Proposed work / project:
Construction of the Mt Eden Station and station entrances and concourses, ventilation building, Fenton Street overbridge, street extensions and additional accesses, and streetscape reinstatement of the surrounding Mt Eden Station Precinct and parts of the wider Maungawhau Precinct.
The reinstatement works include areas from Ngahura Street in the west to Nikau Street, Shaddock Street and Mt Eden Road in the east, including sections of and extensions to these streets, along with Flower Street, Korari Street and Ruru Street. The southern boundary of the precinct follows the northern edge of the NAL tracks and NAL platform, and the northern boundary generally aligns with Nikau Street.
Additional areas included in the public realm reinstatement scope include the NAL platform and overpass, and the Eastern and Western Facing Connections at Fenton Street (including the Fenton Street Overbridge) and Normanby and Boston Roads, respectively.
Within the streetscape, reinstatement will include paving and surfacing, lighting, signage and street furniture such as seating, bicycle parking and bins. Landscaping and tree planting in select locations is also included.
Recommendation
I have read the outline plan of works (OPW), supporting documents, and the report and recommendations on the OPW. I am satisfied that I have sufficient information to consider the matters required by the Resource Management Act 1991 (RMA) and make a recommendation under delegated authority.
Having read the OPW application, the OPW planning report and the specialist memorandums and recommendations, I find that the OPW can be confirmed subject to the changes to conditions and other suggested changes recommended by the Council – noting that some minor alterations have been made to those for certainty and clarity.
Acting under delegated authority, under section 176A, Auckland Council confirms the outline plan, with the following recommendations:
Changes requested to demonstrate compliance with conditions of Designation 2500:
Condition 47.2(b)(xiii) compliance
1. That City Rail Link Limited (CRLL) must lodge a further staged Outline Plan of Works (OPW) and, if necessary, any supporting Delivery Works Plans (DWPs) addressing the final road, walkway and public realm reinstatement layout within the designated parts of the Mt Eden Station and Maungawhau Precinct Development areas once the final design and configuration of the over-site development is confirmed. This OPW and accompanying DWPs must meet the requirements stipulated in Designation Condition 10 and demonstrate how the final design is in general accordance with drawing CRL-SYW-RME-000-DRG0110 Revision 1 dated 26/7/16 specified in CRL Designation Condition 47.2(b)(xiii).
Urban Design and Landscape
2. That the Requiring Authority consult with Council’s Parks Department and Urban Ngahere team regarding the construction, drainage and planting of tree pits.
Traffic and Access
3. That not less than three (3) months prior to Nikau Street works commencing, a revised Transport, Access and Parking (TAP) DWP is submitted to Auckland Council that demonstrates how works in that Street are to be managed in accordance with CRL Designation Condition 30.1(d), or any subsequent alteration(s) to that condition.
Communication and Consultation
4. That the Mt Eden Main Works Communication and Consultation Plan (CCP) and/or the CCP addendum be revised and updated in accordance with Conditions 15.3, 15.4 and 15.5 of CRL Designation 2500-1, respectively:
a. Prior to Stage 2 and 3 Public Realm Reinstatement (PRR) works commencing, and in time to inform specific communication and consultation material, the Key Messages are updated to reflect the PRR works as distinct from the Main Works, specifically in relation to works on footpaths and directly abutting buildings and accesses;
b. Prior to Stage 2 and 3 PRR works commencing, affected parties, property owners and occupiers who will be directly affected by the works must be reconfirmed. The list of identified affected parties, property owners and occupiers must be provided with the Mt Eden Main Works CCP and/or the CCP addendum, and Appendix B from the Mt Eden Main Works CCP updated accordingly;
c. Prior to Stage 2 and 3 PRR works commencing, an analysis of the latest Social Impact & Business Disruption (SIBD) monitoring results, and any other relevant information, must be used for the purpose of confirming or modifying the CCP methods and tools for communication and consultation with relevant affected parties, property owners and occupiers and other parties listed in CRL Designation Condition 15(4)(c).
d. The Requiring Authority advises Auckland Council of the outcomes of the above actions via a revised/updated Mt Eden Main Works CCP and/or CCP addendum no later than four (4) weeks prior to the commencement of construction of Stage 2 and 3 PRR works; and
e. The Requiring Authority advises Auckland Council of how these actions will influence use of the Communication Channels in Section 6.3 of the revised/updated Mt Eden Main Works CCP.
Changes suggested to better achieve outcomes under the Design Principles:
1. That lighting be incorporated into the station building sky element façade to better manage visual effects and achieve better urban design outcomes and expression of the mana whenua creation narrative, given that the station will stand and be viewed in isolation until the surrounding context is fully developed.
2. That lighting on or around the ventilation building is utilised to address safety and crime prevention through environmental design (CPTED) concerns for the period until surrounding buildings are established
3. That Auckland Council is given the opportunity to attend the CRL Mana Whenua Forum to hear the voices of mana whenua on the station and public realm design.
4. That CRLL is encouraged to continue to engage with mana whenua in any further decisions regarding the station architecture and public realm design to
ensure the design has incorporated the mana whenua principles and other mana whenua aspirations.
5. That Council has oversight of the contract growing for large grade specimen trees and low-level plants proposed for final plantings.
Advice notes
1. This recommendation on the outline plan of works recognises the scope of works enabled under the designation. This authorisation covers only any activity that would otherwise infringe a rule in a district plan under the RMA. The requiring authority is responsible for identifying and obtaining all other necessary consents and permits. These may include:
• Any relevant resource consents both under any relevant national environmental standard (e.g. NES for assessing and managing contaminants in soil to protect human health), and any relevant regional rules under the operative and proposed regional plan(s) and regional coastal plan(s), and/or any variations to existing regional consents obtained for the CRL project
• the Building Act 2004
• any relevant Auckland Council bylaws
• Heritage New Zealand Pouhere Taonga Act 2014.
