2019 YEAR I N REVIEW This past year was another year filled with both progress and excitement for the City of Dublin. We welcomed new businesses, we celebrated the openings of new community amenities, and we set the stage for continued and calculated growth. Please allow me to share some highlights from 2019 in the following areas of strategic focus: Safe and resilient community: The safety of our residents and employees is always our top priority. 2019 saw us swear in a new police chief to lead our efforts in protecting the community. Chief Justin Paez and the brave men and women of the Dublin Police Department continued their proactive efforts to fight crime through community events such as Prescription Drug Take-Back Days and the creation of a Safe Exchange Zone at the Dublin Justice Center. Our police have engaged with the community through multiple

Coffee with a Cop events and safety talks with our Japanese, Indian, and Chinese communities. This past year, we also introduced potentially life-saving technology advancements with Text-to-911 and Smart911. We continuously assess the risks associated with all our events and services to provide as safe an environment as possible. Smart customer-focused government: We take great pride in providing best-in-class services. By launching the GoDublin mobile app in 2019, we have been able to handle service requests from our residents more efficiently. If you haven’t done so already, I highly encourage you to download this app for your mobile device. You can learn more at DublinOhioUSA.gov/GoDublin. Our City departments continue to be accredited by their professional associations and consistently achieve high honors and awards recognizing them among their peer organizations and communities as some of the best in the nation. We do this through innovation in everything we do. Economic vitality: The City continued to implement its nearly $200 million five-year capital program. This program emphasizes the maintenance of existing infrastructure, parks, and facilities in order to sustain the quality and value of our residential and commercial neighborhoods, while forward investing in infrastructure to ensure our economic vitality. This past year, Dublin City Council approved multiple Economic Development Agreements with institutions and companies such as The Ohio State University Wexner Medical Center, Ruscilli Construction, COhatch, Northwoods Consulting, Univar Solutions, Quantum Health, the Dave Thomas Foundation for Adoption, and City Barbeque. On top of our already strong tax base, these agreements are expected to help the City retain more than 842 employees within the City and bring more than 2,300 new jobs to the City, resulting in nearly $20 million of income tax revenue over the term of these agreements. Community engagement: We are and always have been a proud local democracy. Our residents have many opportunities to be engaged with us through City Council meetings, Council Committees, and the multitude of meetings held by the City’s Boards, Commissions, and Committees, such as Planning and Zoning Commission, Board of Zoning Appeals, Architectural Review Board, and Community Services Advisory Committee. The City also has several other advisory committees like its Technology Advisory Committee, Sustainability Committee, Historic District Task Force, and Veterans Committee. Other opportunities include meeting with the leadership of our many Homeowner Associations and project-specific input processes like The Ohio State University Wexner Medical Center Ambulatory Care Network and Outpatient Center, www.dublinlifemagazine.com


the Dublin Community Pool North and the Sawmill Road Corridor Study. We also partnered with Syntero in creating Forever Dublin to consolidate aging and caregiving resources for the Dublin community. We continue to improve our methods of communication to include meetings, leveraging all media outlets, mailings, website, and social media to better connect with you and respond to your questions and concerns. This past year, the City completed the design of its new Council Chambers at 5555 Perimeter Drive. This new facility will serve as the central gathering point of our local democracy. You can certainly contact your City Council members and me anytime as we are always available to listen to any ideas and/or concerns you may have. Fiscal health: The financial state of the City remains strong. 2019 saw increasing income tax revenue, which is the City’s largest source of revenue. We are cautiously optimistic that this growth will continue because of the City’s economic development efforts. The General Fund is the City’s main operating fund and accounts for the expenditures associated with providing most of the City’s services. The health of the General Fund is used as an indicator of a local government’s overall financial strength. We’re proud to report that the City’s General Fund remains strong with a fund balance well in excess of the 50% reserve level mandated by the City’s General Fund Balance Policy. The City’s General Fund Balance is an important tool to protect our fiscal health. The fund balance offers a layer of protection against unanticipated revenue declines, allows the City to leverage economic development opportunities and provides additional flexibility with regard to important capital improvement projects. You can be confident that as stewards of your dollars, we are budgeting appropriately and looking for more efficient ways to provide services. As you can see, 2019 was a great year for your city and 2020 promises to be just as exciting. Dublin City Council and the City’s administration worked hard together to prioritize the City’s future efforts in the form of a 2020 operating budget and a 2020-2024 Five-Year Capital Improvements Program. These budgets are the result of our collective forward thinking, building on our www.dublinlifemagazine.com

past traditions and accomplishments, and innovating for the future. Of course, none of this happens without the input of you, our residents and businesses, and without the dedicated service of our City staff. That, coupled with the rise of prices to play sports, means participation among children in families with low income has continued to decline. “When we first started, we didn’t realize how tremendous the need was – not just in our city, but every city,” Infante says. “There is a real lack of access, especially for those at the poverty line.”

