As the president of the Orangeburg County Chamber of Commerce, I’m excited to share that our county is experiencing a transformative period of growth and development. Economic development, business expansion, educational opportunities and quality of life are all steadily improving each day.

A Storied Past and Bright Future

GETTING TO KNOW THE 17 MUNICIPALITIES OF ORANGEBURG COUNTY

Orangeburg County is home to both international industry and small farming communities, festivals that draw thousands and intimate local gathering spots. While the county’s offerings are varied, the residents of each of its 17 towns share a deep love for the place they call home.

Discover Orangeburg has curated a guide for both newcomers and long-time residents to learn a little of the past and present offerings of these unique towns.

ORANGEBURG — County Seat

The 150-acre Edisto Memorial Gardens exhibits Orangeburg’s deep natural beauty. As one of the Top 20 visitor attractions in South Carolina, the gardens has azaleas, camellias, roses, and other flowers spaced among giant oaks and century-old cypress trees.

The city’s cultural offerings include the Orangeburg County Fine Arts

Center, the Orangeburg Civic Ballet, and festivals like Taste of Orangeburg and Festival of Roses.

Along with recreational facilities boasting playgrounds, tennis and pickleball courts, and soccer and baseball fields, the city is building a new skate park. The city is also home to the Hillcrest Golf Club — one of the top municipal courses in the state. Orangeburg has two of the state’s historically black colleges and universities, Claflin University

and South Carolina State University. Additionally, Orangeburg-Calhoun Technical College provides an advanced technical training educational option also.

The city’s rich history began in 1704 with the arrival of George Sterling, an Indian trader. The village was renamed from “Edisto” to “Orangeburg” in 1730 in honor of William IV, Prince of Orange, who was the son-in-law of King George II.

BOWMAN

Bowman is best known for its quality agricultural and dairy products. The Bowman Nature Park and the Bowman Inner Park include picnic areas, walking trails, volleyball, basketball, tennis courts and meeting facilities.

Each September, the town hosts the Harvest Festival, which includes a parade, carnival rides, a fish fry, a talent show, a barbecue cook-off, music and street dances. In the 1880s, a group of men, including Samuel W. Dribble, saw the agricultural and lumber potential of the land that now comprises Bowman. Dribble bought a sizable portion of the Bowman family estate for development. Bowman became a major cotton producer and was incorporated in 1903.

BRANCHVILLE

Branchville, home to the world’s first railroad junction, celebrates its place in railroad history with the annual Raylrode Daze Festivul. The event features frontier shoot-outs, country music, arts and crafts, and food.

The Branchville Depot includes a museum with antique railroad memorabilia and a replica of the first steam locomotive. The town has two playgrounds, a recreation center, and a combined football and baseball field. Water sports are enjoyed on the nearby Edisto River.

Branchville is one of the state’s earliest organized communities and its growth was spurred by the presence of the railroad, which came to town in 1838. The town was incorporated in 1858.

COPE

Like many towns in the county, Cope was founded by a railroad company in 1894. The town was named for the local farmer, Jacob Martin Cope, who gave the land around the railroad station for development.

Along with the rail station, which still stands, the town has other notable landmarks. Valentines Gin and Store has vintage wares from the 1930’s, ’40s and ’50s. The cotton gin beside the store still functions. The mural on the side of Bank of Cope is a popular spot for photos.

Residents enjoy fishing in ponds and in the Edisto River, as well as hunting deer, dove, quail and other small game.

CORDOVA

Located on a ridge between the north and south forks of the Edisto River, Cordova is a haven for outdoor enthusiasts with its hiking trails and opportunities for boating and fishing.

Cordova has a primary school and a high school. Members of the Cordova Community Senior Center can participate in activities, use exercise machines and visit the library. The Cordova Town Hall is the site of many community events, fundraisers and private parties.

The town is believed to have gotten its name from the Atlantic Coastline Railroad Co. when the railroad was completed in 1893.

ELLOREE

The town is well known for the Elloree Trials, the thoroughbred and quarter horse races, held annually in March. The event also features a parachute exhibition,

the Miss Elloree Trials Pageant, contests and food vendors.

Residents and visitors enjoy Elloree’s revitalized downtown, which includes brick crosswalks lined with flowers and hardwood trees, gift boutiques, arts and crafts shops, an auction house, and restaurants in historic buildings.

The award-winning Elloree Heritage Museum & Cultural Center is a must-see educational attraction with interactive exhibits about South Carolina’s rural past.

Elloree was founded in 1886. The name is derived from the Native American word meaning, “The home I love.”

EUTAWVILLE

Take a step back in time with a visit to the Eutaw Springs Battlefield — the site of the last major Revolutionary War battle in the Carolinas.

Another notable historic site, the Historic Church of the Epiphany, constructed in 1849, and the parish house, built in the mid-1820s, still stand today.

The church is now home to Epiphany Episcopal Church.

The town has many recreational opportunities like nature refuges, trails and the campgrounds and marinas of Lake Marion.

The annual Eutaw Village Parade has carnival rides, beauty pageant, live music and food.

Eutawville was chartered in 1884 and its name comes from the Native American word “eutaw,” which means “pine tree.”

HOLLY HILL

The construction of a railroad depot in 1886 led to the town’s founding the following year. Today, the Holly Hill Depot houses the town’s visitor center and the Tri-County Regional Chamber of Commerce.

The Holly Hill Town Hall and the Holly Hill Police Department are located in the renovated facilities that once housed Holly Hill Middle School.

Notable parks include Gilmore Park, which has tennis courts, a walking track and picnic pavilions, and Francis Folk Park, which has a baseball field, basketball court, playground equipment and more.

Holly Hill is the birthplace of astronaut Frank Culbertson, who piloted the space shuttle Atlantis.

LIVINGSTON

Livingston was formed in 1891 when Rufus Livingston gave right of way to the South Bound Railroad Co. The railroad was integral to the town’s life. Residents could catch the 9 a.m. train to Columbia and return on the 6 p.m. train.

Early enterprises in Livingston included a sawmill, a cotton gin, a grits mill, a wheelwright and a blacksmith.

