Machinery and Static Tanks.

4.6

Wash-down

No vehicle wash-down will be undertaken on-site, apart from localised washing of vehicles and tyres as required in order to prevent the tracking of sediment onto the surrounding road network. The location and nature of the construction works, along with the construction methodology will serve to minimise the Industrial and Trade activities Environmental Management Plan

17 potential for site vehicles to drive over areas of open excavation or unpaved areas and track dirt onto the surrounding road network.

The removal of spoil from the excavations will be undertaken as follows: Material will be excavated using diggers within the excavation area or a long reach digger on the edge of the excavation; Trucks will back up to the edge of the excavation area on the existing sealed surfaces; and Material will be loaded directly into the trucks to avoid the storage of excavated material on-site.

In the event of material being spilled onto the ground around the excavation or from trucks transporting the spoil from the excavation, the material will be cleaned up prior to the vehicle leaving the site. This may involve some localised washing of vehicles and tyres. Any runoff from the wash down area will directed to the on-site sediment control system.

Some washing of machinery within the excavation area may be required. In this instance, washing of machinery will be undertaken using a hose or water blaster on-site within the excavation area only.

5

Spill Response

The management of spills at the site will differ depending on the quantity, type of material and location of the spill.

As no significant volumes of environmentally hazardous substances apart from those at the bentonite and jet grouting plants are anticipated, the spill response procedures for the Project have been divided into three separate procedures as follows: General Emergency Spill Response Plan, which covers all areas of the site; Bentonite Plant spill response procedures; and Jet Grout Plant spill response procedures.

A general Emergency Spill Response Plan (ESRP) has been prepared for the Project (refer to Appendix C of this ITA EMP). The ESRP includes provision that in the event of all spills over 20 litres, or any spill of Environmentally Hazardous Substances, which has entered the stormwater system, a water-body or has contacted unsealed ground, the spill shall be reported immediately to the AC 24 Hour Pollution Hotline (09-377-3107). Additionally, Cooper and Company will be notified if spills (as described above) occur within / or are likely to affect the Britomart Precinct.

The spill response procedures for the bentonite and jet grout plants will be detailed in the Operation and Spill Response Plans to be developed prior to commissioning of the respective plants. As both areas will be bunded, the specific spill response requirements will be considered as part of the final development of the site specific controls for each area.

A site plan has also be developed, which shows the location of all spill kits in the Project area (refer to Appendix C of this ITA EMP). Spill kits and signage relating to spill response procedures will be located at each vehicle entrance to the site during each stage of work.

Each spill kit will have a register of contents and an inspection sheet. Each spill kit will be inspected monthly to ensure all contents are present and there is no rubbish in the kits. The inspection sheet shall be signed during each inspection.

Discharge Monitoring and Reporting

6.1

Monitoring

Within 30 days of the installation of the stormwater treatment system (including the settlement tanks and bunding of hazardous substances) and prior to operation, a stormwater monitoring programme will be developed to monitor discharges from the site, including discharges from the sediment treatment system.

The monitoring programme will include: The actual sampling locations shown on the final site and drainage plans, including: Sample locations for the final discharge point from the Project area; Any additional sampling locations on-site (e.g. bund outlets, treatment tanks/ ponds prior to discharge); Methods and procedures for sampling; Monitoring parameters for analysis including: Daily: o

Turbidity (NTU); and

o

pH on a daily basis and prior to discharge;

Weekly: o o

Total Suspended Solids; Total metals including copper, zinc and lead; and

o

Total Petroleum Hydrocarbons.

The monitoring programme will include procedures for evaluation against the relevant trigger levels. The results shall be compared to 50 times the ANZECC Guidelines for protection of 95% of marine species (refer to Section 3 of the Project CTMP, which outlines the sampling methods, levels, monitoring parameters and recording requirements in accordance with Condition 101 of REG/2015/4436).

6.2

Reporting

Reporting of the monitoring results shall be undertaken in accordance with Conditions 103 and 104 of Discharge Permit R/REG/2014/5436 as outlined in Table 6.1.