A Tremendous Impact Infante and her husband’s work is inspired by the life and legacy of her father-in-law and former NFL head coach, Gelindo “Lindy” Infante. Lindy was no stranger to adversity in his life, but never let circumstances dictate what he would be able to do. “From the day I met Lindy, I knew there was a story to be told and an impact that could be made,” Infante says. “He was the most loving, kind and positive person, always looking at the glass half full.” Lindy was a child of extreme poverty. His mother died when he was 14, his father was rarely in the picture and he was raised by his 18-year-old sister who had two children of her own. In spite of the cards he was dealt, Lindy was a big dreamer and an even harder worker. He became a star running back at a Miami High School in Florida and was recruited to the University of Florida, where he was a two-time captain. After graduating, he began his coaching journey in the NFL, where he was head coach for the Green Bay Packers and Indianapolis Colts. “The thing that stands out the most is the fact that he didn’t allow the circumstances of how he grew up to define his outcome,” Infante says. “That didn’t impede what he could do or where he could go.”

Lindy passed away in March 2016 after a battle with Lewy body dementia, but the impression he left on those in his life remains as strong as ever. “Lindy was an incredibly humble man who truly had no idea of how many lives he touched and the impact he had throughout the NFL community,” Infante says. “Even just his fans; if you mention his name in Cleveland, for example, he is still legendary.” Gaining Traction Boys & Girls Clubs of Columbus receives a donation Infante began her work with the Lindy Infante Foundation in Dublin, the city where she’s Since its beginning, the Lindy Infante raised her family. Let us come in and figure out how we can create more access to more children to take part in what you offer.” By working with groups such as the Boys & Girls Clubs of Columbus, Cristo Rey Columbus High School, KIPP Columbus, Girls on the Run of Central Ohio, Let Me Run and The Ohio State University’s LiFEsports, the Infante foundation has been able to create brand new sports teams, leagues and supply youth with necessary equipment. “It’s been an insane year, but we are so blessed to do what we do and to meet the wonderful people in the community,” Infante says. “The doors have really flown open for us.” The Lindy Infante Annual Fundraiser On Dec. 4, the Lindy Infante Foundation will host its second annual fundraising event at The Exchange at Bridge Park. This year’s event will feature Super Bowl-winning coach of the Pittsburgh Steelers and current analyst for The NFL Today on CBS, Bill Cowher, and former two-time Heisman winner and OSU legend Archie Griffin. “When I got to know Lindy, he was a very humble individual with a lot of humility. Things that were important

to him were his family, commitment to a sport, his team and players,” Cowher says. “He was a guy you loved to play for, play with and would want to compete against. He did things the right way, with honor, with humility and represented the very best.” Cowher was on the same Cleveland Browns coaching staff with Lindy from 1986 to 1988 and Griffin played for Lindy during his time with the Bengals. “He was a dear friend of mine, someone I looked up to in our profession,” Cowher says. “If you can give back to society, the way he gave back, you can really make it a better place.” Aside from Cowher and Griffin, the Lindy Infante Foundation is launching Lindy’s Locker. “We’ve identified a community center in Columbus with tremendous need for sporting gear and equipment and are going to purchase everything,” Infante says. “Attendees can purchase items as well.” There is no denying the passion that Infante possesses for her work with the youth. The accomplishments of the Lindy Infante Foundation in just over a few years is astonishing. “It was important for me to give back to the community that has given so much to us and my children,” Infante says. “I saw

The Infante Foundation, along with the Columbus Foundation, Columbus Recreation and Parks Foundation, Columbus Youth Foundation, Nationwide Children’s Hospital, and the Chris and Lori Holtmann Foundation Fund, will commission the 2020 report. The State of Play will analyze the state of youth sports in Franklin County and provide recommendations to expand access to quality sports for children of all ages. “Our foundation was chosen as the only Project Play champion in the state of Ohio this year, too. When I talk about it, it’s kind of crazy,” Infante says. “The hope is once the recommendations are made, we’ll have the numbers from the communities that want to get involved and we can work on implementing that information.”

