About the Chamber

he Chamber just wrapped up its 45th anniversary year: Dec. 5, 1967-2013. We thank the 600-plus member businesses and Westerville community for your support of the Chamber and the many ways it’s working to advance our Members’ success in business. Highlights from the anniversary year include a sold-out Taste of Westerville event (including a wine and beer tasting) with more than 300 attendees and the introduction of two new yearly events: the Women in Business Symposium and the roundtable networking event Meeting of the Minds. Another “thank you” goes out to all of the members for making these events a huge success. The New Year brings another anniversary for the Chamber – the Women in Business Network is celebrating 10 wonderful years. We encourage all women in business to attend the events and programs. In the past, luncheons have featured speakers such as Jane Grote Abell, Donatos Pizza; Kristyn Hartman, WBNS-10TV; Donna James, Lardon & Associates LLC; and Major General Deborah Ashenhurst. The 2014 year is expected to showcase another impressive lineup of guest speakers, hosted in January, March, July and October. The Chamber’s Government Relations Committee received the Leadership in Grassroots Advocacy Award for being the most active Chamber in 2010, 2012 and 2013, and was runner-up in 2011. The Westerville Area Chamber also gives back to the community in many ways, most specifically through its charitable arm, the Westerville Chamber Foundation. The Foundation benefits the thriving Westerville community through the selection and recognition of the Jim Near High School Scholarships and annual scholarships to the Otterbein Masters Programs, Leadership Westerville and Life Long Learning. The Chamber was also instrumental in the creation of the Leadership Westerville Program, which just graduated its 12th class. The events and programs coordinated on behalf of and in partnership with Chamber members strengthen the chamber and, in turn, benefit the Westerville community and the local economy. City Information Income Tax

Westerville’s mandatory tax filing policy requires that residents ages 18 and older and businesses file City of Westerville income tax returns, regardless of whether or not they owe tax. This policy allows the city to assure compliance with the city tax code. The City of Westerville tax office is located at 64 E. Walnut St. Westerville levies an income tax of two percent (2.00%) on income earned within the city. For residents with income earned outside the city, credit is actual income taxes paid to other municipalities, limited to 2.00%. Call 614-9016420 for information.

Property Tax

Franklin and Delaware counties collect property taxes on behalf of all taxing districts within their borders. For information, call the Franklin County Auditor at 614-462-3221 or the Delaware County Auditor at 740-368-1790.

Voter Information (Franklin County)

Voter registration is available locally for Franklin County residents at the Westerville Public Library, 126 S. State St.; at the Clerk of Council’s office at the Municipal Building, 21 S. State St.; and at the Deputy Registrar, 17 Cherri Park Sq. For more information, call the Franklin County Board of Elections at 614-462-3100.

Delaware County residents may register to vote at the Westerville Clerk of Council’s office in the Municipal Building, 21 S. State St. For more information, call the Delaware County Board of Elections at 740-368-1780.

Establishing or Relocating a Business

Any business that wishes to locate or relocate into an existing “as-is” building or space must file a Change of Occupancy prior to taking occupancy. The purpose of this permit is to ensure the business/ use is permitted at the proposed location and that the development standards and safety requirements can be met. Zoning Approval

Before a new building in the City of Westerville can be occupied or used, or before a new business can occupy or use an existing building, a Zoning Certificate verifying compliance with the development standards and use requirements of the Planning & Zoning Code must be issued. In most cases, the zoning review can be done in conjunction with a Building Permit or Change of Occupancy Permit. Call 614-901-6650.

Building, Electrical, Mechanical and Plumbing Permits

Building permits are required for the construction, enlargement, alteration, removal or demolition, or change of occupancy of a building or structure. Prior to commencing with any work of this type, an owner or his authorized agent must submit construction plans detailing the proposed work and an application to the Planning & Development Department. Other permits are required to install, alter, remove, convert or replace any electrical, gas, mechanical or plumbing system, or any other building service equipment or piping system. Additionally, permits are required for signs, swimming pools, standby generators, tents for special assembly events, fences, decks, storage structures and various other improvements. Block Parties

Permit forms for block parties inside Westerville city limits may be obtained from the Clerk of Council’s office or online at www.westerville.org à Residentsà Permits & Forms à Block Party Permit Form. A $25 deposit is required at the time of application, which is refunded if there are no damages to city property. For information, call 614-901-6410.

Garage Sales

No permit is required to hold a garage sale within the city limits. However, garage sales may last no longer than two days in one six-month period. Signs may not be placed in the city right-of-way or on poles. Call 614-901-6410.

Home Occupation

Establishing a home occupation in a residential district in Westerville may require a conditional use permit. Call 614901-6650.

Parade Permits

Signs

Signs may not be placed in the city right-of-way or on poles. All signs on private property require sign permit applications and are subject to review by both the Building and Zoning divisions of the Planning & Development Department. Tree Planting/Removal

The Westerville Shade Tree Commission controls the planting and removal of trees within the tree-lawn (the area between the sidewalk and street). Permits can be obtained at the Westerville Parks and Recreation Department, 350 N Cleveland Ave. Call 614-901-6500.

