1 Welcome – Amy Robens (AR) AR welcomed attendees, introduced the meeting agenda, housekeeping.

CRL project progress update:

 CRL submitted a formal funding request, the Crown, the government through the Transport Minister, Treasury and Auckland Council. This was prompted by revised costs due to COVID and associated lockdowns.

 The cost of the project is now estimated to be $5.493bn, a $1.074bn increase on the previous estimate of $4.419bn and practical completion date of the project is now expected to be November 2025.

 These estimates have gone to the governing body and will be before Cabinet next week for confirmation.

 This increased period will be for the testing and commissioning so that we can get the City Rail Link into a position where AT will be able to test out the new rail link. Most of that work will have been completed in relation to Urban Realm and the streetscape.

(AR) Confirmation of Train Station Names:

 The New Zealand Geographic Board have confirmed the new names of the stations that have been gifted to AT by Mana whenua.

 The station at Mt Eden will be renamed Maungawhau Station, Karangahape will be renamed Karana-a-Hape Station, Aotea will be renamed Te Waihorotiu Station and Britomart will eventually be renamed Waitematā Station once testing has been completed by AT.

 A video was played that announced the names of the stations and showed CGI renders of what the new stations are expected to look like upon completion.

(AM) Waitematā Station (Britomart) Updates:

 The main works at the West side of the station are coming to an end. They are completing “snagging” at this end of the tunnel.

 The construction of civil and architectural elements on the eastern side of the station has been mostly finished. However, the mechanical, electrical, fire, and hydraulic (MEFH) components are still being worked on to enable the system to be equipped starting in August 2023.

 This is the process of checking a newly completed construction for any minor faults that need to be rectified. Planning to hand this section to the Link Alliance in May.

 Civil and architectural works in Eastern end of the station are substantially complete and will be handed over to Link Alliance by August 2023.

 Good progress has been made on December block of line. Approximately 50% of the area has been completed and the remaining work continues.

 Work on the north side of the station is in progress, but that cannot be completed until the smokescreen is done and the scaffolds are removed.

 Work in going ahead to install the smokescreen. This is progressing well and expected to be completed this by the end of the month.

Questions:

 Attendee: When will the works at eastern end in terms of the road surface in Britomart place finish?

- Attendee was advised that Nigel will address that question in his section.

AM covers construction milestones achieved in early 2023 and what works are planned in 2023 and 2024.

 AM confirmed that Stage 2 track construction in both tunnels is now largely complete.

 The overhead line electrification installation in MC20 (Waitematā Station to Maungwhau Station tunnel) is almost finished.

 Overhead line electrification installation in MC30 (Maungawhau to Waitematā Station tunnel) is currently in progress.

 Substantial progress has been made in installing primary cable containment.

Works planned for 2023:

 Concrete work for walkways and outside drainage channels is underway and is expected to be completed in July or August 2023.

 Cable running, secondary containment, and fire systems are scheduled for installation later this year with the aim of connecting them to the systems rooms.

 The systems fit-out process, including signalling, traction power, communications, lighting, and power, is set to commence in May 2023.

 Additional systems fit-out will be carried out in the Eastern Equipment Rooms in preparation for energisation, which is expected to take place between August and December 2023.

NLB covers updates and milestones achieved by Martinus.

• Ground level surface works, including hard landscaping finishes, have been completed at Britomart Place, ensuring a polished look and feel.

• The old South Wall was demolished during the Christmas Block of Line, and the new South Wall was built with final finishing touches, bringing a fresh look to the area.

• Track improvement works to Platform 1 and 5 at Waitematā Station (Britomart) have been completed, providing a safer and more efficient experience for commuters.

• Over the past year, safety has been a top priority, with over 80,000 safe working hours completed on the projects.

• The planting at the Britomart Place/Scene Lane corner has been completed, adding a touch of greenery to the area.

• The traffic island at Britomart Place has been re-established, ensuring smoother traffic flow and safety for pedestrians.

• The paving around the glass box at Britomart Place has been completed, providing a seamless finish to the area.

• The project has commenced track improvement works for the Waitematā Station tunnel, ensuring ongoing improvements for the future.

• Safety management and control remain a top priority, and the project team continues to maintain an excellent standard in this regard.

Questions:

• Attendee: Makes statements and asks questions about the following topics.

o The garden and lamp post are in the wrong place.

o The design presented at the last meeting is not being followed.

o Compliance with the original building consent is in question.

o The placement of utilities is causing problems with the garden and other features.

o There is confusion about the location of boundary pegs and their significance.

o Communication between different stakeholders involved in the project is poor.

o There is noise and vibration from work being done underground.

o Traffic management is a concern, especially for large trucks navigating tight corners.

o There is a lack of clear communication and direction from project managers and council officials.

NL and AM:

• The project team is working through the questions and issues raised to provide complete and accurate answers which will be provided.

• There are many different parties involved in the project, which can make communication and decision-making complicated.

• The team is investigating potential solutions to address some of the issues raised, such as using planter boxes to compensate for the reduced garden footprint.

5 Rail Network Shutdowns: Auckland Transport – Andrew Fairclough (AF)

AF is discussing stage two of construction which affects five stations between Britomart and Otahuhu.

o Stage two will last from mid-March until December 2023, with a standard block of line maintenance over the summer.

o To support customers during the disruption, several rail replacement bus services are being provided, including a standard bus that stops at all stations, two express services to some of the busier train stations, and several frequent local bus routes.

o Customers are encouraged to use the existing local bus routes, which have been improved for better service.

o Communication and information about the rail replacement services and bus routes are available on the AT website, and alerts and notifications are sent through the AT mobile app.

o New maps and posters have been created based on customer feedback to help

o How long will the rebuild take?

How can customers find information about the rail replacement services and where do the rail replacement buses go from?

o What are the options for getting to different locations during the rail rebuild?

o What improvements have been made to local bus routes?

AF:

• Stage two started in mid-March 2023 and will end in December 2023. The line will still need to be closed for a standard block of line maintenance over the summer, so it will not be operational until January 2024.

• To support customers during this period, several rail replacement bus services are provided, including a standard rail replacement bus that covers all stations between Britomart and Otahuhu, running every 20 minutes during peak hours and every half hour outside peak hours.

• There are also two express services to Glenn and Panmure stations, which run back and forth straight to the train stations.

• Customers are encouraged to consider existing local bus routes that go to most of the train stations along the Eastern Line, which have improved their frequency to at least 15 minutes during most of the day.

• The information about the rail replacement services and the existing local routes is provided on the AT website, where customers can select their station and find a list of services they can use to get to and from that station.

• There are also alerts and notifications available on the AT mobile app.

• The speaker acknowledges that the bus services can be confusing for some customers, but they are providing bespoke maps for each train station to show the available options to get to different locations.

• It was acknowledged that bus drivers may not always have the best information, so it is recommended to seek information from the ambassadors wearing bright green or pink hybrid vests.

reinstated.

 Daily Bread is open in the lobby of the Hayman Kronfeld building.

 A Daily Bread outlet will be opening on both sides of the shared space, and a New World or Four Square will also be opening soon.

 The annual native tree giveaway is coming up later this month.