The town has a new town hall and

municipal building, along with a softball field, tennis court and lighted public walking track.

NEESES

Neeses began as a farming community first settled by Torody Nece, who was given a land grant in 1770. The farming community settled by Nece was first known as Silver Springs.

Neeses was incorporated in 1903 and many shops were built along the railroad track at that time. The town had a bank, a hotel, blacksmith shops, shoemaker shops, mercantile stores, a cotton gin and a sawmill.

A must-see is the Neeses Farm Museum, which has exhibits on farm life from the early 1800s.

Other notable spots in town include the off-road track at Thunder Valley Mudplex and a covered outdoor flea market.

A hidden gem is the restaurant located inside the local Piggly Wiggly. Their Southern flare packs the restaurant every Sunday.

NORTH

Local men, including North’s first mayor John F. North, donated 100 acres to create a railroad depot and to build the town. Rail lines not only brought residents to North, but also telegraph lines and the cotton industry. Passenger trains ran through the town on their way to destinations across the Eastern Seaboard and freight trains brought goods and carried out cotton and other products.

North is the birthplace of Eartha Kitt, an international star who distinguished herself in film, theater, cabaret, music and on television.

The North Air Force Auxiliary Airfield is the site of practice cargo drops for the U.S. Air Force. Planes, such as the C-17, fly from Charleston to North for training runs.

NORWAY

Norway was founded in 1891 when the railroad expanded to the area. The town almost had a name change when the similarity between the town names Norway and nearby North almost caused a train wreck. Railroad workers began referring to the Norway station as “Waynor” to avoid confusion.

Norway annually celebrates its farming heritage with the Cotton Festival, where visitors can learn about the history of cotton, from seeds to clothing, through educational exhibits.

The Old Willow High School is on the National Register of Historic Places. The renovated school is now the community and municipal center.

The area is also known for its hunting and fishing, as well as water sports on the South Edisto River.

Cottontop, a family farm and plantation that dates back to 1905, is now a popular venue for weddings and special events.

ROWESVILLE

In 1876, Rowe’s Pump was incorporated as a town. Rowe’s Pump, named in honor of General Rowe, was established when the rail line was laid from Branchville to Orangeburg. A large water tank with

steam-driven pumps and a wood shed supplied fuel to the wood-burning locomotives traveling the route. The town’s name was legally changed to Rowesville in 1889.

Rowesville is best known for Cattle Creek Campground, a Methodist campground that held religious meetings that thrived under the leadership of Bishop Francis Asbury in the late 1700s. The campground continues to this day.

The Rowesville Community Center has been renovated and includes a full kitchen for catering events.

SANTEE

The town of Santee began as a crossroads beside the Santee River. The name Santee comes from a Native American word meaning “the rivers.”

The Santee River was dammed in the 1940s to supply hydroelectric power as part of the rural electrification efforts initiated under President Franklin D. Roosevelt’s New Deal. The completion of the Santee Cooper Lake’s flooding brought new business and tourism to the area.

The Santee Conference Center can accommodate 1,200 people for business conferences, corporate retreats, weddings and other private events.

The area has two of the state’s best golf courses, Santee National Golf Club and the Lake Marion Golf Course.

Lake Marion, the largest freshwater lake in South Carolina, is known for its big fish and abundant wildlife.

Visitors can enjoy fishing, boating, hiking and other outdoor adventures at nearby Santee State Park, bird watching at the Santee National Wildlife Refuge or revisiting history at the Santee Indian Mound and Fort Watson on the north side of the lake.

The Athletic Complex has two baseball/ softball fields, two full-length basketball courts, and bocce ball courts. The Santee Water Park is located beside the complex.

SPRINGFIELD

Settlers came to the area as early as 1756 and the town was chartered in 1887.

The historic downtown district includes early 1900s storefronts, the jailhouse and post office.

The restored Springfield High School, listed on the National Register of Historic Places, is now a welcome center, exhibit room and library. The Springfield Museum and the Orangeburg Military Museum are also housed in the building.

known as Vance’s Ferry. The town is named for Sir William Vance, who built a ferry on the Santee River. The town was moved a few miles from the river because of the mosquito-infested swampland, dropping the “Ferry” from its name as a result.

Access to the Santee Cooper lake is less than five miles away. Locals enjoy renting the PlayGround Pavilion for family reunions and gatherings.

The town prides itself on growing some of the best peaches in South Carolina.

Vance is the birthplace of Mike Williams, a member of the Clemson Tigers National Championship team who currently plays for the New York Jets. Author and pastor Michael Aiken Sr. lives in the town. His books include “Teaching, Preaching, and Healing are Kingdom Words” and “Such Were Some of You.”

Local parks include Frog Jump Park, which has a gazebo and picnic tables, and Bennett Park which has a shelter, grills and playground equipment. There’s also a mile-long greenway where the railroad ran that provides a historic interpretive walking trail through town.

The town holds many events including the Governor’s Frog Jump and Egg Strike (ongoing since 1928), the 4th of July Fireworks Display and the Mayor’s Tree Lighting and Country Christmas Supper.

The Springfield Flea Market is the oldest in the state and has thousands of visitors each weekend.

VANCE

Incorporated in 1887, the town of Vance traces its history to 1766 when it was

While it’s unknown exactly how the town of Woodford was named, it’s believed that it came about because the railroad was established to load and ship wood.

The Robinson and Gissendanner families gave the land to establish the town in 1891. The town was incorporated officially by popular vote in 1906.

The town has hosted popular events like the Hummingbird Festival and a Grill Master Cook Off. The Woodford Community Center also holds a variety of town events.

Comporium, an internet provider, continues to expand its fiber-optic network in Woodford, which allows residents access to high-speed broadband service.

Arts Alive

FROM BALLET TO FESTIVALS, OPPORTUNITIES TO EXPERIENCE THE ARTS ABOUND IN ORANGEBURG COUNTY

Get ready to be entertained as the stars come out in the sparkling repertoire of visual and performing arts venues in Orangeburg County.

