Start Your New Business Before a new building in the City of Westerville can be occupied or used, or before a new business can occupy or use an existing building, a Zoning Certificate verifying compliance with the development standards and use requirements of the Planning & Zoning Code must be issued. In most cases, the zoning review can be done in conjunction with a Building Permit or Change of Occupancy Permit. Tax Information Westerville levies an income tax of two percent on income earned within the city. For residents with income earned outside the city, credit is actual income taxes paid to other municipalities, limited to two percent. Vote on Important Issues Westerville spans two counties: Franklin and Delaware. Depending on where you’re located, you’ll need to register in the correct county in order to vote on important business issues. Otterbein stands for bold ideals. That is the hallmark of Otterbein University and those connected to this private, picturesque university perfectly situated in Westerville. Otterbein is committed to standing as a college of opportunity. This commitment started with its founding in 1847 as one of the nation’s first universities to welcome women and persons of color to its model community of teachers and learners. Named for Philip William Otterbein, a founder of the Church of the United Brethren in Christ, Otterbein maintains its close relationship with the United Methodist Church, and the church’s values still guide the University. joined city founders in support of emancipation and were active participants in assisting runaway slaves as Westerville became a station along the Underground Railroad. In recent years, Otterbein has been nationally recognized for its intentional blending of liberal arts and professional studies through its renowned Integrative Studies curriculum, as well as its commitments to experiential learning and community engagement. WESTERVILLE CITY COUNCIL The seven members of Westerville City Council represent the residents of the City and are the only elected officials, according to the City Charter. As Westerville’s legislative body, City Council sets policy, establishes goals and approves and oversees the City’s annual budget. The City Manager manages day-to-day Westerville operations and reports to City Council. Westerville’s phenomenal residential and corporate growth has been comfortably balanced within this form of government.
