Welcome – Nicole Lawton

• NL welcomed attendees, introduced the meeting agenda, housekeeping

• CRL project progress update

- Final Dame Whina Cooper tunnel boring machine (TBM) breakthrough into Te Waihorotiu Station (Aotea) occurred on Wednesday 14 September 2022

- This marked the completion of two bored tunnels and the end of the TBM’s job on the project

• Presents following graphic showing the future layout of Waitematā Station (Britomart) post CRL

- Platforms 1 and 5 will continue into the CRL tunnels

- Platform 2 will be discontinued

- MC20 is the name of the station’s northern most CRL tunnel and rail line (connecting to Platform 1)

- MC30 is the name of the station’s southernmost CRL tunnel and rail line (connecting to Platform 5)

• Galway Street shared space redevelopment update – Council is almost done with this section of the street (in between Te Komititanga and Commerce St) and there will be a dawn blessing to reopen the street early in the new year (2023)

• Council is proposing to add several tree pits/planters (like those in Te Komititanga) in the Te Wānanga/waterfront development

• Introduced upcoming Quay Street works in the new year (2023)

Questions

• Attendee: Will there be any regarding any noise/disruption associated with the creation of the Te Wānanga planters

o OS: Indicated ongoing disruptive noise unlikely but would confirm with constructions teams and follow up with attendee

• Attendee: Requested more information about handi-capable loading zones in midtown and downtown – expressed concern that many were being phased out

• Attendee: Expressed concern relating to a rodent infestation around Scene Lane and Beach Road.

o OS: To follow up with attendee

o Note: Since meeting, NL confirmed that Martinus has cleared rodents from site office (the former China Restaurant) and work site. Further issues with rodents around Scene Lane and Scene One Apartments to be addressed directly with Auckland Council.

Waitematā Station (Britomart) works: Link Alliance – Aruna Mylvaganam (AM)

AM covers construction milestones achieved during 2022 and what works are expected to be completed in 2023.

Top milestones completed 2022

• Station Control Room constructed and made available for Link Alliance as scheduled - April 2022

• B1 rooms (station managers room, operators’ room, kitchen, and quiet room), temporary operations room, and B2 toilets constructed and handed over to AOR - April 2022

• Demo completed on MC30 and MC20 and handed over to Link Alliance to commence concreting and track installation – MC30 in Sept 2022 and MC20 in July 2022

• Laying of the skeleton track – MC20 - September 2022

• Completed track MC20 – October 2022

• Completed Laying and concreting track MC30 – November 2022

Top milestones for 2023

• Complete base build and make all west (B2) end rooms available for systems fitout - January 2023

• Complete smoke screen at west end, base build civil/architectural for east end rooms - March 2023

• Complete base build and make all east end rooms available for systems fitout - August 2023

• Complete overhead line equipment in MC20 and MC30 – December 2023

• Connect Waitematā and Te Waihorotiu railway track – July 2023

Top milestones completed 2022

• Completed the construction of the new south wall to the Waitematā Station (Britomart) tunnel

• Installed temporary structures to ensure stability of the old wall during the demolition period

• Excavated down through the existing surface area on the corner of Scene Lane/Britomart Place

• Installed beam and wall strengthening, and re-established structure, installed panels, precast lid placed over surface works pit

• With over 50,000 manhours on this project, it’s all been carried out to date with no safety incidents

Top milestones for 2023

• Complete all surface works up to ground level and commence with final landscaping finishes at Britomart Place

• Demolish the old south wall during the Christmas rail network shutdown (Block of Line)

• Complete the final completion items of the new south wall once demolition is complete

• Commence track improvement works from Platform 1

• And of course, continue with an excellent standard of safety management and control

NLB covers the new health & safety initiative Martinus are implementing with all workers.