A new tool for safety By Melanie Amato

One of a dispatcher’s biggest challenges is an open line 9-1-1 call. “Someone having a cardiac event may only be able to dial the phone, but not be able to talk to the dispatcher,” says Dublin Police Technical Services Bureau Director Jay Somerville. “If that person has a Smart911 profile that includes information that they are a cardiac patient, dispatchers can send a more appropriate response. That response will include a medic unit instead of just the two police officers sent to investigate a regular open line call.” Somerville has more than 33 years of service in public safety and over 27 years’ experience working for the City of Dublin. Starting his career just as 9-1-1 service began in Ohio, he has held the positions of dispatcher, communications training officer, shift supervisor and director. The information you include in your safety profile enables dispatchers to coordinate a more effective emergency response by law enforcement, fire and emergency medical services. “Smart911 changes the pattern of the call,” Somerville says. “When every second counts, access to information is key and can have a direct impact on the outcome of an emergency.” Knowing about health or mobility issues for you and your family at the time of your call can help responders better prepare what they will need at the scene to assist you. When people create their profiles at Smart911.com, they can enter medical history and medications, emergency contacts, their car’s make and model, and the names and even photos of people and pets in the household. They can include instructions about how to find and quickly access their homes or workplaces in case of emergency. Information is not searchable by dispatchers. It is only available when you dial 9-1-1 from a phone number registered with your profile. “One of the great things about Smart911 is you don’t have to live in Dublin to sign up,” says Somerville. “No matter where you live, if you are in another state, city or town that has Smart911, your profile will show up at that dispatch center if you call 9-1-1 with your registered phone. It just matters where the call is answered.” Smart911 is designed to allow you and your family to share important details instantly with first responders when an

emergency arises. For example, if a child goes missing, emergency personnel has access to a photo of your child, or if you are in a car accident, responders have access to your emergency contacts. Your profile provides information when seconds count. “You call 9-1-1, and we are going to come,” says Somerville. “One way or another, we’re coming. DUBLIN’S DECADES-LONG DREAM COMES TRUE A pedestrian bridge linking the east and west sides of the Scioto River has been envisioned for decades. This landmark between two landings represents connectivity and inclusivity. It connects Dublin’s beloved historic district with the future Riverside Crossing Park and the thriving Bridge Park mixed-use development.

PEDESTRIAN BRIDGE Dublin’s pedestrian and bicycle bridge stretches 760 feet from end to end and includes a 500-foot long suspension span. The bridge deck is “S” shaped and passes through the “keyhole” of the main tower, which is 169 feet tall. The deck is 14 feet wide and is designed to accommodate pedestrians and bicyclists. There are 43 total cables including one tie-down cable, two main suspension cables, two restrainer cables and 38 hanger cables.

DECADES IN THE MAKING In 1986, Dublin City Council first endorsed a plan to develop a scenic riverfront park and suspension bridge over the river. Then in 2007, Council adopted The Community Plan, which included the development of a pedestrian bridge linking the east and west sides of the river. In 2013, Council approved an updated Community Plan and the five-year Capital Improvement Program, for the first time reserving funding for the bridge and waterfront parks. Construction began in early 2017 and took roughly three years.


RIVERSIDE CROSSING PARK Envisioned as one of Dublin's most important civic and natural spaces, the future Riverside Crossing Park encompasses both sides of the Scioto River at the interface between destinations, neighborhoods, the bridge and the river. The East Plaza is planned as a center for activity and events, featuring a plaza landing, upper and lower terraces, pavilion building with restrooms, seating areas, overlooks, promenade, water features, an interactive bouldering play area, and an expansive lawn. The West Plaza landing connects the bridge and the heart of Historic Dublin. Still in its early planning stages, the west side of the park will accentuate the natural beauty of the riverbank, with connections to the Indian Run greenway, river access and trail systems.

