City Rail Link – project update

• City Rail Link Ltd submitted a formal funding request to its Sponsors – the Crown and Auckland Council –reflecting revised costs and time required to complete the project as a result of the Covid-19 pandemic, lockdowns and associated impacts.

• The cost of the project is now estimated to be $5.493bn, a $1.074bn increase on the previous estimate of $4.419bn.

• The practical completion date of the project is now expected to be November 2025.

• Construction works – including urban realm and streetscape – will finish well ahead of the testing and commissioning phase.

• The revised date includes a significant period of testing and commissioning.

Milestones

January – March 2023

• The main phase of construction work that involves civil, architectural, structural, and MEFH components, also known as the base build, is now complete in the OHLE, SER, communications, and LV rooms located in Waitematā Station (Britomart) west.

• Installation of smoke screen in the station is underway

• Platform raising work in the western end of the station continues –good progress over December BOL

• Civil and architectural works in eastern end of the station are substantially complete. Mechanical, Electrical, Fire & Hydraulics (MEFH) works in progress to allow for system fit-out from August 2023.

Planned for Mar - Dec 2023

• MEFH works in eastern end almost complete – then the area will be handed over for system fit-out

• Phase 2 of western end, includes platform raising and associated works to be completed.

Link Alliance – Systems Works

Achieved so far

• Construction of Stage 2 track in both tunnels now largely complete.

• Installation of overhead line electrification in MC20 (Waitematā Station to Maungwhau Station tunnel) nearly complete.

• Installation of overhead line electrification in MC30 (Maungawhau to Waitematā Station tunnel) in progress.

• Substantial progress made to install primary cable containment.

Work planned for 2023

• Concrete work for walkways and outside drainage channels well underway – expected to be completed in July or August 2023.

• Cable running, secondary containment and fire systems are scheduled for installation later this year, with the aim of connecting them to the systems rooms.

• Systems fit-out process, including signalling, traction power, communications, and lighting and power is set to commence in May 2023.

• Additional systems fit-out being carried out in the Eastern Equipment Rooms in preparation for energisation – expected to take place between August and December 2023.

Work planned for early 2024

• Connecting Waitematā Station and Te Waihorotiu Station railway track.

Milestones achieved in last 3 months

 Completed all surface works up to ground level, including final hard landscaping finishes at Britomart Place.

 Demolished the old South Wall during the Christmas Block of Line.

 Completed the final finishing items of the new South Wall following demolition.

 Completed track improvement works to Platform 1.

 Continued with an excellent standard of safety management and control. With over 80,000 safe working hours completed over the projects in the last year.

 Complete planting to Britomart Place/Scene Lane corner.

 Re-establish traffic island to Britomart Place.

 Complete paving around the glass box at Britomart Place.

 Complete track improvement works to Platform 5, Waitematā Station (Britomart).

 Commence track improvement works for Waitematā Station tunnel.

 And of course, continue with an excellent standard of safety management and control.