Environmental Compliance Management and Review

7.1

Site inspections

Regular inspections of the Project area will be undertaken throughout the construction duration as outlined in Section 6 of the CEMP. Site inspections will include inspections of industrial and trade related activities to ensure the integrity of activities and devices is maintained and to minimise the potential for the discharge of contaminants from the Project area that might have adverse effects on the receiving environment. Site inspections will include the following elements: Check bunding and containment systems around hazardous substances are intact; Check water treatment systems are operating correctly to manage contaminated water; Check all loading and unloading areas are clear of spillage and debris; Check the appropriate storage of materials on-site in order to prevent spillage and have appropriate HAZCHEM warning and information signage; Check site for evidence of spills that require clean up; Check construction vehicles for signs of leakage; Check spill kits are fully stocked, clearly labelled and appropriately located; and Check waste skips and containers for capacity, signs of leakage and ensure they are covered to prevent rain water ingress.

7.2

Environmental audits

An internal environmental and sustainability audit will be undertaken 30 days from commencement of each key stage of the Project and at least a quarterly basis (or more frequently as specified in the Project Audit Schedule). The purpose of the audit is to check the implementation of, and compliance with, environmental management procedures and controls, including those outlined in this ITA EMP. The audit findings will be reported accordingly to enable any discrepancies to be identified and actioned.

External environmental and sustainability audits will be completed as per the Project Audit Schedule, and at least annually, to assess the effectiveness of the Environmental Management System.

Refer to Section 7.2 of the CEMP for further detail on the Project environmental and sustainability audits to be undertaken during construction.

7.3

Non-conformance, corrective and preventative action

Corrective action is required on the basis of the occurrence of substandard performance being observed or experienced, resulting in an environmental complaint, incident or emergency or where a significant environmental incident or emergency could have occurred. Refer to Section 6.2 of the CEMP for further detail on corrective and preventative action during the Project.

Training

8.1

Employees and subcontractors

All Project staff (including subcontractors) will undergo general environmental awareness training, along with training in relation to the risks associated with industrial and trade activities outlined in this ITA EMP and to ensure that the appropriate control measures are properly implemented.

Suitable induction and ongoing environmental training will be established and maintained to ensure employees and subcontractors are aware of: The importance of conformance with the Environmental Policy, the requirements of the project CEMP and company procedure; The significant environmental aspects, actual or potential, of activities and the environmental benefits of improved performance; Their roles and responsibilities in achieving conformance with the environmental policy, company procedures and this ITA EMP; The potential consequences of departure from specified operating procedures; Spill response and emergency procedures; and Accident and incident reporting and methods of prevention.

Refer to Section 4.2.1 of the Project CEMP for further detail on employee training.

8.1.1

HSNO Approved Handler training

The HSNO Act 1996 requires that certain hazardous substances are under the control of an Approved Handler. Any staff required to handle such substances will be required to hold or obtain an Approved Handler Certificate.

8.2

Visitors

Visitors to the site will undergo a shortened visitor induction where there is minimal potential for environmental harm (refer to Section 4.2.2.2 of the Project CEMP). The visitor induction will cover the risks associated with industrial and trade activities outlined in this ITA EMP as required.

8.3

Training records

Staff training will be recorded as outlined in Section 4.2.7 of the Project CEMP.

ITA EMP Review

9.1

ITA EMP Review

This ITA EMP will be reviewed throughout the course of the Project: a b

A management review of the ITA EMP will be undertaken at least annually by the Project Management Team and AT representatives. The management review will be organised by the Project Environmental and Sustainability Manager and the Project team will be informed of any changes to this ITA EMP through the regular Project communications processes. The review will take into consideration: Compliance with the designation or consent conditions, the CEMP, DWPs and EMPs (including site specific plans) and material changes to these plans.

Any significant changes to construction activities or methods.

Key changes to roles and responsibilities within the Project team.

Changes in industry best practice standards.

Changes in legal or other requirements (social and environmental legal requirements, consent conditions, AT objectives and relevant policies, plans, standards, specifications and guidelines).

Results of inspections, monitoring and reporting procedures associated with the management of adverse effects during construction.

Comments or recommendations from AC regarding the CEMP, DWPs and EMPs. Unresolved complaints and any response to complaints and remedial action taken to address the complaint.

Attached as Appendix E is an explanation of how any CLG comments received to date are addressed in the ITA EMP.

9.2

ITA EMP Updates

The process for updating this ITA EMP as a result of a material change to the Project or the annual review, is as follows (refer to CRL designation Condition 23 for further information): Any material change to this EMP must be consistent with the purpose and objective of the relevant conditions listed in Table 1.1 of this document.

