Marcel Chiranov, Impact Assessment Manager, Biblionet Romania Marcel works as Impact Assessment Manager for Global Libraries Project in Romania. In past Marcel has work in Project/Program Management for the last 21 years, and in Performance Management in the last 14 years. He designed and managed performance measurement plans; created data collection tools (scorecards, questionnaires, and surveys) and led data collection; designed and implemented nationwide surveys; processed and analyzed data; designed Management Information System to manage and interpret data into an efficient manner. Marcel conducted performance management for organizations implementing projects of over $12 billion in Romania, and devised suggestions to help the management team improve project planning, implementation, and manage changes. He constantly directed project improvement suggestions to team leaders in order to facilitate the decision making process, to better map the business strategy, to maximize resource spending efficiency, and to increase project impact.
Chris Coward, co-founder, Principal Research Scientist, and Director of the Technology & Social Change Group (TASCHA) at the University of Washington Information School Under Chris Coward’s leadership, TASCHA has grown in size and scope over the last decade, encompassing research in 50 countries. Chris specializes in designing research programs that improve policy and practice in the area of information and communication technologies (ICTs) and international development. Chris’s interests span a number of areas, including employability and entrepreneurship, impact assessment, and innovation spaces. Much of his work focuses on the role of intermediary institutions, such as public libraries and community organizations. Chris holds a Master of Public Administration and a Master of Arts in International Studies, both from the University of Washington.

Diana Edmonds, Head of Libraries, GLL As a librarian, Diana has worked in a variety of roles; in academic libraries (London University and the London School of Economics), in public libraries in Aberdeen and in specialist libraries such as the Tate Gallery. Prior to her employment with GLL, Diana established an information company called ‘Instant Library’, and worked in the business both as a consultant and as the Managing Director, working internationally in the oil industry and the rail industry. She sold Instant Library to the Tribal Group in 2001 and stayed with the business until 2004, going on to join Haringey Council in the role as Assistant Director, Culture, Libraries and Learning. In Haringey, she worked initially as a consultant: the library service had failed an Audit Commission Inspection, scoring “no stars”, with “no hope of improvement”. Visits to the libraries increased by over 300% in subsequent years and issues increased by 150%. By 2011, the service had become one of the most popular in the country, used by over 60% of residents. Diana was awarded an MBE for her work. Originally a history graduate, a Fellow of CILIP (the Chartered Institute of Information Professionals) and of the Royal Society of the Arts, Diana is a keen gym member – and, of course, loves reading!
Dr. Grazia Guermandi, Regional Policy Expert, Regione Emilia-Romagna I am a psychologist specialized in e-learning, in 2000 I started working in the HR area as training designer, after 8 years I became a project manager for the Emilia-Romagna regional Government. Since then I have been in charge of the e-inclusion project called “Pane e Internet”, (www.paneeinternet.it), which is aimed to reduce the knowledge divide between citizens who are able to access internet and internet related technologies and those who are not, through digital literacy and communication activities. The project is carried out within the regional territory in collaboration with public and private partners such as Job centres, Unions, Associations, public schools, and local authorities. The project is based on a network of 120 public libraries which are strategic “digital intermediaries” and a network of 250 “digital facilitators”, which play a key role in promoting the adoption of digital skills in citizens who are at risk of digital exclusion.

Dr Gianluca Misuraca Dr. Gianluca Misuraca is a Senior Scientist (GH40) at the Information Society Unit of the European Commission’s Joint Research Centre, Institute for Prospective Technological Studies (JRC-IPTS) based in Seville, Spain where he is leading since 2009 research in the area of ICT for governance and policy modelling. Before joining the JRC-IPTS Gianluca was the Managing Director and Scientific Coordinator of the Global Executive Master in e-Governance coordinated at the College of Management of Technology of the Ecole Polytechnique Fédérale de Lausanne (EPFL). Previously he held several positions as lead consultant and policy advisor for different International Organisations and bilateral cooperation agencies as well as working with various consulting and industrial organisations in the area of e-Government, regional development, research and innovation. Among his assignments worldwide, he worked as an Associate Expert for the Department of Economic and Social Affairs of the General Secretariat of the United Nations (UNDESA), being seconded to the African Training and Research Centre in Administration for Development (CAFRAD) in Tangier, Morocco, as responsible for the implementation in Africa of the United Nations Online Network in Public Administration and Finance (UNPAN) and the eAfrica initiative for good governance.