• Safety is a top priority for Martinus, especially over the silly season, so that all workers go home to their whānau safely every day

• Recently, Martinus began a new initiative, named “What’s your Reason?” which further reinforces safety as a key focus, by helping people understand why each of us wants to go home safely every day

• The teams had a hazard identification refresher session, which involved everyone stopping, reflecting, and resetting - then having a say on what we can do together to improve safety on site

JD covers the Britomart Place construction schedule:

Martinus and Link Alliance have been occupying part of Britomart Place and Scene Lane for works to:

• Strengthen the roof of the underlying railway tunnel (enabling rearrangement of walls and tracks within the tunnel)

• Reconfigure underground equipment rooms at the eastern end of Waitematā Station (Britomart)

Works in Britomart Place/Scene Lane

• The above ground works (excluding the streetscape reinstatement) will be completed by early April 2023

• During the later stages of the works, and as Martinus and Link Alliance progressively demobilise (removal of construction support areas, hoardings etc.), permanent reinstatement of the Britomart Place/Scene Lane streetscape will commence

• The streetscape reinstatement is programmed to be completed by the end of May 2023

Britomart Place/Scene Lane – End of May 2023 to January 2024

• Streetscape reinstatement completed (end of May 2023)

• Martinus will continue to occupy former ‘China Restaurant’ premises as a site office as its teams will still be working in the tunnels below ground

• Construction worker access (as shown below) will remain

• Intermittent concrete deliveries expected throughout the 2023 year - in which case TMPs may be needed – these will continue to be communicated with neighbours through standard channels

• Attendee: Scene One resident reiterated historical concern about construction causing cracks in the apartment building’s pool

o NLB: Confirmed what monitoring has been put in place

o JD: Confirmed the issue would be directly addressed with attendee after the meeting

• Attendee: Requested resource consent for works in the area

o NL: To follow up with attendee

o Note: Since meeting, NL has subsequently sent CRL outline plan regarding Britomart Place utility relocations as part of the resource consent logged with Council

• Attendee: Queried effectiveness of station ventilation in the event of an emergency in relation to the southern worker access way shaft

o JD/NLB: Confirmed ventilation does not interfere with emergency egress

• Attendee: Request to be consulted or at least informed on the reinstatement of the garden planter bed outside the China Restaurant.

o Note: NL has subsequently confirmed the garden lies within the road reserve, which is owned and controlled by Auckland Transport and Council. CRL resource consent requires the garden to be reinstated like for like (or as close to this as possible given the new configuration of utilities under the garden bed) and for the streetscape to be put back together as it was before works started. While CRL will consult with Cooper and Co, there is no room for wider consultation regarding this garden due to time and cost constraints.

Christmas shutdown period - 26 December 2022 to 15 January 2023

• The whole rail network will be closed during this period

• No commuter trains will be operating

• Extra buses will be added to enable travel

Rail Network Rebuild – January 2023 – 2025

• Replacing the aging foundations under Auckland’s rail tracks and improving drainage

• This vital upgrade will be completed one section at a time over the next three years

• While one section is being worked on, the rest of the train network will keep running

Rail Network Rebuild – Stage 1: January 16 – March 19, 2023

• Remuera, Greenlane, Ellerslie, Penrose, Te Papapa, Onehunga stations will be closed

• All other stations remain open

• All trains to South Auckland will run via Glen Innes and Panmure

• Extra buses will be added to enable travel

Rail Network Rebuild – Next stages

• March to late 2023: (yellow section)

o Ōrākei, Meadowbank, Glen Innes, Panmure, Sylvia Park closed

• 2024: Western Line and sections for Southern Line

o Details to be confirmed

Questions:

• Attendee: When will the Rail Network Rebuild and City Rail Link be complete?

o EN: The completion date for the Rail Network Rebuild is yet to be announced

o NL: The completion date for City Rail Link is estimated for late-2024 but we are currently working on a new cost and time announcement that will be released by end-2022/early2023

• Attendee: Question relating to monitoring people parking on Tyler St during the Rail Network Rebuild

o EN: Waitematā Station (Britomart) will remain open throughout works

o NL: To ask Michelle to follow up with attendee with more information

o Note: Michelle has subsequently confirmed that parking enforcement on Tyler Street is handled by Auckland Transport and CCTV in place also.

• Attendee: Concerned about KiwiRail trucks blocking Scene Lane

o NL: NL to investigate this for attendee and follow up with more information.