Affected parties and the CLG must be notified of the review and any material change proposed to this EMP. This EMP must clearly document the comments and inputs received from affected parties in relation to any material changes, along with a clear explanation of where any comments have not been incorporated, and the reasons why not.

Any material change proposed to this DWP shall be subject to an independent peer review as required by CRL Condition 11.

Any material change proposed to this DWP relating to an adverse effect shall be submitted for approval to Auckland Council Compliance and Monitoring Officer, at least 10 working days prior to the proposed changes taking effect. If any changes are not agreed, the relevant provisions of the RMA relating to approval of outline plans shall apply.

A copy of the original ITA EMP document and subsequent versions will be kept for the Project records, and marked as obsolete. Each new / updated version of the ITA EMP documentation will be issued with a version number and date to eliminate obsolete ITA EMP documentation being used.

Responsibilities

It is the responsibility of the Zero Harm Advisor to ensure that all hazardous materials are stored appropriately and that PPE and spill kits are in place as necessary.

All Company employees and contractors alike are to make every effort to ensure we do not pollute sites during servicing and maintenance of onsite machinery and equipment.

Requirement

There shall be minimal storage of oil and lubricants on site.

Minor maintenance of plant and machinery shall be carried out onsite and in a manner that prevents spillage of oils and lubricants. The service truck operator shall drain all oils and lubricant for disposal by using containers held on the service vehicle.

Spills shall be collected for disposal at a designated disposal site in each Operating Unit where it will be stored. Absorbents, cleaning materials and contaminated soils shall also be disposed of.

The project shall only produce minor amounts of oils and fuels for disposal.

Performance Objectives



Downer New Zealand’s spill and containment procedures shall be followed in the case of spilt product.



Fuels shall be stored in designated areas with spill kit located nearby.



All fuel storage will be in accordance with AS/NZS 4681:2000 The Storage and Handling of Class 9 (Miscellaneous) Dangerous Goods and Articles (WI-002).

Spillage of fuels and oils shall be avoided through safe storage practices.

A stock of relevant absorbents, cleaning materials, neutralising chemicals, equipment and protective clothing and equipment relevant to the oils and lubricants being stored shall be obtained and stored on site.



Refuelling and maintenance shall be carried out in a manner that prevents spillage of oils and lubricants.



Waste oils and semi-fluid lubricants used in compressors, gear cases, vehicles, machinery, drilling equipment etc. shall be collected by specialist firms for reprocessing and/or disposal by the firms through approved means.



Any spills shall be collected for recycling or treatment and disposed of at a designated disposal site. Absorbents, cleaning materials and contaminated soils shall also be treated or disposed of.

Document weekly inspection and appraisal of site use and disposal of oils and lubricants.

Assessment of employee awareness of procedures and compliance with the EMS.

Non Conformance

In the event of a problem, it shall be rectified and the cause shall be investigated to ensure that further occurrences are prevented.

Corrective Action

Notify Management, including National Environmental and Sustainability Manager if polluting or potentially polluting incidents occur, and seek advice prior to notification of any regulatory authorities.

Responsibilities

Requirement

Refuelling of plant, machinery and static tanks shall be carried out on site and in a manner that prevents spillage of fuels. The person(s) carrying out the refuelling activity shall use drip trays/buckets held on the service vehicle/tank to prevent ground contamination, and have a suitable spill kit on hand.

Spilt material, absorbents, cleaning materials and contaminated soils shall collected for storage at a designated area of site and disposed of responsibly.

Where a fuel spill comes into contact with clothing, clothing must be cleaned or replaced prior to recommencing work.

Where there is potential for a spill to occur, the refuelling of plant, equipments or static tanks must not proceed until the situation is rectified.

Performance Objectives

Before Refuelling  If you are in doubt about anything which may adversely affect safety, quality or the environment, contact your manager or Zero Harm Advisor and do not proceed until that doubt is removed.  Ensure that there is either an earth strap or connected earth poll, if there is none, inform your supervisor or site foreman immediately and do not commence refuelling until the situation is rectified.  A spill kit MUST be with each storage tank or service vehicle.  Personnel carrying out refuelling MUST be trained and familiar with the contents and use of spill kits prior to undertaking refuelling.

During Refuelling  Remain in close attendance throughout pumping.  Do not move the vehicle whilst the hose or earthing wire is attached to the tank.  Stop pumping if in doubt and do not recommence until the fault is rectified.  When manually filling plant, equipment or static tanks, fill to160mm (6 inches) above the bottom of the fill tube.