Jane Morrice, Vice President, EESC Born in Belfast, Jane Morrice has worked in many challenging fields throughout her career. Former Deputy Speaker of the first Northern Ireland Assembly set up after the Peace Agreement, former Head of the European Commission Office in Northern Ireland and former reporter for BBC Belfast, Jane is currently Deputy Chief Commissioner of the Northern Ireland Equality Commission. A journalist by profession, her career began in the Brussels press agency European Report (Europolitique) specialising in EU/Third World Relations. In 1987, she joined BBC Belfast as a reporter where her work included covering the ‘troubles’ in Northern Ireland. In 1992 she was appointed Head of the EC Office in Northern Ireland. 4|Page
This was during the time of the ceasefires and she became a member of the Delors Task Force which established the first EU Peace Programme. It was this work on peacebuilding that eventually led her into politics. She helped set up a new political party– the Northern Ireland Women’s Coalition – was elected to the new Northern Ireland Assembly and became Deputy Speaker in 2000. Her work involved the implementation of the Peace Agreement and chairing often heated and demanding sessions of the Assembly. Jane was appointed to the EESC in 2006. She is a member of the TEN and SOC sections and the Communication Group. Given her career, she has focused on areas where she has specialized knowledge and has been Rapporteur on two ‘Own Initiative Opinions’ on the role of the EU in Peacebuilding in Northern Ireland and beyond. In 2008 she was appointed to the Northern Ireland Equality Commission and is currently serving her second term. A fluent French speaker, Jane lives near Belfast and her interests include photography, travel and music.
Dan Mount, Head of Policy and Public Affairs, Civic Agenda EU Prior to returning to the UK to study for a BA in Politics and an MA (distinction) in the International Relations of the Middle East at Durham University, Dan spent his formative years in Germany, France, Switzerland and the United States while his father (a high energy physicist) worked on a selection of different particle accelerator experiments including CERN’s Large Hadron Collider for the California Institute for Technology. Combining his familial predilections for science and technology with his passion for politics, he has since acted as a senior advisor and speechwriter on ICT/technology policy issues to several UK Members of Parliament. From 2007-2011 he worked for former Cabinet Minister and Secretary of State for Wales, Rt. Hon Alun Michael MP supporting his role as Chair of the Parliamentary Information Technology Committee and Chair of the UK Internet Governance Forum and coordinating Parliamentary engagement with international stakeholders including the Congressional Internet Caucus in Washington DC, the European Dialogue on Internet Governance (EURODIG) and the United Nations Internet Governance Forum. Since joining Civic Agenda, Dan has led a policy review of the EU 2020 Growth Strategy and Multi-Annual Financial Framework for the Bill & Melinda Gates Foundation’s Global Libraries programme, analysing the scope for public libraries to act as strategic partners for the effective delivery of access to ICT, online resources and digital literacy skills to marginalised and disadvantaged communities across Europe. He has also been commissioned by the International Federation of Library Associations (IFLA) to produce a “think piece” on Future Public Access Models for Digital Content funded by the Open Society Foundation – and has a strategic advisory role in the preparation of the IFLA 2013 Trend Report looking at key political, social, economic and technological factors which will affect the future global information environment.
Martine Vandermaes, Head of the Public Library of Ostend Martine is passionate about public libraries and their place in society. Libraries are not merely about collections, there about people, stories, empowering, confronting and connecting. Martine is convinced that libraries and librarians can make a huge difference in a person’s life. She has worked in libraries over the past 30 years. Since 2008 she is head of the public library of Ostend (Belgium). 5|Page
Hanita van der Meulen, Marketing Manager, OCLC Hanita van der Meulen started at OCLC as Marketing Manager, the Netherlands, in the summer of 2013. She is a driven marketer with a passion for commercial success to whom thinking out of the box is second nature. Hanita has more than 20 years experience in sales, business development, marketing communications and developing go-to-market strategies for new and existing products in new markets. She uses a good sense of humor to manage internal and external relations as well as commercially successful re-organizations.
Laure Van Hoecke, Mediawijs.be Laure Van Hoecke has studied history and philosophy at the university in Leuven. She started in 2008 as campaign leader of the ‘Digital Week’ (a project of LINC) in Flanders. Nowadays Laure is coordinator of LINC and network coordinator of Mediawijs.be, the knowledge center for media literacy in Flanders. The goal of Mediawijs.be is to improve media literacy throughout all layers of the population. The project aims to teach both young and old to approach our mediatized society in a critical and conscious manner. Mediawijs.be hopes to achieve this through the stimulation and elaboration of media skills, the creation of an e-inclusive society, and the creation of a safe and responsible media environment. Over the next two years the network partners will launch and support a broad range of initiatives in the fields of education, knowledge building, communication and project management.
Tristan Wilkinson, Deputy Chief Executive, Go ON UK Tristan is currently Deputy CEO at Go ON UK, a charity founded by Baroness Martha Lane Fox, the UK Digital Champion, to ensure that individuals and organisations have the digital skills they need to make the UK a leading digital nation. Tristan is the Founder of Digital Citizens, an organisation established to make the vision of a Smart City a reality. Tristan was previously Director of Education & Public Sector at Intel Corporation and is currently Citizens Online Trustee.