Performing Arts

Named after a long-shuttered venue that hosted traveling vaudeville shows from 1916 to 1939, The BlueBird Theatre took up residence downtown in a restored cinema building (formerly the Edisto Theatre) in 1998 as home to the Orangeburg Part-Time Players. In addition to presenting dramas, mysteries, and musicals by its resident cast, the intimate BlueBird welcomes entertainers ranging from local and traveling musicians to comedy acts.

When the curtain goes up at the restored Stevenson Auditorium, there’s no telling what you might see. A downtown anchor dating from 1927, this civic building offers a 588-seat auditorium that groups can rent for a variety of events, such as local and traveling dance performances, plays, and concerts.

For dance fans, the Orangeburg Civic Ballet performs two ballets each year on various local stages, including the Stevenson Auditorium. The company, composed of local school-aged children, dances “The Nutcracker” each year at Christmas — a beloved holiday tradition — along with a spring show. Founded in 1993 by Tamalyn Blackman, the Civic

Ballet boasts a repertoire that ranges from full-length classics (“Coppélia,” “Sleeping Beauty,” “Cinderella”) to original works choreographed specifically for the company.

Visual Arts and Museums

Encouraging community participation in the visual arts through education is the mission of the nonprofit Orangeburg County Fine Arts Center. Overlooking the Edisto River, the center was the vision of Arthur and Lois Lusty, retired educators from Michigan. Myriad experiences for students and adults foster artistic expression from pottery and sculpture classes to music

and dance lessons. The center also hosts concerts, recitals, and art exhibits. One of two of South Carolina’s oldest historically Black universities, South Carolina State University traces its roots to 1872. Today the campus is home to The I.P. Stanback Museum &

Planetarium, a unique integration of the arts and sciences within one facility. In the museum, you’ll find significant holdings of historic photographs, paintings by American artists such as Jacob Lawrence, Lois Jones, and Romare Bearden, and African sculpture and artifacts. Special effects, courtesy of a Sky-Skan Automation system, animate sky shows in the 40-foot dome

of the planetarium.

Orangeburg’s other HBCU, Claflin University was founded in 1869 for the education of freedmen and their children. The university’s Arthur Rose Museum, named for the man who headed the art department for nearly 40 years, mounts exhibits by the university’s students and alumni, as well as regional, national, and international artists.

FESTIVAL TIME

Orangeburg dazzles residents and visitors alike with a yearround slate of festivals. Two of the best-known are the Orangeburg County Fair and the Orangeburg Festival of Roses

A local tradition since 1911, the County Fair is held each year in the first week of October. Music performances, a petting zoo, the Rock-N-Circus, rides and more provide family fun. In May, Edisto Memorial Gardens hosts the Orangeburg Festival of Roses, which brings tens of thousands of visitors to see 4,800 rose bushes bursting into bloom along the Edisto River. Throughout the year, the Downtown Orangeburg Revitalization Association sponsors events such as the International Festival, Taste of Orangeburg, and a summer concert series.

Take to the Trails

Long a peaceful retreat for residents and visitors, Edisto Memorial Gardens resides along the bank of the Edisto River. Stroll through the site’s award-winning rose garden (in bloom beginning in May) or cross the boardwalk that runs for half a mile through a tupelo-cypress wetland.

Santee State Park, where a 7.5-mile hiking and mountain-biking trail loops through a pine and hardwood forest on the shore of Lake Marion. One of the park’s shorter trails leads to a sinkhole pond; signs along the way explain how sinkholes formed here as a result of water dissolving surface limestone rock. Keep a watch out for a wide variety of wildlife as you hike the 3.7-mile loop through the Santee-Cooper Wildlife Management Area. Superimposed on the lands and waters of Lake Marion, the Area forms part of the 15,000-acre Santee National Wildlife Refuge

For bicyclists, the Edisto Explorer, a flat 14-mile route, runs along the North Fork of the Edisto River from its starting point at Baughman’s Landing. The 23-mile bike trail dubbed the Santee Shuffle begins at Joe Miller Park in Elloree and rolls past farmland, swamps and woodlands.

Into the Woods

While deer hunting is king in Orangeburg County in terms of the numbers and size of white-tailed deer found here, the area is also home to some of the best turkey hunting in the state. It’s not unusual for hunters in Orangeburg to bag a wild hog or coyote while in pursuit of other game; as non-native animals, wild hogs and coyotes can both be taken year-round. Throughout the county, you can go after quail on several preserves, and hunt doves on both public and private land. Hunting rabbit and other small game is becoming more popular as well.

Out on the Water

One of the longest free-flowing blackwater rivers in the U.S., the Edisto River is a haven for recreation. The Edisto Basin supports 94 ecological communities (not including aquatic communities), which, in turn, harbor protected bird species such as the redcockaded woodpecker, southern bald eagle, and wood stork. Canoers and kayakers can navigate the river’s narrow, winding, upper reaches, while small fishing boats favor the open waters of the Edisto.

GRAND AMERICAN COON HUNT

Folks flock to Orangeburg in early January for the annual Grand American Coon Hunt, the largest coon trial run in the nation. Held in Orangeburg County for six decades and counting, the hunt takes advantage of the region’s temperate January climate, which allows hunters and their coon hounds to trek through the area’s woods and marshes without being hindered by snow.

A recreational gem, the 62-mile Edisto River Canoe and Kayak Trail traverses the main stem of the Edisto River. The trail flows from Green Pond Church Landing past Colleton State Park, Four Holes Swamp, and Givhans Ferry State Park before reaching its endpoint at Lowndes Landing. In the eastern end of the county, Lake Marion — the larger of two Santee-Cooper lakes (the smaller one is Lake Moultrie) — ranks as the largest lake in South Carolina.

Along its 315-mile shoreline are a number of boat-rental facilities, plus two ramps at Rocks Pond Marina for private boat access to the lake. Take your rod and reel to the fishing pier at Santee State Park or boat out on the lake to catch largemouth bass, striped bass, and several species of catfish. Anglers might also net black crappie, bluegill, and redear sunfish. On an eco-boat tour by Fish Eagle Wildlife Tours in Santee, you can discover Lake Marion’s natural and cultural history. Trips, narrated by an experienced naturalist, interpret the area’s wild flora and fauna, including the cypress trees stranded in the water at the lake’s north end.

