About the Chamber

he Chamber just wrapped up its 46th year of serving the Westerville business community. We thank the 600+ member businesses and Westerville community for your support of the Chamber and the many ways it’s working to inspire business and advance our Members’ success in business. Highlights from the ’14 business year include a SOLD OUT Taste of Westerville (includes a wine and beer tasting) with more than 320 attendees, and two new events, the Westerville Young Professionals Job Fair as well as the Committee Member “Thank You” reception. In 2014, the Chamber also had the privilege of honoring Michael Swartz, Lake Shore Cryotronics, Inc., as the Business Person of the Year, and Vincent Neal, KEMBA Financial Credit Union, as the Young Professional of the Year. The Westerville Area Chamber serves as the “business voice” for its members at the local and state levels of government and provides valuable opportunities for members to learn more about the issues that impact their businesses. Through research from the Chamber’s Government Relations Committee and support from the Board of Trustees, the Chamber supported the 2014 Westerville Parks and Recreation Levy, and Issue 1 (State Capital Improvement Program). Additionally, the committee met with legislators in support of Senate Bill 5. In 2010, 2012 and 2013, the Ohio Chamber of Commerce selected the Westerville Area Chamber Government Relations Committee to be the recipient of the Leadership in Grassroots Advocacy Award for the “most active Chamber.” The committee was also a runner-up in 2011. The events and programs coordinated on behalf of and in partnership with Chamber members strengthen the Chamber and, in turn, benefit the Westerville community and the local economy. It is the active and participating Chamber members who realize the more they give to the community, the more they benefit. The charitable arm 501(c)(3) of the Chamber, the Westerville Scholarship Foundation, works to build and develop leaders for the future of Westerville through scholarships and programs. The Foundation benefits the thriving Westerville community through the selection and recognition of the annual scholarships: Jim Near High School, Otterbein Masters Programs, Leadership Westerville and Lifelong Learning. The Chamber was also instrumental in the creation of the Leadership Westerville Program, which just graduated its 13th class. We value doing business and serving as a business voice for our members and the community. According to a national survey conducted by The Schapiro Group, if consumers are aware that a small business is involved with its local Chamber, the business enjoys: 49% increase in consumer favorability, 73% increase in consumer awareness and 68% increase in its local reputation. City Information

Income Tax Westerville’s mandatory tax filing policy requires that residents age 18 and older and businesses file City of Westerville income tax returns, regardless of whether or not they owe tax. This policy allows the city to assure compliance with the city tax code. The City of Westerville tax office is located at 64 E. Walnut St. Westerville levies an income tax of two percent (2.00%) on income earned within the city. For residents with income earned outside the city, credit is actual income taxes paid to other municipalities, limited to 2.00%. Call 901-6420 for information. Property Tax Franklin and Delaware counties collect property taxes on behalf of all taxing districts within their borders. For information, call the Franklin County Auditor at 462-3221, or the Delaware County Auditor at (740) 368-1790. Voter Information (Franklin County) Voter registration is available locally for Franklin County residents at the Westerville Public Library, 126 S. State St.; at the Clerk of Council’s office at the Municipal Building, 21 S. State St.; and the Deputy Registrar, 17 Cherri Park Square. Voter Information (Delaware County) Delaware County residents may register to vote at the Westerville Clerk of Council’s office in the Municipal Building, 21 S. Establishing or Relocating a Business Any business that wishes to locate or relocate into an existing “as-is” building or space must file a Change of Occupancy www.westervillechamber.com

prior to taking occupancy. The purpose of this permit is to ensure the business/use is permitted at the proposed location and that the development standards and safety requirements can be met. Zoning Approval Before a new building in the City of Westerville can be occupied or used, or before a new business can occupy or use an existing building, a Zoning Certificate verifying compliance with the development standards and use requirements of the Planning & Zoning Code must be issued. In most cases, the zoning review can be done in conjunction with a Building Permit or Change of Occupancy Permit. Call 901-6650. Building, Electrical, Mechanical and Plumbing Permits Building Permits are required for the construction, enlargement, alteration, removal or demolition, or change of occupancy of a building or structure. Prior to commencing with any work of this type, an owner or his authorized agent must submit construction plans detailing the proposed work and an application to the Planning & Development Department. Other permits are required to install, alter, remove, convert or replace any electrical, gas, mechanical, plumbing system or any other building service equipment or piping system. Additionally, permits are required for signs, swimming pools, standby generators, tents for special assembly events, fences, decks, storage structures and various other improvements. Block Parties Permit forms for block parties inside Westerville city limits may be obtained from the Clerk of Council’s office or online at www.westerville.org – Residents – Permits & Forms – Block Party Permit Form. A $25 deposit is required at the time of application, which is refunded if there are no damages to city property. For information, call 901-6410.

Garage Sales No permit is required to hold a garage sale within the city limits. However, garage sales may last no longer than two days in one six month period. Signs may not be placed in the city right-of-way or on poles. Call 901-6410. Home Occupation Establishing a home occupation in a residential district in Westerville may require a conditional use permit. Call 901-6650. Parade Permits Parade permit forms are available at the Clerk of Council’s office, 21 S. State St. The permit application form is available online at www.westerville.org – Residents – Permits & Forms – Parade Permit. Call 901-6410. Signs Signs may not be placed in the city right-of-way or on poles. All signs on private property require Sign Permit applications and are subject to review by the both the Building and Zoning divisions of the Planning & Development Department. The seal of a registered design professional is required for most signs (except for simple applications such as sign face changes). Call 901-6650. Tree Planting/Removal The Westerville Shade Tree Commission controls the planting and removal of trees within the tree-lawn (the area between the sidewalk and street). Permits can be obtained at the Westerville Parks and Recreation Department, 350 N. Cleveland Ave. Call 901-6500. Work These permits are required for persons less than 18 years of age and can be obtained from any Westerville high school office.