terested in doing it. It’s great team building,” Kick adds. “My favorite part is seeing the creativity from the kids. Students learn job skills that are transferable to any career. They’re not just using traditional gingerbread houses. They actually make the dough and roll it out. I enjoy seeing the diversity of what the students have come up with.” This is a unique way for students to hone new skills. “We all have to work with teams,” Kick says. “It’s very holistic, real-life working experience and they get to finish with something unique.” The Historic Gingerbread House Showcase is one of many activities in Dublin during Holly Days. The day kicks off with the 12 Elves of Dublin, includes a visit to Santa at the Dublin Toy Emporium from 1-4 p.m., and features live music and a raffle for a winter landscape from Gallery & Creative Studio. “For the community as well, people get a chance to experience what the different businesses are,” Kick says. “It’s the fun experience of walking around a historic district.” In addition to the gingerbread house displays, Scioto High School students also provide children’s activities so the little ones can play while the adults check out the houses. Our CupCakery is a small bakery in Historic Dublin that celebrates children’s creativity and upholds merry traditions with its Historic Dublin Gingerbread House Showcase.

The festive gingerbread houses will be on display from noon-4 p.m. on Saturday, Dec. 7, as a part of Historic Dublin’s Holly Days. Linda Kick, owner of Our CupCakery, heads up the event for the Historic Dublin Business Association, and thought the gingerbread house display in her shop would be a great addition. engagement, student development and community involvement. To get Dublin students involved, Kick teams up with Dublin Scioto High School teacher Bonnie Gamary. The event’s funds will benefit the American Cancer Society this year. “Throughout all of this,” Gamary says, “they are practicing the 21st century skills in addition to reaching out and finding sponsors for the house with a donation to American Cancer Society for $100 per house. Sometimes it’s hard to keep priorities straight, especially in junior high. Katherine Armitage proves there’s always time to volunteer, no matter your age. The 12-year-old Wellington School student found time to sign up to spend a week of her summer break volunteering with the iCare...iServe...iLead Youth Leadership Program. iCare…iServe…iLead This Dublin Chamber of Commerce program invites young adults entering grades six through eight to volunteer at local Dublin charities to prepare them to be an exceptional generation of leaders in the community. Students learn leadership skills, team building, self-respect and more.

Armitage attended Wyandot Elementary School in Dublin, which is where her passion for the community was born. “We helped a lot of local places including the Welcome Warehouse, Goodwill and The GRAND,” Armitage says of her time in iCare…iServe…iLead. “We also did some team building exercises at Camp Mary Orton and learned about the food pantry and old Historic Dublin.” Each day, the group visited a different charity. Whether Armitage was working

with adults with disabilities at Goodwill or encouraging senior citizens to get moving at The GRAND, she soaked in every second. Armitage describes a good leader as “not just somebody that takes charge in a situation, but learns with the group and is not afraid to make mistakes.” During her time at the Welcome Warehouse, an organization that supports Dublin community members in need, the group was tasked with organizing donated supplies. She had to step up as a leader or the supplies would get disorganized. As young as she may be, Armitage understands the importance of volunteering. Holiday Sweets & European Treats Warm Christmas Dublin desserts Originally from Finland, Tuula Mallonen first opened the doors of her café in 2008. The café doesn’t have a menu – Tuula keeps selections as fresh as possible, so you never know what delicious smells and sights you’ll encounter when you walk through the door. A self-taught baker, Mallonen uses a combination of her mother’s family recipes and her own creations. Her goodies range from cakes and cupcakes to quiche to sandwiches and salads. Mallonen’s Christmas goodies incorporate marzipan, peppermint and chocolate flavors. The cranberry gingerbread brita is a favorite around the holidays. Mallonen’s favorite dessert is pulla. This traditional Finnish bread is soft, rich and flavored with cardamom. “My customers love it,” she says.

Grandmother’s Gingerbread The recipe Tuula made during her childhood Christmases • 250 grams butter • 250 grams sugar • 2 Tbsp. dark corn syrup • 1 egg • 1 Tbsp. baking soda • 500 grams flour • ¾ Tbsp. ginger • ¾ Tbsp. cinnamon • ¾ Tbsp. ground cloves Mix flour, baking soda, ginger, cinnamon and clove. Set aside. Beat room temperature butter with sugar until light and creamy. Slowly mix in corn syrup. Mix in egg. Add dry ingredients until well combined. Roll out dough onto well-floured surface. Cut out into desired shapes. Bake 375 degrees Fahrenheit for 10-12 minutes.