Once known for its agricultural and textile roots, Orangeburg County is now forging a bold path as a leader in advanced manufacturing, agribusiness, and technology.

Merle Johnson, executive director of the Orangeburg County Development Commission, says infrastructure development has been key to this transformation. “In the past decade, we’ve expanded from five to 11 industrial parks, all strategically located with direct access to highways, rail, and Charleston’s deepwater port. This infrastructure is the backbone of our success in attracting high-impact projects,” he says. Orangeburg County’s prime location between Charleston and Columbia, along the Interstate 26 corridor, gives it a distinct advantage in logistics. With direct access to

the Port of Charleston — one of the busiest ports on the East Coast — the county offers businesses unparalleled connectivity to global markets. This, combined with its growing industrial portfolio, has made Orangeburg County a magnet for companies seeking a strategic foothold in the region.

One standout site is the 745-acre Orangeburg Power Site, a shovel-ready industrial site boasting robust utility infrastructure and easy access to major transportation routes like I-26 and I-95. Johnson explains, “The site is ideal for companies that need to start operations quickly and efficiently, and its proximity to the city hub only adds to its appeal.”

In addition, the county recently completed a $4.5 million project in Western

Orangeburg County Industrial Park, where a 50,000-square-foot speculative building now stands ready to accommodate light manufacturing and distribution. Built on a former sorghum farm, this development represents more than just physical growth — it’s a symbol of Orangeburg County’s commitment to innovation and forwardthinking economic strategies.

BUILDING A FUTURE-READY WORKFORCE

While infrastructure forms the foundation of Orangeburg County’s growth, its true strength lies in its people. The county is home to three prominent educational institutions — South Carolina

State University, Claflin University, and Orangeburg-Calhoun Technical College (OCtech) — with each playing a critical role in developing the workforce of the future. These schools are not only educating the next generation of professionals but are also actively collaborating with local industries to ensure a pipeline of skilled workers.

“Our universities and technical colleges are critical to developing the talent that companies need,” Johnson says. “From technical training at OCtech to advanced research at South Carolina State and Claflin, these institutions ensure that Orangeburg County remains competitive in industries like advanced manufacturing, agriculture, and technology.”

OCtech, for example, offers South Carolina’s only degreed program in electronic instrumentation, crucial for industries like energy, manufacturing, and health care. The Master Automobile Service Technology program ensures that Orangeburg County produces top-tier professionals in the automotive sector, addressing the state’s growing industrial needs.

At Claflin University, a $17.4 million grant from the U.S. Department of Commerce and the National Institute of Standards and Technology is funding the development of an Innovation Center for Computer Science and Biotechnology. This center will focus on cutting-edge fields like biosciences, cybersecurity, and artificial intelligence, providing students with the hands-on experience they need to succeed in these

rapidly growing industries.

Meanwhile, South Carolina State University’s 1890 Research and Extension program continues to lead agricultural innovation. In October 2023, the U.S. Department of Agriculture awarded SC State a $500,000 Precision Technology Grant for a three-year program using drones to collect data to implement data usage into their farming practices and operations keeping Orangeburg County’s agricultural roots alive and competitive.

Further supporting this effort, Boeing partnered with the Orangeburg County School District to enhance STEM education through initiatives like the DreamLearners program. This collaboration introduces students to careers in aerospace and advanced manufacturing while providing hands-on learning experiences that inspire future STEM professionals.

Johnson adds, “This collaboration between education and industry is essential for long-term economic growth. By ensuring a pipeline of talent, Orangeburg County is not just meeting today’s workforce demands but preparing for the needs of tomorrow.”

AEROSPACE TAKES FLIGHT: BOEING’S BOLD INVESTMENT

A major milestone in Orangeburg County’s industrial evolution came in July 2024, when Boeing expanded its footprint in the county by acquiring two GKN Aerospace facilities. These facilities are crucial in the production of parts for the 787 Dreamliner, 737 MAX and 777X aircraft, making Orangeburg County a vital player in the aerospace supply chain.

This acquisition brought 110 employees into Boeing’s operations and signaled the company’s long-term commitment to the area. Boeing’s decision to invest in Orangeburg County is a testament to the

county’s broader strategy to attract aerospace industries, which are increasingly looking to expand domestic production. The aerospace sector is a growing focus for Orangeburg County, aligning with national trends toward reshoring and supply chain resilience. Beyond job creation, Boeing’s investment also extends into local talent development. ORANGEBURG COUNTY’S PUSH FOR SUSTAINABILITY

The push for sustainability is another critical element of Orangeburg County’s economic development. Valagro, a global leader in biostimulants and specialty nutrients, is constructing a new facility in the Orangeburg County/City Industrial Park. With an investment of $27 million, the project will create 33 new jobs and serve as a symbol of the region’s commitment to future-ready industries.

In March 2023, Delta Children’s Products — a leading manufacturer of children’s furniture — announced a $33.1 million investment to build a 400,000-squarefoot facility in Orangeburg. This project will create 123 jobs and support the company’s expansion into new categories. “We’re excited about this new project in South Carolina,” Delta Children said in a statement. “This will help us bring manufacturing jobs back to the U.S. and allow us to grow our product lines.”

Husqvarna, a global manufacturer of outdoor power equipment, is further reinforcing Orangeburg County’s sustainable development with a $50 million

expansion that will create 200 new jobs announced in November 2023. The company is transitioning its production to electric and battery-powered products in an effort to reduce its carbon footprint by 35% by 2025.

This trend of sustainability is reflective of a broader movement within the county, where economic development is increasingly tied to environmentally responsible practices. “Companies like Husqvarna are not only investing in Orangeburg County but also making a commitment to sustainability,” Johnson says. “It’s a win-win for our economy and the environment.”