After refuelling  Allow bulk, vertical storage tanks adequate relaxation time for static charges generated through pumping to dissipate before opening them up for gauging or sampling. (30 minutes, or two hours if water is possibly

Procedure

A minor spill is defined as:

Minor Spill

Spill or contaminated material located in an area where there is no possibility of entering drains or waterways A minor spill of contaminated material can be easily removed without the use of heavy machinery.

Minor spills of oils and fuels should be dealt with immediately by first isolating the cause of the spill. Once isolated, use the clean up equipment from the on site spill kit. Use the absorption pillows or pads to absorb the spill; you may also use a mineral sponge if required. Once the spill is cleaned up, dispose of the waste in the disposable bags provided. Bags of waste are to be classified as regulated waste and stored until collected and transported to a recycle depot.

In an emergency, soil may be used as a clean-up agent. Soil is to be spread over the spill by whatever means necessary, once contaminate is absorbed the soil is to be removed and discarded in the disposable bags provided in the spill kit and treated as regulated waste.

Spill Procedure: Fossil and Synthetic Fuels and Oils

In the event of a major spill, the contaminant must be stopped from entering watercourses or causing damage to the environment. Stopping the flow of fuel and containment of the spill must be the first priority. The spill kit may not be sufficient to cope with a major spill and it may be necessary to cover the spill with earth, other suitable substance or build an earth bund around the spill using plant or machinery. Once the spill has been contained and the earth or other suitable substance has absorbed the contaminant, it must be removed and treated as regulated waste.

Contact the emergency services to prevent the risk of fire or explosion. All major spills MUST be reported to the local or government authority.

Documenting Requirements

All spills MUST be documented on the Environmental / Incident Near Miss Hazard Report (EMSR01) and those of medium or high risk rating must be forwarded to the General Manager Strategy and Risk. A copy of the completed EMSR01 is to be retained in the job file.

Road Transport Safety Authority Regulations Responsibilities

All Company employees and contractors alike are to obey Road Transport Safety Authority Regulations and Safe Material Handling Regulations (WI-603).

Requirements

Drivers, vehicles and loads shall be correctly licensed and approved at all times.

Where permitted under specifications, materials and goods causing the minimum adverse environmental impact during their collection, manufacture, transport, use and operation shall be selected.

Haul Roads All access routes shall be maintained in a safe condition. Ensure that design features for haul roads and access tracks lessen scouring of the new works and tracking by vehicles (refer WI 210 Stabilised Concrete Entrance if required).

Roads are to be kept safe during haulage. Regular watering to prevent dust and general maintenance of haul roads may be required.

Standard warning signs and speed limits shall be erected for the duration of the haulage and while maintenance grading is being carried out.

Public roads accessing the site are to be kept clean.

As far as practicable, materials shall be sourced to limit use of public roads for hauling bulk construction materials.

Road transport shall be coordinated to ensure minimum damage to public roads along cartage routes.

Monitoring and Recording

It is the responsibility of the Site Supervisor to check that all drivers are licensed and vehicles are registered, carry legal loads and are operated in a safe manner.

Transport routes and operations are to minimise disruption to existing residents and other road users.

The roads being used for transport of construction materials must be regularly monitored in terms of their condition and remedial works carried out if necessary to maintain a safe and trafficable condition.

A servicing and preventative maintenance programme must be in place for all vehicles.

Works must be monitored against road transportation plans to ensure that they are compliant.

It is the responsibility of the Project Manager to liaise with local authorities in regards to road conditions and deal with any public concerns related to traffic disruption due to construction haulage operations.

It is the responsibility of the Site Supervisor/Manager to undertake weekly inspection of receivable and storage areas to ensure that the area is kept in a clean and tidy state and that excess dust and noise are not a problem.

Non Conformance Corrective Action

It is the responsibility of the Site Manager/Supervisor to ensure that : no driver or vehicle is used that does not comply with requirements; any defective vehicles are repaired or replaced immediately; roads are maintained and that in no way does their condition affect safety or the environment; appropriate safety measures are provided; immediate corrective action or rehabilitation works shall be commenced should any work be found to contravene permit conditions or work instructions; and any complaints or known breaches of legislation, regulations, permits or approvals are assessed and corrective measures implemented.