Navigating Your Son’s Wedding Being a helpful mother of the groom For some, there is a difference between the mother of the bride and the mother of the groom, but there are many ways to be helpful to your son during preparations. It’s a delicate balance of listening, making suggestions and listening some more as you tip-toe along the path to one of the most important weekends of your son’s life. The positive side is that many brides have opinions on how they envision their wedding, whereas most grooms have few ideas. My friend MJ Doran recommends a book that she bought for her son when he got engaged; Don’t Screw up your Bride’s Wedding, by Michael Arnot. In any case, remember to rely on diplomacy and sensitivity, and ask yourself if you are solving problems or causing them.

The Talk: Not the talk that takes place around middle school health classes, but rather the talk that took place when my son, Christopher, told me that he planned to ask Bridget to marry him. A million emotions run through my mind; surprise and astonishment that this moment arrived so quickly. I immediately thought of the “salsa talk” that we had after his sophomore year of college – I thought he hadn’t been on a date in two years and I was encouraging him to test the waters. “There are lots of different salsas out there, and college is the time to see if you prefer a sweet, mango salsa over a spicy jalapeno salsa,” I suggested. Chris looked at me like I was crazy and said, “What if you really like the salsa that you already have and don’t want to try any other salsas?” Little did I know that he had already been out on a date with Bridget. Tip: Be supportive as there is a lot you don’t know. Buying the Ring: We started at ground zero, figuring out what Bridget would like, what Chris would spend and finding conflict-free diamonds, which are not mined in violent and inhumane settings. We searched for diamonds mostly mined in Canada and Russia, and I tried on rings to help Chris make his decision. Tip: This is all about what the bride would like!

Planning the Proposal: Chris said he had always wanted to propose on a ski lift. Fortunately, Bridget is an awesome skier and they share that passion. Unfortunately, the timing wasn’t optimal, as he wanted to propose in September, but this didn’t discourage him. He came up with the idea to hike in the Vermont mountains at a resort where they run the ski lifts year-round. We worked on the details of tying the ring to the inside of his camera bag so he couldn’t drop it, and convinced the operators to stop the lift during his proposal.

Tip: If you are detail oriented you can be extremely helpful with the proposal. Showers: One shower was being thrown in Bridget’s hometown of Richmond, Virginia, but it’s nice for the groom’s side to throw a shower, too. The party was thrown by my daughters, who were bridesmaids, and we hosted the event at our home where I was able to help and give input. Tip: Match the shower to the bride’s tastes when it comes to food, drink and games. Engagement Party: This is another event that the groom’s family can plan. We held this pre-wedding celebration the same weekend as the shower so that outof-town guests could attend both. The highlight was a fun, interactive newlywed game where we chose three couples, including Chris and Bridget, and had them sit back to back. Then we started in with questions such as, “Who initiated the first kiss?” “Who is the better driver?” “Whose family would fare better on Family Feud?” Each person had a blue and a pink paddle to raise depending on whether they chose themselves or their partner. If the couple disagreed, we made them tell us why and give the back story. Tip: This is a great chance to learn more about the bride and groom. Time With the Bride’s Family: Watching your son interact with his future wife and her family is amazing. It was so nice to witness Chris pitch in around his in-laws’ house and play with his new nephews. He seemed comfortable yet respectful. Tip: Time together meant being involved in the cake tasting, dress fitting, and food and wine tastings for the reception. an Italian restaurant that served homemade pasta. Planning this with Chris and Bridget’s family was enjoyable, as we had dinner there months before and tasted appetizers, entrees, desserts and wines. As a surprise, we put together photographs of Chris and Bridget from holidays and events from their childhoods. Tip: Don’t be afraid to poke fun. Welcome Party for Out-of-Town Guests: This is a nice way to greet and entertain friends and family who have traveled for the celebrations. We had a surprise groom’s cake along with wine, music and games. Mostly, it was about introducing guests to one another before the wedding. Tip: Have an ending time so everyone gets enough rest for the wedding day. The Morning of the Wedding: After I had my hair and makeup done with the bride and bridesmaids, I spent time with Chris and helped him get ready with the other groomsmen. It was such a special time, helping the party with their ties and being there with Chris beforehand. Tip: Have a professional photographer with the groom to capture these moments.

The Ceremony: I had a beautiful corsage and Chris walked me to my seat down the aisle. Tip: Have your best friends in the congregation making funny faces at you to keep you from crying. The Wedding: All of the planning and details come together for a perfect day that celebrates two people in love and the joining of their families.
