Building Digital Capacity WELCOME Welcome to the Digital leaders Conference. We have chosen as our topic the pressing issue of “Building Digital Capacity”. However, one of our main aims in holding this event is to encourage networking and discussion amongst the Digital Leaders more generally as we see this as a major outcome of the network. So while I am sure you will find the debate and sessions interesting and content rich, we also hope you will make the most of the informal networking and leave us this afternoon having built your network and met new and interesting fellow Digital Leaders face-to-face.

About Digital Leaders We are asked fairly regularly what “Digital Leaders” is and why we exist so here are some short answers. What is the problem we are trying to solve? All too often the opportunities associated with digital technologies and their transformative potential are seen as part of a distinct and technical policy area – to be considered and implemented in isolation from more mainstream approaches for example welfare, education, health and economic growth. Many policy makers, delivery agencies and businesses continue to overlook the reality that digital information, skills and infrastructure have become universal and essential components of the social, economic and political circulatory system of any modern society. In this new paradigm digital transformation is no longer a niche discipline advocated by technical specialists – but a core function of efficient and effective government, industry and civil society. Digital Leaders is not about mandating specific technologies or processes – it is about synthesizing and sharing good practice, experience and expertise about “what works” based on the broadest possible range of inputs from stakeholders from all disciplines, backgrounds and operational sectors. Who are we and what do we do? The Digital Leaders programme serves as an independent focal point of engagement and resource network for individuals and organisations across the UK and beyond who are committed to delivering sustainable and innovative digital transformation. The Digital Leaders network spans over 8,500 people including central and local government representatives, private/third sector organisations, SMEs, Parliamentarians and academics. This network also involves international contributors currently from across three continents, and cuts across traditional political, geographical, hierarchical and gender divides. Our on-going mission is to expand this network to make it ever more representative of the rich spectrum of views and perspectives surrounding digital transformation. How are we governed and how do we select priority topics? The emerging topics covered by the Digital Leaders programme are identified and discussed by our steering group (which includes representatives from central and local government and our private sector sponsors) drawing upon the outputs of our salon discussions/webinars and consultation with our wider network. How are we funded? In order to maintain a high quality programme of inclusive free to attend events, seminars and webinars Digital Leaders relies upon the support of private sector sponsors and the guidance of our membership. These sponsors are carefully selected to ensure that our agenda remains independent and non-aligned to any particular business models, commercial perspectives, or specific set of technologies.

INTRODUCTION How can we nurture a generation of Digital Leaders? The transformation of Digital Public Services is based on citizen involvement, flexibility, and savings. It uses technology to bring public services into an improved relationship with the market, placing government and citizens in control rather than service providers. These principles are already challenging and redefining the public service landscape, and constitute a ‘must know’ for any senior public executive. With continuing pressure on public services and constrained resources, a better approach to central public services is needed. The principles and business models of Digital Public Services offer the challenge of up skilling, capacity building and creating new digital teams that can deliver this new blueprint for public services. The need to build digital capability to respond to this across sectors has been highlighted as one of the most important factors in driving through technology transformation across Whitehall, whilst avoiding the IT disasters of the past. As Rohan Silva says in his introduction to the recent Policy Exchange paper, “The leadership challenges go far beyond the IT Profession. Successful transformation of Government will take a real effort from everyone at senior levels of Government, regardless of whether or not they currently see technology as part of their lead responsibility”. The Digital Leaders Conference brings together 100 senior leaders from across the private and public sectors involved in digital transformation, to hear from and debate with thought leaders and digital experts who are already successfully pioneering digital transformation. The day will hear from Central Government and Local Government speakers who have embarked on the journey to improve digital capability and to prioritise digital skills acquisition and development. We will also hear from the private sector companies that have made part of this journey themselves already and those businesses that have a skills set that the public sector are reaching out to assist them from outside. A variety of approaches and models will be presented, setting out some of the different ways in which up skilling, organisational change and technology systems are being transformed. We will focus on equipping leaders in all sectors to think about key issues including organisational design, skills, technology and the culture needed to support transformation. Key objectives: •

To be inspired on how to improve digital capability and to explore successful public sector transformation programmes, with practical advice, case studies and new thinking on training, technologies and organisational change. To promote deeper understanding and more effective practical use of digital amongst senior level leaders; where capability building as a strategic objective contributes to achieving the Government Digital Strategy. To equip leaders to assess the gaps in an organisation’s digital capacity, structural issues and barriers to change and how to raise awareness of digital skills training and services internally. To debate the question of the ownership and governance of digital capability in the public sector.