It is the responsibility of the Zero Harm Advisor to review the complaints register during internal audits to ensure all complaints have been addressed.

Audit Provisions

It is the responsibility of the Zero Harm Advisor to carry out regular audits against local and government body specifications, the site environmental management plan and relevant work instructions.

Responsibilities

Requirements

All Company employees and contractors alike shall comply with this work instruction, and endeavour to eliminate the risk of contamination at Downer sites.

General Requirements: Oils, lubricants, chemicals and fuel shall be stored on the worksite in designated storage facilities located within a compound in the maintenance yard.

It is recommended that a pre-placement assessment including photographic record be conducted. This will give an indication of the pre-construction state of the proposed site.

A suitable waste reception area must be located close to the store. This area must be paved and with adequate provisions for containing any spills (consider gradients and location of stormwater grates).

Lockable storage containers shall be used for storage of hazardous goods.

Where fuel is to be stored on site, this arrangement shall be in accordance with AS/NZS 4681:2000.

Oil and hydraulic fluids shall be located on the service truck and not stored at any other location.

On removal/decommissioning it may be necessary for a simple environmental investigation be conducted. The scale of investigation will be dependent on the scale of the operation and whether any incidents or spills occurred on the site.

Building Requirements: Storage buildings should be sited so that the risk of contamination of people, crops, animals and the environment is minimised.

The building must: be at least 15-20 metres from any source of ignition (fire, workshops, furnace, smoking area, etc); be at least 5 metres from any other building, boundary or deemed road; be sited so that dangerous fumes are not carried into sensitive environments; have easy access for vehicles and emergency services; and be away from vehicle thoroughfares and protected with bollards.

Environmental Protection To protect the surrounding environment the building must: have internal bunding sufficient to hold 110% of the contents of the largest container; have an impermeable concrete floor (implies a suitable surface coating); have a bund around the external access (a small nib wall); be as far away as practicable from any storm water grates; and have an emergency spill kit.

Construction Materials The Hazardous Substances (Classes 1 to 5 Controls) Regulations require a number of controls for hazardous substance locations in order to reduce the likelihood of unintended ignition of Class 2, 3 or 4 substances, including: fire resistant walls; separation distances from ignition sources; and safety requirements for electrical equipment (construction, design, earthing).

In addition, the New Zealand Building Code provides ‘acceptable solutions’ as a means of complying with the Building Act 1991. The recommended generic design must meet the following criteria: Be constructed of non-combustible materials (concrete) Be constructed with no windows, and door opening outwards An impermeable membrane/coating on the floor to contain spills All surfaces painted or sealed to avoid contamination No electrical fittings (if electrical fittings are required for any reason, these must be intrinsically safe) Ventilation For health and safety reasons the building must have adequate ventilation.

Static venting using high and low level vents, covered with 0.5mm nominal aperture brass-wire gauze where within 1.5 m of the ground.

Forced air extraction is not required.

Security The facility must be adequately secured against break-ins and accidental access; including: installation of an intruder alarm monitored by a security firm; regular security patrols; and a lockable door.

Goods will be received at the construction office to ensure that quantities are known and monitored.

Fire/Spill Protection The following precautions need to be undertaken: Clear identification of stormwater drains Supply of fire extinguishers (dry powder or CO2) Water at adequate volume and pressure available within reach of the facility Suitable location of evacuation points Spill response equipment on hand Signage Signage at the gate of the site should include: hours of operation; contact telephone numbers of key staff and emergency services; HAZCHEM signage (4WE Code); and list of prohibited wastes.

Signage on the outside of the storage shed should include: front door signage restricting access due to the dangerous nature of chemicals stored therein; HAZCHEM sign on door (4WE Code); "NO SMOKING" sign; and Labels indicating which storage bay for which chemical class.

Signage in the immediate vicinity of the storage shed should include: instructions for depositing waste including a statement that it is prohibited to drop-off unattended wastes; location of first aid kit, fire extinguisher, emergency equipment and evacuation points; and location of safety shower/eyewash station.

Waste Oil Storage

Introduction Waste oil storage facilities should be designed and managed in accordance with the Guidelines for the Management and Handling of Used Oil in New Zealand (MfE/OSH, 2000). Used oil collection facilities are classified as either controlled collection or general collection sites. This classification is based site manager’s ability to prove that other products do not contaminate the used oil on site.

