Social Impact & Business Disruption (SIBD) Overview • Designation condition 61.2 • How disruption to businesses, residents can be avoided, remedied and mitigated

• Specific issues: • Disruption to traffic and access • Loss of customers • Loss of amenity • Impacts to community facilities.

Annual Report - Overview • Designation condition 61.8: • Provides overview of changes to the SIBD environment

• Analyses matters raised by the community

• Outlines how these matters have been responded to.

Condition 61.8 The Requiring Authority shall prepare an annual report on the identification, monitoring, evaluation and management of the effects outlined in the Social Impact and Business Disruption DWP together with a summary of matters raised by the community, and how these have been responded to. The report shall be presented to the Community Liaison Groups.

Provide detailed localised works notifications and information about potential impacts from proposed construction activities

Early engagement prior to any noisy or disruptive works continues to be undertaken.

Result

A range of engagement tools are used including notices, newsletters, CLG meetings and social media.

Seek alternative parking arrangements to alleviate parking pressure in the local area

A new tool which has been well received is a QR code which links stakeholders to the online calendar showing current and planned construction works. Link Alliance have been exploring ways of increasing alternative transportation options for our workers this includes increased shuttle services, ‘Give it a go' schemes, toolbox talks, an internal alternative transport competition and rewards for carpooling, taking public transport or walking and cycling.

Review CLG to ensure that it is representative of the affected community

In March 2022 the Link Alliance at Maungawhau Station advertised to recruit new CLG members to join including residents around Mt Eden construction site, local community group representatives, or organisation or business in the Mt Eden construction site area.

Development Response • 9 new public artworks for hoarding and site facilities by local artists • Holding connected art events e.g., Artweek and ‘Aroha in Uptown’ • QR codes provided to businesses and residents which links to the construction timetable so stakeholders can keep up to date

• 33 engagement events including Te Manawa Visitor Information Centre open to the public every Monday, Thursday and once a month on Saturday, and monthly Infohub events on the first Tuesday of the month

• Urban Realm CLG was hosted in June 2021 in response to survey feedback • Additional mitigation at Basque Park such as picnic tables, lighting and artwork.

Development Response • Mt Eden 'community kit' provided to residents during lockdown

• 'Quiet Space' provided at Cityside Baptist Church (8 Mt Eden Road) on Monday, Wednesday and Friday to provide respite for neighbours affected by construction

• Delivery of wellbeing activities at Cityside Baptist Church including yoga and meditative art classes

• Coffee carts (11) and ice cream (6) public giveaways occurred during this period • Competitions held to name tower crane and multi service vehicle (MSV) to engage with the community around works and equipment on site

• Uptown Guide Book (April/May 2022) produced in partnership with Uptown Business Association.

Link Alliance Response • Monitored conditions to confirm compliance with Delivery Work Plans (DWP’s) (i.e., noise and vibration monitoring)

• Implementation of mitigation measures including noise mats, dust suppression and other construction solutions

• Complaints investigated to ensure compliance with designation conditions

• Where possible, noisy or disruptive works delayed/undertaken at different times • Provided alternative workspaces or temporary relocation in discussion with Sensitive Receivers

Link Alliance Response • Produced and installed wayfinding and business promotion signage in consultation with local businesses

• TBM currently being transferred between Mercury Plaza to Beresford Square ahead of starting again

• Anticipated to breakthrough at Te Wai Horotiu Station in Spring

Truck movements around Maungawhau Station The steady number of trucks entering site via Ngahura St will decrease significantly once the TBM reaches Te Wai Horotiu in Spring. Current actions in place to manage truck activity: • Regular communication with the trucking contractors to address concerns or driver behaviour • A Traffic Controller on the corner of New North Road and Ngahura Street to manage traffic via Ngahura Street • Reviewing delivery schedules with suppliers to alleviate peak periods • Investigating truck staging areas to relieve the truck stacking concerns along New North Road.

North Auckland Line (NAL) - Construction Update • Construction of the Boston Road roundabout and road regrade is well underway • Work on private properties to bring carparks to the same height as the new road level • Normanby Road Bridge structure complete with the Eastern side now open for pedestrians • Service renewal complete on the eastern side of Normanby Road, now moving to the western side before the final asphalting in late September.

North Auckland Line (NAL) - Construction Update • Reached daylight underneath Mt Eden Road bridge on the MC50 line which will connect the Eastern Grade Separation to the Maungawhau Station site

• Team now preparing to build the MC60 platform before track formation and electrification commences at the end of this year. Breakthrough underneath Mt Eden Road Bridge

North Auckland Line (NAL) - Construction Update • Excavation for new tracks at Western Grade Separation • Systems track work ongoing as we continue to build the new North Auckland and CRL lines. • Porters Avenue Bridge construction progressing with stair installation complete.

Porters Avenue Level Crossing Closure • The Porters Avenue level crossing between Wynyard Road and Porters Avenue will permanently close to pedestrians from 12 August. • The closure is to ensure we can safely undertake the next phase of excavation of the new CRL rail lines. • The Porters Avenue Bridge will replace the level crossing.

Porters Avenue Level Crossing Closure • An alternative route is available from August 12th • The detour route is via Brentwood Ave & Dominion Road or via stairs on the new bridge (prior to full completion) • The distance of this route is approximately 1km. It takes about 10 minutes to walk, and 3 to 4 minutes to cycle • Our community team is identifying neighbours who might need additional support.