Building Digital Capacity BIOGRAPHIES Alex Aiken Executive Director, Government Communications Alex Aiken is the Executive Director of Government Communications. Based in Downing Street and the Cabinet Office, Alex is the most senior communications professional in the Civil Service. His role covers government communications strategy, management of the Cabinet Office and No.10 operation and leadership of the profession. He was Director of Communications & Strategy at Westminster City Council, 2000-13. Before joining Westminster he held senior posts at Conservative Central Office, leading the Party’s Campaigns Unit from 1999-2000 and the Press Office between 1995 and 1999.
Steven Beard CEO, Agilisys Steven is the Group Chief Executive. He joined Agilisys from Xchanging plc, the global business process and technology company; over his 10 years there he held a number of senior positions at both the company’s UK and US operations, serving on the plc Management board. Prior to Xchanging, Steven was CFO of Redwave plc, the U.K.–based venture capital business. Steven has extensive experience with high growth entrepreneurial organisations, especially within the business services sector. He is also a Fellow of the Association of Chartered Certified Accountants.
Jos Creese CIO, Hampshire County Council Jos Creese has over 25 years of IT management experience and has worked for central government, district and unitary councils. He is currently the CIO Hampshire County Council, leading the IT group of 400 technology and business professionals and supporting a variety of business change programmes enabled by IT. He chairs the Local Public Service CIO Council which he set up in 2008, and is a non-Exec director of SOCITM and a Trustee of Eduserv. From March 2014 he has been appointed deputy president of the British Computer Society and was elected president of SOCITM in 2010/11.
Mark Davies Communications Director, Post Office Mark joined Post Office Ltd as Communications Director in July 2012 after two years as Communications and Campaigns Director for the charity Rethink Mental Illness. Prior to that he spent five years as Special Adviser to the Rt Hon Jack Straw MP, working in the Foreign and Commonwealth Office, the House of Commons and the Ministry of Justice. He worked as Special Adviser to Baroness Amos, then Leader of the House of Lords, for 18 months in 2004-05. Mark began his career in journalism in 1990 and during 13 years as a reporter, writer and editor he worked for the Liverpool Echo, the Liverpool Daily Post, CNN and the BBC.
David Dinsdale Head of G Cloud, Atos David has spent his career as a business technologist serving both public (HMRC, BIS) and private (Microsoft, Ford, Nat West) sectors. Currently David is G-Cloud Programme Director for Atos. David is also a key person in the Atos engagement team for Small and Medium sized Enterprises (SMEs). He is responsible for supporting SMEs in bringing their services to the Public Sector. On G-Cloud IV, David has supported several companies in becoming suppliers on that framework. 8
Brian Etheridge Managing Director (Motoring Services) and Digital Leader, Department for Transport Brian Etheridge began his career in local government and worked for housing departments in London and Hampshire before joining the Association of District Councils as its Assistant Secretary for environment and health. He joined the then Department of the Environment to work on the UK’s first Air Quality Strategy before moving to the Health and Safety Executive (HSE) where he held a number of senior posts. Brian came to the Department for Transport from the Cabinet Office where he worked in the Efficiency and Reform Group as Executive Director for Civil Service HR Operations. Brian is currently responsible for the Department’s motoring services executive agencies, and for divestment of the Department’s shared services function. He is the Department’s CIO and digital leader and is responsible for the in-house IT function.
Brian Gannon Corporate Development Director, Kainos Brian is the Corporate Development Director for Kainos, responsible for marketing, communications, media and analyst relationships. Brian joined Kainos in 2006 to set up and run the Kainos office in London. Previously, Brian worked as a management consultant at Andersen Consulting (now Accenture), Capgemini and the DMW Group, and as a technology strategist at a number of blue-chip organisations, including Shell, Standard Chartered Bank and Allied Irish Banks, where he was Chief Information Officer. Brian has over 25 years’ experience in deploying information and digital technology solutions. He studied Engineering at Trinity College, Dublin, and holds a PhD in Information Systems from the University of London.
Bob Harrison Education Adviser, Toshiba Bob has been professionally engaged in secondary/further/higher education for 40yrs. He has had extensive experience in schools and colleges as a teacher, senior manager, Principal and Governor. He was awarded Honorary Life membership of City and Guilds for his services to Vocational Education. Bob founded the “Toshiba Ambassadors” a community of practice of schools and colleges who are implementing mobile and wireless technologies to enhance learning. He is currently the Chair of the Teaching Schools New Technology Advisory Board, a HE/Industry/ Schools/DfE/TDA group which aims to ensure that the next generation of teachers have the necessary skills to prepare children for their lives as workers and digital citizens in the 3rd Millenium. He is a visiting scholar at Stanford University where has links with the Education’s Digital Future project.
Derrick McCourt Director of Government, Microsoft UK Derrick McCourt is the UK Public Sector General Manager. He is responsible for leading the growth of Microsoft’s Public Sector business through transformational opportunities around devices, services and solutions to enable our customers to do “More with Less” and “New with Less.” His team works across a number of customer segments, including Central and Local Government, Public Safety & National Security, Healthcare and Education Derrick joined Microsoft in 2001, establishing Microsoft’s office in Belfast and playing a prominent role in the local IT industry. In 2005, Derrick took on an international role as a Director in Microsoft’s World Wide Licensing & Pricing Group. He moved to Edinburgh in 2009 to run Microsoft Scotland and subsequently took on responsibility for our UK Government Business. Derrick holds an honours degree in Computing Science from the University of Ulster, and an MBA from the Open University. He is an Honorary Visiting Fellow at Edinburgh Napier University.

