The project aims to connect the existing historic city centre with the industrial zone. Currently divided by the city wall and a large span of railway tracks, the proposal includes an underground mall to connect the platforms and creating an access to both sides of the city - the old and the new. The masterplan aims to generate movement through the site, from the existing city centre, to the upgraded train station and to the new developed precincts near the river, and finally the Po River itself. The city wall will be restored and will be lined with a park for pedestrian and cyclist permeability, broken up by large and small public spaces. The main square adjacent to the central station is below street level to create a stronger transition through the underpass. Retail also lines the underpass, which extends into the shopping centre and continues through the other side, into a new market and square adjacent to the existing highway. The shopping centre acts as a new centre, an entryway from the newer part of the city and the river, facilitating interaction between the users of these buildings at meal-times etc. A sports centre sits above the existing highway, and includes courts and facilities for different types of sports. It provides both indoor and outdoor facilities to cater for different seasons, weather and sport requirements. A logistics zone caters for economic expansion and utilisation of the train station and transit node. Several plot sizes and types facilitate a variety. Cycle paths are located on all major roads, and also throughout the park spaces of the development. A vehicular tunnel is also proposed at the south of the development and a pedestrian landscaped overpass at the northern end of the site to strengthen the access and provide continuity across the large span of the railway tracks.

8 t1. A portion of the existing highway will be cut off from traffic and will be relocated to the other side of Piacenca across the Po River. 2. The city walls will be restored and be transformed into a strip of green space, park and bike paths. 3. The underutilised buildings and sheds on the upper strip will be demolished. 4. The main square will be enlarged. 5. The existing commercial centre will be removed as part of the restoration of the city walls 6.The outdoor carpark of the shopping centre will be relocated inside the new shopping centre as underground parking. 7. The 13 railway tracks for shipping goods will be removed and relocated to another site in Piacenza further away from the city centre. 8. The underutilised sheds and spaces next to the railway tracks will be demolished and redeveloped. 9. The tanks on the northern end will be demolished and be redeveloped to open up to the river. 10. The commuter carpark will be relocated to the other side of the railway tracks and redesigned. 11. A portion of the existing vehicular overpass will be demolished and will be redirected to a different intersection. 12. Roads will be realigned to suit the new overpass. 13. Some underutilised sheds and structures will be demolished to make way for newer sports facilities. 14. Roads will be realigned to assist existing and expected traffic. 15. The abandoned tracks below the site will be demolished and will make way for a new vehicular underpass. Roads will be redesigned to accommodate for this.

The proposal takes into account the existing traffic conditions and its ability to facilitate and provide new access to the city through the utilisation of the varying levels across the site, creating connections and infrastructures that also integrate pedestrian and cycle access without becoming an obstruction. The masterplan incorporates multiple land uses across the site and facilitate the current needs of the local and the site itself. It restores natural features of the site and creates different levels of activity and scales to harness its new function as an economic centre. Green spaces and open parks are also increased across the site and assures that connection among these continue throughout the historical city, the new precincts and towards the riparian edge.


The new shopping centre integrated into the trainstation promotes the mixed-use development desired for the site. This development seeks to create a new economic centre for the city, facilitating local life but also and new land-uses and markets throughout the region of northern Italy. The parking spaces will also be relocated to the shopping centre.

Across the site, the existing infrastructures, mainly the highway and the railway tracks have imposed a division across the historical city, the industrial site and the river. A variety of solutions are applied to a number of areas of the site to overcome this - infilling the spaces above and under the highway, bridges, underpasses - and creating a transition between these connections through public spaces and streets.

The shopping centre will open up to the newly developed precints acting as a large entryway and a passage through the trainstation. A tree-lined boulevard will facilitate medium density traffic and incorporate bike lanes.

The bottom of the highway will be infilled with permanent market stores and will be adjacent to another public square surrounded by new business buildings.

A sports centre will be built above and below the unused highway and will open up to a number of sports fields and facilities. The existing adjacent canal will be redeveloped into a green pedestrian ‘necklace’ leading to the river. Pathways across different levels will turn the canal into a stip of green park. This precinct transitions from the commercial areas to the green spaces and the river, facilitating local activity and lifestyle.