Orangeburg County’s focus on renewable energy is further solidified by recent investments in solar manufacturing. In March 2023, Hounen Solar USA, a leader in the solar energy industry, announced a $33 million investment to establish its first U.S. manufacturing operations. This project is expected to create 200 jobs and further strengthen Orangeburg County’s position as a hub for renewable energy. As the global demand for clean energy continues to rise,

HOUSING GROWTH MATCHES INDUSTRIAL EXPANSION

With the growth of the workforce comes the need for housing and commercial development. The County of Orangeburg is processing permits for more than 3,000 new homes, a crucial step in supporting the county’s industrial expansion and accommodating its rapidly growing population. The county’s career centers have helped build a strong, workforceready population by expanding career and technology offerings and growing community collaboration in apprenticeship opportunities for students in their junior and senior years.

The district is home to three career centers: Cope Area Career Center in Cope; the Technology Center in Orangeburg; and the Lake Marion Technology Center in Santee. Where a normal classroom might prepare a student to pass a standardized test, these centers are designed to provide supplemental education that can elevate children in the workforce.

In addition to helping fill gaps in the workforce and regional needs — such as construction management, auto tech and certified-nursing programs — the curriculum inside the centers addresses all learning styles and levels of student abilities, resulting in a well-rounded and approachable experience.

Just as tenacity and grit are key to Orangeburg County’s DNA, so is a spirit of resourcefulness, which also plays into initiatives like the career centers. If elected to take dual-credit courses as freshmen, those students then spend half of their day at their respective high school before they’re transported to OCtech for the rest of their classes. As these students transition to their junior and senior years, they spend the full day at OCtech.

For ambitious students who enroll in

summer classes, the ability to earn an associate degree in arts and/or sciences is on the table, too — an enormous savings for parents, who get to watch their child walk across the stage to accept both a high school diploma and college degree. Add in an apprenticeship certificate, and the student is a star applicant for many of the region’s top manufacturers or employers.

CULTIVATING BRILLIANCE: MAGNET SCHOOLS

For children who show an early interest in, or aptitude for, a specific subject, the district’s celebrated magnet schools are the perfect opportunity to nurture that student’s genius. Rigorous course work and individualized attention helps prepare these early learners for accelerated growth and a variety of careers later on.

The district is home to four magnet academies: Broadcasting and Journalism Academy (BAJA) at Edisto Elementary; Science, Technology, Engineering, Arts and Mathematics (STEAM) Academy at Holly Hill Elementary; Scholars Achieving Investigating and Learning (SAIL) at Mellichamp Elementary; and the Students Taking on the Arts and Gifted Education (STAGE) Academy at Marshall Elementary.

Intentional education extends far beyond the textbook in Orangeburg County. The OCSD mission states, “To help all students develop and discover their person, purpose and platform”; all four charter schools do that by embracing learning across the four A’s: academics, athletics, activities and the arts. For example, BAJA Academy includes its own broadcast studio where students get a handson feel for how a broadcast is produced.

FROM DAY CARE TO FIRST DAY OF SCHOOL

Guided by the Early Learning Advisory Council, the district is nurturing students even in the early years, extending resources and curriculum to daycare centers for 2—3 year olds.

Magnet academies excel at helping educators discover a child’s unique academic talents at an early age, before they reach high school, which streamlines and focuses their family’s plan to enhance that child’s gifts from year to year and into higher education through strategic, systematic programs that start as early as kindergarten.

In fact, a recently piloted early literacy program, the Waterford program, has continued to build steam in 4K–second grade classrooms, working to close any possible achievement gaps for children learning to read, and assist teachers in propelling students to success.

Orangeburg is also home to two charter schools, Felton Laboratory School, located on the campus of South Carolina State University; and the High School for Health Professions, which is sponsored by the Limestone Charter Association. An alternative to public education is offered by Orangeburg Preparatory School, Orangeburg Christian Academy, Wesley Christian Academy and Holly Hill Academy.

Berkeley Charter Education Association, which is committed to bringing school choice options to all areas of South Carolina, and the Charter Institute at Erskine, which authorizes highquality charter schools to elevate educational opportunities through innovation and creativity, has brought a new educational opportunity to the Orangeburg, South Carolina, community for the 2024-2025 school year. The school will be named the Willie Jeffries School of Excellence (WJSE) in honor of football legend Coach Willie Jeffries who believes all students can succeed with the right opportunity and “Success has no ZIP Code.”

Barber Tech Academy

Students attending Barber Tech Academy undergo a comprehensive study of men’s and women’s hairstyles learning about both current trends and classic styles. To enroll in the master barber program, students must have a high school diploma, a GED or its equivalent. The school’s dedicated and talented instructors are committed to helping students realize their potential. Full-time students attend the program for 30 hours per week for 50 weeks. Part-time students attend the program for 20 hours per week for 75 weeks.

The health care industry often receives a lot of criticism — especially when it comes to the accessibility of care in more rural regions. In Orangeburg and its surrounding areas, however, you’ll see just the opposite — a community focused on the health and vitality of all its residents, regardless of their background or location.

MUSC-Orangeburg

The health care landscape in Orangeburg changed drastically in 2023, when the Regional Medical Center in Orangeburg partnered with MUSC Health, the state’s only comprehensive academic health system. Initially established as a private hospital in 1919, MUSC-Orangeburg has evolved into a comprehensive medical facility, and today serves Orangeburg, Calhoun and Bamberg counties as part of the larger MUSC Medical Center network, which also includes seven primary care practices, express care locations in Orangeburg and

Santee, as well as the Bamberg-Barnwell Emergency Medical Center.

The MUSC-Orangeburg facility operates a 286-bed acute care hospital and provides services in cardiology, endocrinology, general surgery, urology, behavioral health, neurology, obstetrics and gynecology, internal medicine, and orthopedics, as well as specialized services like vein and vascular services, and outpatient physical, occupational, and speech therapy. It also boasts a Breast Health Center equipped with mobile mammography capabilities, and hosts five fitness centers, underscoring its commitment to comprehensive health and wellness.

Family Health Centers Inc.