Building Digital Capacity Iain McMath CEO, Sodexo Motivation Solutions Technology Iain joined Sodexo Motivation Solutions in August 2002 bringing eleven years commercial and marketing experience with him. As Chief Executive Officer, Iain is responsible for the overall strategic direction of Sodexo Motivation Solutions, covering Employee Benefits, Incentive and Recognition and Public Assistance. He also oversees UK investment and development, and ensures the delivery of a high quality service. Before joining Sodexo Motivation Solutions, Iain worked as a senior executive for a number of companies involved in the aerospace and automotive industries.
Rachel Neaman Digital Leader and Deputy Director, Digital, Channel Strategy and Publishing Department of Health Rachel is the DH Digital Leader for health and care and the departmental Head of Profession for digital. She has overall responsibility for the Department’s digital strategy, digital services and transformation, channel strategies, social media strategy, electronic and printed publishing, and leading and aligning digital activities and services across the new health and care system. As a member of the Government Digital Leaders group she is also responsible for co-producing Government policy and strategy on digital. Rachel previously headed up internal and corporate communications for the Department. Prior to joining the UK civil service in 2004 Rachel ran a multilingual digital and printed publishing programme for the EU at the European Monitoring Centre for Drugs and Drug Addiction in Lisbon.
Chi Onwurah MP Shadow Minister for the Cabinet Office Chi Onwurah is a Member of Parliament representing Newcastle upon Tyne Central and is also Shadow Cabinet Office Minister leading on cyber security, social entrepreneurship, civil contingency, open government and transparency. Chi was Shadow Minister for Innovation, Science & Digital Infrastructure Oct 2010 – Jan 2013 working closely with the Science and business community, with industry on Broadband issues, and on the Enterprise and Regulatory Reform Bill. Chi continues to encourage women in STEM. Prior to Chi’s election to Parliament in May 2010 she worked as Head of Telecom's Technology at the UK regulator Ofcom focussing on the implications for competition and regulation of the services and technologies associated with Next Generation Networks. Prior to Ofcom, Chi was a Partner in Hammatan Ventures, a US technology consultancy, developing the GSM markets in Nigeria and South Africa. Previously she was Director of Market Development with Teligent, a Global Wireless Local Loop operator and Director of Product Strategy at GTS. Chi is a Chartered Engineer with a BEng in Electrical Engineering from Imperial College London and an MBA from Manchester Business School.

Mark Thompson Strategy Director, Methods Platforms and Digital Dr Mark Thompson is a senior lecturer in information systems at Cambridge University's Judge Business School, Strategy Director for digital service innovator Methods, sometime ICT futures advisor to the UK Cabinet Office, and recent main Board director of Intellect UK. Mark is acknowledged within the public domain as one of architects of Open Innovation thinking within the UK public sector. Working with UK Government Chief Technology Officer Liam Maxwell, Mark produced a landmark paper in 2008 for (then) Shadow Chancellor George Osborne setting out a future for Open Standards in government, credited by Cabinet Office Minister Francis Maude as the foundation for the subsequent 'Open' government ICT strategy. Mark then wrote a pivotal section of Liam Maxwell’s ‘Better for Less’ policy document which subsequently became the roadmap for Cabinet Office ICT policy. Mark has worked with over 20 government organisations in driving forward these ideas all of whom are seeking to redesign their delivery of public services around ‘digital’, involving open standards, modularity, platforms and consumption of applications.
Graham Walker CEO, Go-ON UK As CEO of Go ON UK, Graham is responsible for leading the UK’s Digital Skills Alliance, which aims to make the UK the most digitally skilled nation in the world. He sits on the organisation’s board of Founder Partners, chaired by Martha Lane Fox, with the CEOs of Age UK, BBC, Big Lottery Fund, EE, E.ON, Lloyds Banking Group, Post Office and TalkTalk. Graham has previously held the post of Director for Digital Delivery at the Cabinet Office, where he headed up the Government’s policy and strategy work on digital delivery in the public sector. Graham was also a Director at Race Online 2012, supporting the policy and strategy work behind the office of the UK Digital Champion, working to deliver a 100% networked nation, and has previously been a Managing Partner at Gov3, as well as former Director of Strategy for the Office of e-Envoy at the Cabinet Office.