It’s all at the Westerville Public Library – in an upscale facility with a tech-savvy staff, and conveniently located in the Uptown area. Recognized as one of the nation’s finest, our community’s library holds the coveted 5-star rating from Library Journal magazine and consistently ranks in the top 1% among all public libraries in the United States with a district population of 85,000. In 2014, the library was named as one of the Best Employers in Ohio by the Ohio SHRM State Council and Best Companies Group. Heavily used by residents, in 2014 the library circulated over 2.1 million items, making Westerville the fourth busiest public library facility in Ohio. More than one-half million visitors stopped by the library in 2014. They received help with their ereader or iPad, took advantage of the free Wi-Fi, used one of 100+ computers and laptops, or simply found a cozy place to read while waiting for their class or program to begin. From a Harry Potter reading club to a how-to session for résumé writing, the library offers an average of 175 programs each month, for all ages and interests. Historic Uptown Westerville Business District

ptown is an original town center with buildings dating back to the mid-1800s. Its rich history and heritage is evident in the pride Westerville takes in the preservation of its historic buildings. Housed within this area are the Westerville Public Library, Anti-Saloon League Museum, Temperance Row Historic District, Hanby House and Otterbein University. Otterbein University Otterbein students are a fixture of Uptown Westerville during the academic year.

tterbein stands for bold ideals. That is the hallmark of Otterbein University and those connected to this private, picturesque university perfectly situated in Westerville. Otterbein is committed to standing as a college of opportunity. This commitment started with its founding in 1847 as one of the nation’s first universities to welcome women and persons of color to its model community of teachers and learners. Named for Philip William Otterbein, a founder of the Church of the United Brethren in Christ, Otterbein maintains its close relationship with the United Methodist Church, and the church’s values still guide the University. Early in its history, Otterbein aligned itself with causes. University officials joined city founders in support of emancipation, and were active participants in assisting runaway slaves as Westerville became a station along the Underground Railroad. ne of the largest public parking lots in the historic Westerville Uptown District is currently under construction. The City Hall Parking Lot Improvement Project will entail two phases of construction, with an expected completion date in the month of October. When finished, the project will have added parking spaces, created a parallel alley system to improve vehicular circulation and enhanced the area with new sidewalks and safety features. Crews started work on Phase I on Monday, Feb. 9. This phase of construction includes the southern portion of the parking lot, and is expected to be complete in mid-June. Phase II, the northern portion of the parking lot, begins immediately thereafter and extends the projects into early fall and the expected October completion date. In addition to the reconstruction and expansion of the northern and southern lots, the project specifically includes: • Installation of a brick alley from West Park Street to West College Avenue • Reconstruction and realignment of Thomas Alley

• Installation of an underground storm water management system • Relocation of overhead utility lines to underground facilities

• Lighting, sidewalks, entry features and signage, and landscaping

City Hall staff are temporarily parking at Home Street and walking to and from the building. Throughout the project, limited parking will be available in the lot. City Hall and Uptown visitors are also encouraged to utilize street parking and other “Park & Walk” locations in the District. Westar Place

ear the end of last year, the City of Westerville introduced Westar Place as the rebranded tract of land formerly known as Altair Business Park. The City acquired the 62 acres of land for commercial and mixed use development to expand Westar, the growing regional epicenter of commerce located east of Interstate 71 along Polaris Parkway. Centerpiece to the announcement is an agreement with Concord Hospitality to build a full-service Marriott Renaissance hotel and conference center at Westar Place. Continental Realty/Continental Real Estate was also announced as the City’s development consultant and brokerage team for Westar Place. The City worked closely with planners, developers and economic advisors to plan for office and retail development expansion, as well as hotel and conference space along underdeveloped portions of the Westar area. Situated between Cleveland Avenue and Africa Road south of Polaris Parkway, the area is a desirable location for commercial and office development, and home to corporate headquarters and businesses in technology and financial services sectors. Dubbed the “Medical Mile,” it’s already home to one of the most prominent areas for health care and medical services in the region. 16

Westar Place is a major economic development initiative in Westerville, expected to attract more than 3,000 jobs to the community. These announcements formalized plans for this premier commercial space to add up to one million square feet of additional Class A office space in Westerville, meeting space demands for business attraction and retention efforts. The first major construction project, Renaissance hotel and conference center, expects to begin construction in early 2015, according to Concord Hospitality, the company selected to develop and operate the hotel. “The Westar Place project is a great example of the kind of strategically planned, well-balanced mixed-use urban development that considers the current needs of the community and the projected demands of future generations,” said Mark Laport, president and CEO of Concord Hospitality. “We started our company here in Ohio nearly 30 years ago, making us particularly pleased to be working with Marriott International toward the goal of bringing their terrific, upscale Renaissance hotel brand to Westerville. The full-service hotel also will offer the latest in in-room dining options, as well as a three-meal restaurant. Like all Concord hotels, it will be designed to meet LEED standards. Continental Realty/Continental Real Estate will coordinate development for Westar Place, leading the site’s marketing and sales efforts for mixed-use development. “We are very excited to have been selected by the City of Westerville to coordinate the development of Westar Place. Westar Place is among the most significant projects planned in the district that involved the annexation of 941 acres of land for expansion along the City’s northern commercial corridor. Development of the Westar area was funded by an approximately $30 million public infrastructure investment in the late 1990s, extending Cleveland Avenue, Polaris Parkway and County Line Road, along with the associated utilities.