Family Health Centers Inc. is a nonprofit organization that has served the Orangeburg community for over 50 years, ensuring high-quality health care for all, regardless of insurance or financial status. Serving as the largest federally qualified health care organization in the state, the organization boasts seven state-of-the-art health centers in critically underserved areas of the community, with its main office located in Orangeburg, and a Family Medical Mobile Unit that extends its services even further. Under the mission of “fostering a healthy community,” Family Health Centers offers a wide array of services, including adult

Founded in 2009 by Dr. Bert Gue, the Orangeburg-Calhoun Free Medical Clinic provides primary health care services to medically uninsured individuals living in Orangeburg and Calhoun counties.

The clinic offers comprehensive care at no cost, focusing on prevention and health promotion where possible. Not only does this include basic medical care and education, but the clinic also offers expanded services and specialties like general surgery, orthopedics and pulmonology.

Another way to uncover the county’s historical gems is via the South Carolina National Heritage Corridor, which is a nonprofit that has designated significant cultural and historic sites in 17 counties across the state. The building, constructed in 1929, has gone through extensive renovations and is now home to the Orangeburg County Military Museum, a genealogy room and a visitor’s welcome center, with displays of African American and Native American memorabilia.

Willow Consolidated High School

2750 Cope Road, Norway

This former high school is an “excellent example” of school architecture typical of small towns in the early 20th century, according to the National Register of Historic Places. Today, the building serves as the town’s community and municipal center.

Great Branch Rosenwald Teacherage

2890 Neeses Highway, Orangeburg

The teacherage, built in 1925, was funded by the Rosenwald School Project. It housed teachers and the principal of the Great Branch School, which is no longer standing. The school was funded through contributions of the local African American community and philanthropist Julius Rosenwald. Booker T. Washington spearheaded efforts for the school’s design and its construction.

Arthur Rose Museum

Claflin graduate and professor William Wilson Cooke was the architect of the building — constructed in 1898 — that first served as the university’s library and then its art department. University students

helped in construction by digging kilns and firing bricks. Now, the museum exhibits student work and that of local, regional and national artists.

This century-old Victorian home has been restored and is now a bed and breakfast and venue for meetings and events.

Edisto Memorial Gardens

701 Russell St., Orangeburg

Orangeburg County’s first superintendent of parks, Andrew Dibble, started the gardens in 1920 with 5 acres of azalea plants. Today, the 150-acre gardens are home to cherry, dogwood and century-old cypress trees, along with displays of azaleas, camellias and other flowers. The site also has nearly 5,000 rose plants with 120 varieties. The Orangeburg Festival of Roses is held here annually the weekend before Mother’s Day.

Branchville Railroad Shrine and Museum

7705 Freedom Road, Branchville

The town is home to the “World’s Oldest Railroad Junction,” which dates back to 1838. Notably, President William Howard Taft gave a speech at the depot in 1909. The rail line connected Branchville to Columbia. The site now has a replica of the first steam locomotive, a museum of railroad memorabilia and a restaurant, Eatery at The Depot.

Elloree Heritage Museum and Cultural Center

Tour the museum to experience South Carolina’s rural past. Explore Elloree’s beginnings with interactive exhibits including a train station and logging area, a plantation gin house, horse-drawn carriages and more.

Holly Hill Depot

Constructed in 1886, this depot now serves as one of two offices of the Tri-County Regional Chamber of Commerce. There is a community meeting room in the back of the building.

This building, originally the former Parler school, was restored by the Santee Development Association. Now, the center is used for community events and private functions.

The Historic Church of the Epiphany and Parish House

101 Porcher Ave., Eutawville

This church was built in 1849 and enlarged and renovated as the town grew. The parish house was originally built in neighboring Pineville in the mid-1920s and was disassembled and moved by mule team to its current location across from the church.

Eutaw Springs Battleground Park

12933 Old Number Six Highway, Eutawville

The Battle of Eutaw Springs took place on Sept. 8, 1781, and was the last major engagement of the American Revolutionary War in the Carolinas.

Amelia Street Historic District

Amelia St. between Treadwell St. & Summers St., Orangeburg

Most of the Victorian-style homes on this street were built between 1890 and 1929. Some of the larger homes housed notable citizens of the time period. The F.H.W. Briggmann house, located at 1156 Amelia Street, stands out for its Greek Revival architecture. The home was built in 1855 and has three chimneys, a two-tiered porch and double door entrances.

East Russell Street Historic District

East Russell St. between Clarendon St. & Watson St.

Homes in the district were built between 1850 and 1930 and include Victorian, Colonial Revival and Bungalow architecture.

Ellis Avenue Historic District

Ellis Ave. between Summer Ave. & Wilson St.

Homes in the district were built between 1890 and 1931 and feature architectural details from the time including wraparound porches, lozenge windows and imbricated shingles. Also in the district, the Ellis Avenue School, is

an example of the work of James B. Urquhart, a prominent South Carolina architect.

Treadwell Street Historic District

The district includes 40 intact residences built between 1890 and 1930 in various styles including Victorian and Bungalow. The homes give significant insight into the history of the African American community in Orangeburg during that time. The homeowners were laborers, tradesmen and business professionals.

Whitman Street Area Historic District

Various locations at Whitman St., Elliott St. & Russell St., Orangeburg

The homes in the district — constructed between 1880 and 1925 — include Victorian, Queen Anne, Classical and Colonial Revival styles. While most of Whitman Street is now commercial, the residences in the district are intact.

The area includes 44 buildings that were significant to life in Orangeburg during the late 19th and early 20th centuries. Among the sites are stores, a post office, a textile mill, churches and lodge halls

Claflin College Historic District

Claflin College campus

The five buildings on Claflin College’s campus built between 1898 and 1915 make up the historic district. The buildings — Tingley Memorial Hall, Lee Library, Trustee Hall, Wilson Hall and the Dining Hall — are significant both as examples of early 20th century architecture and because of the HBCU’s importance to African American education in that time period.

The district includes eleven buildings, a landscape feature and an object associated with the University. The buildings are mostly 20th century Classical Revival style. The district is significant in the university’s evolution from a vocational and technical school for African Americans to the multidisciplinary higher education institution it is today.

Donald Bruce House

U.S. 301 (2 miles north of Orangeburg city limits)

The Donald Bruce house is believed to date before the Revolutionary War and is a prime example of 18th century Vernacular architecture. The house is made of pine and has hand-wrought nails and handmade hardware.