Work

Westerville Public Library

he Westerville Public Library is our community’s center for information and discovery, providing residents of all ages with the library materials and technology to fill their educational, professional and personal needs. The library is recognized as one of the nation’s finest libraries, receiving the coveted 5-star rating from Library Journal magazine and consistently ranking in the top 1 percent among all public libraries with a district population of 85,000. The library again experienced record use in 2013 by circulating more than 2.3 million items, making Westerville the fourth-busiest public library facility in Ohio. Customers flocked to the 600 programs hosted by the library, with more than 1,500 people attending presentations by travel expert and author Rick Steves. Last year, the library completed renovations in the youth, teen and adult areas. Scenes on the freshly painted walls in the children’s area depict some of the places most recognizable in Westerville. As a benefit to families, the John E. Robbins Homework Help Center opened with expanded hours and more helpers. In 2014, the library will roll out a new website in development for over a year. The unique functionality of the site will provide the Amazon.com experience to customers.

On Sept. 11, 2012, Blendon Middle School eighth-graders attended the 911 Memorial Ceremony held in First Responders Park. Most of them were around 2 years old in 2001. Although they have no recollection of what happened on that fateful day, educators helped them to understand the importance of the attack on U.S. soil that cost thousands of innocent lives and changed America forever.

tterbein University is a private, coeducational, comprehensive liberal arts institution founded in 1847 and affiliated with the United Methodist Church. Otterbein enrolls approximately 3,000 students, including full- and parttime undergraduates, adult learners and students enrolled in The Graduate School. It offers 73 majors, as well as individualized fields of study. Master’s degree programs are offered in allied health, business administration, education, educational mathematics and nursing, including a nurse anesthesia program in conjunction with Grant Medical Center. 12

The Medical Mile A

s the City of Westerville grows and expands, Cleveland Avenue has become a hub for a number of major medical facilities known by Westerville residents as “The Medical Mile.” These medical centers, all within close proximity, continue to undergo expansions, bringing in new technologies, increased numbers of specialists and up-to-date facilities. Recent additions to Mount Carmel St. Ann’s Hospital, Nationwide Children’s Hospital at Westerville and OhioHealth Westerville Medical Campus provide comprehensive services to the community to meet health needs. Over the past few years, Mount Carmel St. Ann’s has undergone a huge expansion to turn the hospital into a comprehensive regional medical center with increasingly complex medical capabilities. In April 2014, the hospital will add open-heart surgery to its extensive list of services. The recently-added 126,000-square-foot East Pavilion houses the hospital’s Cardiovascular Services Patient Care Unit, fully equipped for intensive cardiovascular care with a six-bed ICU, 24 inpatient beds and two operating rooms. St. Ann’s has also adopted advanced robotic surgery and radiation technologies, such as Columbus CyberKnife and the daVinci robotic surgery system. Mount Carmel St. Ann’s seeks to expand the quantity of services for the convenience of the community, but has not lost sight of the importance of quality. Erin Stitzel, Senior Development Officer, states, “St. Ann’s has achieved Leapfrog’s A rating for the past two Mt. Carmel St. Ann’s

years and HealthGrades Safest Hospital designation. Our Accredited Chest Pain Center was awarded the American Heart Association’s Bronze Award for Excellence in Chest Pain Management and St. Ann’s door to balloon times are well below the national benchmark, our fastest to date being six minutes.” St. Ann’s has also been recognized for its stroke services, receiving the Bronze Award from the American Heart Association and obtaining Advanced Primary Stroke Center

More features of the Mount Carmel St. Ann’s transformation include the new Grand Main Entrance with the Healing Grounds Coffee Café, Bryden Bistro in-patient room service, a two-story Parking Garage and the Patient Departure and Surgical Waiting Lobby. Nationwide Children’s Hospital at Westerville opened the newest addition to its facilities in 2012: an off-site ambulatory surgery center. The expansion

was the first of its kind for Nationwide Children’s Hospital and remains the only surgical site at any of Nationwide Children’s suburban medical centers. The Surgery Center is home to outpatient surgery services on the first floor and clinical services on the second floor. The first floor includes four operating rooms, pre-operative and post-operative rooms, and a waiting room designed for the comfort of patients’ families. The second floor houses services for speech and hearing pathology, an audiology booth and four other suites for sub-specialty services. Nationwide Children’s plans to expand this second floor to open up more space and three more suites for additional clinics. “The goal of our Westerville campus is to meet the outpatient clinical needs of every child in the community,” says David Koo, Director of Nationwide Children’s Hospital at Westerville. “Westerville and other local residents have the option of staying local for almost all of their outpatient needs. With the recent and current expansion, we have been able to increase our inventory of services, including Dermatology.” Nationwide Children’s Hospital seeks to provide an expansive list of health care services here in Westerville so it can meet the unique needs of each child from family to family. Another exciting addition to the growing medical community in Westerville is OhioHealth Westerville Medical Campus.
