Core Project Scope Description

The City Rail Link (CRL) provides new tunnels, track, stations and operational equipment between Britomart station and the North Auckland (Western) Line at Mt Eden. The proposed route is shown in Figure 1. The horizontal alignment of the route is governed by the use of existing tracks 1 and 5 within Britomart Station to provide the future through-tracks exiting to the west of the Station, passing under Lower Queen Street, avoiding the foundations of the existing Zurich building whilst passing under the Commercial Bay redevelopment site. The alignment proceeds in a cut and cover construction method under Albert Street to a new station at Aotea, between Wyndham Street and Wellesley Street. The below-ground alignment from Mayoral Drive to Pitt Street is formed in bored tunnels to a new mined tunnel station at Karangahape. The bored tunnels continue to a location under the Newton ridge, where the east and west-facing track junctions are formed in mined cavern construction that link to cut and cover construction to join the east-facing connection to the North Auckland (Western) Line at Normanby Road and the west-facing connection at Porters Avenue. This section of the brochure gives more information summarising the scope of the CRL project. The summary of project scope is not split into contract elements.

Vertical alignment The vertical track alignment joins the existing tracks at Britomart Station in the north to the existing tracks on the North Auckland (Western) Line at Mt Eden to the south, rising approximately 70m over a 3.5km distance. The vertical alignment in Albert Street rises from the west of Britomart to a position approximately 14 metres below Albert Street, providing a level platform at the Aotea (mid-town) station.

The bored tunnels continue to climb to the south of Aotea at an approximate 3.5% gradient to arrive at a level platform for the Karangahape (uptown) station. The alignment continues to climb at approximately 3.5%, passing beneath the central motorway junction to a point approximately 42 metres below the Newton ridge, where the mined east and west-facing connection caverns are created to provide grade separation.
The tunnels proceed to the south to the cut and cover connections to the North Auckland (Western) Line to the east and west of Mt Eden Station.

Britomart Station
Modification of the existing station at Britomart converts the five-platform terminus into a through station with two tracks retained for terminating services and two tracks extending to the west under the existing Chief Post Office building. Modifications include increasing the station passenger capacity to meet the operational requirements for the CRL. The construction includes sequencing and provision of temporary facilities to enable continuous operation of the station during the works. The works in Britomart Station are to be undertaken by a combination of C1 and future contracts.

Aotea Station CONTINUED
The Aotea station design provides for future-proofing for a 17 to 24-storey commercial development opportunity above and beside the southern entrance. Future-proofing is to be via increased column sizes within the station entrance building and the additional supporting structure below ground to accommodate the additional load paths. A crash deck has been included within the entrance building design to permit the commercial development to take place above a fully operational station.

Aotea Station CONTINUED
The design provides for future-proofing for underground connections between the new CRL station concourse and adjacent commercial developments at SkyCity and the NDG tower, provided agreement is reached with each party to fund all works required to support the connections. The design also provides for future-proofing for the assumed alignment of a North Shore Line in Wellesley Street. It includes an adjustment of the size and location of piles that form part of the station box.

The station provides the operational passenger capacity to meet the requirements for the CRL. The design provides for future-proofing for commercial development above and beside new track alignments in tunnels and above the CRL station platform construction. Future-proofing includes the enhancement of underground structures to tunnels, increased structure above and beside the CRL platform trench and a structural deck spanning the CRL platform that is sufficient to place a future development footprint without impacting upon the CRL operations.

• the temporary and permanent diversion of utilities in existing streets affected by the CRL works
The project has completed acquisition of all surface properties for the permanent and temporary works associated with the CRL. This includes the acquisition of all temporary construction sites required to construct the CRL. All subterranean property rights where the CRL passes under existing titles are currently being acquired.
The project has a designation and conditions that provide for the construction, operation and maintenance of the CRL at surface and sub-surface. In addition, resource consent approvals are in their final stages. Alterations to the designation to accommodate design refinement are progressing. Outline plans of work are still required, as detailed in the designation conditions.
The project has a comprehensive understanding of the geotechnical and utility requirements as a result of the 130 boreholes undertaken and the 1200 borehole logs taken from building records. Geotechnical and hydrogeological models have been prepared and utility surveys undertaken and will be completed across the project by the first quarter of 2017.
• reinstatement of the urban realm in modern equivalent form to all areas affected by the works in line with the CRL designation conditions • provision for line wide systems to support the CRL operations • provision of tunnel and station ventilation systems to support the CRL operations • provision of emergency escape capacity for stations and tunnels to meet the operational needs of the CRL • ETCS level 1 signalling system installation throughout the CRL infrastructure with futureproofing for ETCS level 2 • all stations future proofed for the installation of platform edge door screens • all CRL underground track-form to be in track slab construction with resilient mounts in areas dictated by designation conditions to meet operational noise and vibration requirements.

Operations
Track, stations and systems installations for the CRL infrastructure are designed to support operations for an ultimate capacity of 24 CAF six-carriage trains per hour in each direction and the ultimate passenger throughput of 18,000 passengers per hour in each direction.

No diesel traction is to be used for operating passenger services and no freight services to be operating on the CRL underground infrastructure. The provision of station control rooms at each station that are capable of replacing the SGCC function in the event that the SGCC is disabled for operational control. Space-proofing within stations that have the capacity to operate safely in the event of train service disruption.