WHITE MEETING HOUSE

St. Julien Plantation

S.C. Highway 6, near Eutawville

The home on this 1,027-acre plantation was built in 1854 on land granted to Joseph St. Julien in 1737. Along with the main house, several outbuildings, a board-and-batten kitchen, a log cotton warehouse, a Carpenter Gothic mule barn, a smokehouse and garage remain intact.

William P. Stroman House

1017 N. Blvd., Orangeburg

This 1926 home features Neo-Classical design elements like the full-height porch, a Greek Revival entrance and Spanish roof tiles. Also on the property are two outbuildings, a garage and a greenhouse. Lafaye and Lafaye, a notable architecture firm in Columbia, designed the home.

Historic Churches:

Mt. Pisgah Baptist Church

310 Greene St., Orangeburg

Members of the First Baptist Church of Orangeburg organized this church in 1865 after Emancipation. The church building was constructed in 1903 and is an example of the early 20th century Romanesque Revival style. Nelson C. Nix, a dean of mathematics at South Carolina State, was pastor of Mt. Pisgah for 40 years.

Providence Methodist Church

3833 Old State Road, Holly Hill

Built in 1919, the church’s sanctuary is in the Neoclassical style and has early 20th century art glass for its stained-glass windows. Notable South Carolina architect Charles Coker Wilson designed the building.

Trinity Lutheran Church

390 Hampton St., Elloree

This 1914 church was built in the shape of a cross with blue granite that was mined in South Carolina. Renowned ecclesiastical architect J. Carroll Johnson designed the church.

Williams Chapel AME Church

1908 Glover St., Orangeburg

This Gothic Revival style church was designed by Miller F. Whittaker, a South Carolina State professor who was the first practicing African American architect in the state.

The church’s construction began in 1928 but wasn’t completed until 1944 due to the Great Depression. Influential local African Americans were members of the church, which led to the church’s significant role in the area during the Civil Rights Movement.

A fire destroyed much of the campground in 1898, but decades of repair have preserved this site, which is still in use today. There are 36 cabins, a tabernacle and the Cattle Creek United Methodist Church and cemetery on the property.

Cope Depot

While the depot hasn’t been operational for six decades, it remains intact and is a visual reminder of Cope’s founding in 1894. The construction of the railroad depot brought residents to the town, who in turn built churches, stores, a cotton gin and grist mill.

The

Enterprise Cotton Mill

Located at Zeus Industrial Products at 501 Blvd., Orangeburg

The mill was built in 1896 by nationally renowned engineer and architecture firm W.B. Smith Whaley and Co. Orangeburg Manufacturing Co. operated in the mill until 1917 when Santee Cotton Mills took over. From 1946-1976, South Carolina Cotton Mills was housed at the mill.

Hotel Eutaw

Russell and Center streets and Courthouse Square

The hotel, built between 1926 and 1927, is a significant example of skyscraper construction of the early 20th century. The hotel was financed through community action groups like the Lion’s Club and the Rotary Club.

Orangeburg City Cemetery

Corner of Bull and Windsor streets

This cemetery is notable as the first nonchurch cemetery in Orangeburg. Many African American leaders in the city, including educators, merchants, bankers and doctors are buried here. Most burial dates are between 1890 and 1960.

Orangeburg County Jail

44 St. John St., Orangeburg

Known as the “Pink Palace,” the jail, constructed in 1857, is one of the few examples in the state of Gothic castellated architecture, which was the common style in 1940s England. The jail was burned by Gen. William T. Sherman after he used it as his headquarters when he occupied the area during the Civil War. The jail was restored after the war.

COUNTY INFORMATION

Orangeburg County was named after William IV, Prince of Orange, who was the son-in-law of King George II. The county is the second largest in South Carolina by area and has the second most highway miles. There are 20 industrial sites across the county’s 1,106 square miles. Businesses of all sizes can be accommodated in the county’s industrial buildings that have available space ranging from 30,000 to 230,500 square feet. Husqvarna, Sigmatex and GKN Aerospace are among the globally renowned companies already making use of Orangeburg County’s business-friendly environment.

UTILITIES

ELECTRICITY:

The city of Orangeburg Department of Public Utilities provides electricity, natural gas, water and wastewater services in Orangeburg, the greater Orangeburg metropolitan area and some of the surrounding towns. It has historically provided one of the state’s lowest electricity rates.

Palmetto Economic Development Corp. represents Santee Cooper and the three electric cooperatives (Aiken, Edisto and Tri-County Electric cooperatives) that serve Orangeburg County in marketing to potential industrial customers. Dominion Energy South Carolina supplies service to small towns and some unincorporated areas of Orangeburg County.

TAX INFORMATION

WHERE YOUR COUNTY TAX DOLLARS GO

The explanation of the items outlined below are general and meant to give insight into the items listed on a property tax bill. For more information on the annual budgets — or for specific inquiries — contact this office or your local governing officials.

School Operations:

This levy is used to run the general operations of the Orangeburg County School District. The district approves its tax allocation.

School Debt Service:

This levy is used to pay for long-term general obligation debt issued by the respective school districts situated within the county. Essentially, this levy is used to pay for school buildings. The school districts approve its respective tax levy.

County General:

The County Council approves this levy and uses it for the county’s general operations.

County Debt Service:

The County Council approves this levy and uses it for general debt obligation and long-term debt retirement. Among the levy’s primary purposes is the repayment of money for buildings and long-term investments.

County Special Education:

This levy, approved by the County Council, is earmarked for O-C Tech, the library, vocational rehabilitation, disability and special needs, adult literacy, and soil and water.

County Capital Improvement Fund:

The County Council approves this levy to accumulate funds for the acquisition of capital items such as motor graders, heavy equipment, information services equipment (i.e. computers) and other items not used on a recurring, disposable basis.

Solid Waste:

This levy, approved by the County Council, funds the transfer of trash collected at the county’s convenience sites and to transfer the trash to the Three Rivers Landfill.

Road and Bridge:

This County Council-approved levy primarily funds the Department of Public Services, which is responsible for maintaining dirt roads and county bridges. This item came to be in the mid-1980s when the federal government cut revenue sharing.