Controlled collection sites can meet less stringent design requirements on the basis that provision does not have to be made for highly flammable liquids, such as fuels.

Siting The following matters should be considered when siting a waste oil storage tank: Suitable positioning to facilitate supervision by the operator who has responsibility for what is emptied into the container Location on an impermeable surface such as concrete or asphalt Safe access for tankers during unloading The use of bollards if the tank is located near vehicular traffic Location at least two metres away from potential hazards such as recycling or rubbish bins Tanks should be located outdoors, inside a bund able to hold 110% of the contents of the tank The bund should either be roofed, or adequate provision made for the inspection and safe disposal of clean storm water. If the bund is fitted with a drain valve, it should be lockable or the handle should be removed.

Construction Generally, the maximum container size for fibreglass or plastic igloos at public used oil collection points should not exceed 1000 litres, and only one tank will be permitted per site. Tanks greater than this size will require consent in writing from the Chief Inspector, Explosives and Dangerous Goods.

Used oil containers may be constructed of plastic, metal or glass reinforced plastic, provided they meet certain performance criteria set out in the Guidelines The requirements of the tank include:

The tank should be labelled with: the safe fill level; manufacturer and date of manufacture; content and prohibited substances labels as per the MfE Guidelines; Class 3 dangerous goods diamond.

The waste oil collection facility will require a Test Certificate (formerly known as a Dangerous Goods licence).

Personal Hygiene For health and safely purposes, personal hygiene must always be strictly maintained. To help maintain personal hygiene when handling chemicals, staff should follow these procedures: NEVER touch your face when you have been handling waste.

ALWAYS wash your hands with soap and warm water at least once before eating, smoking, touching your face, or going to the toilet.

NEVER smoke in or near the dangerous good storage area.

WASH spills off your skin immediately.

STOP WORK and get fresh air if you feel unwell. Advise your supervisor.

Staff must not take work clothes home for laundering that may have become contaminated with hazardous substances. Any clothing that has become contaminated should be placed in a plastic bag for disposal or, if contamination is light, specific arrangements made with a commercial laundry company.

Monitoring and Recording

Daily visual inspections of site operations by the site supervisor.

Non Conformance Corrective Action

Any change to the storage area, or quantities stored, is to be first agreed by the Zero Harm Advisor.

Audit Provisions

Regular audit is the responsibility of the Zero Harm Advisor, who will check that the site operates in accordance with government legislation, local government specifications and Downer policies and work instructions.

Monthly inspections of the storage facilities by the Zero Harm Advisor.

Non conformances are to be followed up and remedied immediately by the Zero Harm Advisor.

Auckland City Rail Link – Britomart Enabling Works (Contract 1) Emergency Spill Response Plan 1.0

Purpose and Objective of Plan

Environmentally Hazardous Substances (EHS) will be present in Project construction areas. This ESRP relates to the management of spills of EHS’s and the prevention of adverse environmental effects.

The objective of this Emergency Spill Response Plan (ESRP) is to ensure that emergency spills are handled in an appropriate manner to ensure safety of all personnel and to prevent damage to the environment.

This ESRP covers the spill response procedures for the general areas included in the Active Construction Zones (ACZs) and Construction Support Areas (CSAs).

Spill response procedures for the Bentonite and Jet Grouting plants will be detailed in the specific operations and spill response plans to be developed prior to commissioning of these plants.

2.0

Spill Response in ACZs and CSAs

Spillages within the ACZs will be managed and cleaned up on site in accordance with this ESRP. Any contamination of rain water or groundwater within the trench will be treated as per the Project ESCP prior to release or disposal.

Spillages within the CSAs will be managed and controlled within the CSA. Spill risk will be managed through structural and procedural controls. In the event that these controls fail, management will be by way of adherence to the procedures outlined in this ESRP.

Hazardous Substances and Spill Response Procedures

Safety Data Sheets for all hazardous substances associated with the Project construction works are held at the site office. These will be consulted to determine the appropriate course of action to take in an emergency situation, e.g. spillage.

Spill kits and associated equipment, are located at each vehicle entrance to the site as shown on the attached stage plans.

Section 9, ITA EMP Review, sets out the formal review process and mentions taking into account comments or recommendations of Council but doesn’t mention the CLG. Condition 19 states that the consent holder is required to consult with the CLG upon the review of this plan. Reference should be included here of this obligation.
