What's next?
• Stage 4 – Cutting and laying

• We will continue to work with each individual business when we move the works to right up to the property boundary / shop door.
• Access to businesses will be maintained, however several pedestrian diversions / new accessways will be required due to the close proximity of the works to the businesses, and for safety reasons.
• Not all businesses will be diverted simultaneously – we work in a staged approach to minimise pedestrian confusion/overwhelm.
• All of our usual construction effects mitigation measures will be in place and we will continue to work with the shop owners on wayfinding, signage and business support.

•High density of residents and businesses leads to high demand for loading zones
•Changing demand profile: deliveries, contractors, pick-up/drop-off
•Loading zones must be close enough to businesses, to account for heavy goods, business operators, and residents, as well as those with mobility needs
•Competition for space will increase as the City Centre grows with street space being redesigned to support this growth
• Loading and servicing competes with other uses of road corridor: pedestrians, public transport, cycle lanes
• We must find a balance between footpaths vs bus efficiency vs loading zones – we cannot have them all everywhere.
• Albert Street is planned to be run as a 24/7 clearway to ensure bus efficiency and reliability, meaning no loading zones (LZ) can be installed.
Enforcement challenges
• Multiple incidents of physical and verbal abuse against AT Parking Officers in Midtown has led to limited patrols in the area.
• Parking fines may be too low to be a disincentive and may need to be increased to see behaviour change.

AucklandTransport is seeking to make quicker tactical interventions ahead of the larger strategic refresh:
• Approximately 6 new loading zones will be delivered as projects like Te Hā Noa complete
• Investigation of further 5 LZ on and aroundAlbert Street
• Increasing enforcement through CCTV to deliver higher turnover and utility
• 16 sites for CCTV installation confirmed for FY23
• 18 sites for CCTV installation to be investigated FY24
• Southern side: CRLportal and cycleway
• Northern side: footpath would need narrowing to fit LZ, and loading zone would be under canopy
• Bus and coach services must be able to traverse this area, with stops outside the SkyTower
• No LZ feasible in this location
• 6 existing LZ
• CCTV enforcement to be installed at 65-72 Federal Street
• Improvements in usage should be seen in this location
• Potential to convert parking into more LZ in the future, subject to performance of CCTV