County Fire Services:

The County Council approves this levy that is administered by the Orangeburg County Fire Commission. The County Fire Commission provides fire protection to county residents not covered by municipal fire departments or the Santee Fire District.

Horse Range Watershed:

This levy is administered by an elected commission and maintains a drainage system that mitigates flooding in the Vance area. This item only appears on tax records in Vance.

Holly Hill Health and Drainage:

The town of Holly Hill administers this 3-mill levy for the maintenance and upkeep of drainage ditches.

Municipal or Town Taxes:

Taxes are levied by the towns within Orangeburg County, and as a service to the towns, the county bills and collects taxes on its behalf.

New Brooklyn, Brookdale and Whitaker Heights Light Districts: These levies were approved by the town’s residents of the special service areas by referendum. The levy funds street light service.

• Property taxes may be paid at the Orangeburg County Treasurer’s Office. Real estate and personal property taxes are due and payable without penalty on or before Jan. 15 of the following calendar year. A 3% penalty is assessed on unpaid taxes Jan. 16, and if taxes are not paid by March 17, they are considered delinquent and an additional penalty of 5% must be added to the total.

• Real estate and personal property tax bills are issued to the owner of record as of Dec. 31 of the prior calendar year. If a transfer of ownership has occurred, the new owner may be liable for this bill.

• Payment verification inquiries may be directed to the Treasurer’s Office. If your mortgage company is responsible for payment of the bill, verify payment by contacting them.

• If you were 65 years of age or totally disabled on the prior Dec. 31, contact the Orangeburg County Auditor’s Office concerning eligibility requirements for the homestead exemption.

• Questions concerning assessments on boats/motors, aircraft, furniture and fixtures, manufacturing, and other personal property should be directed to the Auditor’s Office.

• If you have sold or otherwise disposed of a vehicle, contact your county auditor before paying a tax bill.

• If you have moved to a county other than Orangeburg, you will need to contact your local Department of Motor Vehicles branch to change your address on your vehicle information and your driver’s license if you have not done so already. If you pay the vehicle tax and register a vehicle and later get a new vehicle in the same tax year, you can transfer your tag to the new vehicle and not pay property taxes on the new vehicle until registration expires or renewal is required. If the vehicle tax bill is not for the vehicle you presently own, you must get a tax bill for the vehicle you want to register from the Orangeburg County Auditor’s Office.

• You may appeal the value of your vehicle by writing to the county auditor before the last day of the month that the tax is due. If your vehicle has mileage or significant damage, which makes it less valuable than the average vehicles of the same make and year, you may appeal the assessed value to the Auditor’s Office before the tax due date (last day of the month).

Most real estate transfers are considered assessable transfers of interest (see exclusions, South Carolina Code of Laws 12-37-3150). Property with assessable transfer of interest is reappraised and taxed at fair market value for the year following the transfer.

Legal Residence:

If you purchased a home or mobile home and resided there during the year, you are entitled to a legal residence rate of 4%. An application must be submitted to the assessor’s office. You are allowed only one legal residence classification.

Agricultural Use Value:

All new agricultural property owners must make an application for the agricultural classification for the applicable tax year. Agricultural use expires with the sale or transfer of property. Family transactions are considered transfers. Apply early to ensure your tax bill reflects agricultural use. You must file by Jan. 15 of the following tax year.

Multi-Lot Discount:

Written application to the assessor’s office is required by May 1 for any property developer having 10 or more unsold: any property developer have ten or more unsold, unimproved lots within a homogeneous area (subdivision) must make written application for the special, multiple lot discount on the unsold lots, listing each lot to be considered. Applications are available in the assessor’s office.

Residential Builders/ Developers Exemption:

Builders and developers may be eligible for an exemption on spec houses for up to five years. To qualify, the house must be new and unoccupied as of Dec. 31 of the prior year. Also, the builder/developer must file an affidavit with the assessor’s office stating that the house qualifies for the exemption within 30 days of the issuance of the certificate of occupancy and by Jan. 31 of each subsequent tax year.

Property Destroyed by Fire or Torn Down:

If buildings on your property have been destroyed by fire or torn down, please provide the assessor’s office with a copy of the fire incident report or building demolition permit showing the date of removal in order for the assessor’s office to remove it from record.

Rollback Taxes on Agricultural Property:

Property receiving or formerly having agricultural use value within the last five years, and the use changes to other than agricultural use, will be subject to five years of rollback taxes, according to the South Carolina Code of Laws 1976, Vol. 5 12-43-220 (4). The rollback amount is the difference between the paid reduced agricultural tax assessment over the prior five years and the market value rate. When the ownership changes on the property subject to rollback taxes, the taxes will be billed in the new owner(s) name.

Mobile Homes:

The owner of any mobile home purchased, sold, or relocated to Orangeburg County has 15 days to register it with the permitting office. Before a mobile home is relocated, a moving permit must be secured through the permitting office. Any current owner not receiving a tax bill should also contact the tax assessor’s office. If the buyer fails to register the mobile home, the buyer can be found guilty of a misdemeanor, according to state regulations. Mobile homes will continue to be taxed in the name of the seller until the buyer provides the permitting office with a Form 400 or copy of title showing the ownership transfer. All mobile homes must display a decal sticker. Replacements are available at the permitting office.

Address Changes:

All address changes for real property, including mobile homes, must be requested in writing to the assessor’s office at P.O. Box 9000, Orangeburg, SC 29116.

The Delinquent Tax Collector Office collects delinquent real and personal property taxes, penalties and costs. Unpaid taxes become delinquent on March 17 every year, with the exception of motor vehicles. The treasurer issues a warrant of execution to the Delinquent Tax Collector Office.

Tax execution notices are mailed on April 1, notifying taxpayers of outstanding taxes due. If taxes are not paid by May 1, a certified final notice of levy is mailed informing taxpayers that their property is subject to seizure and sale for delinquent property taxes, assessments, penalties and cost. The function of the Delinquent Tax Collector Office is to collect delinquent real and personal property taxes, penalties and costs.
